Buhari is educated - he has attended military colleges both in Nigeria and abroad.  Bakare is educated  - he has a law degree and has been involved in social development previously.

The point (in case you missed it) is that not every technocrat makes a good politician - it is intellectually lazy to assume that a skilled technocrat will make a good politician. Evidence has shown that with the right political will, the 'how' bit is very achievable. It is the will to decide 'what' to do that is lacking.
