One of the fmr commissioners then also told me that all these minor finances also help the govt to cater for state needs. So what I'm trying to say is that those Lagos hawkers might also be paying some dues

True.They pay markets dues.Some 50 naira and some 100 naira per day except you dont come out for that day..
