You are wrong about heaven. I will rather tell you that if people understand the concept of life after death with retribution, reward or punishment, heaven or hell, then they would behaved better knowing that everything does not end here. For someone like me, the thought that many of these bandits and fanatics will live in perpetual pain and sorrow in hell gives me consolation to take the atrocities being witnessed. Imagine there is no punishment after committing these atrocities, how unfair that would have been? So your conclusion is based only on your narrow heaven only perspective without taking cognizance that there is hell with its sorrow and miseries too.
