Civil Society organizations reaction to the Report of the House of Representatives Ad-hoc committee which investigated the controversial subsidy on petroleum products in the country, have called on President Goodluck Jonathan to take action to sanitize the situation in the country.

At a press conference in Abuja today, the United Action for Democracy (UAD) said that the revelations that emanated from the probe by the Representatives confirmed its position of and that of the mass of Nigerians that it was the corrupt enrichment of a minority and not the affordability of fuel for the vast majority of Nigerians that was being subsidized

The UAD therefore called for the prosecution of all the individuals and corporate bodies found to have been the beneficiaries of the supposed ‘subsidy’. “Further, we call we call for the immediate resignation or sacking of Dr. Ngozi Okonjo Iweala, Minister of Finance, Diezani Allison-Madueke, Minister of Petroleum, and Labaran Maku, the Minister of Information for their demonstrated culpability by acts of omission or commission in the fuel subsidy, the anti people hike in the price of petrol and the conscious promotion of lies to cover up the truth,” the group said.

And in a press statement in Benin City, the Executive Director of Africa Network for Environment and Economic Justice (ANEEJ), Rev. David Ugolor, said the report of the committee further confirmed the rot and mindless corruption represented by the Ministry of Petroleum Resources. “ It exposes the fact that the Minister of Petroleum Resources, Diezani Allison Madueke has been presiding over sleaze and she has no option now but to take the path of honour," he declared.

He said it ought to be clear to President Jonathan by now that he was misled on the issue of fuel subsidy removal on January 1, but that the people of Nigeria have now triumphed over the negative forces in government and Mr. Jonathan should demonstrate his commitment to fighting corruption in the sector. “He should get his anti-graft agencies to prosecute all those linked with this monumental fraud that led to the crisis of confidence between Nigerians and his administration,” he said. “He should be courageous enough to fire the Petroleum Minister so that Nigerians could be convinced that there are no sacred cows in his cabinet."

In the same vein, the UAD said at the press conference that it has closely been observing the evolving situation in the country with respect to growing impunity on the part of those in government, growing poverty in the midst of plenty, and growing insecurity across the country.

It noted that at its recent extraordinary and expanded session of its National Coordinating Council held in Lagos in March, the UAD reflected on the January uprising and the state of the nation, towards consolidating on the gains won by the popular masses.

“The January uprising was a popular upheaval of the poor and suffering Nigerian against the dire and worsening state of poverty, corruption and impunity in high places and disillusionment with the ruling elite in Nigeria which was ignited by the hike in fuel price,” the body said. Despite the premature suspension of the general strike at its peak by the labour movement, which UAD considered to be unfortunate, it said the outcome was a partial victory and Nigerian people victorious because they dared to struggle.

UAD said that with the realization that the Nigerian State remained committed to further hiking the price of petrol, it will henceforth commence intensive mobilization in preparation for mass mobilization in preparation for mass revolutionary action against this and other anti people policy and for system change.

Among others, UAD called for the immediate release, full publication and implementation of the reports of the power sector, fuel subsidy, petroleum sector and pension probes; prosecution and punishment of those implicated and indicted; exemplary punishment to guilty companies; and immediate steps taken to determine actual daily consumption rate for petrol; actual daily production capacity for petrol by domestic refineries; and actual daily production capacity of domestic refineries.

Also speaking in Benin City today, ANEEJ's Policy Officer, Mr. Innocent Edemhanria said it was gratifying that one of the recommendations in the House committee report is the immediate unbundling of Nigeria National Petroleum Corporation (NNPC), which the Petroleum Industry Bill seeks to achieve.

“The passage of the Petroleum Industry Bill into law will complement the effectiveness of the Nigeria Extractive Industry Transparency Initiative(NEITI) Secretariat which recent 2006 – 2008 audit reports confirmed the urgent need to reform the oil and gas sector in Nigeria so as to create the enabling environment for all stakeholders,’’ Edemhanria stressed.

He disclosed that his committee was able to put a lie to the claims of government officials that local refineries cannot refine enough petrol to meet local demand. The committee, observed Lawan, established that if local refineries were able to refine 235,000 barrels of the 445,000 barrels they are alloted daily, they would still be able to refine 40 million litres of petrol and 10 million litres of kerosine, which, he said, exceeded daily local demand.

September - three months to the end of year 2011.

Thanks at the bold part. Everyone calling for Okonjo's head as if she's the one who solely responsible for all the wrought in the fuel sector. DAM, SLS and her, share same blame but the majority of the blame defaults on lawmakers who are either silly not to put in internal controls to safeguards Nigeria's assets, or just plain ignorant to the devices of corruption, YET they are quick to point fingers. You know I was calling for Mrs. DAM to get fired, but now, I know better. In fact, let her stay intact, because the lawmakers made it so. If certain lawmakers know they haven't gotten any form of lobbying bribe, they should jointly agree and I don't know, pass a motion in the house to Mr. President, that all these people are to be removed effectively immediately. Let me know, when the water begins to bubble, let's see who's hands are clean... angry angry angry

How exactly did he turn against those you suggest are the monsters here? This administration REFUSED to investigate the many claims of corruption until the house of Assembly (NOT THE PRESIDENT) decided to probe the subsidy program. So, again I ask you, how did the Administration turn against the monsters?
Also bear in mind that the reveal now validates claims that the administration's own cabinet has been aware of, and turned a blind eye to, the corruption that has existed, and continues, in the subsidy program it has been in charge of running for the past 2 years. Goodluck Jonathan himself went on National TV to announce that there were no cabals but simply marketers doing their business in legitimate ways, taking advantage of opportunities provided them through the Government run program.

On Okonjo Iweala, well, she put herself at the center of the subsidy removal debacle. I could almost say she came up with the plan, but that is an aside. However, it is hard to forget the many false claims she made of the program, from the claim that ordinary Nigerians do not benefit, to her blunder on what fuel buses use,and her inability to answer questions on the details of the real cost of the subsidy project, even after the administration had removed it.
The investigation has revealed that a lot of the claims she made to Nigerian people, in support removal of subsidy where false, so, I am not certain how that ought to be handled, given this is Nigeria at the end of the day.

This is not about haters, it is about misinformation. Although she resumed in September but her role in the subsidy removal was so high. She deceived Nigerians acting as though she had right information quoting all lies and that is enough to make her resign. Anyways, this is naija where bad prevail over good as such, whatever the stooge GEJ does is his business.

They will not rest till this Ibo woman - Ngozi Iweala and the Niger Delta woman are removed from office and replaced with a conniving thief. Useless tribalists!!! The Senate yesterday asked its committees to investigate how the Federal Government overspent the budgeted funds on fuel subsidy by up to N1.1 trillion since the beginning of the year.
About N240 billion was provided for the subsidies in the 2011 budget, but so far government agencies responsible for running the scheme have spent up to N1.3 trillion this year, the Senate heard through a motion moved by Senator Bukola Saraki yesterday.

The Federal Government has planned to stop the subsidies starting January, but this is facing criticism from labour unions, opposition politicians, lawmakers and many prominent people.

Ending the scheme would inevitably send petrol prices shooting up to about N150 per litre from N65 per litre.

In the motion co-sponsored by 13 other senators yesterday, Saraki said instead of spending N20 billion each month on fuel subsidy as budgeted, government spent up to N165 billion in one month alone in breach of the budget law.

Saraki said government has so far spent about N1.3 trillion on fuel subsidy this year, translating to 700 per cent above the budgeted sum.

He said reports by some prominent foreign economic journals and the Department of Petroleum Resources (DPR) has revealed how volume of fuel imported into Nigeria is inflated fivefold and then smuggled out and sold at higher prices in neighboring countries after collection of large sums of money as subsidies from the government.

“Fuel subsidy as it is being managed today has become a risk to the entire economy. The implementation of the 2011 Appropriation Act will surely be in trouble waters if a variation of N1.2 trillion arises as a result of the level of expenditure incurred on fuel subsidy so far.

“Although N20 billion was set aside for subsidy on a monthly basis in the Appropriation Act 2011, in August 2011 the total figure expended was N165 billion of which the Nigeria National Petroleum Corporation (NNPC) was N88 billion and the Independent Marketers was N77.7 billion.

“In the first three months (Jan – March. Before elections in APRIL) of the year both NNPC and the Independent Marketers did not exceed N62 billion monthly but within the last three months (Ngozi was already on seat by then) figures have ranged between N150 billion and N186 billion,” Saraki said.

Speaking on the motion, Senate President David Mark said the scheme has been hijacked by a cartel operating like Mafia. “Whatever they do is completely exclusive to them. They are very few and 95 per cent of us don’t know what is happening. It is important to investigate the subsidy to know whether or not it has achieved the aim it is set out to achieve,” he said.

Saraki said illegal expenditure on fuel subsidy diminished the power of the National Assembly as the organ of government responsible for appropriation of all public funds.

Okonjo and Allison don't have to commit any offence at all for the paid agents of threatened oil merchants to pounce on them. The House committee led by Lawan is simply doing its constitutional duty: to investigate.
Has it completed it investigation, taken all evidence, listened to all witness, and presented it's finding to the whole house for a vote? Has the senate reconcilled its findings with the house? Has the house referred its finding to any investigative agency for police action. The answer to these questions remain, no , no, and NO.
Yet @poster wants a quick punishment before investigations are completed, sack them all he says.
we know there's an entrenched culture of corruption in the oil market since the 1970s, any attempt to remove even an iotha of this corruption is going to be resisted by the wealthy and mighty oil cabal.
If you watch recent postings by people who are bent on tarnishing Okonjo and Madueke's images, you won't be surprised that the same agents are here calling for their sack based on incomplete house findings or a so-called organised civil society request.
