Probe Of Former, Serving Military Officers The Most Sweeping In Nigeria’s History

In an unprecedented development, President Muhammadu Buhari has asked the Economic and Financial Crimes Commission (EFCC) to begin a comprehensive investigation into the role played by several former and serving top military officers in the questionable expenditure of funds meant for the procurement of weapons and other equipment for Nigeria’s military.


A statement released today by a senior presidential aide, Garba Shehu, disclosed that the investigation would cover the period from 2007 to 2015. Mr. Buhari ordered the probe based on the recommendation of a committee that audited Nigeria’s defense budget from 2007.

Those whose roles are to be investigated in the sweeping investigation include such ​retired and serving officers as Air Chief Marshal A.S. ​Badeh, ​Air Marshal ​M.D. ​Umar, ​Air Marshal​ A.N. ​Amosu, Major-​General ​E.R. ​Chioba, ​Air Vice-Marshal​​ I.A.​ Balogun, Air Vice-Marshal ​A.G.​ Tsakr, Air Vice-Marshal ​A.G.​ Idowu, Air Vice-Marshal ​A.M. ​Mamu, Air Vice-Marshal O.T. ​Oguntoyinbo, Air Vice-Marshal ​T. ​Omenyi, Air Vice-Marshal ​J.B. ​Adigun, Air Commodores ​S.A. Yushau, A.O. ​Ogunjobi, and ​Lieutenant Colonel ​M.S. ​Dasuki.

Other targets of the investigation include Air Commodores G.M.D. ​Gwani, S.O. ​Makinde, and A.Y. ​Lassa.​

The EFCC’s investigation is likely to uncover for the first time the nature and depth of the collusion between military officials, political officials and defense contractors in inflating defense contracts and procuring sometimes antiquated or ineffectual equipment.

Mr. Buhari wants the EFCC to uncover any shady procurement deals struck by the named officers and the directors of defense firms. The probe comes in the waking of revelations that former National Security Adviser, Sambo Dasuki, diverted more than $2 billion in arms procurement budget and distributed it to various political figures.

Some of the defense contractors and directors whose role will be investigated include ​Messrs Societe D’ Equipment Internationaux, Himma Aboubakar, ​Aeronautical Engineering and Technical Services Limited, ​Messrs Syrius Technologies, Theresa A. Ittu, ​Sky Experts Nigeria Ltd, Ifeanyi Tony Omenyi, ​Huzee Nigeria Ltd, and ​GAT Techno Dynamics Ltd. Other players include Gbujie Peter Obie, Onuri Samuel Ugochukwu, ​Spacewebs Interservices Ltd, Oguntoyinbo Tayo, Oguntoyinbo Funmi, Jacobs Bola, ​Mono Marine Corporation Nigeria Ltd, ​Geonel Integrated Services Ltd, Sachi Felicia, Mudaki Polycarp, Wolfgang Reinl, and ​Delfina Oil and Gas Ltd.

The EFCC would look at such breaches as “non-specification of procurement costs, absence of contract agreements, award of contracts beyond authorized thresholds, transfer of public funds for unidentified purposes and general non-adherence to provisions of the Public Procurement Act.” In addition, the agency would investigate the roles played by military officers and civilian contractors in other irregularities and fraud that characterized the procurement processes.

“In many cases, the procured items failed to meet the purposes they were procured for, especially the counter insurgency efforts in the North East,” said Mr. Shehu’s statement. In the past, SaharaReporters had detailed complaints by soldiers deployed against Islamist terrorists, Boko Haram, about being sent to battle with inferior weaponry and even defective gear. One soldier revealed that bulletproof vests as well as helmets issued to officers were consistently defective.

Some soldiers also alleged that some rogue officers were cooperating with Islamic insurgents by giving them intelligence about troop movements. Some soldiers engaged in mutinies to protest being sent to battle to lose disastrously against Boko Haram.

How Scandalous Corruption In The Nigerian Military Led To The Death Of Air Force Pilot, Others


SaharaReporters has learned that findings from the arms procurement audit, which began in August 2015, have shown that corruption in the military, particularly in the Nigerian Air Force, led to the death of air servicemen fighting against Boko Haram. The audit of military procurements, exposed this week, resulted in President Muhammadu Buhari demanding a deeper probe into Nigeria’s most senior military officers.



In December 2014, Group Captain Ubong Akpan and Master Warrant Officer Zabesan Hosea boarded a Russian-made Mi-24V helicopter with the intent to carry out combat operations against Boko Haram terrorists in Adamawa State. Both air servicemen lost their lives when their helicopter crashed near Girei, Adamawa State.

At their funeral service, Chief of Air Staff AN Amosu said that their “sacrifice” saved Yola, the Adamawa State capital, from falling into the control of Boko Haram terrorists.

However, in recent days, it has been revealed that Air Vice Marshal Amosu and a former National Security Adviser (NSA) Col. Sambo Dasuki (retd) purchased two unserviceable Mi-24V helicopters from using unscrupulous defense contractors. These helicopters were missing the necessary parts to fly, including being without rotors. As Boko Haram grew more powerful, and began expanding its sphere of control over the entire Northeast region, the defense chiefs and Mr. Dasuki felt increased pressure to combat the terrorists.

According to military sources speaking with SaharaReporters, the air force leadership then took the rotors from another unserviceable Russian helicopter, a Mi-35P, so that Mr. Akpan and Mr. Hosea could fly their mission. Military sources further told SaharaReporters that their fighter helicopter crash was likely caused by the Mi-35P rotors because they were too heavy for the Mi-24V helicopter they flew on that fateful mission.


It will be recalled that the arms procurement audit revealed that Mr. Dasuki, and the other defense chiefs, purchased unserviceable and cheaper military equipment when they had budgeted for newer military hardware. They then diverted the leftover funds to their personal accounts.

Despite the glaring case of theft and corrution by the top echelon of the military several Nigerian soldiers who tactically withdrew from battle fronts when comfronted with superior fire power of Boko Haram militants have been subjected to harsh military justice and sentenced to life imprisonment for "cowardice". One of the case involves a Brigadier General EnitanRansome-Kuti who remains under house arrest in an army barrcks because he was accused of abandoning his unit at the Multinational Taskforce base in Baga in Borno State.

You are talking based on the assumption Nigeria is selling all her oil. This has not been so for a while and the situation may become worse in future as more nation discover oil and the world becomes less reliant on oil as commercial/domestic fuel. Buhari knows he is in a winner-take-all fight where he either wins by moving Nigeria towards success or fail by letting the Tompolos of the world continue to hold the biggest black nation on earth to ransom over a commodity that is becoming cheaper and more worthless to Nigeria than some of the many other domestic endowment we have neglected. You are really misinformed and behind if you think (1) oil is the supreme 'bargaining chip' it used to be in Nigeria's case, (2) or you assume we are still in an era of weak Presidents every common criminal can bluff and (3) you fail to understand that it is now accepted that the Nigerian economy, as a matter of necessity and not choice, must diversify or die.

Buhari is uncompromising because he knows the future and survival of Nigeria is linked to a totally new way of doing things where oil is not an overpowering factor that is allowed to subjugate and undermine every socio-economically beneficial process or decision to the detriment of Nigeria .

What has made this mindset even more urgent, aside the desperate result of a failure to diversify the Nigerian economy, is the startling fall of oil price that has totally exposed the horrid economic vulnerability of Nigeria and shown every intelligent Nigerian that we are f**ked and are now left with no choice but to do whatever possible to ensure Nigeria is no longer a prisoner to oil blackmail. Buhari is smart enough to realise it is easier to reform Nigeria, by dealing with its worst internal enemies of progress, in a period oil is becoming dirt cheap and Nigerian oil is no longer over-subscribed.

That is one of the main message that must be passed across if Nigerians are to start believing that wrongdoing has punitive implication. It is a fact that those who create how we live do not live like us. These guys understand that a phone is a tool of productivity and not a fashion accessory. I don't think one will find Dangote trying to be the first person to get the latest iphone as some are obsessed with. Being able to make and receive calls on the go is far more important that the phone itself.

That is not the point. It is more pertinent to ask if any reason exists for you to be probed. What people do not understand is that Tinubu is the one politician in Nigeria that typifies the saying "don't hate, appreciate". Meaning you may dislike someone but you must admire how they conduct their affairs to saty on top and be exemplary winners. As I showed above, the PDP, APGA and even Buhari's CPC fell short of auditing standards. ACN was the only major Party singled out as exemplary. When someone goes out of his way to be that legitimate and compliant with the law always, in a nation of absolute lawlessness typified by the reckless abandon of the then ruling Party i.e the PDP, it is obvious some could learn lessons from Tinubu they can use to make a success of their own lives. For what Nigeria is, Tinubu is very special in my opinion.

Nigerians, because of innate bias and a tendency to look at everything sentimentally, fail to see what Tinubu is which is, as you stated exactly, an astute businessman and a very calculative politician. What typified Tinubu for me as a person who covers his back and always 'stays tight' was the political Party auditors report of a few years ago that showed the then ACN was virtually the only major political Party that complied with every single aspect of the law as far as book-keeping and auditing is concerned. PDP was found to be woefully wanting and derelict in its responsibility to file accounts and provide relevant information. Even Buhari's CPC was found wanting.

The moral of the story is that we should all be inspired by a man who studies systems so well and works legitimately to benefit from said system whereas others cut corners and simply disregard the law. The ACN could have been a lawless party like others and even the strict Buhari could not control the slackness of his CPC. Yet the fact APC shone as the most accountable major Party in Nigeria should show some they are better understudying Tinubu than hating him. Tinubu has the awareness and talent to ensure even the smallest details were not ignored when Buhari did. This does not make Buhari bad. It simply means Tinubu is exemplary and misses nothing. In short a master of the game.

Forumites should see for themselves. Being emotional gets us nowhere in life and it will prevent us from learning from characters like Tinubu. We should ask ourselves why Tinubu ensured the APC is praised below in lawless Nigeria where it is far easier to circumvent the law, especially if you are influential, than obey it. Tinubu has survived and thrived for so long because he does everything within the law while others just don't "give a damn" as GEJ announced. Good luck trying to probe Tinubu.

If it Tinubus wealth and influence that bothers you then I should ask if you also want Buhari to investigate every single wealthy businessman/private citizen who is involved in politics in Nigeria yet has nothing to do with a Nigerian public office and no direct link to obtaining looted FG money?

Are you saying Buhari should go after those sort and ignore those, like Dasuki and Allison-Madueke, who used their public office to loot Nigeria horrendously and directly? If he did you will be first to shout dictator and argue those folks are merely being persecuted for their wealth and political affiliation !!!! What would the probe be based on? Tinubu's tenure as governor of Lagos which ended in 2007? Or his position as an APC leader with no direct control of any Nigerian public office? Did Tinubu collect money from Dasuki or was he given pipeline protection contract by GEJ? When Buhari is not probing former leaders of the PDP that controlled and looted the centre for 16 years it is Tinubu who had never been a member of a ruling Party that should be probed?

You guys cannot simply be mentioning Tinubu because he is your favourite bogeyman and you want him 'dealt with' by all means. Whether you like it or not the truth is that Buhari ,as President of Nigeria, is more concerned with recent official looting of the federal government. That is what Buhari is focusing on and he therefore has no reason to probe Tinubu.

Indeed. We have to put emotions aside . It has never been a crime to accept electoral campaign funds. Funds donated and disbursed to win an election can come from many sources. It would have to be proven that Falae knew he was receiving money diverted illegally from government coffers for any charge of wrongdoing to stick. If Falae is correct in claiming he received the money directly from Anenih then he is on very strong grounds because it is Anenih, i.e a PDP politician who can work for the Party's electoral win yet is not connected to any public office directly, who should be probed. If it cannot be established that Falae directly collected this "election mobilisation fee" from Dasuki then I think he can successfully fight any order to refund the money. There might be a case for showing Falae benefited from the proceeds of crime but this is a grey area because Falae may simply claim he accepted and spent the money in good faith and for the purpose it was meant for. Any demand for a refund will then be frustrated and probably redundant in the end.

Steal, loot and preach terror only to then be shouting for the international community to come to your salvation when it is time to face the music. The international community does not behave like that and certainly not in favour of people accused of very serious crimes.

I do not want to take sides and some may enjoy ethnic baiting but we need to be careful seeing this as an Igbo thing. I have many educated and bright Igbo friends who are law-abidding and go about their business amicably. They view Kanu an embarrassment and a nuisance.

This is about the deluded and deceitful egomaniac called Kanu and those who chose to follow him. Kanu and those people cannot be viewed as representing the Igbo ethnic group same as Fayose 's utterances or actions can never regarded as words and actions every Yoruba endorses or identifies with.

You think I speak for narrow-minded people like you? How many Nigerian deaths did Jonathan cause directly or indirectly? Far too many is the answer. If you appreciate life and you know you cannot restore it once lost then you will never support a man who caused the death of so many Nigerians cynically.

I am not interested in thinking like the sycophants or ignoramuses, oblivious of the local crimes/misrule of GEJ, who gave this asinine award. Look at ambitious and sucessful nations like the UK, USA, Germany , France et al. You cannot even kill one of their citizens or armed force personnel without serious repercussion. Yet GEJ watched many Nigerians die like chickens and even abetted the death of many soldiers with the corruption Dasuki is now telling us 'oga at the top' sanctioned. We even all see now how the Nigerian army is a far more serious and focused unit under Buhari than was ever the case under GEJ who ensured virtually every kobo meant to empower our army was looted. Instead the army turned election riggers and private intimidation force for the PDP. You people are simply incredible and I think it is not ungracious that many intelligent folks say Nigerians deserve the nation/leaders they have.

I don't agree with this at all. A "good man" will never be part of what GEJ allowed knowing such would could misery to millions. GEJ is not a good man and we should move away from the Nigerian penchant of promoting everyone who is not loud, ambitious and assured as "good", "meek", "humble" or "a gentleman misled by bad advisers".

In the most successful and ambitious nations in the world, you will never ever be proclaimed a "good man" if you are a leader who supervised the unconscionable looting of the people's wealth and even assisted the efforts of those who want to slaughter those you swore to protect even at the risk of your own life. Remember how GEJ cowered in cowardice while Nigerians were bein slaughtered whereas many leaders take risk to visit their soldiers on the frontline to boost moral and show they appreciate them. APC governors and leaders had to audaciously walk the streets of a terrorised Northern State before GEJ decided he had to act and deploy cynical propaganda so as not to lose political goodwill. That, for me, was very cynical and callous. An indicator of the unconscionable mind of a man only interested in remaining in office while not fundamentally bothered about the Nigerians dying under his watch and due to his actions/inactions. Man mi, you are on point virtually all the time but calling GEJ a "good man" is simply incorrect. He is not and will never be a good man.
