Ahead of the launch of its first Sub-National Competitiveness Index report sunday, the National Competitiveness Council of Nigeria (NCCN) has released its ranking of the 36 states of the federation and the Federal Capital Territory in the areas of human capital, infrastructure, economy and institutions.

In a snapshot obtained by THISDAY, NCCN, which launched the Sub-National Competitiveness Index last Thursday, considered education, health, migration and gender equality in ranking the states and FCT in human capital.

Similarly, the council also assessed the states on infrastructure using metrics that measured the status, efficiency and performance levels, as the case may be, of their electricity, airport, telecoms, waste management and water.

Besides, NCCN, which noted that the index was ‘the culmination of a two-year research into the factors that drive competitiveness in Nigeria’s 36 states and the FCT’, looked at access to finance, state finances, business sophistication and tax to measure the status of their economies. It, as well, measured the strength of institutions in the states considering security, transparency, justice and anti-corruption, amongst others.

NCCN rated Lagos the best state on the Sub-National Index Overall Ranking table, followed by Delta, which was also trailed by Rivers in the third place. Niger State and Enugu State ranked fourth and fifth on the index table, which was occupied at the bottom by Borno State. Gombe, Yobe, Kwara and Imo followed Borno in that order to make the last five states on the ladder.

Considering the economy, Lagos was also ranked top by the council and was followed by Rivers. Sokoto, Kebbi and Enugu placed third, fourth and fifth states in that order. The worst-performing economies were in Bayelsa, Nasarawa, Ekiti, Imo and Osun states in that order.

In terms of infrastructure, Rivers came top, followed by Lagos and Akwa Ibom. On the fourth and fifth places were Edo and Delta states. The worst states were Nasarawa, Zamfara, Taraba, Yobe and Katsina.

NCCN has said its first Sub-National Competitive Index was “a move to help spur growth-friendly policies.” The index, it noted, evaluated the competitiveness of Nigeria’s 36 states and FCT through metrics that examine growth, development and productivity potential.

According to NCCN Chief Executive Officer, Matthias Chika Mordi, “The NCCN Sub-National Index is a potent tool for catalysing business-friendly policies that will spur job-rich growth in Nigeria’s 36 states.”
“The findings of NCCN Sub-National Index underscore the salience of state governments in Nigeria’s overall economic growth potential,” Mordi added.

The council had explained in a statement that the NCCN’s index drew from resources of the World Economic Forum, World Bank, Mexico’s IMCO and HBS’s Prof Michael Porter.

It also stated that it received funding from Ford Foundation, the Tony Elumelu Foundation, and resource support from the EU Energy Initiative Partnership Dialogue Facility (EUEI PDF) to drive initiatives targeted at fiscal balance, healthy public-private policy contestation and unleashing private enterprise potential.

“Nigeria faces a well-documented overdependence on oil for fiscal revenue that has stifled incentives for private sector growth and remains insufficient for sustainable poverty reduction,” NCCN stated.

“Perhaps the most disturbing aspect of today’s context is Nigeria’s rising youth population, which is an unutilised demographic window of opportunity that is fast turning to a ticking demographic bomb in the form of a massive army of unemployed youths. 62.27 per cent of the population is under the age of 25, Countries such as the US, China, Japan, and South Korea achieved economic growth and poverty reduction by exploiting a similar demographic window of opportunity,” it lamented.

The council added: “While national data is widely known, state performance remains obscured by a previous lack of reliable data. Over 50 per cent of revenue from Nigeria’s federation account is controlled by state and local governments, especially when you account for derivations and bailouts from federal to state governments.
“Beyond that, the majority policies affecting businesses are controlled by states. NCCN is a non-partisan private effort aimed at enhancing the productivity of businesses operating in Nigeria with the ultimate goal of improved socio-economic outcomes for Nigeria.”

Its more than a year since Nigerian media space was saturated with stories of Buhari reaching epic agreement that will turn the fortune of our collapsing naira, he equally signed every imaginable infrastructure deals.

One year after, I'm yet to hear anything further ...

Since our journalists hardly follow up on matters such as this, I am forced to ask, please where are we with all the agreements signed in China, especially the currency swap that made my APC friends spam my mails and phone with Buhari praises.

Who can update us on the current status?

More facts have emerged why the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu failed to be confirmed as substantive chairman of the anti-graft agency.

A memo from the Director – General of the Department of State Service to the Attorney General of the Federation revealed that Magu lacks the prerequisite and necessary professionalism needed to prosecute the anti-corruption war of the present administration.

According to the Memo which was signed by one Folashade Bello on behalf of the DG, DSS, Magu was indicted for leaking various sensitive state documents to an individual currently under prosecution by his agency for alleged corruption.
The service in the memo was convinced that for Magu who narrowly escaped dismissal from the Police Force six years ago to be neck deep in corruption and unprofessional conduct is a proof of his preference for personal aggrandizement over national interest.

Part of the report read thus, “An officer appointed as Acting Chairman of EFCC should by all means be one of impeccable credentials with proven integrity and capacity to lead the nation’s fight against graft in high and low places. Thus far, it is evidence from Magu’s antecedence that he is by no means that kind of officer.

“His relationship with Umar Mohammed which involved disclosure of very sensitive and classified documents in his possession shows lack of professionalism and has soiled his integrity. More so, for an officer who was indicted and nearly dismissed 6 years ago, to again be involved in similar circumstances it is clear that Magu is a Perennial offender and cannot change.

“Also worthy is the fact that Magu exhibited a total lack of judgment where it matters most. He accepted to move into a tastily furnished accommodation without anyscrutiny of how it was furnished, this is curious and speak volumes of his personality.

The report titled, Request for additional documents/information HAGF/DSS/2016/VOL.1/7 dated 19 December 2016 the DSS recalled how the Acting EFCC Chairman was indicted by the Police Service Commission in its minute of plenary meeting of 20th December 2010 chaired by then chairman, Parry Osayande, DIG Rtd.

The memo confirmed that Magu was indicted after a disciplinary process and awarded severe reprimand for “Action prejudicial to State Security, withholding of EFCC files, sabotage, unauthorised removal of and Acts unbecoming of a police officer. According to the memo, the severe reprimand which was given Magu, is the second highest punishment to be given to an erring officer other than compulsory retirement or dismissal from service

The memo further revealed Magu’s romance with Air Commodore Mohammed Umar (Rtd) a suspect hitherto detained and currently been prosecuted by the service. The DSS in a confessional statement obtained from Umar disclosed that a company, Valcour S.A. Nigeria Ltd said to belong to the former Air Chief was awarded the contract of securing and furnishing of an official residence for Ibrahim Magu by the FCTA.

Other crimes, the service tied to Magu include a forge memo which supposedly originated from the office of the Vice President and addressed to Mr. President, which they claimed was recovered from the private, residence of Umar during a search operation by the DSS.

“The document is a request for approval to commence further investigation into financial activities of Hon. Minister of State for Petroluem Resources Ibe Kachukwu. Also attached to the memo are two genuine investigation reports by EFCC on the minister dated 24 March 2016 and 13 April 2016 and duly signed by Magu. One of the two investigations earlier was reportedly received in the VP’s office by one Folabo KAY”, the memo noted.

Other sensitive state documents said to have been found in the house of Umar which was believed emanated from Magu, include various report relating to transactions of the NNPC and its subsidiaries, a copy of confessional statement by Umar to the service stating that his trip to Maiduguri for condolence visit to Ibrahim Magu, sequel to the loss of a close relative, was made on behalf of the presidential committee on Audit of Arms Purchase, Cross Examination of the Chairman of the Committee, AVM John Odey (Rtd), which revealed that the committee did not send any of its members on such an assignment and that the visit of Umar to Magu was assessed as an expression of their close sinister relationship at the detriment of national security interest.

The DSS in the memo stressed that the recovery of sensitive and classified documents from the residence of Umar further underlay his close affinity to Magu whom they noted has an apparent penchant for sabotaging official processes and administrative protocols just to further the latter’s personal material and pecuniary agenda.

“Such mutually beneficial relationships as with Umar, who by his confession, approaches ‘client’ for possible exploitation, favours and associated returns is unprecedented and very damming for an anti-graft top official. It is has exposed Magu as a fraudulent official and betrays the high confidence reposed on him by Mr. President”, said the DSS.

It's shocking that after all the embarrassment the Minister of sports brought to Nigeria during the Olympics, no single reprimand from our "disciplined" and strict President was served the dishonourable Minister.

The so called Minister seem to have stepped up his game and again has brought the country to a ridicule with the despicable treatment of the Super Falcons.

Again Mr President is pretending to be unaware.

What exactly can any of his Minister/!angels do before such a person is disciplined or sacked. The country will be better served without a minister of sports.

If this government has no shame ...please Nigerians have. Remove that i***** of a minister.

I studied in Moscow and must frankly say that your experience is not a common one, St Pburg is a tourist city where millions of foreigners visit yearly. My guess is that you were probably forming Americana, with your shoes, shirt, etc displaying American flag and Russians have natural disdain for US more than the colour of your skin.

My mother and my brother's wife were like girlfriends until cancer separated them by taking my mum.

I know that most mothers are always desirous of seeing their sons marry, how can they suddenly turn and be mean to their daughter in-laws.

Most times the daughter in-laws come with the notion that mother in-laws are bad, thereby treating the poor woman bad and of course there is always a reaction to every action.

2016 budget is an act of the law. The performance of the budget will be determined by the implementation. Signing 2017 budget early is an advantage for the people. There is nothing wrong in asking how 2016 budget is been implemented, however what I'm saying is that starting 2017 budget process is not wrong.

Infact not asking question about 2016 budget is the greatest disservice to the country.

I totally agree with you on this, while it's good that they started early to avoid the mess and embarrassment faced in 2016,; we all need to open our eyes and demand that 2016 budget be implemented as passed, else, what's the need of passing budget that will never be implemented anyway .
