A person with muscles may weigh more but physically may not have the size to match the weight.

I got to know this the day I accompained a friend to a Jewel store to purchase a ring for his fiancee. This was the question the lady asked us. She told us that with the body weight of the girl in question, they would be able to determine the exact size of right that would fit her.
