The reason has nothing to do with land mass, Anambra is bigger than Lagos in landmass but Lagos population is ×3 that of Anambra and Lagos have 6 to 10 lane roads everywhere and land has still not finished in Lagos state.

Anambra doesn't have much dual carriageways despite the high population density and most are comfortable with that because of land scarcity. All these 1km roads are just as long as entrance into a family compound not befitting to be quoted as major roads.

You self calculate all this road you are metioning it's not up to the length of 1 dualized road in Enugu, owerri, Abakiliki, ABA, or port Harcourt
