It lacks funds.

It also has half it's Gripen fleet in storage.

Yes, 9 Gripen pilots do not add up to 26 SAAF Gripens. The least should be 26 Gripen pilots for 26 jets, After 15 freaking years.

In 15 years from now, you still wouldn't have had enough pilots for your 26 Gripen jets. In 2029 the SAAF would have 18 Gripen pilots for 26 planes, and in 2044, 26 Gripen pilots for 26 planes.

The SAAF needs 45 years to train 26 Gripen pilots.
