You don't need to go personally but they will need to see your original documents. So make sure your proxy is someone you trust.

as for certifications...wise people only read and study what is in line with their capabilities, interests etc...so google up n do research...

if u hv someone in ABJ i think u can use 20k to solve it...if u dont hv anyone men it will b tuff cos u will need to stay a few days in a hotel

It's not about having Nebosh certificate, so many people here in dubai now holds same certificate so it is not easy coupled with your skin colour. Depends on how many years working experience you have in the field.
