Ugwuanyi’s efforts Enugu Govt. to partner South African Firm on Coal Revitalization The Enugu State Government has expressed its willingness to establish a viable partnership with a South African firm, Simang Group as its technical partners towards the exploitation of the coal deposits in the state for purposes of power generation. The decision was part of the agreements reached during a meeting between the state government and representatives of the company led by the Executive Vice Chairman, Pan Africa Development Corporate Company Ltd., Dr. Odilim Basil Enwegbara at the Government House, Enugu, with the Director General of Voice of Nigeria (VON), Mr. Osita Okechukwu in attendance. This came as President Muhammadu Buhari through the Director General of VON, Mr. Okechukwu, applauded Governor Ugwuanyi’s supportive roles and cooperation towards the revamping and revitalization of the Coal industry in Enugu State as an alternative means of power generation in the country. Delivering his address, Governor Ifeanyi Ugwuanyi of Enugu State who was impressed with the outcome of the deliberation, said that the decision was in line with the power sector reforms and initiatives of President Muhammadu Buhari aimed at developing alternative and more viable sources of power generation in the country. Gov. Ugwuanyi added that the action was in response to the consequent calls for discovery and development of new sources of revenue as a result of the negative development in the oil sector, saying that “we have always been hopeful that the Coal fields of Enugu State will once again play a major role in the socio-economic development of the country”. “Enugu is known as the Coal City State, but it was so named in recognition of its past. We believe it is time for Enugu to, once again, become the Coal City State, in truth and in fact. “There is also no gainsaying the huge economic benefits that such a venture will bring to the State. Not only will it boost industrial growth and generate employments for our people but it will also help to enhance the growing profile of Enugu State as the hub of economic activities in the South East region”, Gov. Ugwuanyi explained. Also speaking, the Director General of VON, Mr. Okechukwu said that the development was in keeping with the promise President Buhari made to Ndi Igbo on January 10, 2015 that he is going to revamp the Coal industry in Enugu State to generate electricity and employment, expressing delight that “it commences today”. “He (Mr. President) delegated his Minister of Mines and Steel Development, Dr. Kayode Fayemi who has reported that he met with you (Governor) on this matter. We on our own side said that Simang Group have been examined with other big contracting firms who wanted the same thing, but from all survey the Federal Government of Nigeria said Simang Group should be given the chance. “And we also know that you (Governor) are very committed to developing Enugu State and South East as a whole, so we encourage you to leverage our partner to make sure that the host communities, other groups do not hinder their efforts. I know you have the capacity to handle this issue. This is what President Muhammadu Buhari is saying, that you have cooperated with him severally. He needs the cooperation in this instance”, the Director General said. Earlier, the Group Chairman of Simang Group, Stephen Paddy, who expressed their commitment to revamp the Coal industry in the state, promised to cooperate with the government towards the actualization of its vision for the socio-economic growth of the state in particular and the country in general. It could be recalled that Governor Ugwuanyi when playing host to the Minister of Mines and Steel Development, Dr. Fayemi, recently, had appealed to the Federal Government to consider revoking all the dormant licences or leases to the mining fields in the state and re-award them to the state government to operate. The governor assured that the state government has the capacity and glut of investors who are eager and well equipped to commence mining operations in the state, disclosing that the state is richly endowed with solid mineral resources such as coal, limestone, sandstone, lead, zinc and gas, regretting that despite these endowments the state has, paradoxically, gained so little from their existence especially after the collapse and eventual winding up of the Nigeria Coal Corporation. As funding, overstretched facilities, others threaten NYSC scheme survival Recession: Reality of corps members’ survival on FG’s N19,800 stipend dicey THE joy of 2017 National Youths Service Corps, NYSC, Batch A, Stream one corps members knew no bound as they commence the one year mandatory service of their fathers’ land. To many of them, the thoughts of survival on the N19,800 Federal Government’s allowance seem unrealistic in the face of the present economic recession. This is as some ex-corps members lamented their ordeals in eking a living during their service year. Swearing-in ceremony of the 2017 Batch ‘A’ (Stream One) Corps members While some engaged in vocational skills with little or no sponsorship for survival, many turned to social vices to maintain body and soul. Vanguard findings revealed that aside the merits of NYSC that was introduced in 1973 by the then military head of state, General Yakubu Gowon, to foster unity, social and economic integration of the different ethnic groups and revamp the country after the wreckage of a three year civil war, many stakeholders, especially corps members are of the opinion that the scheme may not survive long if adequate funding that will replicate the present realities is not put in place. Statistics has it that there has been decline in the budgetary allocation for NYSC in the past three years. While N74.5bn and N68bn were earmarked for 2014 and 2015 for the scheme respectively, nothing was budgeted for NYSC in 2016 as a result of a shortfall of N13bn in the nation’s budget. This made the leadership of the NYSC, in May 2016 to announce the postponement for Batch ‘A’ stream two via their website and text messages. Reacting to the postponement, the Director-General of NYSC, Brig.-Gen. Suleman Kazaure, who had earlier informed the Senate Committee on Sports and Youth that lack of funds might stall the mobilization of 2016 Batch A Stream two prospective corps members for orientation, told the Corps members for orientation committee that the money required for the exercise was yet to be provided. His words, “We are presently at a loss in NYSC as there is no money for us to mobilise thousands of prospective corps members in the Batch A Stream two to camp this Friday. This is in spite of efforts made by us to get things done in that direction several weeks ago. The problem staring us in the face arose from the N13 billion shortfall we had in the 2016 budget estimate, which the agency made strong request for its provision during budget defence”. On his part, Minister of Youths and Sports Development, Solomon Dalung, said they had foreseen it and had taken steps ahead to address the situation, but to no avail. His words, “We anticipated this national disaster early enough; that’s why we included it in the budget proposal last year but was surprised it was not captured. Where we are now is to see if we can capture the NYSC budget in the supplementary budget proposal later in the year. It’s an emergency that requires urgent attention.” It was unfortunate that the optimism expressed by Kazaure was jettisoned as the presidency that he was hoping would intervene could not save the day. Consequently, the Directorate Headquarters of the NYSC has to inform the Division of Student Affairs, DSA, of Nigerian tertiary institutions to cut down the quota of prospective corps members to be mobilised for the 2016 Batch B, a move that was vehemently opposed by the Committee of Vice Chancellors. Following this decision, the Committee of Vice-Chancellors, CVC, released a statement informing their students that due to a paucity of funds, the NYSC has cut the numbers of prospective corps members eligible from each university by 60 per cent. The slash in corps members was confirmed through a leaked internal memo dated October 4, 2016 and sent to all heads of departments of the Nnamdi Azikiwe University. The memo signed by Mrs Ifeoma Egboka, office of the Dean of Students Affairs, said NYSC explained that the slash was as a result of “tight budgetary allocation of the Scheme.” It, therefore, asked the HODs to “work out the percentage of the number 894 (total) for each department”, as against the initial 2,314.” However, the above situation was saved when President Muhammadu Buhari asked that all prospective corps members should be posted. A move that made the NYSC DG, Kazaure to divide 2016 Batch B corps members into two streams. His words, “In the 2016 budget, provision was made for the mobilisation of a total of 210,000 corps members. However, the figure for both 2016 Batch A and Batch B has more than doubled the original projection. “Like we did before the 2016 Batch A orientation course, we have appealed to government for special intervention grant to mop up excess of this figure. So far, we have received the green light from the relevant government agencies to prepare for the mobilisation of all qualified prospective corps members. However, the limited cumulative capacity of the orientation camps nationwide necessitates a second stream orientation course for the 2016 Batch B which is planned for January 2017,” said Kazaure Aside the issue of insufficient fund to carter for the teeming corps members yearly that threatened the scheme, another challenge corps members face is the that of survival on the N19,800 meager stipend the government give out for monthly upkeep. This is despite calls from stakeholders to the federal government to increase the monthly allowance of corps members to enable them meet the needs of present day recession that have made prices of goods and services tripled. Corps members to get Lagos Employment Trust Fund Meanwhile, to cushion the effect of the economy on corps members, the Lagos State Government is set to disbursed fund to the 2017 Batch ‘A’ Stream one corps members posted to the State. This was disclosed by the NYSC state Coordinator, Prince Mohammed Momoh during the orientation camp held at its orientation camp, Iyana Ipaja, Lagos. Seed capital to set up their business He said that the gesture will enable corps members posted to the State to establish themselves in various business that will further boost the economy of the State. Momoh said: “The partnership is to ensure corps members get the much needed seed capital to set up their business and make their stay in Lagos permanent.” This, according to him is aimed at encouraging mobility of Labour and promoting National integration, a major objective of the NYSC. He, therefore said that during the SAED training of the orientation course, the Lagos State Employment Trust Fund will be on campus to sensitize corps members on the facilities it has in place for youths in Lagos and corps members. NYSC tasks youths on national integration, capacity building The National Youth Service Corps (NYSC) has urged corps members to engage the scheme as a tool for national integration and capacity building in the area of career development. The Ogun NYSC State Coordinator, Mrs Ejiaka Mbachi who made the appeal during the swearing-in of the NYSC Batch ‘A’ Stream I corps members at the NYSC Permanent Orientation Camp, Sagamu, said the NYSC had drawn up programmes to develop the corps members skills and talents both during the orientation exercise and the service year while at their places of primary assignments. She said,“For the serious minded ones, we have so many programmes to keep them busy and forge their career paths objectively. Their is the Skills and Empowerment Programme (SAED) which is now fully integrated for the entire service year as well as various sporting activities they can choose from. My advice to them is that they must endeavour to listen and try to develop their potentials during the lectures because those things most of them ignore may end up being the most important ones.” For Ifeyinwa Ibekwe, a Batch B Stream 2 member currently serving in Lagos, the reality of N19,800 on feeding and maintenance is a far cry as the money could barely sustain her, coupled with that fact that she alleged that Lagos state do not pay state allowance. Her words,”The money is too small for corps members but we just have to manage it. This is because life as a corps member is not easy despite our complain to government to increase the allowance. Banks still pay us N19, 600 instead 19,800.” Corroborating Ibekwe’s claim of corps members’ suffering, Glory Nwokolo, who is serving in Oyo, said, the Federal Government stipend is way too little to manage, much less to save for the rainy day. “The N19,800 is not sufficient at all to meet our basic needs. This is why most of us come out of service worse than what we were before we went in. The reason being that we neither work to earn a living for a whole year and the stipend given for serviing our fathers’s land barely sufficed us less to safe for the rainy day,” intoned Nwokolo. On ways to improve the scheme When Vanguard sought the views of corps members as to whether or not the scheme should be scrapped or not owing to the challenges facing the body. Some called for the outright scrapping of the scheme, while many wanted the scheme to continue. But on the condition that there should better improvements welfare packages. Ibekwe told our reporter “I am against government scrapping of NYSC. What should be done is that aside increasing corps members allowance, the scheme should reduce the three weeks orientation camp to two weeks based on the fact that the activities in the camp are too stressful and we exercise practically on empty stomach as sometimes the work is of the poor quality and the little ratio are given to us. This make some of us to starve. Government should come to the rescue of corps members in these areas.” Suggested the serving corps member. Calling for the scrap of NYSC, Prince Obi, who served in Kaduna said the scheme has outlived its usefulness and as such, should be scrapped. “I feel it is better NYSC be scrapped as it has lost it worth and value a long time ago. Again, when you look at this economic recession, I think it should be discontinued. If not, many corps members will resort to other unpleasant means to survive. For instance, I had to manage because there was no other source of income.” On her part, Nwokolo, said the scheme should not be scrapped based on programmes such as Nigeria Christian Corpers Fellowship, NCCF, and Skill Acquisition and Entrepreneur Development, SAED introduced in 2014 that empowered corps members on vocational skills. “For the sake of Skill Acquisition and Entrepreneur Development, SAED and the Nigeria Christian Corpers Fellowship, NCCF, NYSC should not be scrapped. These two functions are the things that made service worthwhile. The only thing is for Federal government to increase the allowance to enable efficiency of corpers at work. “ suggested the Batch B Stream 2 corps member. . The Commissioner of Police in Anambra, Mr Sam Okaula, has warned Biafra agitators against unlawful activities following the May BIAFRA_MAY_30_Sit_At_Home:We Have Enough Man Power On Ground -Anambra CP Warns IPOB, Others 30 sit-at- home order by the Indigenous People of Biafra (IPOB). Okaula gave the warning on Monday in Awka in an interview with newsmen. “We have always been prepared for this type of situation but one thing remains clear, we want to assure the people of the state to go about their lawful duties and businesses. “There is no cause for alarm and I can assure you that all the black spots have been taken care of. “We have enough manpower on ground and we have deployed them effectively to take care of all flash points. “I don’t expect anybody to prevent people from going about their lawful businesses. The commissioner said the command was determined to maintain the security position of the state as the safest in the country. He warned that “those, who have decided to make life unbearable for others should be prepared to face the consequences. “We have achieved a lot to contain crimes and criminalities for the people and business to thrive; we shall not allow these elements to set us back again.” IPOB had declared a sit-at-home on May 30 saying it was to remember those who lost their lives during the Nigerian Civil War and sectarian killings. Peace Mass Transit has frustrated me today. Is Peace Mass transit A Scam? Find Out Here... So I boarded an air-conditioned bus from Nsukka to Lagos. Now we just discovered the bus had no working AC, the tires were emitting serious smoke, noise and smell. I put a call through to the customer service who ordered the driver to stop and sent us another bus. There is no way a person's bus can be this faulty and he won't know, he just wanted to manage us to Lagos like this: manage our lives like this. See us, waiting like hopeless passengers. About 50 mins later, the second bus came and we had to move all our luggage to the new vehicle with numerous gallons of oil and honey on waybill. These heavy products were supposed to be transported through a cargo bus, but to save cost, they squized it into the normal passenger bus. Here we are in the new vehicle, a girl sitting just by the driver is complaining that her phone is missing. This second driver has stopped us by the road side making calls to find the girl's phone. He goes by the corner to sip wine and smoke. This is 11:30am and we are still just few meters away from 9th mile. Peace Mass Transit used to be one among the bests, but right now, they are not just the worst, but a scam company. 2017 Peace Mass Transit will trick you that their buses are air-conditioned and in good working condition, but on entering, you will discover the scam and you won't be able to come down because you will discover in the middle of nowhere where you can't board another bus. Last week when I was returning for the Jclef concert, I boarded the same company from Ojuelegba to Nsukka, just after we passed Anthony buss top in Lagos, the driver stopped to get fuel after which he never turned on the AC again, said the AC belt has cut and that we will grove to Nsukka like that. I informed the customer care for a refund of my extra pay for AC. They responded and asked the driver to replace the belt asap, but he never did. Today the same thing has happened and not just AC this time, tire and break pad alongside. When we reached gallops, the driver bangs inside it cos the pad over heats, emits smoke and as automated, doesn't engage when he steps on the break. When the company started, they meant well, but now, the management is worse than the Nigerian government. I strongly advice Nigerians especially Nsukka people moving from Nsk to Lagos to avoid this company who's management is a scam and such an evil as to approve of a sick bus to ferry human beings to Lagos. Find alternatives if you love your comfort and safety. Now all the passengers are happy that we have finally been given a better bus and everyone's mind is at rest, but no one wanted to speak up initially. As Nigerians, the change begins with us, speak up when you see evil, share this post when you see it, save lives. Even the new bus now has no AC, but we all paid for an AC bus. Reason is that the motor won't move fast with the AC on. So I ask, why on earth does PMT claim they have AC buses when their buses can't move fast with the AC on? I have boarded 3 buses within 10 days now and none had a working AC for at least 30 mins. Avoid peace mass transit till they find a solution to their incompetence. If you don't have money for flight or other good bus companies, then don't see PMT as an alternative. When they get better, we will know. Advice your relations and friends traveling, save lives, share until we eradicate evil management and leadership to a bearable level. Former Speaker of the Enugu State House of Assembly, Chief Eugene Odo has declared the Peoples Democratic Party, PDP, dead in Enugu state. Speaking with newsmen on Monday, Odo noted that the current leadership style and quality in the state was inconsistent with what obtained in the past. He said the leadership failure was so glaring that members of the Peoples Democratic Party (PDP) in the state were joining the APC in their numbers. Odo said: “Part of the reasons why we joined the APC is that with the level God has assisted us, I do not think the state government has anything to offer for now. “We do not want to show the difference between what is happening now and what happened in the past because the facts are glaring.” “God has benefitted us and we should be in the vanguard of benefitting others. That is our mission in APC,” he said. He called on members of the party not to join issues with other political parties but to work assiduously in ensuring that APC won future elections in the state. “We should not be reactive to the threats from the PDP because they are confused. “Most importantly, there is nothing like PDP in Enugu again. What we have is a group of people that will soon be lumped into another party,” he said. “Our slogan and strategy is that any political appointee in the other parties must lose their polling booths during future elections and we are working towards that. “We thank God that the PDP is now history in Enugu State so whatever reaction coming from there is panic measure,” he said. He said that it was imperative that members of APC worked together to achieve its set goals. “We were thinking of how to develop and transform APC into a formidable party in the state when former Gov. Thirty one suspected cult members have been arrested by the operatives of the Imo State Police Command after a gun duel between the police and the undergraduates. Police arrest 31 IMSU cult members during initiation It was gathered that the alleged cultists were students of the Imo State University, Owerri. The Police Public Relations Officer in the state, Andrew Enwerem, said that the suspects were nabbed at Orji Comprehensive Secondary School in the Owerri North Local Government Area of the state during initiation. He gave the names of some of the alleged cultists as Okafor Anyanwu, Chimezie Nwanezi, Umeh Chimezie, Obiji Obumneke, Ubani Lawrence, Okpara Chimezie Others were Amouha Ikenna, Njoku Chidi , Ajaegbu Gabriel Golden, Alaforo Walter, Akpasuo Chimereijem, Okpara Jude Chijike, Ukachi Samuel, Christus Okerie,and Gaboh Lucky. According to Enwerem, the State Commissioner of Police, Chris Ezike, who coordinated the operation, said the police would fight cultism in the state. The PPRO said the CP had ordered that the suspected cult members be charged to court at the end of the investigations. Operatives from the Inspector-General of Police, Intelligence Response Team, IRT, have smashed a kidnap syndicate believed to have been terrorising Osun and Ondo States, arresting four suspects after a gun battle in the suspects den, in Osun State. Police uncover suspects’ hideout, arrest four for Kidnapping 8-yr-old girl During preliminary investigation, the suspects were said to have confessed to have been behind several kidnappings in both states as well as the abduction of eight-year-old Taiwo Ahmed, last month, in Oshogbo, Osun State capital. Members of the gang were reported to have intercepted the mother of the girl, Mrs Basirat Ahmed, while driving in her Honda vehicle at Dada Estate area of Osogbo. They dragged frightened Taiwo out of her mother’s vehicle and took her to their hideout in the bush from where they demanded for N10 million ransom for her release. Her devastated parents, it was learnt, paid an undisclosed amount before the girl was released. Information at Sunday Vanguard disposal revealed that through its Technical Intelligence Support , operatives of IRT arrested one of the suspects, Akin Nureni (40), in Osun, two weeks ago. Thereafter, he took the operatives, led by the Commander, IRT, Abba Kyari, an Assistant Commissioner of Police, to their hideout where members of his gang reportedly opened fire after sighting the policemen. This led to a gun battle at the end of which three suspects, Teslim Ibitoye (38),Sunday David( 35) and Akeem Ibitoye, were fatally wounded. One of the operatives also sustained bullet wound on his leg. As of yesterday, two of the suspects, Teslim Ibitoye and Sunday David, were still receiving treatment at the Federal Medical Center, Gwagwalada, Abuja for the bullets wounds sustained during the gun duel, while the injured Sergeant had been discharged. Efforts, as gathered, were still on to arrest other members of the gang who fled when it became apparent that the police were gaining the upper hand.
