True. But it all begins with the hiring process. Every organization theorist knows the importance of hiring the best and brightest. We all know that soldiers and naval staff are paid about same as police, and yet are much more disciplined and patriotic. They are not saints, but have a better sense of duty. I have seen a naval officer park his car and conduct traffic before... we see soldiers do same all the time. I have even witnessed a junior level soldier mediate a problem between two people fighting in a market without asking for any 'egunje'...and he was very fair about it. The thing that is wrong with Nigerian police is not a salary problem at all. It is an organizational culture problem.
