For all those tribalists and see-no-evil agents of GEJ who claim there is nothing to directly link the minister with the frivolous acquisition, the question is, Is NCAA not a parastatal under her ministry? Can the NCAA make those purchases without her knowledge? If it was done without her consent, did she ask that the vehicles be sent back? There is no way the ministry wouldn't be in the know of such profligacy even though NCAA is autonomous. A Minister is appointed to 'Supervise and Coordinate' the agencies under the purview of the ministry.

It shows that many of us are closeted Sympathizers of corruption as long as the person involved is one of our own. A regimented group think that revolves around, oh they despise her because she is Igbo or because he is Yoruba even in the face of damning evidence indicting such fellow.

Instead of driving a baggage tug, Adnan Tikvesa gets to race a Porsche around airplanes, fuel trucks and luggage carts on taxiways and gate areas at Atlanta's giant airport.

Mr. Tikvesa grabs top-level Delta Air Lines frequent fliers from lines of deplaning passengers, runs them down jet-bridge stairs, loads them into a $66,000 Porsche Cayenne S and drives them across the tarmac to their connecting flights. Changing terminals in a 400-horsepower luxury SUV takes but a couple of minutes, and customers bound up the stairs used by pilots and ground workers and slip into seats without riding trains, fighting crowds or waiting in crowded boarding lines.

"It's a little bit scary to be met by someone at the airport who tells you you'll be taken off the beaten track and then on the tarmac,'' said Peter Mahr, a platinum-level Delta frequent flier who was recently picked out of a security line by Mr. Tikvesa and driven to his flight to Buffalo, N.Y. "Just my lucky day."

Delta hasn't advertised its Porsche shuttle at Atlanta's Hartsfield-Jackson International Airport, the busiest airport hub in the world by number of passengers. The airline said that instead of setting customer expectations high, it has instead decided to surprise fortunate customers—and avoid disappointing others—since only a dozen or so get the Porsche experience each hour.

But the service, similar to what both Lufthansa and Air France have been doing for first-class customers at their biggest hubs in Europe, stands to rev up competition between airlines for top customers in the U.S. As much as 75% of airline revenue typically comes from 25% of passengers. The top-level members of an airline frequent-flier program are the most highly coveted by a carrier—and its competitors.

First-class amenities in the air—roomy seats, meals and free drinks—are all pretty similar. On the ground, airlines can differentiate themselves by plying road warriors with special check-in areas, clubs reserved for top-tier fliers and agents designated to wait on the most frequent fliers. Some airlines assign special agents to escort tiptop customers, celebrities and CEOs to flights.

At American Airlines, for example, roving agents have tablet computers that alert them to "Concierge Key" customers—the top tier of American's program, made famous by George Clooney's character Ryan Bingham in the movie "Up in the Air." At some airports, American has carts with privacy curtains to shuttle celebrities through crowds.

Lufthansa opened in 2005 a separate terminal in Frankfurt for first-class ticket holders and very top-tier frequent fliers, offering white-tablecloth dining, baths with rubber duckies, cigar rooms and fancy bars. Just before departure, customers are driven to planes in their choice of either a Mercedes-Benz or a Porsche. The car service also shuttles connecting passengers. Soon after Lufthansa began its tarmac car service, Air France added car service for first-class passengers at its Paris hub.

Researchers at the Massachusetts Institute of Technology found that in 2007 about 4.5% of U.S. airline passengers miss connections. The rate at Atlanta's giant airport was lower than average at 4%, and since 2007, airline operations have improved with schedule reductions that have cut delays. But missed connections can be extremely disruptive to travelers, often leaving them stranded for hours and even days.

On average, the car service saves about 25 to 35 people from missing connections each day, says Mr. Tikvesa, who used to drive a baggage tug at the airport. Driving can be tricky in the crowded environment. "Even though we drive a Porsche, planes still have the right of way," he said.

Delta said it hopes to drive its Porsche shuttle service to other airports. "It just dovetails nicely into what we're doing trying to provide the best possible customer service," said Greg Kennedy, the Delta vice president in charge of the Atlanta hub.

Customers who have experienced the service sometimes call Delta to arrange it in advance. That isn't possible, Mr. Kennedy said, since drivers focus solely on elite customers with close connections.

Porsche, which supplies the vehicles as a promotion, suggested the service to Delta. It is based loosely on what the car maker does with Lufthansa in Germany. Two to three cars work a morning shift and three or four patrol the Atlanta airport in the afternoon and evening, said Delta's Michael Cousin, who supervises the airline's car shuttle.

The car maker supplied six Cayenne S SUVs and two $76,000, four-door Panamera sports sedans. "It's a great opportunity to expose our product to the kind of clientele that has the means to purchase a Porsche," said Porsche spokesman Nick Twork.

Many road warriors aren't big spenders, however, and are unlikely to be potential Porsche buyers. Ryan Fredericks logs about 140,000 miles a year on Delta from his home in Jackson, Miss., as a video technician for ESPN. When Mr. Tikvesa greeted him at the doorway on a flight from New York to Atlanta, he was stunned.

"It's a little over the top; I'm just an average technician," Mr. Fredericks, clad in T-shirt, jeans and sneakers, said inside the Porsche. "But I like it."

Mr. Tikvesa, who is 6-feet, 5-inches tall and calls strangers "boss," gets printouts of top-tier customers with tight connections and has access to flight updates and gate information on his smartphone.

Diamond members, who fly at least 125,000 miles a year, get priority over platinum (75,000 miles a year). The top 500 Diamond members get special highlighting on the sheets used by the drivers, who make a special effort to always greet them, even driving them to their car in an airport parking lot or a nearby hotel.

Mr. Tikvesa prints out an extra boarding pass for the passenger's connecting flight so he can scan them into Delta's computer system once the passenger is on board. He also makes a hand-printed sign with the passenger's name and then drives to the gate of the inbound flight, parking at the bottom of the jet-bridge stairs. Sometimes he alerts gate agents at the connecting flight of the special delivery, though he can't ask them to hold flights. He goes up to the jet-bridge and stands at the open door of the plane, greeting customers and calling out the name of his intended catch.

"Mr. Goddard, welcome to Atlanta," Mr. Tikvesa said to a well-dressed passenger, feigning recognition. The man continued past him without a glance. Mr. Tikvesa kept at it with other passengers, repeating "Mr. Goddard, welcome to Atlanta" several times more, holding his "Mr. Goddard" sign until he finally hit on Keith Goddard.

Mr. Goddard, who works for a Minneapolis medical-equipment company, was heading home to Houston. "This is definitely above and beyond," he said, riding in the front seat of the Porsche. He was so bowled over he asked Mr. Tikvesa to take his picture with the Porsche beside the jet—otherwise his family would never believe him, he said.

Checked an Australian similar agency's website. Those one told me that if I attempt bribing an Australian official, it's automatic 4 yrs in jail.

Blatantly ignorant fellow, I said in my last post that the NCAA just like NNPC maintains their autonomy according to the law, but in reality, there are tied to the apron spring of the minister who supervises them. Do you mean that Diezani does not know what goes on in NNPC? The cars were purchased between August 13th-15th 2013, today is Oct 15, two months after that, the ministers neither queried those involved nor asked that the vehicles be returned in order to show that she does not condone wasteful spending. I am sure if SR had not exposed this, we all wouldn't be in the know because to those in government, it is business as usual.
