Also, for the umpteenth time, the NCAA is an autonomous agency whose budget is separate from that of the Aviation ministry. Only the President/National Assembly can initiate a probe into this odious affair.
The FFK crowd doesn't want any evidence, they want the minister fired for the plane crash in Nigeria 20 years ago, for the boat mishaps in Niger state, for the too much rain we have had lately.

and experience of not less than ten years in one or more of the following
fields:

(a) Aeronautical Engineering

(b) Aviation Law

(c) Air Transport Management,

(e) Aircraft Piloting, or

(f) Telecommunications.

(4)The supplementary provisions set out in Schedule VI to this Act shall
have effect with respect to the proceedings of the Board and the other

Some people sure need to go back to JSS 3 not withtheir infantile vituperations and Baba Suwe logic about NCAA being autonomous hence does not fall under the purview or oversight of the Minister of Aviation

The fact is that there is a cap as to the level of expenditure that any government agency or parastatal can embark upon without corresponding okay/remark/assent of that agency's supervising or superitending Minister!

To those who are naïve to say NCAA purely acted on their own whims may I ask who is that person there starting, from the DG to the Directors whose work is sooooo important and life seemingly threatened that would make them buy $1.6million 2 Nos of Armoured BMW Cars for??

if all DGs of all the over 500 agencies and parastatals of Govt all decide to copy that of NCAA assuming the cars are for him, then what kind of cars will their ministers use

The DG of NCAA can never buy those cars with the intention to use them by himself

SaharaReporters has obtained documents further exposing the depth of corruption and mismanagement of public funds at Nigeria’s Ministry of Aviation headed by Stella Oduah. One of the documents details how Ms. Oduah compelled the cash-strapped Nigerian Civil Aviation Authority (NCAA) to purchase two armored BMW cars for the minister. NCAA is the agency charged with ensuring the airworthiness of commercial planes flying within Nigeria’s airspace. Two officials of the agency told SaharaReporters that the NCAA did not have enough funds to upgrade equipment, send staff for critical training, and hire enough qualified staff. “Yet, all the minister is concerned about is to have two exotic BMW cars from the little money we have for operations,” one of the sources said.

The documents obtained by SaharaReporters indicate that the transaction for the purchase of the two BMW vehicles started in June 2013. However, the request for delivery of and payment for the two vehicles was fast-tracked between August 13 and 15 2013. The transaction involved the NCAA, First Bank of Nigeria, and Coscharis Motors Limited.

In a letter dated August 13, 2013, J.D Nkemakolam of the NCAA sent a letter to the Managing Director of Coscharis Motors asking the company to deliver to the NCAA two BMW 760 armored vehicles based on a pro-forma invoice dated June 25, 2013 at the cost of N127, 575,000 ($796,846.21) each. The total amount for the two vehicles came to N255,150,000, or $1,593,687.31. The NCAA’s letter directed Coscharis Motors to deliver the vehicles with sales invoices, delivery notes, and attestation documents.

Our documents reveal that the payment for the vehicles was made into a First Bank of Nigeria account (number 2018912995 with sort code: 0111152303), according to a letter signed by Godwin Umeaka, Coscharis’ group financial controller.

The two black BMW Li HSS vehicles had chases numbers WBAHP41050DW68032 and WBAHP41010DW68044 respectively. The two cars were delivered to the NCAA on August 13, 2013, where it was received by two store managers, F. Onoabhagbe and Y.A. Amzat (who is also the agency’s head of transport). On August 15, 2013, Sola Ogunsakin of the NCAA signed off to certify completion of the transaction.

In an extensive investigation of the Aviation sector after three air mishaps in Nigeria’s airspace, SaharaReporters found a pattern of questionable expenditures authorized by the minister. Several insiders within the aviation industry have told SaharaReporters that Ms. Oduah and President Goodluck Jonathan had focused on the Aviation Ministry as a source for a series of corrupt activities.

“Under Mrs. Oduah, the ministry has carried out many big capital development projects. But what outsiders don’t know is that these projects are being used to divert big amounts into private pockets,” an aviation source said.

Our sources disclosed that the Economic and Financial Crimes Commission (EFCC) had investigated several corrupt practices in the aviation sector, but added that the anti-corruption agency never had the backbone to act on their findings due to political pressure from the Presidency.

Several sources at the agency told SaharaReporters that they were not aware of the whereabouts of the two BMW cars. Some of the sources stated that the cars were handed to the minister who had converted them to private use.

Several interest groups have been demanding the removal of Ms. Oduah, citing her corrupt tendencies, mismanagement of aviation funds and incompetence. Under her watch, the Nigerian airspace has witnessed several air mishaps that claimed the lives of at least 140 people.

A Presidency source told SaharaReporters that Ms. Oduah still retains the confidence of President Jonathan. She is a close associate of Mr. Jonathan, serving as the treasurer who handled funds for the Jonathan campaign during the 2011 presidential election. She also co-chaired the campaign group known as Neighbor-To-Neighbor.

Majority of our Nigeria rulers are gullible. How can someone pay a gargantuan sum to purchase two armored vehicles? Coscharis Motors is used as a conduit pipe for government workers to siphon Nigeria's money. Our leaders are weak when it gets to buying material things. Even BMW dare sell those cars at the rate Coscharis is selling it. I think Coscharis and the minister should be properly investigated. Our Igbo brothers should stop seeing issues of their people spending goverment money lavishly as a means of attack. They should ask themselves, with all the issues that's surrounding the avaition ministry and Nigeria as a whole, is this lavish spending in line with the issues surrounding the avaition ministry? It's high time they start criticizing their representatives.

This is why I laugh when some of us call white folks "mugu". Looking at those figures, how can anyone dispute the fact that, despite our well known penchant for 419 activities, Nigerians are per capita some of the highest ranked "mugus" in the world angry

This has always been my problem with u guys, let us speak in one voice and take d issue as national issue, let us overlook where the person is coming from and ignor what favour we have enjoyed in part from dt person and deal with the issue. Now forget political parties, region,tribe and or gender involved, Let us deal with NCAA and MRS STELLA ODUA ON THE PURCHASE OF TWO ARMORED CAR FOR N255, 150,plus million ...this is the best way we can fight corruption....the same thing has been affecting our leaders in the national assembly

I thought there was an outrage over the ALUU killings? But that is exactly what some supposedly intelligent and perpetually bitter folks are doing here already- mob action to rope in the minister and crucify her over ONE-SIDED story from SR.

It is irresponsible to crucify any individual based on one-sided story, no matter how grievous the sins of that person may appear. The fair and sensible thing to do after an allegation, no matter how weighty, is to hear the other side before jumping into conclusions.

The claim by SR and its "anonymous" sources are that NCAA bought those cars because of pressures from the minister and that the vehicles were put to private use. Some posters on this thread have also shown that the cost of the vehicles were inflated.

Some of the SR allegations were proved while others were wild allegations or speculations at best.

For me, I cannot join those acting out the ALUU scenes on this thread. I will wait to hear from the other side. I will also expect the NASS (notwithstanding their credibility challenge) to probe the matter. It is after all of these that one can reach a reasonable and fair conclusions.

They are saying it's a lie. But I know there are basically elements of truth in this Sahara report. After all nobody is expecting them to come and stand and say it's true even though they are caught red handed.

Unless we're trying to deceive ourselves, there is no way the NCAA can spend $1.6m on two vehicles without the minister's knowledge. She is either directly or indirectly involved in this.

If she has a shred of integrity, she should investigate the purchase of these vehicles by an agency under the supervision of her ministry and punish whomsoever is found responsible.

But who am I kidding? This is Nigeria - there are probably hundreds of such BMW deals going on in secret. Nothing will come of this as usual.

Edit: The useless aviation spokesman now says she is 'too rich' to need two cars from the NCAA. Really? Is this about how rich she is or how Nigeria's money should be spent?

I don't care whether it's for Oduah or NCAA DG, this is just outrageous and whoever ordered this cars should be probed. This is the height of waste.

It's clear there must have been some ministerial involvement - you just don't spend 250m on cars without either a budget (which would have been routed through the ministry for National Assembly assent) or funds approval.

Abuja – President Goodluck Jonathan has approved the removal of Dr Harold Demuren from office as the Director-General of the Nigerian Civil Aviation Authority (NCAA) with effect from March 12.

The approval is contained in a statement issued on Monday in Abuja and signed by Mr Sam Nwaobasi, the Special Assistant (Media) to the Secretary to the Government of the Federation (SGF).

The statement said the removal followed “a careful consideration of Demuren’s unsatisfactory response to the numerous concerns of stakeholders in the aviation sector”.

It added that Jonathan wished him well in his future endeavours. (NAN)

LAGOS—The Federal Government, Tuesday, appointed the Director of Aerodrome Services, Mr. Joyce Nkemakolam, as the acting Director General of Nigerian Civil Aviation Authority, NCAA.

Nkemakonam is the most senior officer of the agency, following the removal of the former Director General of the agency, Dr. Harold Demuren, by the government.

This was even as stakeholders in the aviation industry yesterday flayed the Federal Government for sacking Dr Demuren, saying the excuses provided for sacking him were ‘’flimsy.’’

The stakeholders further said the Federal Government was wrong to have sacked Dr. Demuren, describing the action as being politically motivated.

Most of the stakeholders who spoke with Vanguard on the issue, were not happy over the decision to sack Demuren, as they contended that he deserved better treatment instead of being humiliated.

Thats not even the point. Even if the car cost $0.01: WHAT DOES THE MINISTER OR THE MINISTRY NEED IT FOR AND WHO APPROVED THE PAYMENT?!

Like so many, for years I have fasted and prayed that God intervenes in Nigeria's affairs. I believe He is doing something in His own way and I get the understanding that He is first bringing out all the slime, rot and every other ugliness in us b4 a proper cleansing. Everyday I see people sacrifice TRUTH, which is GOD, on the altar of tribalism, religion. Imagine the progress we would make if every Nigerian or majority at least pursued TRUTH without caring which tribe or religion is affected. Couldn't sleep well last night thinking about these demons (religion, tribalism) and how they have reduced most Nigerians to chaff, without substance.

I am convinced God is at work and soon, very soon, those who have for long been possessed by those demons would be set free by God Himself. After all, those boko boys who confessed their atrocities and embraced TRUTH didn't know what evil they were doing. God forgave them and God will forgive these tribal bigots too!

One day, Nigerians will think TRUTH not tribe, not religion....God will do it because TRUTH is His name!

Even that would be something worth hearing. If the DG has any balls, he'd come out with his own side of the story too.

The ridiculous aspect is the 'she is too rich' to need the cars line. If being 'too rich' stopped politicians from stealing, then politicians would stop stealing the moment they became 'too rich'. But we all know there isn't such a thing as 'too rich' in Nigeria - there's always a little more to steal.
