Projects with spelt-out criteria should not be sited for mere reason of maginalisation but in compliance of criteria set-out by the power from above. If the senators felt maginalised, they should create conditions that meet the criteria in their constituencies.

And apart from that, the advantages of siting the rifinery in the hinterland are so numerous to be overlooked: A new city will be built; Rural - Urban migration will be reduced thereby reducing crime and the already over - stretched infrastructure in Lokoja town will be saved the stress.
