Incompetent in this context simply means 'not properly constituted' and therefore not competent to sit over the case. It is neither abusive nor questioning the intellectual capacity of the members.

When some senators said the senate was incompetent to elect Saraki on June 10 because it was not properly constituted, does it mean individual senators are not competent?

The same "incompetent" Justice Danladi Umar will be the one he and his paymaster(Saraki) will face tomorrow.
He didn't say the judge was incompetent. He said the tribunal was incompetent and gave his reasons.

The argument of the lawyer is that the tribunal is incompetent by composition as stated in the constitution which requires the panel to be the chairman and two other members instead of just the chairman and one member that sat. The judge noted his argument on Friday but did not rule on it. He therefore raised the issue again on Monday that the tribunal is incompetently constituted. The judge again noted his argument but ruled that another Law (which the judge quoted) allows the tribunal to form a quorum just with the chairman and one member.

'incompetent' was validly used legal term in the context and was properly understood by both the lawyer and the judge.

The chief executive of FCT is the president. The minister of FCT governed the territory with delegated authority in the name of the president. Read the constitution well. It is the president that forward the budget of FCT to the National Assembly not the minister and he signs the approved budget of FCT

I agree with MizMyColi in her line of argument. It was Punch that observed the missing portrait and tried to verify from Metuh. When Metuh challenged the Punch to find out from APC whether GEJ portrait was hanged by APC, the Punch should have specifically and explicitly asked Lai about that. Instead, it only went to report its findings in PDP secretariat to Lai.

Hanging of the portrait of the high officers of the state is just a convention not backed by law. Courts in Nigeria even Supreme Court stopped hanging the President's portraits in the courtrooms since 1988 under IBB regime when Gani and Falana challenged the practice saying they would not get justice against IBB with his portrait starring down at the judge.

Between 1979 and 1999, Ahmadu Bello University refused to include the portrait of Obasanjo (as military head of state) among the portraits of former heads of state in its Senate building. Heaven did not fall.

One point that is amazing me that people are not talking about is the fact that Akpabio is still using the government house after 3 months and the new governor is operating from elsewhere.

Maybe the new governor doesn't know how to politely tell Akpabio to vacate the govt house grounds hence, the covet support for this operation. With the mindset that Akpabio will have no choice than to move after the public searchlight is on them.

Akpabio residing even if it is in the presidential lodge within the govt house is not proper. He won't allow the governor to have a full control, moreso since he was the former Boss of the governor.

If it was Tinubu still living illegally in the presidential lodge of the government house after handling over to Fashola then, people no go allo us hear word, newspaper headlines would have been screaming it daily.

The present Akwa Ibom governor must be bold and take charge. Two captains cannot be in charge of the state government house.
Your postulation makes sense or else why would AKSG not have issued an official statement on the operation either to explain why the operation was done or to condemn it. Curiously, the SSS headquarters too did not officially confirm the operation or its findings. All that were reported by the media were attributed to the usual 'reliable source/insider'.

I said they were heads of customs. Whether they were called 'administrator' or even managing director of customs is irrelevant. They were the chief executive and performed fully the duties of the comptroller-general during their tenure. Or are you saying that there was parallel comptroller-general concurrently during their tenure?

In any case, I didn't say it was ideal or support the idea in my initial post. I was only clarifying for the person I quoted who said there was no precedence for such appointment.

The appointment of Col. Ali to head the Custom is a new development to me. I have never seen a time when a non-member of a force was appointed to head any force. Is he going to start wearing Custom uniform? Sooner, a retired Naval officer will be appointed to head the Nigerian Police and a retired policeman will head the prison service. I wish our dear President looks at the implications of this appointment careful.
Under IBB, Haliru (the former PDP chair) was head of customs and he was not a custom man. Under Abacha in 1993-1998, brigadier Ango was head of customs. Federal road safety and civil defence had always had outsiders as heads except the current ones.

I was at the ocassion. Surprisingly, it was even Osun State that he used as the model and the reason why federal government is convinced to adopt it.

According to him, contrary to the whole nation having growth in gdp but rising unemployment at the same time, the school feeding program in Osun provides jobs for farmers, caterers and poultry farmers such that Osun even needed to be importing eggs from neighboring states.

When the audience murmured as to why a supposed failed state should be the poster state, He posited that because of the backward integration, Osun state has the 3rd highest gdp in 2014 in Nigeria (don't ask me where he got his statistics, he actually brought a truckload of data in PowerPoint slides. Note that he came to lecture not to deliver an address) and that is why despite the civil servants not being paid in Osun, its economy has not crashed because of the agric focus which permeate to the down-trodden.

Now that PMB has listened to the board, and gave a positive nod on it, I didn't expect the VP's comments to read anything like the "present administration" seeing to the compensation of the land owners nd all that, because all that has been taken care of by the last administration.

You are just getting riled up for nothing. Did you see the word 'Approve' in the statement issued by the presidency? Strictly speaking, the project is not subject to explicit approval of any president whether GEJ or PMB. It is a private project heavily backed by foreign sponsors. What is required is positive body language of the president and explicit approval of relevant agencies - NEPZA, FCDA, Development Control, FEPA etc.

If the president disapprove at this stage, what is he going to do? Nationalise the project or return the investors' funds?

You can see from Osibanjo's statements that the Presidency is actually playing the role of the advocate for the rights of the land-owners. If it were government project, presidency would have simply ordered compensation to be paid rather than expressed concern.

The essence of the meeting yesterday was because somebody as high up as a PDP vice-chairman and who should know, alleged that the project is government-owned but fraudlently cornered. Surely the president must seek clarification on that.

The Eko Atlantic is a similar project, when did you here of president's approval or interference in it? but GEJ fully supported it and even visited the site.

Cool down and reflect on what led to the positive nod given to the project by Buhari.

The National Vice Chairman of PDP - Dr Caro Ojougboh petitioned Buhari asking him to cancel the project because it was a scam by the former SGF - Anyim who he claimed personally owned the project. The media started feasting on the petition with some reporting that the Minister of FCT was forced to issue the C of O for project land in the name of Anyim.

Everybody expected negative reaction from Buhari especially since the Board of Directors of project is populated by PDP chieftains - Anyim, Ayeni etc but he rather listened to the defence presented to him by the Board and decided in favour of continuation of the project.

Not this Abba Kyari. The one you are referring to was a Brigadier and later became the Military Governor of North-Central State under Gowon in 1967.

The Kyari that has been appointed as CoS must be an adolescent at the time of the civil war. He wouldn't be able to save himself talk less of military officers in distress.

The efforts of the senate to investigate Ibrahim Lamorde, chairman of the Economic and Financial Crimes Commission (EFCC), for allegedly diverting N1 trillion recovered from corrupt politicians, are down to EFCC’s recent probe of Toyin Saraki, wife of the senate president, an official of the commission has said.

After George Uboh petitioned the senate accusing the EFCC of diverting the loot recovered from‎ Diepreye Alamieyeseigha, former governor of Bayelsa state and Taf‎a Balogun, former inspector-general of police, the senate committee on ethics, privileges and public petitions announced that it will begin a probe of the matter on Wednesday.

It invited Uboh to appear before it by 10am on Wednesday.‎

Lamorde was said to have committed the alleged offence while he was director of operations of the EFCC between 2003 and 2007, and as acting chairman of the commission between June 2007 and May 2008‎.

However, an EFCC official told TheCable on Monday that the senate was “trying to scandalise” the commission because of its investigation of Toyin Saraki, wife of Bukola Saraki, senate president. He also said Lamorde had not received an official invitation from the senate.

“There is nothing like summon or invitation to the commission from the senate,” he said.

“What is supposedly a petition to the senate is something engineered by the leadership of the senate because we are investigating the wife of the senate president.

“Everything the senate is doing is to scandalise the commission because we are investigating the wife of the senate president.”

The EFCC is investigating Mrs Saraki over an offence of money laundering she allegedly committed while her husband was the governor of Kwara state.

In July, when she was invited for questioning, a hive of lawmakers led by Dino Melaye accompanied her to the headquarters of the EFCC in Abuja, in what was described as an attempt to stampede the commission.

She promised to cooperate with the commission on whatever information it needed, the ‘Like Mind’ senators who are loyalists of the senate president, questioned the entire process, saying it was part of a larger plan to pull down Saraki, who became president of the upper chamber against the wish of his party.

There is no argument about this at all. I only used elementary language to explain in my previous post to be at matriculation level of the guy who asked the question. Since you said you are older, now let me be technical. What was set up in August 1993 as contained in Decree No 61 of 1993 was called 'Interim National Government' (ING). Shonekan was named in the Decree as Head of State and President of Interim National Government while Abacha was named Defence Secretary and Vice-Chairman of the ING. Note that shonekan was not called the President and commander in chief in that Decree.

On November 10 1993, a Lagos high court declared Decree 61 and thus ING illegal and about a week later, Abacha overthrew Shonekan. In December 1993, Abacha (as military Head of State) issued a Decree to retroactively recognize Shonekan as Head of State and commander in chief for the period that he served in August to November 1993 since Decree 61 that initially made him so had been declared illegal by the court. That is what made Shonekan to be called former Head of State today. What we had between January and August 1993 prior to ING was transitional council (not government) and Babangidä was in power then.

Note that Shonekan was appointed in January 1993 as the Head of Transitional Council but Babangidä still remained the president until August 1993 when Babangidä stepped aside and Shonekan took over as Head of Interim Governnment. Since the question is about Shonekan regime, it can only refer to the period he was the head of state not when he was head of transition council under Babangidä and Aikhomu.

If it sets up that place for a cash inflow N3m per day, it would have folded up. In 2011, its forex requirements to just one of its suppliers alone (i.e. Heinz) was $1.5m - $2m monthly. Extrapolate that to a year and to many of its suppliers and then to the current exchange rates.

Anyway we have exchanged enough information on these outlets. Let as many as are willing and able open shops. If it is not profitable for them, they will either adapt or ship out. Nobody told WoolWorth also from South Africa to pack up when it came here with wrong business model a few years ago.

For linkage, you don't need introduction, since you want to resell, you will buy in bulk, it is your kind they are looking for. However much as Shoprite is a franchise that sells Nigerian manufactured products ,we need to also encourage our own .We need to develop our businesses to the extent that investors will export our franchise.South Africa makes it tough for us to do business in their country, y should we therefore invest in their country.For goodness sake take a good look around you ,am sick of tired of these franchises.

Like I said initially, Next business model is not actually retail-oriented. It is being forced to attend to kobo-kobo customers at its Jahi shop currently because of circumstance. It is oriented towards bulk sales and is a major supplier to Shoprite and Park-n-Shop. So Next is actually not in their league. Next is a major importer of South African brands by the way.

On you being the shareholder, that was a joke hence the emoticon after the question.

The understanding I had of your initial post was that Shoprite rented a space in Jabi Mall to crowd out 'NEXT MALL' located in a different district of Jahi hence my 'history' that Next umbilical cord is not buried in Jahi.

For more of my history, NEXT is presently a major distributor to Shoprite and Park-n-Shop, so it's business can only grow more as Shoprite expands because Next is a major importer of many overseas brands including south-Africans own like Distel, SABMiller, Tigers etc.

For the record, there is nothing like NEXT MALL because NEXT - Cash & Carry also rented the place just like Shoprite. The only difference is that NEXT's upfront rent was used to complete that phase of the building after it was initially abandoned.

The present building which you called Next Mall is actually the entrance/reception area of the planned multi-storey Abuja Mall owned by the Abuja Investment Company Limited - an investment arm of the Federal Capital Territory Administration. So it is government-owned. When government became cash strapped after substantially investing in that entrance area and there was no investor to partner it to build the main mall, it decided to convert and put into use the entrance area by partnering with Next Limited - a company owned by Peter Obi.

Shoprite has plan for six outlets in Abuja. What is constraining its rapid expansion is lack of malls and its policy of not directly owning the property for its shops. It has plan to open one in Wuye in the nearest future

The amendments to the constitution made National Assembly autonomous. Once they passed the budget and it is signed, executive cannot even say there is no cash to finance the National Assembly budget.

Also note that executive does not budget for the assembly, the president will just add the N150 billion already fixed by the assembly (which they have graciously reduced to N120billion now) to the annual budget. It is the responsibility of the assembly to decide how to spend it.

Shoprite does not own the mall at Apo. It is just one of the tenants there. The name of the mall is Grand Towers Mall. It is owned by the same people that own Grand Square Plaza in the Central Area.

Nigeria President Muhammadu Buhari surely meant well for the Nigerian people. His integrity, discipline and avowed commitment to fight, name and shame corruption had never been in doubt since Nigerians have high hopes in his administration to ‘fight corruption among the elites’, in a bid to free Nigeria’s economy from Kleptomaniac. As it is a fad that “when you fight corruption, surely corruption will fight back,” aptly captures the trending conspiracy of few Nigerian Army Generals (retired) and former Heads of State who allegedly prompted Buhari to ‘let-off’ his earlier, intentional investigation of $182million Halliburton bribe scandal, so he may continually ‘govern Nigeria in peace’.



CNN iReport gathered that few weeks before Buhari made his maiden visit to United States, words reached him that few retired Army Generals who were erstwhile Heads of State were allegedly not happy with the planned moves by the no-nonsense disciplinarian to re-open the Halliburton scandal, with the sole intention to expose, disgrace and prosecute some of culpable generals and other highly-placed Nigerians whose hands may have been ‘soiled’ by the cookie-jar of corruption in Bonny Island Liquefied Natural Gas Project.

As such, after General Ibrahim Badamasi Babangida (IBB), a former Nigeria’s Head of State received a phone call from from General Olusegun Obasanjo, also a former Nigeria’s president where he brought the attention of IBB to the fact that they way Buhari was going about corruption-fight, he would eventually probe the majority of past administration, including IBB era. This position was echoed by another Nigerian Head of State, General Abdusalami Abubakar; which prompted a conspiracy theory to ‘place Buhari in order’. Abdusalami had visited IBB in his Minna Castle in Niger State, there it was concluded that IBB should stylishly pass on their position to Buhari to halt his earlier intended probe of his predecessors.

In a press statement issued by IBB through his media adviser, Prince Kassim Afegbua, it reportedly reads: “On General Buhari, it is not in IBB’s tradition to take up issues with his colleague former president. But, for the purpose of the record, we are conversant with General Buhari’s so-called holier-than-thou-attitude. He is a one-time minister of petroleum and we have good records of his tenure. Secondly, he also presided over Petroleum Trust Fund (PTF) which records we also have. We challenge him to come out in clean hands in those two portfolios he headed. Or, we will help him to expose his records of performance during those periods. Those who live in glass houses do not throw stones. General Buhari should be properly guided.”

CNN iReport gathered when intelligence report reached Buhari on the position of these retired Army Generals and former Heads of State, and bearing in mind how mean they can fully engage him in ‘dirty-fight’ which may ridicule him in the eyes of Nigerians and expose his stewardship then as Minister of Petroleum in 1976 that led to the mysterious disappearance of a whooping US $2.8 Billion from Nigerian National Petroleum Corporation, NNPC account in Midlands Bank, United Kingdom allegedly under his watchful eyes, Buhari quickly made a detour and issued a press statement through Femi Adesina, his Special Adviser, Media & Publicity claiming the investigation of Buhari administration would only be limited to his predecessor, Goodluck Ebele Jonathan, GEJ, the man who honorably handed peacefully to Buhari on May 28, 2015 at Eagle Square so Nigeria may remain united as an indivisible nation.

For the records, Buhari was appointed Minister of Petroleum in 1976 under the Murtala/Obasanjo administration. Not much is known about any scandals that occured during his tenure as Minister, but there are rumors of the mysterious disappearance of US$2.8 Billion from the NNPC account in Midlands Bank in the United Kingdom, during Buhari’s stewardship. Now that IBB has threatened to expose him, it lends a certain credibility to the rumors indicting Buhari of grand graft.

As if Jonathan knew that this would happen. In the last days of his administration as president in Aso Rock villa on May 27, 2015 during Federal Executive Council valedictory session witnessed by big-wigs of Peoples Democratic Party, he said “Some people are even calling for the probe of the government, but I think in Nigeria, there are a lot of many things that will be probed, very many things, even debts owed by states and debts owed by this country from 1960 up to this time. They say it is Jonathan’s administration that accrued these debts,” Jonathan said.

“I believe that anybody that is coming for probe must also ensure that this probe is extended beyond the Jonathan administration. Otherwise, to me, it will be a witch-hunt. If we are very sincere, it is not only the Jonathan administration that should be probed.”

CNN iReport investigation showed that Jonathan administration may have been singled-out as ‘corrupt government’ due to the fact that he was a minority-leader from Niger-Delta and obviously not a military, but a civilian leader. There are feelers from some Nigerians that this probe may not have happened if Jonathan had been a retired Army General.

For Folu Adewope, an undergraduate of University of Texas Arlington, UTA, her words: “This is obviously a witch-hunt, charade and selective humiliation with ethnic coloration under corruption-guise. I strongly believe this investigation would not have happened if Jonathan had hailed from the North and had been a retired Army General. Why can’t Buhari open the Halliburton scandal, and openly prosecute Obasanjo, Abdusalami, Atiku Abubakar, a former Nigeria’s Vice president and every other corrupt Nigerians named in the scandal. As Nigerians, we are interested in this case.”

Recently on his Facebook wall-page, Femi Adeshina, special aide to the president on media and publicity, said: “It would be a distraction for the President to begin digging into all former administrations, but for a proper take off of the President Muhammadu Buhari’s government, there is need to look into the immediate past government (Jonathan’s). We are interested in investigating Jonathan’s government to recover stolen funds”.

International Community watch in Disbelief
As at the time of going to the press, members of International Community, particularly the United States government is shocked that Buhari ought not to leave any stone unturned in fighting corruption no matter whose ox is gored. The Halliburton bribery scandal is seen by members of international community as a litmus test for Buhari to prove his desire effectively to combat corruption among the elites in Nigeria.

The statement purportedly issued by IBB (which I bolded) was published in June 2013 when GMB had not even declared his intention to run for president! APC had not even been registered. The statement was purportedly issued by IBB (and he denied it then) when President Jonathan and Buhari (as former head of state) at a public ceremony, criticized previous administrations especially IBB regime for institutionalizing corruption. The blogger attributed the statement to the outcome of the meeting of the ex- heads of state as if GMB was already in power then and even said that Adesina responded on behalf of Buhari as presidential spokesman. Adesina had not been appointed as Special Adviser then because GEJ was still in power

What even made the time attributed to the Afegbua's statement wrong is that Afegbua is no longer IBB's spokesman. He is currently the Special Adviser on Media to Oshiomole in Edo state

One even said that he deliberately imputed wrong pin or whatever you guys call it, the system still accepted it and returned the message you quoted. That show something is wrong with the website.

But actually, how does pegging naira withdrawal within Nigeria help to defend the naira? It makes no sense unless the banks are illiquid (in naira). The cbn position as stated in its advertisement is $300 daily cash withdrawal abroad which does not affect POS usage abroad so long as the total of both ATM and pos is subject to maximum of $50,000 per year.

Soyinka and his group need to celebrate for giving Buhari to Nigeria as president, in a country filled with young and well-educated elite.

Last election, Southwest's Catholic Cardinal, Catholic Bishops, Retired Military Generals, name who is who in the South West, joined Tinubu in APC and gave us Buhari after a most deceptive political campaign of falsehood ever heard anywhere.

Why does Soyinka now abuse the priviledge of meeting with Jonathan then?

I have lost all respect I had from this old fool and have come to see him as a cheapskate hustler.
Soyinka is merely trying to distance himself from this disgraceful administration which he worked tirelessly openly to support.
Leave these old fools. They have nothing to lose because they know they are not part of the future.
If you take time to read and comprehend that publication again, you will find out that the interview was conducted by the EFCC before the election. Soyinka stated it clearly that he only disclosed those matters because the interview would not be published before the election as he didn't want to be seen as favoring either GEJ of GMB.
