FG realized rather too late, the negative implication of the recall of our diplomats, and seeing that the joke was actually on it, it backtracked and claimed ignorance of the recall making the permanent secretary, the fall guy.

Remember that when South Africa protested (rather childishly) the recall, the minister of foreign affairs only clarified that the diplomats were only 'recalled for consultation'. When the heat got hotter in diplomatic arena, the presidency came out to deny the recall completely and suspended the permanent secretary of the ministry of foreign affairs for unauthorized recall. No knowledgable person is fooled by that because bureaucracy does not work that way.

Nigeria is thus regarded in diplomatic circle as the villain not the victim. That is counter-productive.

PWC issued what is known in auditing as a Disclaimer of Opinion this happens when an auditor is unable to complete an accurate audit report. A new comprehensive audit will have to be made with full access to financial records for them to form in what is known in auditing as a Unqualified opinion, the unqualified opinion has no reservations concerning the financial statements. No sir. PWC did not carry out a full financial statements audit and therefore could not have issued an opinion talkless of disclaiming the opinion.

Auditing profession is guided by International Standards on Auditing (ISA). The clause
"The procedures we performed did not constitute an examination or a review in accordance with generally accepted auditing standards or attestation standards. Accordingly, we provide no opinion, attestation or other form of assurance with respect to our work or the information upon which our work was based".
in the report which people have been misinterpreting is a standard proviso required by the ISA to be inserted in your report when the engagement is not a full audit. It is not a qualification of the report but just to emphasize the limited scope of the assignment so as to narrow the expectation gap between the users of the report and the consultants. The engagement of PWC is investigative forensic audit. A sort of target audit not full financial statement audit. In this kind of engagement, the consultants reports his findings but won't give opinion.

A simple example is you own a company but requires me as an auditor to issue a report to one of your supplier that your company has certain amount of money in a bank account. I will ascertain that money is in the bank account and report my findings (not opinion) accordingly with that clause that I have not done an audit. This is because the assignment does not require me to have a complete view of your whole company transactions which a full financial statement audit that needs an opinion will require. The money in the bank account may turn out not to be your company's own but I am only required to report if the money is there or not, not how the money got there which full financial audit would have revealed.

How true is this news because I watched all the GMB's activities in Defence House today on AIT News at 8pm. The coverage ran for many minutes including courtesy calls by ambassadors, Prince Arthur Eze, the top management of Total led by its managing director and a meeting with members of people democratic movement (PDM). Swiss ambassador also addressed the press on Abacha loot.

AIT did not mention anything about the purported ban

Director General is like the Managing Director. He is responsible for the day to day running of the organisation.

Chairman is non-executive, that is he is part-time and not involved in day to day running. He will chair the occasional Board of Directors' meeting to decide the policies of the Organisation and the Board also provides the oversight functions on the executive management headed by the DG.

In SEC peculiar circumstance, the DG is more known and more powerful but administratively junior to the chairman. E.g. Almost everybody knows Oteh but how many people know the outgone SEC chairman? It is just like Chairman and DG of the Nigerian Stock Exchange. However, Obi's popularity may somehow bring some limelight to that position just like Dangote and Aig-Imhokuede in NSE

South Africa did not stop Nigeria from attending 1996 Afcon on its soil. It was Abacha govt that withdrew Nigeria from participating in the game because Mandela criticized him for executing Saro-Wiwa and instigated Nigeria's suspension from the Commonwealth. CAF sanctioned Nigeria for that boycott.

I thought this issue was properly addressed by OBJ then. What happened was that Okorocha was appointed as the chairman of Nema in November 2010 and was removed by president obasanjo 3 months later in February 2011 on the allegation that he got the Board of Nema which he chaired to inflate the cost of a radar contract.

The president later found out that he was misled as the allegation was political because the Board had not even met as at that date talkless of inflating a contract cost. To make up for his error, he appointed Okorocha as his Special Adviser on Inter-party affairs (an equivalent of cabinet minister and higher than the chairmanship that he lost) until they parted ways in the run-up to 2003 elections when Okorocha contested against Buhari and others in the primaries for the ANPP's presidential ticket which Buhari won.

Tambuwal was in PDP when he was nominated and won the speakership. He contested against Mulikat Akande also of PDP. His case made the headlines just because he did not comply with the pdp position of nominating Akande.

This is different from the present case of opposition trying to vie for the seat.

Abba is due for normal retirement in 2019 if he had not been appointed as IGP. But having been appointed and GEJ losing election, the new president would have changed him anyway.

Abba was born on March 22 1959 and enlisted in the Police Force on December 31, 1984. He will be 35 years in service on December 31 2019 but since he will be 60 years old on March 22, 2019, he has up to 22 March 2019 to be in service

There was press coverage of him in Kwara and Niger states. That was when I started taking notice of him. I don't know if there was press report of him prior to that.

While he was still in Bida, Niger state, a businessman announced a deposit of N500,000 with Transcorp Hilton hotel in Abuja to cover his stay anytime he reaches Abuja.

There were pictures of him in Minna where he stayed for two days and Suleja as well.

Mathematically, it is possible for pdp to embarrass Apc in the election of senate president the way Apc did during election of the speaker if
1. Apc presents more than one candidates
2. Apc zones the senate presidency in such a way that it causes rancour
3. The candidate the Apc presents is not acceptable to most of its senators
4. The pdp's proposed action is well funded.

Pdp only needs additional 10 votes in its favour to snatch the seat. Pdp may not present David Mark but present and support an Apc senator outside the zone to which Apc zoned the seat or just an unknown senator from the Apc preferred zone. Many of the Apc senators are decampees from pdp who may be suspectible to monetary influence because of their weak loyalty to Apc especially if the voting is by secret balloting.

Once elected, Apc with its 64 seats cannot impeach him without the support of pdp members since they will need 73 votes to impeach.

What exactly has GEJ done? In the report posted by OP, the president claimed that the government has made available N1.3tn through Education Trust Fund for university funding. This is not entirely accurate.

It was IBB administration that set up Education Trust Fund (ETF) in 1993. Its source of funding is the 2% education tax levied yearly on all companies operating in Nigeria. Initially it was responsible for providing intervention fund for all post primary educational institutions but its scope was reduced in 2010 to only tertiary institutions hence the change of name from ETF to Tertiary Education Trust Fund (TETFUND).

The N1.3tn is the accumulation of the part of the fund not yet disbursed from 1993 to date. The funding of TETFUND is strictly from education tax paid yearly by private companies and not through government budget/funding.

November/December 1993. Abacha had just taken over power from Shonekan then and was using Dodan Barracks Lagos as the seat of government instead of Aso villa Abuja. Abiola went to visit him and it was at that meeting that it was agreed that some SDP members (the so-progressives) - Kingibe, Onagoruwa, Rimi etc would served in Abacha government. It was this visit that made many people to believe that Abacha would revisit June 12 annulment.

Tinubu was in the Senate (1991-1993) representing Lagos under SDP. The senate was dissolved by Abacha when he took over. He accompanied Abiola to the meeting as one of the SDP leaders.

Simply put, the law does not recognize 'handover at dinner'. If the constitution requires that an oath must be taken before someone assumes an office, then that person must be sworn in before he can execute the powers of that office.

Note that the ceremony of swearing in at the eagle square is not what the law recognize but the act of taking an oath itself before the Chief Justice (in case of president). This can take place anywhere but not before an incumbent vacates that office either by expiration of tenure, impeachment, resignation or death.

GEJ can truncate his tenure at any time before May 29 by resigning but then, the incumbent Vice President (not president elect) will be sworn in immediately to complete his term till May 29

The few hours gap may not mean much to a layman but within those hours, if enemies invade Nigeria, who will exercise the power of C-in-C to order the armed forces to battle?

I just want to believe that the Minister of Information misapplied the term 'handover' in her briefing yesterday.

The constitution is silent on whether the president should assent any amendments to it. The process of amending the constitution is different from ordinary federal bills because it involves concurrence of at least 24 states' house of assembly.

The issue came up during the first amendment in 2011 (to confirm) when David Mark as senate president pronounced the constitution amended based on his belief that presidential assent was not required. GEJ kicked and the National Assembly threatened to go to court for interpretation but eventually succumbed after the party leaders intervened. GEJ eventually signed the first amendments.

In the current amendments which the president reportedly vetoed, the legislators specifically put the clause there that presidential assent shall no longer be required for constitutional amendments henceforth. If and when GEJ sign the current amendments, that will be the last time, a president will ever sign amendments to the constitution.

This is sort of warped history that you people feed yourselves. Check pre-1967 map. Ikeja, Ikorodu, Epe, Agege and Badagry were all part of western region before they were excised to form Lagos State in 1967. Up to 1976, Lagos Island served as the capital of Lagos State as well as housing the seat of federal government before Murtala regime moved the state capital to Ikeja in February 1976 few weeks before his death.

Also note that the 1954 constitution only designated Lagos Island as a Federal Territoty, it does not mean Lagos Island was created by Federal Government as it was already functioning as the seat of Lagos City Council and that of FG prior to that time.

What did you see here that you are yarning dust? Have you lived in Kano before? Have you been caught in the traffic holdup at gidan murtala, jubilee junction, Yankura or bata? Let those people who wear the shoe tell where it pinches

For your further information, there was dual carriage road running through those places I mentioned, yet you experienced hold-up hence the fly-overs were built over the existing roads since the roads could not be widened in the fully built-up areas.

It is 100% Kano state government project. Kwakwanso started and completed it. Apart from this, there is another long one from Wapa that overfly Yankura, sabongari market, Lagos street to near Kano Club. It is nearing completion.

The fly-over built by the federal government is a short one over Kundila/Zaria Road roundabout. It was commissioned by GEJ about 2 months ago and named after the late Emir Bayero. That was the fly-over that was alleged to have cracked soon after commissioning.

If they do that, then they have rendered the impeachment notice null and void because it meant Omirin usurp the office of the Speaker at the time he presided over the proceeding that led to serving the notice on the governor and also authorizing the chief judge to raise the panel.

Their best bet are

1. File their notice of discontinuance of their suit against the 7 lawmakers in court

2. Wait for court to strike out the suit based on their request for discontinuance

3. Reconvene and start the whole impeachment proceeding all over again

Note that the 7 lawmakers can also prolong the drama by filing their own case asking the court to upheld the suspension. They won't win eventually, but the case won't be concluded in time for Apc legislators to carry out the impeachment.
