for domains, you don't really need Paypal much except for some rare occasions... marketplaces handle transactions and you get to withdraw it through any medium you want.

I have a foreign biz PayPal for several years now and I've never had any issues. I send, receive and do anything with it and no problem whatsoever. If you break the rules you get punished. Domaining is quite broad, if you check Expired domain alone, there are so many tweaks that if you are not privy to them, you won't know where to hit gold and you will keep wasting time and getting frustrated.
