I think they will still need to identify the victims/hostages to be sure none of the terrorists disguised as a hostage in order to escape. The world detained would be more appropriate here. Like someone rightly said, the above pix shows victims who are being rescued but asked to raise their hands up because terrorists could be among them. This is to forestall any attempt to cause chaos while leading them away. The first three people dressed in black and red in the pix look like cultists.

OP, maybe it's because most vehicles come with LHD because we have more countries in the world using LHD than RHD.
