People sit on different seats everytime on planes if there are vacant spaces. He probably felt the passenger wasnt available and when he found out he was, man respect stood up. What he did was wrong. The guy paid for his seat. He deserves his seat. If PWS sat at the right place he paid for, this wouldn't happen. The guy might have even given PWS the seat ON HIS OWN if he sees PWS trying to read the newspaper or whatever.
