My problem is that she is a minor and this guy is 27...

So this is what I plan to do, Flog her thoroughly very early tomorrow, then later talk to her again...
Then that bastard beat him up in the evening with two other guys...

1) get that bastard arrested and make sure you kid sister is actively aware of every move you make in arresting the bastard, by so doing she should understand what the bastard was trying to do is wrong and have severe consequences and she will know well to report if such situation comes up again.

2) It’s VERY good you can discuss sex, bf gf relationship with you kid sister. Next thing I think you should do is sit her down and let her understand the grave mistake she almost got herself into. Site examples of people who got in such mistake at her age and how difficult life is with them, such examples are not far fetched you should find in your neighborhood.

3) deny her access to internet.

The best you can do is talk to her very very thoroughly and a lil bit of scolding but not beating should do.
