To some extent it's true.Most high rise buildings in Lagos are along the road.Abi they get another one.Majority of Lagos buildings are along the road,apart from areas in mainland,most inner lands are fallow especially in island area's,those that have buildings are mostly duplex.I believe individuals own more story buildings in Onitsha than Lagos.
