Your information is misleading and far from the truth, what happened here is that he sent money to wrong account and he tries to get the money back, but bank can't just go remove money from customer account without her consent, and the only way bank can do that is when court gives an order to reverse such money if the account owner refused to go to the bank to fill a form to return such money.
