Politics › Buhari: No Changes To Budget Figures by abu12(op): 10:05am On Jan 19, 2016
http://www.dailytrust.com.ng/news/general/buhari-no-changes-to-budget-figures/129699.html

President Muhammadu Buhari has said that there are no changes in the draft bill and figures contained in the 2016 budget proposal he presented before a joint session of the National Assembly on December 22 last year. Controversy had broken out last Tuesday on the budget following revelation by the Senate that copies of the estimates were missing.

The controversy deepened on Thursday when Senate President Bukola Saraki said that based on the findings of a committee of the Senate, there were two versions of the budget as presented by Buhari in circulation. But the House of Representatives on Wednesday refuted the claims on the missing budget as it displayed copies of the bill during plenary. However, in a letter addressed to both Saraki and Speaker Yakubu Dogara, dated January 15, 2016, Buhari said he had indicated during his budget presentation that details of the appropriation bill would be checked “to ensure that there were no errors.” In the letter obtained by Daily Trust, Buhari said:

“It will be recalled that on Tuesday, 22 December, 2015, I presented my 2016 budget proposals to the joint sitting of the National Assembly.

I submitted a draft bill accompanied by a schedule of details. “At the time of submission, we indicated that because the details had just been produced, we would have had to check to ensure that there were no errors in the detailed breakdown contained in the schedule. That has since been completed and I understand that the corrections have been submitted.

“The National Assembly would therefore have the details as submitted on the 22nd and a copy containing the corrections submitted last week.

It appears that this has led to some confusion. “In this regard, please find attached the corrected version. This is the version the National Assembly should work with as my 2016 budget estimates. The draft bill remains the same and there are no changes in any of the figures,” Buhari said in the letter, expected to be read at both chambers during plenary today. Meanwhile, Senate Leader Ali Ndume said the integrity check conducted on the first budget submitted made it necessary for minor adjustment.

Addressing Senate journalists yesterday, Ndume said: “It was the integrity check that made the changes necessary on quantity and not on the total budget sum. “If not for the mixed up, we would have gone to the next stage in our Legislative activities on the budget. We are targeting the end of next month to pass the 2016 Appropriations bill.”

the general election was inconclusive..
the supplementary election enable inec determine the overall winner...
yu cant seperate the main election frm d supplementary cos the main election was inconclusive, no winner can be decided without d supp.

just like a case of an abandoned match in football. the fact that team A is leading team B before the official stops d match doesn't make them d winner. the remaining minutes has to be played. meanwhile either team can replace any of their player not available from the initial selection.

the court has d final say though but i think APC really play smart and nice
Very good point, d election was said 2b inconclusive by inec because of d margin and not because audu died, so d election was on-going. Mind u no where in any of our LAW dat stated that "a candidate can b substituted DURING AN ON-GOING ELECTION, it only state BEFORE or AFTER.

Also NOTE that a candidate can emerge as a party candidate, either through a PRIMARY OR a CONSENSUS, so party primary is not a MOST

According 2 d example in a foofball match, if APC want 2 play smart, APC would av replace d governorship cand with is runningmate who is a substitute on the bench, instead of going to championship side 2 bring player who will complete d match when d team is in premiership. It is an ongoing match, with first eleven and reserve bench. Falaki is d reserve bench while audu is d first eleven, why going 2 lesser league 2 bring player 2 dat complete d 90min match?

It is wrong 4 d inec returning officer 2 av declare yahaya bello of APC dat E scored d highest votes, when he knws dat yahaya bello only scored 6000votes against WADA

PDP will win apc in court

APC played by the rule.
if they had fielded Faleke, they will lose if pdp goes to court, on the ground that someone who did not participate in any primary contest as a governor...
remember it was inconclusive then.
If falaki did not participate in apc primary, did yahaya bello participate in the nov 21st general election, where audu/falaki scored 240,000 votes? Yahaya bello only participated in the supplementary election, where he scored 6000 votes.

Gov wada of PDP will be declare d winner @ d end of d day by court. Since he scored d highest votes(204,000), since yahaya bello did not participate in the main election

Hey zombie, your Personal Lord and Saviour Buhari got it totally wrong. This is a school boy mistake. No sane country does this.

You dont even know the meaning of contraband goods.

If govt. says the goods were contraband then why go ahead to distribute them to the IDP, thereby introducing contraband goods into the society it is trying to protect.
Isnt that foolishness or does he thinks the IDP are lesser humans compared to fellow Nigerians?
Better still why cant govt. come to an understanding with the importers by purchasing the goods at a subsidized rate to be used by IDP.

Also imagine if some of the contraband goods were pharmaceutical products then are you saying its ok for the IDP to ingest them?

Politics › Fire Guts Christ Embassy, Alaba Market by abu12(op): 3:21pm On Jan 15, 2016
http://www.punchng.com/fire-guts-christ-embassy-alaba-market/

A section of the Christ Embassy Church on Oregun Road, Ikeja, Lagos, was gutted by fire on Wednesday, destroying some property of the church.
This is just as goods estimated at millions of naira were destroyed in an inferno that ravaged the Alaba International Market, Ojo, the second in less than a week.

Our correspondent learnt that the Christ Embassy fire started around 9pm after an electrical spark in the switch room of the church.
The quick response of officials of the Lagos State Fire Service, however, saved the day.
An official of the agency explained that the fire was contained within 30 minutes of active firefighting, adding that no life was lost.

He said, “Around 9.08pm on Wednesday, we got a call that there was a fire incident in the church. We deployed two 10,000 litres of water from our stations in Ikeja and Alausa. It was discovered that the fire was on the topmost floor of the church’s three-storeyed building.
“There had been an electrical spark in the switch room, which triggered off the fire. In about 30 minutes, we put it out.”

The PUNCHgathered that less than a week after nine shops were gutted by fire in the Alaba International Market, another fire destroyed some electronics items in the market on Wednesday.
Three shops were said to have been affected.

The spokesperson for the Lagos State Fire Service, Amodu Shakiru, who confirmed the two incidents, appealed to residents of Lagos to be more safety conscious.

http://www.kogireports.com/kogidecides-concerned-voters-drag-fg-to-ecowas-court/

Seven registered voters in Kogi State have sued the Federal Government in the Community Court of Justice of ECOWAS, alleging inconsistency in the emergence of Yahaya Bello as the state governor-elect.

The suit, with registration number ECW/CCJ/
APP/02/16, filed at the ECOWAS Court headquarters, Abuja, was made available to the News Agency of Nigeria on Tuesday.

The plaintiffs, named as “citizens of Nigeria and registered voters in Kogi state,” include; Sule Audu, Ikeleji Agada and Labaran Dadio. Others are Isaka Isa, Abdul Audu, Ademu Abdullahi and Sulaiman Abdul. The suit filed by the plaintiffs’ lawyer, Festus Ogwuche named FG as the sole defendant.

The plaintiffs are asking the court to compel Nigeria to apply the instrumentality of its Constitution and International Treaties and Conventions to redress alleged anomalies flowing from the conduct of the state governorship election.

Specifically, they alleged that the emergence of Bello as the governor-elect “circumvent and capsize the key element in the exercise of democracy”.

[b]They contended: “The emergence of Bello falls short of the minimum standards of free, fair, transparent, genuine and credible elections which will be the basis for the popular participation of the people.

“Bello never campaigned for the elections, excepting for his nomination within his own party, and did not interact with the people on the larger scale of those who do not belong to his party.

“He never presented his manifesto, or agenda in terms of his promises and goals and initiatives he would undertake if voted into office.

“The people of Kogi state were never given an opportunity to assess him, size him up or verify his personal and political resume.”

The plaintiff contended that the action of the
defendant’s electoral authority did not provide the people of the state an equal opportunity as voters to participate fully in the election.

They said the vote cast for the late Abubakar Audu “cannot be votes also for his political party and thus, the transfer of those votes to Bello is a violation of their rights as voters.

“In fact, what the defendant did upon the demise of Audu was to get the ruling party- All Progressives Congress – to withdraw into its political cocoon to determine who will be governor of the state.”

The plaintiffs prayed the court to direct that
measures should be taken to entrench transparency and fairness in the election of the governor of the state in line with both local and International laws.

The sought an order compelling the defendant, its agents and privies to entrench universal values and principles of democracy and respect for human rights which were allegedly absent during the supplementary election.

The demolition caterpillar of Governor Abiola Ajimobi of Oyo State, western Nigeria, Monday struck at Ogunpa market as it destroyed thousands of shops.

The demolition team stormed the market in the company of tight security provided by armed men of Nigeria Civil Defence.

The team did not give the traders opportunity to pack their wares as they destroyed the wares along with the shops.
According to an official in the team who spoke under anonymity, “We can’t give them any chance to pack their wares because they have been given enough chance. We have served them notice for a very long time that we are coming to carry out the exercise.

“‘In fact, for your information, this exercise ought to have been carried out since last year December but because they begged the government to allow them sell for the Christmas and New Year, we were asked to hold on until now that we are instructed to move in and destroy. What were they waiting for? They are too stubborn. When we were destroying the other side, people that we have not gotten to were sitting down and looking at us as if we will not get to them. Sorry, we are demolishing sizable number of shops today.”

During the exercise, some traders were seen weeping and attempting to stop the demolition team who did not listen to them.
P.M.NEWS learnt that the demolition will continue till tomorrow.

A statement issued by the government said that about 1000 shops would be built in the demolished market under public-private partnership scheme with modern infrastructure.

They assured that the new shops will be allocated to the occupants of the market, allaying fears of the traders that no new person would be allocated shops until all that were on ground have been allocated.

Since last month when the National Chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun, threw cautions to the wind, with the unconstitutional replacement of Late Prince Abubakar Audu with Alhaji Yahaya Bello, his utterances has continued to generate questions on his sanity. His chat with some APC leaders from Kogi East on Thursday, December 17, 2015, remains the loudest signal is a heavily challenged mind on the part of the APC’s helmsman.

Mr Oyegun said at the meeting which took place at the party’s National Secretariat in Abuja, that the party is still making moves to reconcile those aggrieved with the choice of Alhaji Yahaya Bello as the party governorship candidate in Kogi State. Oyegun, said the party settled for Bello with the PDP in mind, adding that the APC was aware that whatever decision it came up, somebody will be offended.

According to him, “INEC asked us to replace the late Prince Abubakar Audu, The party opted for something can we defend better if they go to court. That was the basis of our decision. But of course it created understandable anguish.

“We took the decision knowing fully well that someone was bound to get offended. And we were very conscious of the very peculiar circumstance of a group that was on the doorstep of victory. So in the circumstance, we did what we interpreted legally as the best way out of the logjam we were in, always having our eyes on the Peoples Democratic Party(PDP) and what they may likely bring up in court”

“So what we are trying to do is to say we know you are badly bruised, we hope tempers are cooling down. We hope we can now talk about the next steps that will restore some semblance of normalcy all over Kogi State.

“In politics, everybody works for his own inheritance. It is not passed on from father to child. Of course the father can help the child and no question about that. The child can benefit from the father’s influence, personality and the rest. But he has to earn it. Politics is not an inheritance.”

My natural first reaction on reading the report was approach the Google Search Engine for his biography so as to know his level of education. The reason is not far fetched, the baby of my house, who is in
secondary school will naturally reason deeper than Oyegun did. Oyegun with his assertion did not only betrayed his personal capacity as a shallow thinker, but on equal velocity, he did succeed in telling the word that his party, the APC lacks sound counsel.
This is because the constitution of the Federal Republic of Nigeria is unambiguous on issue relating to the matter at hand.

Section 179 and 181 of the 1979 constitution (as amended) were eloquent enough to alley the alleged fears of Mr Oyegun if truly he was concerned with legality. Section 179 clearly provided for a situation where we have two or more contestants in an election.
Subsection two says a candidate will be adjudged to have won if (1) he wins majority of votes (2) He scores a quarter votes in two-third of the Local Government Areas, condition Audu/Faleke met on the 21st of November.
Section 181 also cleared the air on what should be done if a contestant dies before he is sworn in. That section says the deputy will take over. With the above provisions clearly spelt out in the Nigerian constitution, one can not but wonder which other legal security Oyegun was seeking, that led him and his party into this grave error. One disturbing fact is Oyegun insistence that it will not speak well of the party to reverse a decision it took in error.

The constitution has foreseen this kind of error and it has addressed it in section one (1) The section which declares the supremacy of the constitution, maintains in sub.section 2 that if any other law or
resolution is inconsistent with the provision of the constitution, the constitution shall prevail, and any such law or resolution shall to the extent of its inconsistency be void.
In this light I which to counsel Mr Oyegun to follow the part of honour and of legality by retracing his steps.
Let him restore the stolen mandate of James
Abiodun Faleke

You are pardoned because you are not a lawyer. He will reclaim his mandate in the court. Just keep this in mind. Well, I can as well tell you the position of the law on the issue. Prince Audu was leading the incumbent governor with more than 45,000 votes at the time he died. Inec has reasons to believe that elections in some 99 polling units were marred with irregularities and therefore cancelled the votes casted in those units. The cancelled units have a combined number of over 49,000 votes. But here is the drill that made this election interesting. From last years' elections, inec introduced the pvcs that the electorate use to accredit themselves before the actual voting. Out of those 49,000 that were to vote in the supplementary election, only about 25,000 collected their pvcs thus making them eligible to vote. Even if all of them vote for the PDP, prince Audu will still emerge the winner because of his superior margin. Inec shouldn't have declared the election inconclusive. They should have declared the apc candidate the winner of the election. That inec didn't do that does not change this fact. In the eyes of the law, Prince Audu was the governor elect the time he died. Section 181 of the constitution is clear on what should happen if the governor elect dies before taking the oath of office and allegiance. The deputy governor will become the governor elect and will nominate a new deputy governor. I will send you a pm when Faleke reclaims his mandate through the court. Thank you.
INEC law recognise the total number of people that are registered and not number of people with pvc, so inec is right 2 av declare the election inconclusive in first place, b4 d death of audu. Did u think if audu was alive who will complain about the inconclusive election? Sayin only 25k has right 2 vote is only assumption, what if inec decide to give a 2days opportunity 4 odas 2 come and collect their pvc in the affected area, what will u say?

LEADER of the Oodua People’s Congress, OPC, Otunba Gani Adams, has announced the launch of an Oodua Radio/Magazine, in honour of the matriarch of the Awolowo dynasty, late Hannah Idowu Dideolu Awolowo.

Adams who said the launch took place in London earlier in the week, explained that the media will serve to project, enhance and showcase the Yoruba cultural heritage and tradition of the Yoruba to the world at large.
He said that there was an urgent need to resuscitate the Yoruba culture and tradition which he regretted were going extinct.

Adams said the radio station would propagate the cultural beliefs of the Yoruba through what he described as effective communication channels.

According to him, “establishing the Oodua Radio and Magazine is a deliberate attempt to showcase Yoruba culture and ethics globally.

In his address, Tourism Editor of Tribune newspapers, Gabriel Akinadewo, urged Nigerians especially the Yoruba to be culture ambassadors within and outside the country.

“We must all support the Federal Government by projecting the image and protecting the name of Nigeria for the change mantra to work and Oodua Radio is a platform for everybody living in London to do this,” he said
