A Customary Court sitting in Oke Eda, Akure, Ondo State capital, has adjourned a judgment to decide whether the failure of a father of four to pay his wife dowry can lead to losing his children to his estranged wife till October 10 Obayan had approached the court to challenge his wife, Prophetess Chibuzor Lilian Obayan, claiming that his inability to pay her dowry will make him forfeit the paternity of his children. The father of four who was asking for the dissolution of his 23-year-old marriage alleging that his wife eloped with one of the workers of their church located at Arowojobe Street, Ladipo, Lagos. Obayan, the Prophet and founder of Divine Prophetic Solutions Prayers Ministry located off Arowojobe Street, Ladipo, Lagos, asked the Court to dissolve his marriage and grant him custody of his four children. According to him, his wife had changed the surname of his four children to the name of her new husband, Prince Abua Obi, describing the development as strange. The petitioner told the court that he is a Yoruba man while his wife is Ibo from Abia state. He explained that, “My wife and I have a ministry in Lagos with large congregation. But at present, she is married to Prince Abua Obi, a junior worker in our church where both of us led as shepherds. In a bid to improve the quality of products being exported from Nigeria, the Federal government has established the National Quality Council (NQC) to implement the Nigerian National Quality Policy (NNQP). The NNQP aims to develop the National Quality Infrastructure (NQI) in order to achieve accelerated economic growth, increase exports, ensure supply of safe quality products at competitive prices and contribute towards the protection of the environment. Speaking in Abuja, the Chairman of NQC, Osita Aboloma said the implementation of NNQP is expected to contribute to economic prosperity by realizing an effective National Quality Infrastructure (NQI) capable of raising the quality of goods and services. He explained that the implementation of the NNQP would further increase Nigeria’s exports as well as pave the way for industrial expansion and diversification in line with the National Industrial Revolution Plan and the National Economic Recovery and Growth Plan. “This policy supersedes other provisions in any other national sectorial quality-related policies. “The primary objective of the NNQP is to ensure that goods and services emanating from, imported into and traded in Nigeria are designed, manufactured, packaged, labelled and supplied in accordance with the needs, expectations and requirements of the purchaser and the consumer as well as the requirements of the regulatory authorities in the local and export markets. “The NNQP also aims to develop an environment in which both public and private sectors can achieve excellence for product and services,” the Chairman stated. Aboloma said; “National quality policy in Nigeria is just taking after what has been done in Africa, ECOWAS, and other continents of the world and clearly defines what is done, and how it will be done to ensure that any issue relating to quality in this clime is protected while achieving the objectives of the Federal Government. In approving the NQP, the government approved and said that a body must be set up to implement the policy as it is being approved and it must be a body that has responsibility in implementing the letters behind the NQP. “To do this requires a coordinating effort. This body is not under any of the federal ministries, rather it is under the presidency, in the office of the Secretary to the Government of the Federation (SGF), such that issues of bureaucracy and bottlenecks can be reduced to the barest minimum. That is to ensure that it has the power to coordinate other institutions both in the private and public sectors and achieve the objectives of the NQP. “We have a lot of things that could be called plans, one of which is to ensure that the body is set up properly and has a structure to take off immediately. Now, the structure requires that it has a legal framework thus the FEC approval of the NNQP leading to the set up of the NQC has been gazetted. Secondly, there are a lot of things to be done. But basically, we have some things that we refer to as low-hanging fruits. One of them is within the shortest possible time, we want to convene a national discussion on the implementation of NQP and how it affects every facet of the economy. “We will also carry out a gap analysis. A gap analysis will start with gathering data from every laboratory in Nigeria whether government or privately owned and what is their international capacity for testing, do they have international accreditation, and will their results be accepted because we are discussing the African Continental Free Trade Area (AfCTA) standard. “So, when we analyze the gaps, we can then advise the government in the short-term, medium-term, and long-term. This will ensure that trade and commerce within Nigeria and neighboring countries will be to the benefit of Nigerians through job creation”. The Chairman, National Quality Council (NQC), Osita Aboloma has enjoined stakeholders in the agricultural sector in Nigeria to provide necessary support to ensure the success of the forthcoming African Cassava Conference (ACC) scheduled for Abuja in October, 2023. Aboloma called on the organised private sector, relevant Federal and State Ministries, Departments and Agencies, Financial Institutions, Development Partners as well as Educational Institutions in the agricultural sector to actively participate through sponsorship, presentation of papers, panel discussions and exhibition of Cassava derivatives and innovations during the 3day scheduled Conference. The NQC Chief Executive made the call in his opening remarks at a meeting of the Local Organising Committee (LOC) for the Conference, hosted by the Standards Organisation of Nigeria at its Headquarters in Abuja over the weekend. Represented by Mr. Bola Fashina, his Chief of Staff, the NQC Chief Executive reiterated the need for Nigeria to take optimum advantage of the opportunity provided by the hosting of the continental Conference, to leverage on maximum gains from the implementation of the African Continental Free Trade Area Agreement in view of the Federal Government’s recent declaration of a state of emergency on food security. He commended SON and other LOC members for the hosting of successive meetings of the Committee as well as valuable contributions towards ensuring that Nigeria delivers on the Conference successfully. Earlier in his welcome address, Director General of the Standards Organisation of Nigeria, Mallam Farouk Salim enthused that Standards play a pivotal role in ensuring quality, safety and competitiveness of Nigeria’s agricultural produce including Cassava and its derivatives. According to him, standards provide a solid foundation for innovation, trade facilitation and consumer protection, while also enabling market access and enhancing the reputation of the Nation’s products on the global stage. Represented by Mrs Abigail Gbonko, Assistant Director, Product Certification, the SON Chief Executive pointed out that the Conference being hosted by Nigeria between October 18th and 20th, 2023 in Abuja holds immense significance for the Nation, as it would bring together experts, stakeholders and enthusiasts from diverse fields across the Continent to deliberate on the opportunities and challenges relating to the Cassava value chain in Africa. The SON Chief Executive acknowledged the efforts and commitment of the LOC members towards delivering a successful programme and commended the African Union Commission (AUC) and the Pan African Quality Infrastructure (PAQI) for finding Nigeria worthy of hosting the continental Conference. He assured the gathering of SON’s commitment towards the Conference, particularly in ensuring that requisite Nigerian Industrial Standards are made available for all derivatives of Cassava for local consumption as well as export. A presentation of ACC progress report, timelines and actions were made by the Chief Executive of Abomax Arena Ltd., the Conference Managers, Ms. Heather-Ronke Akanni, following which extensive discussions were held by the LOC members. In his remarks, Country Manager of HarvestPlus Nigeria, Mr. Yusuf Dollah stated that the Conference would provide an opportunity for his organisation and others to showcase recent efforts in the development of the Cassava value chain while also promising full technical support towards its successful execution. He stressed the need for Nigeria to have and implement a robust policy on Cassava either on its own or as part of a general policy on food security in order to fully harness the benefits along the entire value chain of the crop. The LOC meeting was attended by representatives of the National Quality Council (NQC), Standards Organisation of Nigeria (SON), Nigeria National Accreditation System (NiNAS), the Federal Ministry of Agriculture and Food Security, Federal Ministry of Industry, Trade and Investment, Federal Capital Territory Administration (FCTA), Harvestplus Nigeria and the Nigerian Governor’s Forum among others.
