The Nigerian Navy, under the pretext of building a Navy Military School (NMS) in Topo Badagry, occupied and took over our land a decade and a half down the line without any step to commence the supposed project.

Topo town is a coastal community in Badagry Local Government Area of Lagos State, measuring about 271.418 hectares with an Island (Topo Island) known during the pre-colonial years in Nigeria for missionary activities and mission school. The entire population of our community is estimated at 150,000 people.


The town is also a host to some federal establishments and institutions, including Administrative Staff College of Nigeria (ASCON), Nigerian Maritime Academy (NMA), Industrial Training Fund (ITF) and Federal Ministry of Transport and Navigation. Have they not taken much from us?

The Nigerian Navy said that it acquired the land sometime in 1985 during the administration of then Group Captain Okhai Mike Ahigbe, former military governor of Lagos State of blessed memory. When they visited the Palace of Akran of Badagry, De Wheno Aholu Menutoyi I, Oba Babatunde Akran OFR, at the time, the late former Bale of Topo, Chief S. A. Agbosu, presumably promised them availability of land whenever they are ready. Subsequently, the Nigerian Navy relied on mere promise, knowing full well that the landed properties in question belong to individuals and families, not “Communal Ownership.”

Moreover, there was no written or signed agreement between the late Bale Agbosu and the Nigeria Navy that particular year. If there is any, I challenge them to bring it out for the “Court of Public Opinion.”

On the 20th of August, 2007 lorry loads of armed naval officers mercilessly beat up our people and drove away all occupants of our community land, saying that other hectares of our community land had been compulsorily acquired.

In a democracy, individual rights are guaranteed and rights to own property under the 1999 constitution as amended. During the heyday of the military, this kind of brutality, invasion, abuse and infringement of Fundamental Human Rights of Citizens was not uncommon. People’s houses were demolished, forcefully taken over in some cases, properties destroyed, they also converted the existing houses of helpless individuals to Navy quarters and wall fences were hurriedly erected. Some were unofficially compensated, while some rejected their offer honourably.

From available evidence, the purported Navy school has since been built in Akwa Ibom State during the tenure of Governor Godswill Akpabio and fully functioning since 2018 at Ikot-Itum, the home town of Akpabio. The land acquisition is meant to serve and grease the ego of a few people or group in the Nigerian Navy, using the name of the Federal Republic of Nigeria Navy when it was not officially acquired through the Lagos State Government in respect of “Land Use Act,” and did not follow due process so as to compensate the individual and families that own the properties and land. How come all these were not done, and they rely on private surveyors that reside within Badagry?

These land grabbers forcibly acquired our inherited assets. If due process were to be followed, government surveyors should be the ones to carry out the land survey. Our land is no longer under global acquisition made by Lagos State Government in 1972 under the military regime of Gen. Yakubu Gowon and Brig. Gen. Mobolaji Johnson of Lagos State so as to enhance rapid development and industrialisation in Lagos State. Hence, Topo-Badagry land was under “Global Acquisition Parcel ‘G’, Lagos State Gazette No. 24, Volume 5, 16th of November, 1972.

Redemption came and a sigh of relief in 1991. The Lagos State Government in the Daily Times of Friday, September 13, 1991 on page 11 had excised our community land from its acquisition measuring an area excised: 147.761 hectares of land. This was published in the Lagos State of Nigeria Official Gazette No. 9 Vol. 29 of March 28, 1996.

The community has a very few lands left both for itself, children and unborn generations. If not checked, it would leave our community in a state of helplessness and children yet unborn ..........

A 45-year-old man from Benue State has been arraigned at a Makurdi Magistrate Court for cannibalism.

Jeremiah Ode, from Igwe Ochekpo in Oju Local Government Area, who was caught eating the head of a woman he allegedly killed on her farm, is being prosecuted at a Makurdi Magistrate Court, for the gruesome murder of Priscilla Adoga, 65.

Inspector Omaye Ujata, the Prosecuting Police Officer, told the court that the incident which occurred on Friday, August 19, was reported to the police by Silas Igiri of Oju Local Government Area.

According to Igiri’s report, the accused went to the farm where his uncle’s wife, Priscilla, was working and killed her using a machete.

After severing Priscilla’s head, he prepared pepper soup with it right there on the spot and was eating it when he was caught.

Sources in the community told newsmen that, when Priscilla did not return from the farm at the normal time, her relatives went in search of her, only to find Jeremiah, known in the community to be mentally deranged, having a meal of the woman’s head.

When asked why he did that, Jeremiah reportedly said he only started with the head after which he would proceed to her body.
