He hoped it would change the way Americans viewed the Gulf War. Much to his dismay, however, it went unpublished in the United Statesand, instead, became ‘The War Photo No One Would Publish’.

On the contrary, this picture was published in a TIME magazine "Images Of 1991" . I even have a copy. The soldier was part of the Iraqi convoy retreating from Kuwait (after looting it) during the 'Desert Storm' operation of 1991.
