5th Convocation: Edo Polytechnic honours Archbishop Oni, Oduokou, charges graduands on productivity

The Edo State Polytechnic, Usen, has conferred honorary fellowship awards on Archbishop John Osa Oni of Vineyard Christian Ministries and the Managing Director, Rubber Estates Nigeria Limited, Mr. Olivier Oduokou for their contribution to the development of the society.

The Rector of the Polytechnic, Engr. Sylvester Omoruyi presented the award to the recipients during the Polytechnic's 5th Convocation Ceremony for the award of National Diploma and Higher National Diploma to the graduands of 2021/2022 and 2022/2023 academic sessions.

Recounting government’s strides in education reforms in the State, the Commissioner for Education, Dr. Joan Osa Oviawe represented Mr Osemwekha John Owenyeke of the State’s Department of Planning, Ministry of Education, noted that the Governor Obaseki-led administration has initiated policies that have positioned tertiary institutions in Edo State for global recognition.

He applauded the polytechnic for upholding excellence, especially in the aspects of ensuring programmes’ accreditation as well as collaboration with international and local partners.

The Rector, Engr. Omoruyi expressed appreciation to Governor Godwin Obaseki for his continuous support in ensuring that the Polytechnic is outstanding among other higher institutions in Nigeria.

He also charged the graduands to apply themselves and be innovative so as to boost productivity within the State and across the country in the light of the prevailing economic challenges faced in the country.

He said the Polytechnic has secured accreditation for more than ten programmes from the National Board for Technical Education (NBTE), and more programmes are gearing for Resource Visitation by the Board very soon.

Omoruyi also revealed that the polytechnic has gained more edge in international collaborations under his watch, noting that the Polytechnic has sealed a partnership deal with the Shaaxni Polytechnic, China to strengthen TVET in Edo State Polytechnic.

He said, “This collaboration focuses on fostering an exchange of expertise and academic resources between Shaanxi Polytechnic Institute and Edo State Polytechnic, Usen, aiming to improve technical education.

“The agreement was finalized during a recent visit by Governor Godwin Obaseki of Edo State, accompanied by the Commissioner of Education, Dr. Joan Osa Oviawe, and the Rector of Edo State Polytechnic, Usen, Engr. PoliticsObaseki Celebrates Xmas With Orbih, Ugbome, Oghiadomhe, Other PDP Leaders, Stake by Aisosa25(op): 5:02pm On Dec 28, 2023
Obaseki celebrates Xmas with Orbih, Ugbome, Oghiadomhe, other PDP leaders, stakeholders

… says Edo is one indivisible family

The Edo State Governor, Mr. Godwin Obaseki, as part of the festivities, visited leaders and stakeholders of the Peoples Democratic Party (PDP) in Edo North Senatorial District, to celebrate with them amid the yuletide.

Obaseki at the Christmas and New Year courtesy visit to the leaders in Eperi, Fugar and Ogbona respectively, said he was around to reach out to the stakeholders and other citizens of the State in the spirit of Christmas.

The leaders visited in Edo North Senatorial District include National Vice Chairman, PDP South-South, Chief Dan Orbih in Ogbona; former Senatorial candidate, Hon. Barr. Paschal Ogbome, in Ugbekpe-Eperi and former Deputy Governor of Edo State, Chief Mike Ogiadomhe in Fugar all in Etsako Central Local Government Area of the State, among others.

The governor was accompanied on the visit by his Chief of Staff, Dr. Osaigbovo Iyoha; Deputy National Youths Leader of the PDP, Timothy Osadolor; members of Edo State House of Assembly (EDHA); serving Commissioners and top government functionaries, amongst others.

Obaseki said, “Edo is one united indivisible entity with groups that need to look out for each other's good and take actions to forestall and strengthen our unity. We are one group and share strong values and our values should keep us together.

“As the governor of Edo State, it is important for me to reach out to our citizens to continue to contribute to the progress and development of Edo State, and clearly you can’t talk about the politics of Nigeria and PDP without talking about the role played by National Vice Chairman PDP, South-South, Chief Dan Orbih.

“This is the time for peace and love as we are going round to meet our people because this year has been a very difficult time for us. Before politics, let’s talk to our people as politics will come at the back of it all.”

Decrying the poor state of the Benin-Auchi Road and the continued failure of the federal government to fix their roads in the State, Obaseki said, “I have traveled the Benin-Auchi Road as this was an opportunity for me to go round and I just felt like crying seeing the state of the road this dry season. I am just imagining what will happen in the next rainy season.

“I am just concerned about the welfare of Edo people and Nigerians. Coming here to listen and hear the pains of our people who have not had light in Ugbekpe-Eperi for six months, those are the priorities we want to talk about. These are the issues politics should fix, not putting politics before the issues affecting our people and citizens.”

He added, “The issue in PDP and in our politics in Edo State is exaggerated. I don’t agree that there is a semi-ideological divide. A few people are not happy and you are not expecting everyone to be happy. I came from another party to join PDP and I am glad I did and am happy they gave us the umbrella. PDP is a solid party, with a good structure and great politicians. Few people may have issues that are normal and we will address them with time.”

Earlier, Chief Dan Orbih thanked the governor and his entourage for the visit, noting, “We are working hard as a party to move our State forward. We are happy you traveled through this route to this place and sure you have experienced what we experienced and sure you will put more effort into ensuring that the federal government puts efforts to address the issue of federal bad roads.

Also, Hon. Paschal Ugbome, who described the governor as the father of the party in the State, said “I represent a divide of the party and the governor is doing everything to ensure that everyone who has one disagreement or the other is resolved.

“We have an election coming and all of us want to ensure that we bridge the gap and sort out all the issues that are causing disagreement between us to ensure unity. This is why the governor is moving round across the divide to ensure unity.”

PoliticsObaseki Mourns The Death Of Ondo Governor, Akeredolu by Aisosa25(op): 1:25pm On Dec 27, 2023
Obaseki mourns passing of Ondo Governor, Akeredolu

It is with great grief that I received the news of the passing of my brother governor and dear friend, Arakurin Rotimi Akeredolu, the Governor of Ondo State, who served his people meritoriously and diligently, building a legacy of sacrifice, sustainable development and prosperity.

Brave and independent-minded, Akeredolu was a great man in all ramifications. From an illustrious career as a lawyer, rising to become a Senior Advocate of Nigeria and then serving as Governor of Ondo State, his intellect, hard work and diligence stood him out and was reflected in his attainments and the fervor in which he served the good people of Ondo State.

His legacy in the legal profession is indelible as he was renowned in his field of expertise while building a reputation of being thorough, incisive and comprehensive. It won him a lot of admirers who came to recognise his genius.

As Governor of Ondo State, Akeredolu worked for the people of Ondo State and was committed to the State’s advancement not minding its toll on him. He was a governor who cared deeply and undertook projects that would cement his name in the sands of time. He made remarkable progress in developing different sectors of the State’s economy and improved on key indices of government.

When it mattered the most, he was always a voice of reason to provide insight, direction and guidance on issues of national importance, a reflection of his love for our dear country and deep introspection. He, indeed, gave himself for the service of the motherland.

He will be remembered for his unwavering commitment to Nigeria’s development, for contributing to the emergence of modern Ondo State and for his unblemished faith in Nigeria’s unity and diversity.

I commiserate with the Government and good people of Ondo State and the Akeredolu family, and pray that God will grant all the fortitude to bear this painful and irreparable loss.

His Excellency,
Godwin Obaseki,
Governor, Edo State

The free bus ride introduced by the Governor Godwin Obaseki-led government to cushion the impact of the fuel subsidy removal on the people of Edo State has continued to record success, with over 2.3 million persons benefiting from the scheme in the first three months.

The free transport service which covers all intra and intercity routes operated by the State-owned Edo City Transport Services (ECTS) was introduced in September 2023 to run for an initial two months’ period but was extended by three months till February 2024, in furtherance of the government’s commitment to the welfare of Edo people.

“The free service was launched by Governor Godwin Obaseki on September 11, 2023, for all passengers on all intercity and intracity routes operated by the ECTS for a period of two months before it was extended to February 2024 to continually ease the pressure and transport burden on the people, amid the current economic realities, and we are excited with the positive feedback we have received from thousands of households who have benefited from the scheme over this period.

“The beneficiaries include 50,664 passengers who gained from the intercity free service and 2,263,360 passengers who benefited from the intra-city service.”

PoliticsEdo Now A Reference Point For Education Reforms In Africa Says Obaseki by Aisosa25(op): 5:46pm On Dec 17, 2023
Edo now a reference point for education reforms in Africa says Obaseki

Edo State Governor, Mr. Godwin Obaseki, has said his government has transformed the State’s education sector using the Edo Basic Education Sector Transformation (EdoBEST) Programme, repositioning the State as a reference point for education reforms in Africa.

Obaseki said this while giving his closing remark at the festival of nine lessons and carols with the theme, “Transforming lives, the blessings of Christmas,” organized by Edo State Ministry of Education, at Samuel Ogbemudia Stadium, Benin City.

Obaseki said his administration will be leaving behind a strong educational system to cater to the educational needs of all categories of students.

He said, “I am happy watching these children perform this afternoon at the nine lessons and carols. Seven years ago when we resumed as a government, we didn’t have this but I am happy we are leaving this behind. We are leaving behind an education system that has come to stay and caters for all, particularly children of the ordinary man and woman of Edo State.

“What you have witnessed here today is the hard work and dedication of some people who have worked with me to turn around the education system in Edo State.

“Edo is now the reference point in Africa for education reforms and this is due to the hard work of the Commissioner and her team. They have put in enormous work over the last several years. This will be my last outing with you as an ecosystem to celebrate Christmas but I want to assure our students that what we have started will be difficult for it not to continue and be sustained, due to what we have put on ground.”

The governor called on Edo people and other stakeholders in the education sector to rise and defend what his administration has done to ensure quality education for Edo children, adding, “We believe that Edo people will not fold their hands, including all other stakeholders and allowed things to go bad the way it used to be.

“This is Christmas and a time for merriment; where families and friends come together to exchange gifts, a time for building and strengthening our Communities. No matter how challenging and difficult things may be, this is a passing phase as all these children we are training and giving skills to, in a few years’ time will be the ones who have changed things in Nigeria. They will produce more goods and services, make us care less about importation and foreign exchange, and make us less import-dependent.

“I need to do one more thing before I leave; this will be the last time that you will be hosted outside in the scorching sun. Before I leave, I must make sure I build a facility that will accommodate at least 10,000 persons. It will be a dome, a multipurpose dome and even if I will not be governor next year, the event and carol of nine lessons will be hosted in a more convenient place.”

Others at the occasion include the Secretary to Edo State Government, Osarodion Ogie, Esq.; Speaker of the Edo State House of Assembly, Rt. Hon. Blessing Agbebaku; religious and traditional leaders; children from various schools in Edo State; market women; civil society groups, and other top government functionaries, among others.

Retired Govt House PS, Olatunji, one of the greatest transformational agents in Edo, says Obaseki

The Edo State Governor, Mr. Godwin Obaseki, has described the retired Permanent Secretary, Government House and Protocol, Mrs. Julie Olatunji, as one of the greatest transformational agents that the Edo State civil service has produced.

Obaseki said this during a send-off party organized for her in Benin City attended by colleagues, politicians, friends, serving Commissioners, top government functionaries amongst others.

The governor said through her performance, Mrs. Olatunji as the former PS gave him confidence that there are people in this country that can still make Nigeria work.

“We are all here to celebrate with you and I know you to be a pleasant and amazing person but never knew you were a crowd puller. The crowd here today represents the person we are celebrating today.

“I knew three months ago she will retire and I am sure I will have issues when she retires. So, I asked the new Permanent Secretary to understudy her to make sure there is no gap in my office when she leaves.

“So much has been said about Mrs. Olatunji and these give confidence that we still have people in this country that can make Nigeria work. Civil servants are to serve the people.

“She is leaving the service of Edo State as one of the greatest transformational agents that the civil service has produced. She came in 35 years ago as an analog worker but she is leaving as a digital permanent secretary. It tells you whoever is good is good.

“All of us in Edo State appreciate you for what you have done for the civil servants, family, politicians, all you have interacted with. The crowd here tells the good you do live after you and Mrs. Olatunji’s life should be an example to us all.

Mrs. Olatunji said to succeed in the civil/public service, one has to be a team player and a good leader, carrying everybody along.

“I feel fulfilled and have a sense of high achievement. Put self aside and consider general interest as that is the only way you can achieve a lot. You have to be a team player, a good leader and carry everyone along.”

The Edo State Governor, Mr. Godwin Obaseki, has said his government, in 2023, completed the construction of 565 roads, covering a total distance of 737.37 kilometers.

The governor, while speaking to journalists in Benin City, said the government, under the various streams of the Edo State Employment and Expenditure for Result (SEEFOR), also constructed 300 roads, spanning 212 kilometers across the State.

Obaseki noted that following the failure of the federal government to undertake the repairs of failed portions of federal roads in the State, his government has commenced palliative repairs on the affected roads, particularly Benin-Sapele, Benin-Agbor and Iruekpen-Sabongida-Ora Roads to ameliorate the sufferings of motorists and other road users.

The governor said, “We acknowledge the pains caused by failing Federal Roads in the State and have duly commenced palliative repairs on the affected roads, particularly Benin-Sapele, Benin-Agbor and Iruekpen-Sabongida-Ora Roads. As an alternative, we have also commenced repairs on the old Benin-Agbor Road, which will ease traffic on the new road.”

He further noted, “Over the past year, we have successfully completed the construction of 565 roads, covering a total distance of 737.37 kilometers.

“Under the various streams of the Edo State Employment and Expenditure for Result (SEEFOR), we undertook the construction of 300 roads, spanning 212 kilometers across the State.

“Notable projects include the construction of the PZ-Ehioghae-Okabere-Oka Market Road, which links Sapele Road and Upper Sakponba; the Irhirhi-Aruogba-Obazagbon-Ogheghe Road; Ugbor-Amagba Road; St. Saviour Road; Benin-Abraka Road with spurs; the dualization of the TV and Ehaekpen road, and rehabilitation of failed sections on various roads.”

Obaseki added, “In Edo North, we have successfully completed the construction of the Afokpella-Ogriga-Okugbe road with Awuyemi Spur, as well as the rehabilitation of the Secretariat Road in Igarra and several internal roads. In Edo Central, we constructed the Ekpoma-Iruekpen Road and the Idumebo-Ihumudumu Royal Market Road, among other impactful developments.”

BusinessObaseki Reforms: Rubber Estates Nigeria To Build Factory, Expand Plantations by Aisosa25(op): 7:49pm On Dec 10, 2023
Obaseki reforms: Rubber Estates Nigeria to build factory, expand plantations in Edo

The Rubber Estates Nigeria Limited (RENL) has disclosed plans to strengthen partnership with the Edo State Government to establish a rubber processing factory, expand its out-grower scheme and facilitate reactivation of dormant rubber plantations for Edo indigenes living in the diasporas.

RENL, a subsidiary of Socfin, a leading global agribusiness company, manages a 10,000-hectare rubber plantation in Urhonigbe, Orhionmwon Local Government Area of Edo State.

Speaking on the development, Managing Director of RENL, Olivier Odoukou, said, “We are excited to partner with the Edo State Government to develop the rubber industry in the state. We believe that Edo State has the potential to become a major producer of rubber, and we are committed to helping the state achieve that goal.”

On his part, the Managing Director, Edo State Investment Promotion Office (ESIPO), Kelvin Uwaibi said, “This partnership is a major step forward for Edo State's rubber industry. Rubber is a valuable commodity with a growing global demand, and Edo State has the potential to become a major producer. This partnership will help us to realize that potential.”

According to FAOSTAT, Nigeria was the world’s twelfth-largest and Africa's second-largest producer of rubber in 2018, and currently produces an estimated 160,000 metric tons annually. Global and local market demand for natural rubber is high due to its wide range of applications in various sectors of the economy.

At an average of 60,000 tons per year, Nigeria’s export of natural rubber trails far behind the annual global demand of 12 million tons.

Edo is Nigeria’s highest producer of rubber, leading seventeen other rubber-producing States. The tree crop is grown in several local government areas across the State, including Uhunmwode, Orhionmwon, Ovia South West, Owan West, Ikpoba Okha, Esan Central and Esan South East.

Rubber Estates’ foray into Edo could also be boosted by the presence of the Rubber Research Institute of Nigeria located at Iyanomo, Ikpoba Okha LGA.

The institute’s presence in the State gives farmers direct contact to extension workers and agents who have enhanced their awareness of new agricultural technologies in rubber cultivation.

With the out-grower programme and the institute, rubber farmers in Edo will have robust support required to increase production to meet demand.

CrimeObaseki Calls For Decentralization Of Nation’s Security Architecture To Combat by Aisosa25(op): 5:33pm On Dec 08, 2023
Obaseki calls for decentralization of nation’s security architecture to combat crime, criminality

...launches Edo Command, Control Centre, Special Force Building, others

The Edo State Governor, Mr. Godwin Obaseki, on Thursday, called for the decentralization of the country’s security architecture to check crime and criminality.

The governor said this during the Edo State Security Summit, held at the Government House, Benin City, with the theme, “Edo State Security Framework: Repositioning for the Future.” The governor also officially launched the State’s Command and Control Center, named after former Inspector General of Police and Chairman of Police Service Commission, Dr. Solomon Arase and Special Force Building, in Benin City.

The governor said the government is partnering with security agencies, leveraging technology, and evolving a public safety system that is anchored on citizen participation, to tackle insecurity in the State

He said, “Crime is local as well as security and until we have a decentralized legislative framework to allow component parts to take policing to a certain level and ensure active collaboration between the Federal/central security agencies and local agencies, we will not succeed in fighting against criminality.

“When we started collating data of crime incidents in the State between 2017 and 2020, there was a rise in crime and criminality in the State. But today, we have seen incidents of crime go down drastically. We thank all the security agencies for their collaborative efforts in reducing crime in the State by 47.7 percent between 2020 till date.”

The governor who said he was proud of the reforms introduced by his administration in the last seven years, especially in the areas of security said there is still so much to be done to reduce crime to the barest minimum in the State.

“Collaboration with various security agencies has been the key to the reforms we have undertaken in Edo State. We have been collating data in the State using technology and walking into the future. Our goal is to use this data to check, investigate crime, and understand what is going on in various communities in the State.

“Traditional leaders are so key to our security arrangements because, without them, it would have been difficult to get the level of intelligence and local participation and cooperation we have received.

“As we go into the future, the emphasis must be on decentralizing security because everybody knows who comes in and out of their communities. Once we can empower them to have some authority in making decisions to support security efforts, we will achieve a lot more success.

“Looking ahead, we see that the future of security will be driven by technology and we will ensure that those that take charge are responsible and have control. The success today of our command and control center is a collaboration with NCC.”

He further stated, “I thank the IGP for allowing the State to undertake major refurbishment of the police training school, Ogida in Benin City. We spent billions of naira improving the school because we realized that as a State, we didn't have the capacity but relied on existing structures to help improve our security.

“We have used the facilities for training men of the Edo State Vigilante Network (ESSVN). We have trained over 5,000 and as I speak another batch of 1,500 operatives are still undergoing training.”

Earlier, the keynote speaker, Major Gen. Ohifeme Enemai (Rtd), said, “The strategy of security in Edo State must cover citizens, businesses, visitors, infrastructure and information amongst others. The security structure must be in place to drive the strategy for a safer and a secure State for all.

“Insecurity is an enterprise and job for criminal elements but we should all collaborate seamlessly, putting them out of that evil job by ensuring the State is safe, peaceful, and secured for all.”

Dignitaries present at the event are former Commissioner of Police and Special Adviser to Oyo State Governor, Fatai Owoseni (Rtd); Minister for Police Affairs, Sen. Ibrahim Gaidam, represented by the Director of General Services in the Ministry, Ibilola Edemanya; former Inspector General of Police and Chairman, Police Service Commission, Solomon Arase, and the Commissioner of Police, Edo State, Dankwara Mohammed.

Others include the Secretary to the Edo State Government, Osarodion Ogie Esq.; Chief of Staff to the Edo State Governor, Dr. Osaigbovo Iyoha; Edo State Head of Service, Anthony Okungbowa Esq., and the Chairman of the Edo State Peoples Democratic Party (PDP), Anthony Aziegbemi, among others.

PoliticsObaseki, Private Sector To Set Up Trust For Edo Int’l Film Festival by Aisosa25(op): 4:10pm On Dec 05, 2023
Obaseki, private sector to set up trust for Edo Int’l film festival

The Edo State Governor, Mr. Godwin Obaseki, has said his government will partner with the private sector to set up a trust to ensure the sustainability of the Edo State International Film Festival (ESIFF).

Obaseki said this during a meeting with the Edo State Commissioner for Art Culture Tourism and Diaspora Affairs, Uyi Oduwa Malaka and German student-filmmakers, at the Government House in Benin City.

He said, “We have decided to create an ESIFF Trust and all the activities of the event will be transferred to that trust. It will be driven purely by the private sector. We did it with Alaghodaro where we have a trust; they raise their money and have full government support and help the government promote and attract business to Edo State.

“I have mandated that we create a trust manned by those in the creative industry to give direction to this body, which will be responsible for promoting the film festival. We will still give support until the trust can stand on its own and carry out its activities.

“We are ready to work with you in the film academy as this is a natural progression from the film festival. All the facilities will be transferred to the trust; you have the responsibility to raise additional money and make investment.”

Hailing the German Government for the support for his administration, leading to the successes recorded over the past seven years, including in the fight against illegal migration and human trafficking, the governor said, “Our efforts have yielded fruits in the last seven years, especially in the creative industry. We have attracted support and we will soon be exporting people with skills to Europe and other parts of the world.

“We have moved from desperation, created hope and now actualizing the hope with our creative industry, using it as a platform for our youths to showcase their talent and export the same to the world.

“The State has significantly made progress in the creative industry and the German government has supported us in the area of job creation from manufacturing, technology and other areas to encourage our youths to remain here to develop the State and nation.”

He further stated, “We have also got interventions and support in the creative industry to support our youths in the creative business and we are growing tremendously in the industry.

“We started the Edo International Film Festival last year and never knew that we were doing something remarkable that would bring people across the country and outside into the State.

“This second edition has made me know that we have created a marketplace for films where producers and stakeholders in the industry meet. We have created a place and a platform where exchange takes place, where people who are selling and distributing products meet young stars, give them products and direction on how to succeed in the Industry.”

According to him, “The Edo International Film Festival has become the premier festival and a marketplace for the exchange of film products in West Africa, producing real content as we are developing real people, skills, and talent to do production across the Country.

“For the assistance and collaboration with the German Government, I want to use this opportunity to thank the German Minister of Culture; she has been an amazing friend to the State and has made the partnership possible as we have a positive impact on the cultural exchange programmes and other collaborations with the German Culture Ministry. These exchange programmes are really remarkable.”

“I hope we can have a mechanism where those trained in these exchange programmes have the responsibility to form a faculty to train other youths in the State and Nigeria to enable us continually have knowledge transfer,” Obaseki charged.

On her part, Uyi Oduwa Malaka said the partnership between the State and Germany has given birth to cultural exchange, adding that “the journey has been the one of a lot of cultural exchange and learning as the German student filmmakers have been in Edo State for 21 days shooting at various locations across the State.”

Also, Mr. Mark Szilagyi of the Filmakademie Baden-Worttemberg and leader of the delegation, commended the governor for his sustained investment in the creative sector and for supporting young people to realize their full potential.

Obaseki presents N325.3bn 2024 budget to Edo Assembly

… growth, employment enablers, road infrastructure, health, education, others top priorities

The Edo State Governor, Mr. Godwin Obaseki, on Tuesday, presented a N325.3bn budget to the Edo State House of Assembly, for the 2024 fiscal year, which is a slight increase from the N320bn budgeted for the year 2023.

Obaseki, who presented the budget to the Assembly, at the Anthony Enahoro Assembly Complex in Benin City, said the budget is made up of N178 billion for Capital and N146 billion for Recurrent expenditure.

Obaseki said with the budget christened, ‘Budget Home Run: Finishing Strong,’ his government intends to, despite the global economic headwinds and attendant implications for the national economy, marshal resources to complete ongoing projects across the State in furtherance of government’s commitment to the wellbeing and prosperity of Edo State and sustain efforts to improve the ease of doing business, consolidate on key reform programmes and conclude all transactions needed to stimulate economic growth.

The governor noted that the total projected revenue for 2024 is N303 billion, consisting of N55billion statutory allocation, Value Added Tax (VAT) of N38billion, capital receipts of 40bn; IGR of N72 billion and N10 billion from grants, among others, adding that “the revenue estimates are based on a $65 per barrel benchmark for crude oil with an average daily production of 1.60m barrels per day as well as an increase in Internally Generated Revenue (IGR) to N72bn, which will be bolstered by reforms in revenue collection, property laws and land management reforms.”

Obaseki said the focus areas for the 2024 fiscal year include growth and employment enablers such as the trailer and transit parks, ICT infrastructure, Benin Port projects, which will gulp N85bn; road and transport infrastructure, N62bn; health, N33bn; education, N32bn and buildings, physical planning and development control, N21bn.

Other areas include Social Welfare/Benefits N16bn; Environment, N5bn; Electricity, N7bn; Agriculture, N6bn and Youth, Social Development and Gender, N6bn.

According to him, the 2024 budget is informed by the need to build a resilient and sustainable foundation for the reforms, initiatives and programmes that we have embarked on in the last seven years.

“The ultimate target is to promote economic expansion, technology, arts and culture, social inclusion and economic empowerment for Edo citizens, through sustained investments across various sectors of the economy necessary to drive growth and development. Public Private Partnership (PPP) will continue to dominate our investment initiatives in the New Year,” the governor added.

He stated, “Though resources are not at the optimum and our revenues are severely impacted by prevailing lag in the economy, we will sustain efforts to improve the ease of doing business, consolidate on other key reform programmes and conclude all transactions needed to stimulate economic growth.”

The governor further stated: “Mr. Speaker, as a subnational we have very little say on monetary policy but our aim is to stabilize our macro-economic environment through effective use of limited fiscal policy. This will enable businesses, investors and households plan and implement production, investment and consumption activities effectively within our state.

“The State’s fiscal policy is envisaged to control and enforce compliance with established spending limits to achieve a sound budgeting system, which includes aggregate fiscal discipline, allocative efficiency and effective spending that can propel Edo State’s economy to be among the top three most developed states in the country by 2050.”

According to him, “The year 2023 has been characterized by political and economic uncertainties, especially with the devaluation of the naira by almost 100 percent and the removal of fuel subsidy which led to a threefold increase in the price of Premium Motor Spirit (PMS).

These policies have added to the already tough economic and social conditions faced by our citizens, resulting in thousands more slipping into poverty.

Mr. Speaker and Honourable members, despite these challenges, we continued to keep faith with the mandate of delivering good governance to our people. We continue to focus on improving the welfare of our workers while emphasizing those policies which will help us overcome the current challenges we face.

We achieved these by ensuring expansion of the economic space, attracting private capital, improving the ease of doing business, upgrading public infrastructure and transitioning to a more responsive and reliable digital work mode.”

On achievements in the outgoing year, the governor said, “In the outgoing year, Edo State Government went fully digital, simplifying work processes and assuring better services for investors and other key stakeholders in government, setting the pace in Nigeria as the first government entity to go full-paperless.

“We are proud to have set this record and are determined to sustain the gains made so far. We expect that with the investment made in building a tier 4 data centre and other interventions, we should be well-positioned to adopt Artificial Intelligence (AI) in governance in the near future.

“Aside from attracting private capital to drive economic activity, the new work mode has improved service-wide efficiency and performance thus ensuring speedy and better service delivery for our citizens.

“These new improvements are reflected in public procurement, revenue collection, land management, project management, basic education, and healthcare delivery, among others. All of these are powered by technology, built on a digital infrastructure spanning over 2000km of fibre optic broadband connectivity that runs across the 18 local government areas of the State.”

He continued: “This investment has implications beyond public service delivery, as it powers the digital economy, providing new opportunities for work and learning for our youths.

“The transformative efforts have resulted in the digitisation of over 9 million government records, training of 6,000 staff and deployment of 10,000 digital devices to workers.

“Majority of the activities of Edo State Government will now take place from six hubs or locations which are the Secretariat Hub with six buildings; the education hub in Iyaro; the Health Hub in the Stella Obasanjo hospital complex; the Agric Hub located in the ADP complex on Airport Road; the Built Environment Hub on Sapele Road and Transport Hub in the Ministry of Works complex. Majority of the offices have been rebuilt, furnished and connected to electricity from the Ossiomo IPP and high-speed fibre optic internet infrastructure.”

On human capital development, Obaseki stated, “We have continued to extend our investment in the basic education sector through the EdoBEST programme, so as to ensure a better, brighter and more fulfilling future for our children.

“Under EdoBESST 2.0 reforms have begun disarticulating JSS from SSS in line with the national policy on Education. The Technical and Vocational Education and Training (TVET) is being redesigned to align technical education with the needs of industry and private businesses.

“From the Edo State Polytechnic, Usen to the Edo State University, Uzaurie and the Ambrose Alli University, we have sustained sweeping reforms to improve teaching, upgrade infrastructure and support staff to attract private sector partnerships in institutional building and expansion programmes.

“The Edo State Polytechnic, Usen, recently forged a partnership agreement with Shaanxi Polytechnic in China and Yong Xing Steel company to enhance the quality of technical education. Following the Investment Summit in Fujian Province, China, we have received a draft Memorandum of Understanding (MoU) from another Polytechnic for collaboration.

The Edo State College of Agriculture has also kicked off at the main campus in Iguoriakhi. It provides critical manpower to the state’s fast-growing commercial agriculture sector.”

Reeling gains of efforts in the health sector, the governor said, “Our reform in the healthcare sector in the State is taking firm footing as the backbone of the system, the Edo State Health Insurance Scheme which has now recorded over 200,000 subscribers.

“Upon the disarticulation of the Central Hospital, we are improving facilities across a network of 50 Primary Healthcare Centres in partnership with the private sector. This will be supported by secondary, tertiary, and specialist hospitals, which provide comprehensive healthcare across the three senatorial districts. We have completed the Outpatient Department at the Stella Obasanjo Hospital and installation of world-class equipment has commenced.

“A key priority for our administration is to build the human capital required to drive the healthcare system. We are rebuilding the Edo State College of Health Technology to train the personnel required to man and strengthen our primary healthcare system.

“Indeed, our reforms in the healthcare system are yielding fruit with the incursion of more private players in the space. One of such is the world-class Merry Ehanire Mother and Child Hospital, which is to serve as a centre for medical tourism in the State as it boasts of bespoke facilities to manage a myriad of medical conditions.”

Other areas of impact, according to the governor include public safety and security, Infrastructure, Physical and Urban Planning, and Investments to Spur Economic Revolution, among others.

He further stated, “As we prepare to leave office, there is an imperative to ensure sustainability of the interventions we have undertaken these past years, especially as it relates to our development plans. So, we will soon be approaching the House for legislation to enact laws to guarantee long-term planning efforts.

“Mr. Speaker and distinguished members, we are on a home run and we are determined to finish strong next year. As a result, we are committed to completing the projects we have started and making remarkable progress on our legacy projects.

“We are ready to make the necessary adjustments to attract the right kind of investment and partnerships to build a reliable foundation for Edo’s future. Working together, we are sure of finishing strong and ensuring our people live life to the fullest.”

On efforts to cushion the impact of the federal government's fuel subsidy removal on the people of Edo State, the governor said, “In mitigating the fallouts of the subsidy removal, we introduced a number of social safety nets, such as the provision of free Wi-Fi connectivity in public spaces to ease work and also provide a platform for youths to participate in the gig economy.

“We also introduced free bus rides in the State through the Edo City Transport Service (ECTS), with an initial two-month pilot phase.

“Over 1.5 million residents benefitted from the first phase of the scheme which covers all intra and intercity routes operated by the State-owned Edo City Transport Services (ECTS),” Obaseki added.

Receiving the 2024 budget proposal, Speaker of the Edo State House of Assembly, Rt. Hon Blessing Agbebaku assured the Governor that the legislative arm will continue to work harmoniously with the executive to ensure the socioeconomic growth and development of the State.

Hailing the governor for his developmental strides across all sectors of the State, the Speaker commended the governor for extending the free bus service across the State by three months.

HealthObaseki Commissions Merry Ehanire Hospital, Recommits To Making Edo A Hub For Me by Aisosa25(op): 8:20pm On Dec 03, 2023
Obaseki commissions Merry Ehanire Hospital, recommits to making Edo a hub for medical tourism

The Edo State Governor, Mr. Godwin Obaseki, at the weekend, commissioned the Merry Ehanire Mother and Child Hospital, In Benin City, reassuring that ongoing reforms in the State’s health sector will reposition the State as a destination for medical tourism.

The hospital was named after the late Dame Merry Oritsetemeyin Ehanire, mother of Senator Daisy Ehanire-Danjuma.

The governor, who commended Senator Daisy Danjuma's investment in the Edo’s health sector revolution, decried the continuous spending of over $2bn annually on medical tourism by Nigerians.

He said, "Listening to TY Danjuma speak, he said so many things in a very short speech. I heard him say it's time for us to renew Nigeria and re-enact Nigeria. He said the country worked once and went to a hospital that works.

“This hospital we are commissioning today signifies more than a hospital and intervention in health care. For me, this hospital and facility signifies us re-establishing new standards for ourselves, State and Country. We are using healthcare as a starting point.

“This hospital is significant. Beyond the facilities, the timing with our economy today is important because we may not be able to afford the $2bn or $3bn spent going abroad annually to seek treatment for ourselves, TY Danjuma and his lovely wife are leading the way.”

Obaseki called on Nigerian leaders to create the facilities and environment for care to discourage people from seeking medical care abroad.

The governor noted: “The facilities and environment we seek treatment abroad can be created here in Nigeria to treat ourselves.

“Nigerians are the only ones that can do it for ourselves. If we decide to migrate abroad, we would not have the manpower to renew our system as nobody will do it for us and if they do, it will be very expensive. I am happy this hospital is coming to existence in my time as governor of Edo State. It’s like a dream come true and I am fulfilled by this achievement.”

He continued: “Six years ago, we decided on a health improving programme for Edo State. When we look at the entire spectrum of the healthcare system particularly Benin City, which huge unique advantage can make the State a medical hub?

“Healthcare is not cheap; quality healthcare is expensive as somebody needs to pay for it. We have a medical school for 50 years that has trained manpower. Healthcare is beyond infrastructure but about people.

“In Edo, we enacted a law establishing a compulsory health insurance scheme which is now working in Edo State. We are urging all to key in.”

“This facility has helped us set up the standard that we are aspiring to establish if Edo is to be a health hub because of the quality of facilities and services that this hospital will offer. It means there is a new benchmark to beat as anybody setting up a Hospital in the State must meet this standard as we are aspiring to ensure Stella Obasanjo Hospital meets this standard here,” Obaseki added.

On his part, Retired General Theophilus Danjuma, said, “We have competent staff from abroad who have agreed to come work here and we pray the management keeps them. May God help us to run and maintain the hospital properly.”

On her part, Senator Daisy Danjuma, said the standard of the hospital can compete with those outside the country as it will be of help to those in Edo and outside the State.

Senator Daisy said Nigeria ranks as the highest in terms of maternal and child mortality in the world as the hospital aims to reduce the rate.

“We put this standard to discourage you from traveling abroad as the facility here is better than some hospitals abroad. The Merry Ehanire Mother and Child Hospital has been built to significantly reduce the incidence of maternal and child mortality in Edo and Nigeria at large,” she noted.

…Edo only State in Nigeria hosting a film festival, NFVCB boss commends Obaseki’s strides

The Edo State Governor, Mr. Godwin Obaseki, has said the focus of his administration is to make the State Nigeria’s entertainment and creative hub.

Obaseki said this during a panel session at the Edo State International Film Festival (ESIFF) 2.0, held at the Sir Victor Uwaifo Creative hub in Benin City, the Edo State capital.

Speaking on the topic, "Aggregation of Film and Culture: Edo State as a Case Study,” said the role of the government is to help commence the process of transaction in the film business, noting that his administration has taken deliberate steps to stimulate the growth of the film industry in the State.

He said, “In the next five to seven years, our goal is to make sure Edo State is the hub for creativity in Nigeria. Edo people are interestingly very creative people who through history, created and redesigned their environment.

“As a people, we have over 5,000 pieces of artwork stolen from here and you wonder the creativity in our minds.”

Noting efforts over the past seven years to transform the creative and entertainment sector, Obaseki said, “The situation we met was one that people, especially the young creative minds wanted to run away from the State and Country. 30,000 Edo youths were trying to cross over to Libya. As an administration, we began to build and promised 200,000 jobs.

“The jobs were not coming from the government but from activities that the government created and encouraged. We focused on culture and creativity. We created the policy, enabling the environment, institutions.

“We created the Edo Skills Development Agency (Edojobs) as a platform to launch Edo youths to embrace the creative business. We focused on creating the atmosphere, facilities and equipment, building a sound stage, studio and editing suites. The Sir Victor Uwaifo Creative hub is a facility powered 24/7 with an IPP.”

On reforms in the education sector, Obaseki noted, “In Edo State, over the last five years, we have re-enacted basic education, ensuring foundational education is solid as we established EdoBEST.

“As a government, we intend to focus on what is important as our population of 5 million has over 70 percent of youths; we are focusing on what interests them and gives them hope. We will continue to support the creative industry to create quality production. We are doing this in the agricultural, sports, health, film and many other sectors across the State’s economy.

“We are optimistic and believe that all our efforts in the creative industry are sustainable. As long as we continue to create something good with high quality, people and corporate entities will want to associate with us.”

On his part, the Executive Director of the National Film and Video Censors Board (NFVCB), Alhaji Adebayo Thomas commended Governor Obaseki for putting the creative industry on the path of growth.

He noted that “Edo State International Film Festival is the first any State has established in Nigeria. This is the first governor that has taken over our responsibility by starting a film festival in the State. We appreciate him and ask him to ensure its sustainability and continuity while out of office. Edo State is the only State in Nigeria that has a State film festival.”

Adebayo added, “In Edo today, following the facilities on ground, film makers can produce 1,000 films. Creativity must not be destroyed but used to promote our moral and cultural values.”

Our efforts at improving work culture, digital capability of Edo workers yielding good results, says Obaseki

… says Edo proffering digital solutions to challenges in civil, public service via iLearn, change agent program

The Edo State Governor, Mr. Godwin Obaseki, has said the government is committed to enhancing work culture in the civil and public service and improving the digital capability of workers in the State to ensure effective and efficient service delivery to Edo people are yielding good results.

Obaseki said this was while reviewing the activities of change agents at the i-Learn Series/Design Sprint Showcase held at the John Odigie Oyegun Public Service Academy (JOOPSA).

The programme was organized by the ACIOE Associates and Public Digital, in partnership with the Edo State Government.

The governor who was represented by his Special Adviser, Strategy, Policy, Projects and Performance Management, Sarah Esangbedo Ajose-Adeogun, said the State, as part of deliberate efforts to enhance the digital capability of workers, selected representatives across various MDAs as change agents, empowering them to effectively and efficiently deploy technology to identify problems and proffer solutions to challenges.

According to her, “For the past one year, those selected to serve as change agents underwent a series of training on how to identify problems in the service and provide digital solutions to these problems. This forum provides the opportunity for them to demonstrate their capabilities.

“With the advent of technology, the average Edo civil servant should be ready to move from the analogue to digital, and with the change agents who will serve as bedrocks, the process will be seamless.

“We are working with the digital change agent, putting them through a process with some of our partners, helping us solve problems we have identified in the Civil/Public Service. Today, they are showcasing some of the digital solutions they have been able to come up with. We have seen two of those solutions. One is the emergency service solution and the other is the farmers' database solutions.”

She added, “We are also talking about the sixth iLearn Series where we have spoken to the people about changing the culture of Edo State Government in terms of becoming more collaborative and commercially aware, looking at every penny we spend and ensuring it produces the right outcome.

“As a government, we should be professional in interfacing with our customers on a daily basis. We should be able to communicate with the people and let them know what we are doing in Edo State.

“We have done six iLearn Series this year with the change agents, and trained the trainers to go into the MDAs to ensure that we all know where we are going as a State and where we are going is our vision 2050, to make Edo State the best State to live and prosper.”

One of the facilitators and Managing Partner at ACIOE Associates, Ekenem lsichri said the programme is designed to enhance the digital capability of public and civil servants to begin to offer more efficient services for the people.

“The whole idea is how to incorporate a new digital culture and framework, leveraging on what Edo State is already doing. We are not bringing anything new but only supporting layers to transform the civil/public service.

“We are helping them provide effective and efficient services to the people of Edo State. We are encouraged by the Edo State Governor, Mr. Godwin Obaseki who is a visionary and reformer.”

We have been able to rub minds with people from the US embassy. We told them the giant strides Edo State has made in the area of combating human trafficking and to further strengthen programmes to reduce irregular migration to the barest minimum and even those that are in shelters to better help them to be economically viable.

“But if we could take this awareness to them and speak the language they understand to let them know that where you are if you have something doing, it is better you stay and grow than just run out. It is not everybody that runs out for greener pastures that get it well out there. These are areas we have talked to them about and areas about empowerment. When you bring in migrants, we have the child department because some of them came back with children. We have their children taken care of, we put them in the hands of caregivers. The women in question also need to be empowered so that they can be economically viable.
