Why not? He can do so for many reasons.

He can do so if he wants to study another course like engineering.

He can also do so if he never had one.

But I suspect that his reasons for choosing NECO is mischievous, probably to cover up some deficiencies.

Remember that NECO is the only Exam body that issues certificate without date of birth at that level.
