A one-day joint meeting of South-East governors and Igbo political leaders in the Peoples Democratic Party (PDP) met in Enugu on Sunday with a view to charting a new course for Ndigbo in the next political dispensation. Although no communique was issued after the closed door meeting that was held at Lion Building,Government House, Enugu, a source revealed that the incessant bickerings and rancour especially among Igbo political elite, repositioning of Ndigbo to enable the people get a fair share of the national cake under President Goodluck Jonathan’s regime were among the issues that topped the agenda of the meeting. A former vice-president, Dr Alex Ekwueme and the zonal president of PDP, Olise Metu, were some of the prominent politicians who attended the meeting. The governors of Enugu, Anambra, Imo and Ebonyi state were also present while Governor Theodore Orji of Abia was conspicuously absent. Emerging from the meeting which lasted for about three hours, Governor Peter Obi of Anambra said they had no statement for the waiting newsmen and when asked about the position they had taken on the burning issue of allocation of top positions in the incoming Jonathan government, Obi parried the question. He said: “this is not strictly a South-East governors’ meeting because we have other statesmen like Alex Ekwueme in attendance. We deliberated on a number of issues but we don’t want to make comment on them. They are confidential. “We thank the people of South-East for their support for President Jonathan in the last elections and their support for other candidates.” It was further learnt that the leaders of the zone might have decided not to make public their position on the sharing of positions because the zone, allegedly, did not bargain with the president before the elections. “We are only interested in what will benefit the larger Igbo people for now,” a competent source informed the Nigerian Tribune. http://tribune.com.ng/index.php/news/21999-igbo-govs-political-leaders-meet |

An expose on the powers and influence of the Secretary to the Government of the Federation, SGF! It is revealing and instructive By Jide Ajani, Deputy Editor Myopia is in the air. Nigerians, wont to pay lip service to the real essence of governance, are at it again. The Peoples Democratic Party, PDP, has zoned the Office of the Secretary to the Government of the Federation, SGF, to the South-East geo-political zone. Yet, in doing that, many do not see the importance and the very influential role such an office and its occupier would play in moving the country forward. But ask any politician why he is seeking public office and he throws the answer in your face: To serve the people. What he actually means is that he wants to seek financial, political and psychological gratification. For instance, how else would anybody influence policy than when his responsibility is to “ensure the effective coordination and monitoring of the implementation of government policies and programmes for the overall development of the country”. *From right, President Goodluck Jonathan; VP, Alhaji Namadi Sambo; SGF, Yayale Ahmed and Mr. Steve Orasanye, ex-Head of Service. The responsibilities of the Office of the Secretary to the Government of the Federation, OSGF, are enormous. Specifically the office undertakes the following responsibilities:- i) Coordinating policy design and formulation by Ministries, Departments and Agencies for approval by Government; ii) Serving as Secretary to the Council of State, the Federal Executive Council and other Constitutional Councils, which are chaired by the President; iii) Coordinating the activities of Ministries and Government Agencies on the implementation of Government decisions, policies and programmes iv) Dealing with constitutional, political and socio-economic matters as may be referred to the Presidency; v) Administrative Tribunals, Commissions and Panels of Enquiry; vi) Coordinating national security and public safety matters; vii) National Honours Award viii) Prerogative of Mercy ix) Protocol Matters x) Channeling of papers and directives of the President; xi) Processing and granting Government approval for Overseas Tours, Intergovernmental Meetings/Conferences, medical check-up/treatment by Public Officers; xii) Processing requests for Overseas Duty Tours/Conferences including medical check-up/treatment abroad for members of the Judiciary, Chairmen and Members of Statutory Commissions/Bodies for approval by the President of the Federal Republic of Nigeria; xiii) Coordinating the appointments to Headship of Statutory Bodies, Commissions and Agencies by the President; xiv) Dealing with matters relating to conditions of service of political office holders; xv) Intergovernmental Affairs and relations with State and Local Governments; xvi) Liaison with Secretaries to State Governments; xvii) Allocation of office accommodation to Political Office Holders. So, if an individual is eminently placed to coordinate and handle all these, should he not be considered a very important and influential individual? But that is not all that he does. In terms of the structure of that office, there is more. In discharging the aforementioned responsibilities, the Office of the Secretary to the Government of the Federation is structured into the following Offices, each headed by a Permanent Secretary. There are six of such offices: *Cabinet Secretariat; *General Services Office; *Political Affairs Office; *Economic Affairs Office; *Special Services Office; *Special Duties Office; Then there is the supervisory roles that have also been lumped together in that office and the list is legion. The following Parastatals/Agencies are supervised by the Office of the SGF: i) Ecological Fund ii) National Poverty Eradication Programme (NAPEP) iii) National Economic Intelligence Committee iv) Presidential Advisory Council v) Code of Conduct Tribunal vi) Code of Conduct Bureau vii) Petroleum Product Pricing Regulatory Agency viii) National Hospital ix) Federal Road Safety Commission x) National Commission for Refugees xi) Nigerian National Volunteer Service (NNVS) xii)Niger Delta Development Commission (NDDC) xiii) South-South Health Care Programme xiv) National Agency for Control of AIDS (NACA) xv) National Lottery Regulatory Commission (NLRC) xvi) Ministry of Special Duties xvii) Secretariat of the Presidential Council (PAC) xviii) Secretariat of the Presidential Committee on National Identification Systems, Consumer Credit and Outsourcing initiative xix) Galaxy backbone xx) NIMC xxi) Christian Pilgrims Commission xxii) National Hajj Commission In influencing policy and coordinating same, the SGF is imbued with enormous powers which naturally sets the tone and direction of any administration in a manner which should affect, positively, the lives of the people of the country but more specifically, the lives of the people of the zone from whence cometh the occupier of that office. http://www.vanguardngr.com/2011/05/monstrous-powers-of-the-sgf/https://vml1.s3-website-us-east-1.amazonaws.com/wp-content/uploads/2011/05/Federal-Executive-Council-1.jpg |
Strong indications emerged on Saturday that core politicians may have a limited place in the new cabinet being put together by President Goodluck Jonathan. The development, SUNDAY PUNCH gathered, is already causing bad blood between the nation’s political class and technocrats as the chances of the former get slimmer by the day. Our correspondents learnt that the President’s decision to make use of technocrats and core professionals in the drive to reposition the country is even favouring permanent secretaries and other civil servants ahead of the politicians. Sunday Punch gathered that at the presidential retreat at the Obudu Cattle Ranch, many of the permanent secretaries wormed their ways into the heart of the president. A Presidency source who confided to one of our correspondents said the president had expressed appreciation at the contributions of the civil servants towards the success of his administration. Although the permanent secretaries and other top civil servants had been invited to the retreat, it had not been made public the way the invitation of the politicians and party bigwigs had been announced. The president is said to be uncomfortable with the list of nominees that emerged from the states, which comprised mainly names of party chieftains, governors and political officer-holders who lost in the April elections. “The lists from the South-West states are particularly alarming. All the former governors and National Assembly members want to be rehabilitated with ministerial appointments,” the source said. It was gathered that a few of the permanent secretaries may emerge as ministers the same way some retired permanent secretaries are going into politics after retirement from service. For instance, Dr. Imoro Kubor who retired from the federal civil service had gone into active politics and emerged as the governorship candidate of the Action Congress of Nigeria in Bayelsa State. There is also Dr. Rafiq Ogunbambi, who retired as permanent secretary in the Federal Capital Territory. Ogunbambi’s name has emerged in one of the ministerial nominee lists that emerged from Lagos State. Ogunbambi is alleged not to be a member of the Peoples Democratic Party, but a silent achiever that had distinguished himself when he was a permanent secretary of the FCT. SUNDAY PUNCH gathered that as the news of the president’s preference for the seasoned technocrats reached the state, fresh tension has gripped the PDP. Our correspondent learnt that the politicians were aggrieved that their positions would be taken over by technocrats who are not known to be party loyalists. “If the president picks many of these people, they will limit our chances and further aggravate the losses we suffered in the elections,” a PDP source said. But the PDP in Lagos State said on Friday that it would not be swayed by the rumours. The PDP Chairman in the state, Mr. Sotonji Kosoedo, who spoke with one of our correspondents, said the party would not rely on unsubstantiated information. “I don’t want to give any comment on this rumour flying about. It is disappointing and I know that those flying the kite are the disgruntled party members who are, indeed, disloyal because they have one leg in and the other leg out. They are unpatriotic,” he said. Although Kosoedo did not reveal the facts about the list, he said apart from Ogunbambi, so many other names were believed to be on the Lagos list. He said there was no final say about ministerial appointments from the state because it was open to all the qualified nominees. “I see no reason why anybody should be too bothered about the issue of ministerial list at the moment because we followed the same old process of nominating candidates for the appointment. We followed the usual zoning process. And, let us think deeply about this thing, the list is confidential and still remains so. People are just peddling unsubstantiated rumour. Their imagination is merely running wild,” he added. Kosoedo disclaimed the rumour that Ogunbambi was not a member of the PDP. “As far as I am aware; he has been one of us as far back as the days of Funsho Williams. Every person that made the list was selected on zonal basis. The floor was open to everybody to contribute and I assure you that every member of the party had the right to contribute in the process.” Meanwhile, another Presidency source said the decision to include a large number of technocrats into the cabinet was part of the efforts to bring competent hands into the administration. “The president had said he would maintain a large cabinet, but it would be filled with experts and competent people. “The President is not only looking for technocrats from within the country, he is also looking far and wide, including Nigerians in Diaspora and the private sector. The list is still being compiled. “Anybody who has anything against the nominees or any allegations why certain individuals should not be appointed as ministers is free to come out. Such nominees will be dropped if need be,” the source said. Our correspondents learnt that Jonathan would employ the same technique he used to pick the crack team that made the Independent National Electoral Commission the pride of the nation. “You will remember that some of the commissioner-nominees for INEC were dropped as a result of protests from different sections of society. The same process will apply this time,” he said. Jonathan had requested each state to provide 10 nominees for ministerial appointments. The President had directed that the names be compiled from the local government level in order to give it an authentic grass roots appeal. The lists, however, have been generating controversy in such states as Ogun, Ondo, Ekiti and Osun where the PDP was defeated in the just concluded elections. http://www.punchng.com/Articl.aspx?theartic=Art201105224205321https://www.punchng.com/images/July/Wednesday/pix2010071413441579.jpg |

By Chioma Gabriel, Deputy Editor National Chairman of All Progressive Grand Alliance, APGA, Sir Victor Umeh in this interview speaks on APGA’s support for Jonathan; why PDP should ensure the South-East gets the speakership of the House of Reps; why Bianca Ojukwu is operating from Nigeria’s High Commission in London and other issues. Sir Victor spoke from London. Excerpts. Your party APGA supported PDP to ensure the re-election of President. The same PDP is being accused of depriving the South-East in the scheme of things. What’s your view on this development? It’s not too late for the ruling party and the Federal Government to reconsider what they have done to the South-East. I have already condemned the present arrangement where the party that produced about 35 members of the House of Representatives through the PDP in the last election should be denied the slot of Speaker and the slot to be given a zone which produced only three members of the House of Representatives through the same party. So, it is against the principle of equity and justice to give the Speaker to the South-West that produced only three members of the House of Representatives on the platform of PDP. It is sinful . It does not make sense and I suggest that before the inauguration of the House, the matter should be re-visited and remedied. Is this not an Igbo problem? It appears the South-East threw its weight behind Jonathan without negotiation. Well, that could be a fact but it’s not strong enough when you consider the volume of support given Jonathan in the South-East. The votes from the South-East during the presidential election stand at 5.1 million votes. The South-West didn’t pull up to such votes. Although it surprised a lot of people that Jonathan won in Lagos during the presidential election, you must know that 40 per cent of the votes cast in Lagos came from Igbos in Lagos State. Victor Umeh, The votes from the South-East during the presidential election stand at 5.1 million votes So, the issue is not about not being able to negotiate from day one, it is something that is being contrived through the present power mongers in PDP structure. One cannot look far from what we are hearing that former President Obasanjo is behind the injustice. President Jonathan is the Commander-in-Chief. He should be able to release himself from Obasanjo’s influence. It is Jonathan that the South-East supported for presidency and not Obasanjo. So, the issue is for President Jonathan to show appreciation for the absolute support given to him by the South East. Even my party APGA supported Jonathan because we had no presidential candidate. We threw our weight behind Jonathan. We gave him 100 per cent of our support. We didn’t vote for any other party during presidential election. So, this argument shouldn’t come up. He should know that something tangible should come to the Igbo nation in return, definitely, not something like SGF. That can only be an addition and that is the point the President must appreciate at this point. The support given to him was done with utmost trust. He should not betray that trust that should protect the interest of the Igbo nation in his government. We won’t appreciate a situation where a cult within the PDP is now deciding what will go to the people of the South-East. It is not acceptable to our people. If you look at what has happened, the results of the election are clear to President Goodluck Jonathan. So, he cannot pretend he does not now the role the South-East played in his election. The crux of the matter is the ability to be equitable and fair to all parts of Nigeria. The issue of zoning today has been reduced to a PDP affair. So, if it is on the basis of party politics, by the results of the election, the South-East should not have a competitor for the position of Speaker of the Federal House of Representatives in this dispensation. The South-South has produced the President. The South-East produced 35 reps through the PDP. The South West voted in only three people, to the House of Representatives, through the PDP. So, there is no basis for competition between the South-East or South-West on the choice of Speaker. So, from whatever angle you look at it, the South-East has absolute right within the PDP to produce the Speaker. It’s party politics and on this issue, the President should also remember that zoning of offices in PDP has always been done after elections so that you zone the offices on the basis of rewarding the various zones in the country along the line of interest of the PDP. The current zoning which the party is operating was arrived at after the presidential election won by Obasanjo. So, it is not an issue that has been before going to the election. If they have zoned the office of the Speaker to the South-West before the 2011 elections, it will not be opened to debate today. What was the deal APGA had with Jonathan? We extracted an undertaking that if APGA endorsed Jonathan, PDP should not take a position that would jeopardise the chances of our candidates in other elections. We also supported him based on the understanding that he should transform the South-East zone and stop further marginalisation of Igbos. We wouldn’t expect APGA to produce the Speaker but we expect the PDP to give the South-East our due right in Nigeria and develop our infrastructure. But having to sit with enemies of Igbos to determine the fate of the people is pure injustice. Jonathan shouldn’t ridicule the Igbos in Nigeria. He shouldn’t do anything like that. Two prominent women in Anambra State , Dora Akunyili and Joy Emordi left PDP for APGA but they lost in the polls. Why? They have not lost the elections yet. Akunyili won Anambra Central and we have gone to the tribunal to prove that. We have also served Ngige. In Idemili North, there were strings of evidence of over-voting and the electoral act asks that such votes should be voided. If we remove the polling booths where there were over-voting, Akunyili won the election. All these have been documented by APGA and passed to INEC. In the case of Emordi, huge frauds were committed in Oyi Local Government, Anyamelum, Local Government, Anambra East and Anambra West Local Government, PDP members were appointed ad-hoc staff of INEC. We have evidence and we protested to Jega and he has taken our protest. So, anybody declared winner in that senatorial district would face APGA in the tribunal. Nobody should celebrate victory yet in the three senatorial districts because APGA will get justice. Is APGA taking part in Jonathan’s all-inclusive government? We endorsed Jonathan for reasons we adduced: keeping Nigeria united and he has done that. He also won elections through a large spread. Nobody voted for any other party in the South-East. We have a deal with Jonathan and never supported anybody else. That’s why we are worried about this zoning problem. But on his all-inclusive government , Jonathan has not written APGA to part-take in his government. When he does, we will deliberate on it and take necessary action. APGA members are Nigerians. We will meet and choose the proper people. CPC believes its votes in the South-East were deducted… We don’t know about CPC in the South-East. That party didn’t even campaign in the zone. So, what are you doing in London? I came to brief Ikemba Nnewi, Odumegwu Ojukwu on the outcome of the elections. Is he okay now? He is still in hospital. He is in a stable condition and would leave the hospital soon. Many are wondering why his wife should accept a government appointment when her husband is still ill and in hospital. Criticising his wife is unnecessary. We were not opposed to her accepting a political position at this time. Bianca is in England now. She has a Diaspora desk in Nigerian High Commission in England from where she attends to diaspora issues and her husband. He is stable, still undergoing physiotherapy in hospital. He will leave the hospital soon. He was unhappy about the Speaker position being denied the Igbos but he is happy about APGA victory in South-East. The Imo State governor-elect Rochas Okorocha froze the Government Account… I was with Rochas here in London until Tuesday night. He did not freeze any government account. The problem is that Ohakim is suffering from loss of authority. Rochas will assume office May 29 and therefore should not be blamed if Ohakim’s directive is no longer being obeyed. He should use his tongue to count his teeth. Rochas has awarded free education from primary to university level, free medical bill to civil servants and will impalement the N18,000 minimum wage. Ohakim shouldn’t blame Okorocha for anything . He didn’t give any directive to Imo officials. If Ohakim is not getting anything, it shows lack of confidence on him as a person and as a governor. http://www.vanguardngr.com/2011/05/it%E2%80%99s-a-sin-to-give-south-west-speakership-umeh-apga-chairman/https://vml1.s3-website-us-east-1.amazonaws.com/wp-content/uploads/2011/05/Victor-Umeh.jpg |
