N400m cash in septic tank • Opposition groups demand probe of Bayelsa sanitation agency From FEMI FOLARANMI, Yenagoa Monday, August 2, 2010 Opposition parties and civil society groups in Bayelsa State have demanded a probe into the alleged disappearance of over N400 million at the country home of the Chairman of the Environment Sanitation Authority, Mr. Reginald Dede. Eyewitness account said when the boys got to Dede’s house, they headed straight to the septic tank where they discovered both hard and local currencies. After the robbery, some people were said to have been arrested by the police. An impeccable police source confided in Daily Sun that those arrested by the police in connection with the robbery were still undergoing interrogation. However, opposition parties and civil society groups are calling on the Economic Financial Crimes Commission (EFCC) and the Presidency to investigate the matter to determine where Dede got such huge money. In separate statements, National Union of Political Parties (NUPP), Political Alliance for Good Governance (PAGG) and the Action Congress (AC) said the Federal Government should demonstrate its sincerity to fight corruption by probing the incident. NUPP, in its statement signed by Mr. Edwin Tare and Ekiye Maxwell, chairman and secretary respectively carpeted Dede saying since he assumed office as chairman of the agency, “wages of sanitation workers have been stunted,” adding that “workers sometimes would not be paid for three or four months.” It said the state government had never been serious with the welfare of the workers who were mostly women. Bobo Atari-Adou, publicity secretary of PAGG, in its statement, said the group noted with disbelief that such huge money could be hidden in a septic tank when workers of the sanitation authority were being owed six months salaries. It called on President Goodluck Jonathan to listen to the voice of reason and direct a probe into alleged financial recklessness in the state. The AC, in its statement, endorsed by its Chairman, Miriki Ebikibina challenged Governor Timipre Sylva and the state House of Assembly to investigate the matter and sanction Dede if found guilty to serve as a deterrent to other government officials who believed cases of corruption could be treated with levity. The state Commissioner for Information, Orientation and Strategy, Mr. Nathan Egba, however denied knowledge of the incident, stressing that it was a personal matter which only Dede could comment on. When approached for his comments at the Governor’s Lodge in Yenagoa, Dede declined, declaring that he did not want to talk about the incident. Meanwhile, political leaders in Sagbama have risen in defence of the council Chairman, Mr. Perez Peretus over allegation of corruption and high-handedness levelled against him. Peretus who has been in the eye of the storm following his disagreement with a top government functionary has been accused of massive fraud and securing a loan facility for the council without authorisation. In a statement by the Secretary of the council on behalf of the leaders, Mr. Mirin Johnson, the leaders noted that the council took the loan of N45 million for the payment of April salaries due to the shortfall in the allocation that accrued to the council from the federation account. According to the leaders, the loan which was with the full knowledge of the Ministry of Local Government and Chieftaincy Affairs was used for a purpose which the people could attest to. The leaders commended Peretus for engaging in the settlement of debts incurred by past administrations, the provision of internet facility, the launch of a functional website for the council, the overhauling of electrical systems in Sagbama town, the purchase of five plots of land in Yenagoa to construct a befitting ultramodern liaison office complex with a view to generating revenue and the ongoing construction of a new office building. While noting that the “claim of fraud against the council chairman is a deliberate crusade by some politicians against the rising profile of the council chairman” they stressed that “investigation conducted on the charges of fraud, high-handedness and fanning ember of division among clans against the council chairman showed that they were false and only exist in the imagination of the opposition.” |

He said that the governors realised that they had more critical jobs now trying to unite the people of the zone. He explained that without unity, the efforts at the presidency would not achieve much. In his Will, he appointed First Trustees Nigeria (Nigeria) Limited to hold his properties in trust for the beneficiaries. The crisis has pitched his eldest son , Muhammed Fawehinmi, against the executor of his will, First Trustees (Nigeria) Limited, in a battle of supremacy.The crisis started when the executor of the will got all banks' accounts of the Nigerian Law Publications Limited (NLPL) and other companies owned by the late Fawehinmi frozen, thereby denying Mohammed, the Executive Chairman of the NLPL access to the accounts. Mohammed is challenging the decision of the executor in freezing the accounts, arguing that he was duly elected as the Executive Chairman of the publications at a board meeting attended by his late father shortly before he died. He also wants the executor to recognise him as the Executive Chairman.An originating summons issued at the Federal High Court in Lagos by Mohammed reads, "Let the defendant, First Trustees (Nigeria) Limited of 42, Marina Lagos, within 42 days after service this summons on them which is issued upon the application of the plaintiff C/o Gani Fawehinmi Chambers, 35 Adeniran Ajao Road, Ajao Estate, Anthony Village, Lagos within the jurisdiction of this court who claims for the determination of the following questions." He claimed that the operations of the companies left behind by his father had become difficult because of the frozen banks' accounts. In paragrph 26 of an affidavit he attached to the summons, Mohammed averred thus, "That no production of weekly law reports for the period of May when April 2010 staff salaries were delayed and not paid on time and for failure to release the productivity bonus accruable to the factory operatives of the Books Industries Nigeria Limited. This is the first of its kind since the late chairman set up the company." Mohammed is asking the court to determine a single question, to wit, "Whether by virtue of the meeting of the board of directors of the NLPL which took place on the 25th of August 2009 and resolution of the board appointing the Plaintiff (Mohammed) as Chairman, the defendant in the absence of the registrable documents and the confirmation of that resolution by the company secretary, should recognize and confirm that the Plaintiff is the Executive Chairman of the NLPL duly appointed by the resolution of the board meeting held on the 25th August, 2009? Mohammed is seeking an order of perpetual injunction restraining First Trustees Nigeria Limited from overriding the decision and resolution of the board of directors of the NLP appointing him as the Executive Chairman of the board in the resolution of the board dated 25th August, 2009 as recorded by the company secretary in the person of Messrs. Adetola Akinsilure. He also asked the court to declare that having duly appointed him to function in the capacity of executive chairman on the board, the interests and the policies which the late chairman, Chief Gani Fawehinmi, SAN wanted in preservation of his legacies would be easily achieved as all members of the staff and family as beneficiaries of the will have gladly acceded to, and he the applicant has been functioning in that capacity. Relief five reads, "A declaration that the freezing of the accounts of the NLPL, Books Industries Nigeria Limited and the Gani Fawehinmi Chambers by the defendant in various banks when they assumed the position of trustees without appropriate notification clearly altered the life long policies of the late Chairman, stalled the functions of the three companies and the competence to function for a short period. First Trustees has however applied to the court for a stay of proceeding.It argued that the will in dispute provided for arbitration. That the proper action for Mohammed to take in case of dispute was to refer the matter to arbitration.The case comes up today (Monday) before Justice T. If I have to accommodate them while they are in Egypt, which I sometimes do, I am paid 400 dollars. But if I have to call job agencies myself to get jobs for them, the agencies pay me no money.'' Abdulsalaam insisted that the girls so trafficked enjoyed kind treatment and favourable work conditions. ''There are only two types of jobs they can do-babysitting and housecleaning. They don't combine both jobs and they work for 26 days with four days off as holidays, which they spend with their Nigerian guardians,'' he said. Head of NAPTIP, Lagos Zonal Office, Mr. Godwin Morka said victims were exploited and subjected to slavery. ''These girls earned 350 dollars, out of which they had to pay 300 dollars to make up their debts to their Nigerian madams. To make up a debt of 4,800 dollars, one would have to work for nearly 18 months,'' he said. Morka also noted that victims were immediately shipped to the various Egyptian families who needed them once they arrived. "These girls work round the clock with little or no food. They are also not restricted to any one chore. Most of them combine both babysitting and cleaning. It was this inhuman treatment that forced one of his latest victims to cut short her stay in Egypt to return to Nigeria,'' he added. But Abdulsalaam denied collecting payments from the girls, saying that the affected girls only made payments to the Nigerian women who requested them. ''If a girl comes from Nigeria unaccompanied, then she would have to pay 4,000 dollars to her madam. That is to offset the cost of bringing her over. If she is accompanied by an agent, she has to pay 4,800 dollars.'' Mr. Godwin Morka said Abdulsalaam worked in tandem with Tajuden Akorede, an agent based in Nigeria, whose job was to arrange the travel arrangements of each girl. ''Tajudeen also has two female accomplices who are presently on bail. Even after being paid by Abdulsalaam to arrange the necessary documents for travelling, Tajudeen would insist that each victim raised her own travelling expenses.'' Morka said. Akorede, a middle aged father of four, said he had known Abdulsalaam for two years. ''I met him in Egypt in 2008 and since then, we have been working together. Formerly, I worked as a commercial bus driver in Lagos, but I had to stop because I kept having bouts of asthma.'' Although he admitted collecting double payments for victims' travel documents, he blamed the practice on his ill health. ''My health is not very good, so I don't always go to the embassy myself to sort things out. I have to use other agents there who have to be paid.'' |

The exercise was however not connected rocking the recent crisis with the university, which had snowballed to a threat by the National University Commi-ssion (NUC) to withdraw its operational license. Consequently, anxiety had gripped workers in the system as the sacking of 40 workers have been a source of strong feeling that more will still be affected in the process. A source told THISDAY that many of the workers who came into the system in the last seven years were brought by some prominent politicians within the state without proper verification of their results at the time of their employment into the service. In fact, it was revealed that out of the 40 workers affected presently, about 10 top management staff were involved.It was equally alleged that the issue of certificate racketeering within the set-up was a source of worry to the management before the commencement of the exercise. Reacting to the development, the image-maker of the hospital, Mr Ayodele Adeyemo, who denied the sack of the 40 workers however said actually an exercise is on to verify workers certificate.Adeyemo noted that the verification of certificates was a normal routine in the organisation. |

Explaining the circumstances that led to the grandfather’s arrest, the Unit Boss, Saba Moses said: “He presented to the court titled documents of property at Inaberi Street Lagos Island, bearing Onifade A. Ajanaku, with his photograph and the accused was released to him”. Trouble, according to Saba, started for the 65-year-old man after the accused failed to appear in court during several sittings, an action that led to a bench warrant being issued for his arrest. After several sittings, Saba informed: “The court issued a bench warrant for his arrest. Upon investigation by the unit, it was discovered that the 65-year-old man was not Onifade Ajanaku but Kehinde Philips.
