Anambra State Police Command Launches Rapid Response Squad To Curb Crime And Criminality In The State This Yuletide. By Emmanuel Okonkwo (ABS News) Anambra state Police Command has today being the 12th of November, 2020, launched Rapid Response Squad to fight crime and Criminality in the state during and after the Yuletide period. The team are to patrol round streets of Anambra throughout the Yuletide season and after, to ensure full protection of life and properties of the citizenry. Officers and men of the Anambra state Police Command kicked -off the patrol exercise with township patrol led by the Commissioner of Police, Mr John Abang represented by the Police Public Relations Officer, Mr Haruna Muhammed, to create awareness on the exercise and also remind criminal elements that they have no place in the state. During the township patrol exercise, the team which kicked off at the Police Headquarters in Amawbia passed through Eke Awka market, Agu-Awka, Unizik junction, Amawbia bypass junction, Amawbia round about by Onitsha old road, among other strategic points. The Anambra state Governor, Chief Willie Obiano had earlier today flagged -off the patrol squad where he donated thirteen security vehicles to the state Police Command effective security network in the state during and after this Christmas period. Governor Obiano stated this while declaring open Stakeholders Engagement on Environmental Impact Assessment on the proposed Ameshi Field Development Plan (OML 143) held in Golden Tulip Resort Agulu, Anambra State. The event is organized by the Environmental impact Assessment Department of the Federal Ministry of Environment, held in Golden Tulip Resort Agulu, Anambra State. The event is Environmental Impact Assessment (EIA) on The Proposed Ameshi Field Development in Ogbaru LGA by Sterling Exploration and Energy Producing Company. Members of the stakeholders meeting are dominated by people with backgrounds in physical sciences, including engineers and physical scientists, as well as ecologists and social scientists. According to the Governor, SEEPCO had been operating in Ogwuaniocha and Ogwuikpele communities since 2014 without registering with the state and observance of the rules in the exploration industry. The Governor, while expressing optimism that the meeting will assess the extent seepco had gone with compliance to the communique of their last meeting and provide detailed information about its activities, stressing that it is public knowledge and in the public domain that Anambra is oil and gas producing. Anambra ranks top in efficient healthcare system in Nigeria Anambra has emerged as the state with the most efficient healthcare system in Nigeria, closely followed by Osun, Ogun, Lagos and Rivers, a study revealed on Saturday. The study, conducted by WellNewMe, a top health technology company in Nigeria, showed that the top half of the list is dominated by states from the southern part of the country. It also said that except where stated, most of the data was from the year 2018. The News Agency of Nigeria (NAN) quoted the World Health Organisation (WHO), as saying that a well-functioning healthcare system requires a steady financing mechanism, a properly-trained and adequately-paid workforce, well-maintained facilities and access to reliable information to base decisions on. The study says Nasarawa is the highest-ranking state in healthcare system efficiency from the North, coming in at the 13th spot. To rank the most efficient states for healthcare in Nigeria, the study used a modified version of the model used by New York-based Common Wealth Fund, a private foundation that aims to promote a high-performing healthcare system that achieves better access, improves quality and greater efficiency, particularly for society’s most vulnerable, including low-income people, the uninsured, children and elderly adults. “We used 27 indicators that measure performance in four domains important to policymakers, providers, patients and the public. “They include Care Process, Access, Equity and Health Care Outcomes. Our data come from a variety of sources, including the National Bureau of Statistics, and The Demographic and Health Surveys (DHS) Programme. “The indicators also include the WHO, Oxford Poverty & Human Development Initiative (OPHI) and Kingmakers.com.ng.” The study said that healthcare in Nigeria is largely influenced by different local and regional factors that impact the quality or quantity of care received by its citizens, largely indicating the efficiency of the health system in each state. Ad “Health care efficiency is a comparison of delivery system outputs, such as health outcomes, with inputs like cost, time or material. “Efficiency can be reported then as a ratio of outputs to inputs or a comparison to optimal productivity using stochastic frontier analysis or data envelopment analysis. “This is sometimes difficult to do, especially in a country where data is hard to come by,’’ it said. Dr Obi Igbokwe, CEO of WellNewMe, the health technology company that generated the report, said: “In ranking the states, we created an index score for each metric for each state. “In each metric, the top state based on the raw data was given 1 point and the bottom state was given 37 points. States between these were indexed proportionally. For the overall rankings, an average of the four category rankings was created, and then the outcome ranked. “This method was chosen for the overall ranking so that it would not be skewed by large differences in scores at a metric level,’’ he said. “For instance, with certain metrics such as assisted birth deliveries, 98.2 per cent of all deliveries in Imo were handled by a trained healthcare professional, which is close to what you get in some developed countries, as compared to just 3.4 per cent in Kogi. “This demonstrates a huge disparity in the delivery of health services that can occur between the states. “Going forward in ranking the states, it helped to give us a clearer idea on how well each state performed in relation to their peers when it comes to public health management.” He said: “Public health management which covers the administrative and managerial capacities, organizational structures and systems needed to finance and deliver health services more efficiently, effectively and equitably, is a really tough job, especially for the states with minimal resources. “This is why states like Osun, Enugu and Ondo deserve special mention because they performed really well to find themselves in the top 10 best performing states, despite having smaller budgets than some of peers,’’ Igbokwe said, adding, however, that the rankings are by no means entirely fool proof. “They do provide an interesting and valuable insight into areas that the various states are deficient in and require in some instances urgent attention in order to provide their citizens with high-quality healthcare,’’ he said. The study added that the current coronavirus pandemic has highlighted the importance of having a strong health system as many countries were faced with a unique challenge on how to best handle a novel killer disease. Covid-19 brought about the reassignment of almost all resources in fighting the disease which had affected other health services available to patients, it emphasised. 13 States technically insolvent, debts rise 163% ON SEPTEMBER 25, 20204:23 AMIN BUSINESS By Yinka Kolawole Thirteen States in Nigeria may have become technically insolvent as an independent research report indicated they failed fiscal sustainability test. According to the research conducted by BudgIT, a public sector-focused financial information house, the states’ revenues could not fund their recurrent expenditure obligations together with their loan repayment schedules due in 2019. In the just released 2020 edition of its annual state of states report titled, “Fiscal Sustainability and Epidemic Preparedness Financing at the State Level”, BudgIT noted that Rivers State ranked first on the 2020 States’ Fiscal Sustainability Index, followed by Anambra, Ogun and Lagos states. It added that among the states that are not fiscally sustainable Osun, Oyo, Kogi, Ekiti and Plateau states occupy the worst positions. It stated: “From our 2020 State of States analysis, 13 states were unable to fund their recurrent expenditure obligations together with their loan repayment schedules due in 2019 with their respective total revenues. “The worst hit of these 13 states are – Lagos, Oyo, Kogi, Osun and Ekiti states while the other states on this pendulum are Plateau, Adamawa, Bauchi, Gombe, Cross River, Benue, Taraba and Abia. “Furthermore, of the remaining 23 states that can meet recurrent expenditure and loan repayment schedules with their total revenue, eight of those states had really low (less than N6 billion) excess revenue, that they had to borrow heavily to fund their capital projects. “The worst hit are Zamfara, Ondo and Kwara who had N782.45 million, N788.22 million and N1.48 billion left, respectively. “Based on their fiscal analysis, only five states – Rivers, Kaduna, Akwa Ibom, Ebonyi and Kebbi states – prioritised capital expenditure over recurrent obligations, while 31 states prioritised recurrent expenditure according to their 2019 financial statements.” READ ALSO: Budget: FG to spend N12.657 trillion in 2021 The report further noted that all 36 states’ debts surged by 162.87% (N3.34 trillion), from N2.05 trillion in 2014 to N5.39 trillion in 2019, with 10 states accounting for approximately half or N1.68 trillion of this increase. Seven of these states are from the South while three are from the North. To achieve fiscal sustainability, Damilola Ogundipe, BudgIT’s Communications Lead, said: “States need to grow their Internally Generated Revenue, IGR, as options for borrowing are reduced due to debt ceilings put in place by the Federal Government to prevent states from slipping into debt crisis. There has to be a shift from the culture of states’ overdependence on Federation Account Allocation Commission, FAAC.” Commenting, BudgIT’s Principal Lead, Gabriel Okeowo, noted that though some states have seen some improvement in their IGR between 2014 and 2019, there is still a need to put systems in place for aggressive IGR growth within the sub-national economies. Filled with history, some of the sites have become must-visits by tourists. Ogbunike Caves The Ogbunike Caves is a collection of caves situated in a valley with tropical rain forest behind the “Ogba” hills in Ogbunike, Anambra State, southeastern Nigeria. The caves which is one of the most popular tourist destinations in Eastern Nigeria is on the tentative list of the United Nations Educational, Scientific And Cultural Organisation’s World Heritage Site. To reach the inner caves, you will climb 317 steps. As per tradition, visitors must remove their shoes before entering the caves. And women who are having their monthly cycle cannot go in. There is an annual festival called “Ime Ogbe” celebrated in commemoration of the discovery of the caves. Igbo leaded bronze scabbard found in the uncovered shrine at Isaiah Anozie’s compound in Igbo Ukwu Made around the 9th century – Twitter – Ukpuru Igbo-Ukwu Museum In Anambra state, Igbo-Ukwu is notable for three archaeological sites where excavations have found bronze artefacts from a highly sophisticated bronze metal-working culture dating perhaps to the ninth or tenth century, centuries before other known bronzes of the region. The first of these sites is called Igbo Isaiah which was uncovered in 1938 by Isaiah Anozie, a local villager, who found the bronze works while digging beside his home. Formal excavations by the archaeologist Thurstan Shaw in 1959 at the request of the Nigerian government resulted in the discovery of two other sites, Igbo Richard and Igbo Jonah, containing the remains of an ancient culture. Artefacts have included jewellery, ceramics, a corpse adorned in what appears to be regalia, and many assorted bronzes, copper, and iron objects. Some of these contain materials that are evidence of a long-distance trading system extending to Egypt. Radiocarbon dating placed the sites around the tenth century or earlier, which would make the Igbo-Ukwu culture the earliest-known example of bronze casting in the region. Anambra Celebrates Mayor Ezeajughi of Brent, London The government of Anambra State has heartily congratulated Councillor Ernest Ezeajughi, the trailblazing scientist who was recently re-elected to serve a second four-year term as the Mayor of Brent. Ernest Nnaama Ezeajughi first made worldwide headlines in 2019 when he was first elected the Mayor of the London Borough of Brent in England with a population of 331,000. According to a statement in Awka on Tuesday, September 22nd 2020 by the Anbambra State Commissioner for Information, C. Don Adinuba, both Governor Willie Obiano and his wife, Mrs Ebelechukwu Obiano, have spoken to Mayor Ezeajughi, who was also the All Progressives Grand Alliance (APGA) leader in the United Kingdom, on his victory. Born in Awgbu town of Orumba North Local Government Area of Anambra State, Ezeajughi had his education at Nnamdi Azikiwe University, Awka before sojourning abroad for greener pastures. Ezeajughi’s re-election is indeed a testament to his impressive achievements in his inaugural tenure of service to the Brent people. Patrick Okigbo from Ojoto in Idemili South Local Government Area, is one of the 12 Senior Fellows named this year at Kennedy School of Government at Harvard while Chinedu Obi from Ifite Dunu in Dunukofia LGA was in July the best student in the oldest and most prestigeous medical school in Russia, the first time an African gas been so honoured. Another Anambra State world-beater, Chinelo Anohu-Amazu, was also recently appointed as head and senior director of the Africa Investment Forum by the President of African Development Bank Group (AFDB), Dr Akinwumi Adesina. A highly accomplished international corporate lawyer, Anohu-Amazu was before the appointment a member of the London Stock Exchange Africa Advisory Board. Ezeajughi, alongside the other achievers, has amply shown the world that Anambra State is the esteemed “Lght of the Nation”. Signed C.
