Kogi State has again won the 2022 fiscal transparency and accountability award in a survey conducted across the states in North Central Nigeria. The first position award was presented to the state yesterday in Lokoja during the launch of the 2022 North Central State Budget Transparency Survey Report carried out by the Social Economic Research and Development Centre (SERDEC). The national coordinator, State and National Budget Transparency Survey for the agency, Mr. Tijani Abdulkareem, who presented the report and the award, said the objective of the budget Transparency and Accountability Program was to promote focus and attention of Nigerian States towards the improvement of their budget performance in providing good governance to the people. “Good governance starts from budgeting. This report and award are aimed at strengthening fiscal transparency to help build trust in government, facilitate accountability in public resource management and ensure sustainability in the participating states,” he said. He added, “It is evident from the 2022 SNBTS on the public availability of budget documents and transparency that there are positive changes. Most of the North Central states now publish their budget documents in 2022 compared to 2020. “Nevertheless, in terms of state-by-state performance, none of the states provided extensive budget information to the public in 2022. Only Kogi State can be said to be significantly transparent and provide adequate amount of budget information to the public, as they score more than 60 per cent.” Tijani explained that the reports were collated across the six states of the North Central zone between 2021 and 2022, adding that the states were judged based on parameters such as public participation, availability of budget, oversight functions of the state legislators and level of transparency of the procurement process. Dangote Refinery to start refining petrol by November 30, 2023, to start diesel and jet fuel refining operations by October 2023. This is according to Dangote Group Executive Director Devakumar Edwin. He made the statement during a September 18 interview with S&P Global Commodity Insights. According to him, the Dangote refinery will receive its first cargo of crude in the next two weeks and will begin producing up to 370,000 barrels per day of diesel and jet fuel from October 2023. He also noted that by November 30, the refinery will start the phased ramp-up to 650,000 barrels per day of petrol. “Right now, I’m ready to receive crude,” said Edwin, who previously ran Dangote Cement. “We are just waiting for the first vessel. And so as soon as it comes in, we can start.” While addressing the timeline change, Edwin told S&P that the NNPCL had said they had committed their crude on a forward basis to someone else, so they didn’t have the crude immediately. He noted that this is a temporary issue, and the refinery should run on exclusively Nigerian crude by November 2023. He noted further that the Nigerian oil will be purchased in US dollars, and not naira because it is in a free zone on the outskirts of Lagos. However, NNPCL will supply some crude at knockdown prices due to its equity stake. Edwin also said that the Dangote refinery can process most African crudes, apart from heavy Angolan grades as well as Middle Eastern Arab Light and even US light tight oil. He said: “We can take even some of the Russian grades… if the global system opens up to allow us to receive them. Basically, if you look at our production profile, 50% of my production will meet 100% of the requirements of the country. “Excess gasoline – which will be 10 ppm sulfur Euro 5 quality — will be exported to other African markets as well as the US and South America, although the volumes will be relatively small. Meanwhile, jet fuel will be exported to Europe and diesel will be sold in sub-Saharan Africa.” S&P also reported that Edwin said the Dangote refinery would be enormously beneficial to Nigeria by establishing a reliable supply of “environmentally friendly” refined products and bringing a huge amount of foreign exchange into the country. According to him, the refinery will also ease a fuel supply crisis in import-dependent West Africa, where Nigeria’s recently scrapped fuel subsidy created a thriving illicit market for gasoline amid price fluctuations. Meanwhile, he noted that the money coming back into the refinery business will go for further investments because Aliko Dangote’s focus is always on Nigeria. |
Yesterday, we conducted inspections at various sites, including the Gada-Biyu Bridge bound 1 & 2 on the Abuja-Lokoja Road and Phase II of the Lokoja Okene Road in Kogi State. I have issued instructions to the contractor responsible for these projects and I’ve directed them to provide a comprehensive list of the sections of the road that have deteriorated and to proceed with the reconstruction of these sections. It is imperative that they use stone base for the reconstruction instead of dust base. Additionally, we conducted inspections on the following roads: - Section II of the Dualization of Abuja-Lokoja Road, from Sheda to Abaji. - Rehabilitation and Construction of the Abuja-Lokoja Road. - Lokoja-Benin Road. - Okene-Auchi-Benin Road (Kogi/Edo States). - Section II of Obajana Junction-Benin Road. - Section II of the Dualization of Auchi-Ehor, Benin Way. - Agbor-Ewu Road project in Uromi, Edo State.
