THE Central Bank of Nigeria, CBN yesterday pledged to bail out the dwindling textile and garment industry by granting credit facility as well as fight against smuggling of its products with the collaboration with other government agencies. In another development, the CBN said it will sanction the delinquent debtors whose names appeared on the list of debtors published by the banks recently. CBN Governor, Mr Godwin Emefiele Addressing newsmen after the Bakers Committee Meeting in Lagos yesterday, the CBN said that delinquent debtors would be sanctioned appropriately. “We will sanction them if they fail to meet up with their obligation with the bank. In few days, the sanctions will be taken and the banks will continue to publish names of delinquent debtors from quarter to quarter,” Mr. Kolawole Balogun, representing the Banking Director supervision , CBN has said.” Meanwhile, the Governor of CBN, Mr. Godwin Emefiele gave assurance of the apex bank’s commitment to reviving the industry during the meeting with Cotton, Textile and Garment industry, CTG in Lagos. According to him “The Federal Government under the leadership of President Muhammadu Buhari has stated its readiness to revive the ailing industry in order to create employment and the CBN is also willing to bail out the operators, not only in credit facility but also in other areas like tackling smuggling, creating enabling environment etc. “We are going to provide cheap long term fund with single digit lending rate and continue our complimentary efforts to addressing other key infrastructure,”Emefiele said. He said “Finance is not the major obstacles to this sector but smuggling. There are many other challenges but with our collective collaboration this meeting will immediately resolve these issues” He lamented the demise of many industries in view of the fact that the sub sector that once employed over one million hard working Nigerians is now almost dominated by imports from Asia. According to him. “Between 1970 and 1980s, textile industries were spread across the country, with many mills located in Kaduna, Lagos, Funtua, Gusau, Asaba, Aba, Kano and host of other cities. There were well over 150 vibrant textile mills operating at close to full production capacities and this sector accounted for well over a million direct and indirect jobs, second only to the government as an employer of labour but now the story is different.” He frowned at the abandoned and dilapidated structures of these textile companies spread across the country, saying “CTG companies began to feel the pinch of the rather unstable political environment, policy somersaults, massive and unfettered smuggling of substandard Asian products into the country, high production costs due to obsolete machineries, low level technologies and poor state of the country’s infrastructure, especially power.” He noted that the sector with over 150 vibrant mills can only boost of less than 20 textile companies, which he said was sad as the sectyor now employs less than 50,000 persons. According to him, Banks who were many years ago were falling over themselves to lend to the sector were suddenly left with huge non performing loans after the bubble burst. Many banks were stuck with specialised and obsolete equipment that coud not be easily disposed of. This period heralded the beginning of the thorny relationship between banks and textiles companies.” He further disclosed that one of the measures taken by the CBN to combat smuggling was restriction of Foreign Exchange, FX to importers. According to him “Since the CBN has no mandate to out rightly ban the importation of any product into the country, the bank recently included textiles as one of the 41 items excluded from the FX sales from the Nigerian FX market. Given the challenges, the CBN is currently playing catalytic role in the power sector as the bank launched the N213 billion Nigeria Electricity Market Stabilisation Facility, NEMSF designed to help resolve liquidity challenges in the electricity sector and settle debt owed to gas supplies in the power sector.”’ Responding on behalf of the stakeholders, Leader of the Textiles Mills Association of Nigeria, Mrs Grace Adereti commended the CBN Governor for the concern and interest shown in the sector. According to her “We must thank you as you are the first Governor of CBN to call the various stakeholders for a meeting of this nature and we believe the apex bank will bail us out as it did to some other sectors since we are the largest employer of labour after government in the past. It is a sad moment that the industry has dropped from being the second largest employer of labour to the least. Brigadier General Momoh was exposed as a fraud for accepting bribes and promises of a promotion from Governor Ayo Fayose, the former embattled Minister of Defense Musiliu Obanikoro, the former Governor of Osun State Iyiola Omisore, and the Minister of Police Jelili Adesiyan. The audiotape revealed by SaharaReporters depicted these politicians bullying Brigadier General Momoh. Brigadier General Momoh admitted on the audiotape that he might begin to cry if Governor Fayose did not believe that he was trying very hard to rig the election for him. It is believed that the TRADOC posting is the beginning of many punishments for Brigadier General Momoh. The whistleblower who revealed the audiotape, Captain Sagir Koli, said that Brigadier General Momoh disgraced and de- professionalized the Nigerian military. Other officers have said that they were embarrassed about how Brigadier General Momoh allowed himself to be emasculated by Governor Fayose, and that his conduct was not worthy of the uniform. The immediate past Chief of Defense, Alex Badeh
has in his recent outpouring confession, indicted
the former People's Democratic Party, PDP, his
immediate predecessors in the army and former
president Goodluck Ebele Jonathan in the deadly
success of Boko Haram's terror campaign against
Nigeria that led to over 100,000 dead and maimed
and millions displaced with property and livelihood
losses running into billions of dollars in the
northeast and Nigeria as a wh***.
The former military chief said, "Over the years, the
military was neglected and under-equipped to
ensure the survival of certain regimes, while other
regimes, based on advice from some foreign
nations, deliberately reduced the size of the
military and underfunded it."
The past 16 years through which Nigeria made a
killing in oil sale profits, come directly under the
scope of Badeh's pointed accusation. The
question is, where is the money or the equipment
budgeted for this purpose and how does the PDP
and over-compensated Senate account for this
missing funds/equipment?
The United States had similarly requested a probe
of Jonathan's four year military chief, Azubuike
Ihejirika for allegedly usurping billions meant for

In the five years from 2009-2014, Nigeria's
defense department gulped a stunning $33 billion
USD! And in spite of this quite comfortable sum of
money budgeted, Alex Badeh submitted that the
Army was "neglected and ill-equipped!" So where
is our money?
It is recollected that towards the end of
Jonathan's tenure, realizing his defeat was
imminent and desperately desirous to at last
attempt to put a halt on Boko Haram in the hope
of increasing his odds at the Presidential polls,
former President Goodluck Jonathan in a last
minute ditch, borrowed $1 billion to use to arm
the army for the infamous 6-week pre-election
war.
Nigerians are now looking at former chief Ihejirika
and former Commander in Chief of the Nigerian
Armed forces, former President Goodluck Ebele
Jonathan to come and defend themselves in view
of Badeh's strong allegations: where is the
billions of dollars worth of equipment or where is
the money?
PDP stalwart and former President Ibrahim
Babangida is also expected to account for under-
equipping of the Nigerian army as well as the
Olusegun Obasanjo past administration which
ruled Nigeria from 1999-2007 and also enjoyed a
comfortable oil surplus.
Further: Badeh's confessions vindicate the several
hundred Nigerian troops sacked or sentenced to
death. Because troops are not expected to be
altruistic and suicidal if they are sent to combat a
deadly army while "under-equipped" as Alwx

Muslims are required to fast the full obligatory 30 days (see Qur’an 2:183), and others take it a step further by fasting an additional 6 days to increase their rewards. 11. Jesus (pbuh) taught to say “Peace to this house” when entering it (see Luke 10:5), and to also greet the people in the house with “peace be unto you”. Muslims do exactly what Jesus did and taught. When we enter our homes and the homes of others we say “Bismillah” and also greet with “as salaamu alaikum” (peace be upon you) as taught in the Qur’an verse 24:61. 12. Jesus (pbuh) was circumcised. Circumcision is 1 of the 5 fitrah in Islam, so Muslim men are required to be circumcised. According to the Bible in Luke 2:21, Jesus was eight days old when he was circumcised. In the Torah, Allah/God stated to the Prophet Abraham (pbuh) that it is an “Everlasting covenant” (see Genesis 17:13). In the Qur’an verse 16:123 Muslims are required to follow the religion of Abraham. The Prophet Muhammad (saws) said, “The Prophet Abraham circumcised himself when he was eighty years old.” (see Sahih hadith Bukhari, Muslim, and Ahmad). 13. Jesus (pbuh) spoke aramaic and called God”Elah”, which is pronounced the same as “Allah”. Aramaic is an ancient, Biblical language. It is one of the Semitic languages that also include Hebrew, Arabic, Ethiopic and the ancient Assyrian and Babylonian language of Akkadian. The Aramaic”Elah” and the Arabic “Allah” are the same. The Aramaic “Elah” is derived from the Arabic “Allah”, and it means “GOD”. “Allah” in Arabic also means”GOD”, the Supreme GOD Almighty. You can easilysee the similarity in their pronunciation so this concludes that the God of Jesus is also the God of the Muslims, of all mankind, and all that exist. The Federal Government has expressed readiness to scale down the importation of refined petroleum products following the anticipated bridging of demand gap in local consumption with the commencement of production in Warri refinery and the Kaduna facility due to follow shortly. The Central Bank of Nigeria governor, Mr. Godwin Emefiele dropped this hint during a briefing at the bank’s headquarters shortly after the July Monetary Policy Meeting in Abuja on Friday. He noted that the resuscitation of the two refineries followed series of meetings between the apex bank, the management of the Nigerian National Petroleum Corporation, NNPC, and the Federal Government. The central bank governor maintained that the combined capacities of the two firms would likely reduce the estimated 30 million litres of refined products currently being imported into the country. He noted that the resumption of production by the refineries would reduce the pressure on both government expenditure and also help the CBN strengthen reserves and build the much needed fiscal buffers. “We have met with NNPC and Warri Refinery has begun producing fuel. Kaduna will soon begin production and so we are going to see a drastic reduction in the import of premium motor spirit,” he stated. Noting that CBN’s mandate was to build reserve, achieve strong exchange rate and maintain stability, Emefiele said the MPC in taking its decisions was guided by the need to stimulate growth and development in the economy, pointing out that though some of such decisions may be tough on some stakeholders, they are always taken in the best interest of the economy and the citizens. By Luka Binniyat Residents erupted in joyful noise, last Tuesday, as Governor Nasir El Rufai of Kaduna State emerged from his vehicle in Birnin Gwari -the beleaguered headquarters of Birnin Gwari Local Government Area, LGA, of the state, about 120km west of Kaduna metropolis. In the estimation of the people who had thronged there, El Rufai was a liberator. The reason was not far-fetched: They had been held under the pincer-grip of murderous gangsters for years. The gunmen had scoffed at the feeble attempts by the police and the military to chase them out. But, that day, seated on the rain soaked ground before the governor and his entourage were nine half-stripped men, some with wide scars on their heads and parts of their exposed bodies – a signature of their violent trade. They were, according to official accounts, among the administrators of the reign of terror that had been unleashed on Birnin Gwari and a much larger area that borders four other states. Behind the suspected gangsters were the alleged evidence of their greed and criminality– about 50 cows. The recovered cows, swathing flies with their tails, and unaware of the excitement around them, were just a fraction of the over 2,000 cows recovered from the suspected serial rustlers and their fleeing accomplices as would be later revealed in this story. El Rufai had arrived the place with some state officials to ascertain the success of a joint security initiative arranged by him, in collaboration with the governments of Kaduna, Kebbi, Zamfara, Niger and Katsina states. 400 troops searching for rustlers It was an operation that involved at least 400 operatives from the military, the police, State Security Service, and the Civil Defence Corps. The objective was to rout, kill or arrest and bring to book hundreds of suspected bandits, kidnappers, terrorists, rapists, and other assorted criminals who have found the savannah, and forest stretches that bound the five states a haven for their heinous crimes for years, as El Rufai once announced while the consultation was ongoing last month. The other Sambisa forest This swath of land had become the literal equivalent of the infamous Sambisa forest for these states – and with haunting facts to match. Stitching together the accounts of victims, this area of criminals’ haven may cover a landmass bigger than Abia and half of Imo State combined. It contains game reserves, hills, valleys and endless plains of savannah with its rich fodder for livestock. The area is served by perennial streams, rivers and even the 230 km2 Shiroro Dam in Niger State. There are hundreds of isolated villages, with primitive roads networks, no communication facilities and hundreds of miles away from the nearest police post, not to mention the absence of basic essential services. They are hardly noticed by governments and politicians, except, of course, during elections, as many have complained. The size of the “forest” may have been very discouraging for security agencies to comb, more so that the attention of government was fully drawn to fighting Boko Haram terrorists in the real Sambisa forest and parts of the North-East. But, the impunity of the criminals in the Kaduna ‘ Sambisa forest’ is no less grim, widespread and indictment of government’s lack of interest in the security and well-being of its people living there. There were reports of brigands capturing villages in this circle, and camping there for weeks unchallenged, to leisurely move to the next target. There were also stories of how they would enslave villagers, kill the men, serially rape their women and loot villages dry. At this time, they would lay siege to village markets, killing and carting away booties. Cows are their favourite’s trophies. That is not all, motorists and passengers on the major highways passing through these areas are always under the siege of these gunmen. One account said they would move with their wives and children, complete with house-hold materials, and even power generating sets. Another account said that they would capture a school teacher who would be forced to teach their children basic learning skills. Health workers were also said to have been forced to join them. They were believed to be made up of rogue Fulani men, Chadians, Malians and Nigeriens. Gov El Rufai, flanked by Kaduna State Police Commissioner, Shehu Umar (left), and Captain A. Ujah at the ‘Sambisa Forest’ The thieves, it was learnt, operated in scores, at times numbering about a hundred, well armed with good logistics. Most of the stolen thousands of cows in northern Nigeria allegedly found their way to these bushes, where they were sold into an elaborate network of black markets, with the complicity of law enforcement officials. The affected areas, ironically, are blessed with rich soil and weather. This had encouraged commercial crops and animal farming by rich northerners, side-by-side with the subsistent farming of the locals. That had in turn attracted allied businesses and services, and had made Birnin Gwari, for example, a budding commercial town. But all that has stopped for now. All the big farms had closed after serial attacks by the criminals. All the Banks in Birnin Gwari are now closed after many attacks on them. On January 31, 2013, three policemen were killed and two banks robbed, then set ablaze by the marauders. The bandits operated with curious boldness robbing on the Kaduna-Birnin-Gwari highway almost on daily basis. At times they would rob a few kilometres to Kaduna town and around 8am unchallenged for hours, residents said. In June, 2013, the Emir of Birnin Gwari said cried to the then Kaduna State governor, Alh. Mukhtar Ramalan Yero, that rustlers had seized his emirate and were in full control of most areas. The response of Yero was not known. But by all accounts, nothing changed under the former governor. El-Rufai to the rescue Captain A. Ujah, who took El Rufai around some of the liberated areas, on behalf of Brig. Gen. Samuel Malu, the man in charge of the operation, said that after an exchange of gunfire between the thieves and operatives, three of the suspects died and nine were apprehended while the rest fled. He did not mention where the encounter took place. He said 2,000 cows had so been recovered among other suspected stolen valuables. He added that the affected areas of the five states would be combed in a sustainable manner to stamp out outlaws. Speaking to newsmen later, said: “So far so good. We are very proud of the work done by the armed forces and other security agencies in trying to solve this lingering problem. “We ask our people to pray for the security agencies carrying out this operation so that there will be minimal damages on their part, for it is an obvious serious operation like any encounter with well armed, desperate groups. “The operation is a joint one currently going on in five states, Kebbi, Zamfara, Katsina, Kaduna, Niger that have forests where bandits are hiding to commit crime. “The army, the air force, the police, State Security Service, SSS, Civil Defence are involved in this operation. “We are very confident that we shall deal with this menace in a decisive way, so that people can go about their normal businesses in peace and with dignity”. It was good outing for El Rufai. And it would seem like the only initiative the former Minister of the Federal Capital Territory, FCT, has introduced without igniting controversy since he became the governor of Kaduna state. He said "when the pipe bursted, it released chlorine and you know it is like gas so it raised down some buildings." A Retired Wing Commander from Kaduna State, Danladi Kwasu, has accused the authorities of the Nigerian Defence Academy (NDA) of murdering his son, who was until his death an officer cadet in the Academy. The retired Air Force Officer, accused the NDA officials of pushing his 19 year old son, El-Shadai Kwasu, with academy number NDA/10037, deliberately into a 100 metre-deep lake and drowning him during a training exercise on April 30, 2015. A letter from the management of the NDA showed that the deceased died from cardiopulmonary arrest after he was drowned inside a river while undergoing a routine watermanship training exercise at Kangimi Dam in Kaduna State. Mr Kwasu, who is devastated by the sudden death of his son, wants an explanation from the NDA on what could have led to his son’s death among the 500 officer cadets that took part in the swimming exercise. According to him, his son died out of negligence by the Academy’s instructors who took him to the river. He also alleged that about 20 officer cadets had been killed in similar circumstances over the years with the NDA authorities doing nothing to change the situation, although the NDA authorities declined making an official comment on the allegation. Channels Television obtained a letter written by the NDA Commandant, Major General Mohammed Idris, conveying the news of the late El-Shadai’s death to his parents. In the letter dated April 30, 2015, titled ‘Notice of Casualty: NDA/10037 Cadet El-Shadai Kwasu’, the Commandant said that the late Officer Cadet died as a result of cardiopulmonary arrest secondary to drowning while undergoing watermanship training during one of their routine exercises called Exercise Camp Highland at Kangimi Dam in Kaduna State. The Commandant’s letter also informed the deceased parents to authorize a postmortem on the corpse before burial and also requested that the academy would bear the burial cost. This was said to have been rejected by the father who took his son’s death as an act of God. However, with Kwasu’s insistence on knowing what actually killed his son, sources at the NDA have accused him of blackmail. Four-man panel to probe how NNPC blew N3.8tr June 30, 2015 Written by Augustine Ehikioya Excess crude cash depleted by $2.1m Buhari: revenues must for treasury How did theNigerian National Petroleum Corporation (NNPC) spend N3.8 trillion in three years? This is the puzzle a four-man committee has been asked to resolve. The four “wise men” are: Governors Adams Oshiomhole (Edo), Ibrahim Dankwambo (Gombe), Udom Emmanuel (Akwa Ibom) and Nasir El-Rufai (Kaduna). Oshiomhole yesterday broke the news to State House correspondents after the National Economic Council (NEC) meeting chaired by Vice President Yemi Osinbajo at the Presidential Villa, Abuja. He was accompanied by the Chairman of the Nigeria Governors’ Forum and Zamfara State Governor Abdulaziz Yari, Kaduna State El-Rufai and Emmanuel. According to him, from the reports presented to NEC by NNPC and the office of the Accountant General of the Federation on Monday, N8.1 trillion generated from oil sales during the period ought to have been remitted to the Federation account. Only N4.3 trillion was remitted to the Federation Account by NNPC, Oshiomhole said. He also disclosed that former Minister of Finance Ngozi Okonjo-Iweala spent $2.1 billion from the Excess Crude Account without approval between November last year and May 2015. His words: “This is the first time we had a National Economic Council meeting in which under the instructions of the President, NNPC and the Office of the Accountant General of the Federation were compelled to provide information in black and white on issues as they relate to the total sales of Nigeria crude from 2012 to May 2015. This has never happened before and for us this is profound. “What we saw from those numbers, which I believe Nigerians are entitled to know, is that whereas the NNPC claimed to have earned about N8.1 trillion, what NNPC paid into the Federation Account between 2012 and May 2015 was N4.3 trillion and NNPC withheld and spent N3.8 trillion. “We are talking about transparency, we are talking about change. And what we saw from those numbers – I believe that Nigerians are entitled to know – is that whereas the NNPC claimed to have earned N8.1 trillion, what NNPC paid into the federation acount from 2012 to May 2015 was N4.3 trillion.” “What it means is that NNPC withheld and spent N3.8 trillion. The major revelation here is that the entire federation — the federal government, the states and all the 774 local governments— the amount the NNPC paid into the federation account for distribution to these three tiers of government came to N4.3 trillion and NNPC alone took and spent N3.8 trillion.” He added: “Which means the cost of running NNPC is much more than the cost of running the Federal Government. That tells you how much is missing, what is mismanaged, what is stolen; these are huge figures. “We need to earn and spend; it is basic law of accounting that even if you run a cigarette shop where you sell Three-Rings, you don’t sell and spend. You sell, take to your bank account, and you budget for your procurement including cost of running your business. “There is no enterprise manager who goes to the market and sells and just begins to spend, otherwise nobody needs to budget. And because you are running a democracy and you are running three tiers of government, and the resources involved belong to these three tiers of government, the only lawful way decreed by the constitution, this is not an administrative regulation; it is not a policy derivable from a circular; this is from the express letter and spirit of the Nigerian Constitution as amended that for example if NNPC needs to spend money, it is obliged to prepare its budget’ like every other business enterprise, that budget will be scrutinised by the executive and forwarded to the National Assembly and the National Assembly will accordingly appropriate it.” He faulted the NNPC for spending without appropriation. He said: “If the Federal Government cannot spend without appropriation, why should any agency spend without appropriation? NIMASA, for example, whatever they earned they are supposed to pay into the federation account and also present the budget of their requirement. “This is what the constitution provides for. And this is what President Buhari has promised to do that henceforth all monies must go to the Federation Account. What you need, you budget for. Nigeria cannot continue with you-earn-the- money-and-spend it. Where is transparency? Where is the role of the National Assembly?” “So, if you were doing that you won’t have a situation where the NNPC alone will spend N3.8 trillion and remit to the federal, states and local governments N4.3 trillion which means NNPC is taking about 47 per cent and that explains all the leakages you are talking about.” Oshiomhole went on: “Let us also be clear; nobody says that parastatals should not spend money but they must return to budgetting. There is no major player, there is no major registered private company that will spend money without a budget. Even a private company you will have your board of directors looking at your revenue, total sales, your turnover, your personnel cost, running cost, visible and invisible and you have the budget for the year that is how every sensible business runs. “That is the way it was when President Buhari was Minister of Petroleum, so we are not reinventing the wheel; that is the way it used to be and that is the way the constitution says it should be.” On the money spent by Dr. Okonjo-Iweala from the Excess Crude Account, Oshiomhole said that the Accountant General’s Office reported to NEC that the balance in the account as at the end of May was $2.1 billion instead of $4.1 billion left in the account in November, 2014. He said: “We looked at the numbers for the Excess Crude Account, the last time the Minister of Finance and Coordinating Minister for the Economy reported to the Council and it is in the minutes, she reported by November 2014, that we had $4.1 billion but today the Accountant General Office reported we have $2.0 billion, which means the Honourable Minister spent $2.1billion without authority of the NEC. “And that money was not distributed to states it was not paid to the three tiers of government. This is why the NEC has set up a panel to look at what accrued, what it was spent on, when and by whom, so that Nigerians will have the full picture of all the transactions as regards the much talked about excess crude.” Yari said NEC constituted a four-man panel to examine the accounts. He said: “The 58th NEC? received the briefing from the director of funds where the state of the economy has been discussed thoroughly. We have gotten the report from the excess crude; what is there and what is not there. And also the Council got the briefing on the unremitted funds by NNPC. On that line, a four-man committee – Edo, Gombe, Kaduna Akwa Ibom – was constituted to go through the books of NNPC and Excess Crude as well as the Federation Account.” “The four-man committee will check the books of NNPC, most especially the issue of excess crude and what is not remitted into the Federation Account.” “The Federal Government, in conjunction with the CBN, will look inwards to see how to support, how much they will give to states especially in the issue of outstanding salaries owed by the states and even the Federal Government.” he said El-Rufai disclosed that the Excess Crude Account was started by former President Olusegun Obasanjo around 2004-2005 as an administrative arrangement to save for the rainy day. He said: “And it was meant to have very clear accountability, such that every state and local government, in a particular state, knows their balance in the Excess Crude Account, though you can’t spend it but you know how much of it is yours. That was the arrangement. “And in those days, before we spend any money from the Excess Crude Account, the federal and states governments will meet and agree. That is how we agreed to build the seven power stations which is NIPP today; it was from Excess Crude Account. And also met and agreed to build the Lagos – Kano Standard Guage Rail Line from the Excess Crude Account. “But what we have seen, in the last few months or years is that the Excess Crude Account was operated unilaterally by the federal government; drawings were made unilaterally without consulting those that actually own the money because the Excess Crude Account is 52 percent owned by the Federal Government and 48 by the states and Local Governments. “So the decision of the NEC is to set up this committee of four to look at the operations of the Excess Crude Account and make recommendation to council on its future. “The other thing the committee will do is to look at the operations of the Federation Account, particularly the shortfall and again come back to council with very clear recommendations as to what to do.” “We have not been given a time-frame but as you can imagine state governments are under pressure. Many of our state governments are unable to pay salaries on time without recourse to borrowing, so this is very important to us. This is an all-governors committee, we wear the shoes we know where it pinches. So, we are are going to do this as quickly as possible. “The next meeting of the council is on July 23rd, we hope to complete our work and be in position to report to council on that day. The Federal Government has instituted two appeals before the Lagos Division of the Court of Appeal against the orders of the Federal High Court barring security agencies in the country from arresting and commencing extradition proceedings against Senator Buruji Kashamu. Two judges of the Federal High Court, Justice Okon Abang and Justice Ibrahim Buba had in separate rulings nullified the provisional warrant of arrest obtained by the National Drug Law Enforcement Agency (NDLEA) against the Senator representing Ogun-East. The judges had also restrained the NDLEA from arresting and arraigning Kashamu in furtherance of moves to extradite him to the United States of America to face drug related offences. In one of the appeals, the Federal Government argued that the court cannot fetter the hands of security or prosecuting agencies in the lawful discharge of their functions. In the second appeal, the government submitted that from a careful scrutiny of the case, it was clear that the lower courts aided Kashamu to abuse the processes of the court. The Attorney-General of the Federation, AGF in the appeal, also insisted that the English Courts, have not exonerated Senator Kashamu on drug related charges but only ruled on his extradition proceedings. Senior Advocate of Nigeria, Emeka Ngige, who represented the Federal Government in the matter has therefore asked the Federal High Court to stay further proceedings in the matter pending the hearing and determination of the appeals. A socio-cultural group, the Concerned Diaspora Enugu West, an organization of indigenes from the area in the Diaspora based in the United Kingdom has asked the Deputy Senate President, Senator Ike Ekweremadu to stand down from his position. Senator Ekweremadu was recently re-elected Deputy Senate President when the inauguarted National Assembly elected its presiding officers. In a statement emailed from London, signed by Ignatius Nwabu Ozoilo, a barrister, the group said that it is “deeply worried about the outcome of the leadership contest in the Senate Chamber of the National Assembly on Tuesday 9th June 2015, in which Senator Ike Ekweremadu representing Enugu West senatorial zone put himself forward for the post of the Deputy Senate President (DSP) .” Ozoilo continued in the statement: “While we concede that the interest to become part of the leadership of the National Assembly is a legitimate aspiration, we at the same time are of the view that it is not a right political decision for Senator Ekweremadu to become and remain Deputy Senate President of the 8th Assembly.” The group alleged that “Senator Ekweremadu held on as Deputy Senate President for eight years and did so as a member of the then ruling People’s Democratic Party. He had ample opportunity to use that position to improve the political, economic and social prospects of the country but regrettably he failed to demonstrate any particular sense of legislative acumen for the benefit of his constituency in particular and Nigeria in general. The statement added further that Ekweremadu should step down from the position because “Ndi Igbo do not need any representation at the NASS leadership in order to be politically relevant. Regardless of their choices at the last presidential election, it is inconceivable that the Buhari Administration or any Administration for that matter will overlook the significance of Ndi Igbo in Nigeria. There is a particular strength in a people having to speak with one voice like Ndi Igbo did on 28 March 2015 and that has set a clear signal about their political future. The group further averred that the collective interest of Ndi Igbo cannot be reduced to one individual’s set of circumstance, alleging that Ekweremadu’s eight years as DSP did not in any way generate any collateral benefit for Ndi Igbo, neither did the regency of former five Igbo Senate Presidents. Ozoilo concluded in the statement: “As his constituents, we respectfully advise that Senator Ike Ekweremadu should stand down as DSP with immediate effect. The Kaduna State Government (KDSG)has announced that it will discontinue the wasteful practise of previous administrations which employed hundreds of special assistants, most of whom had no job descriptions or targets. This was disclosed in a statement by Samuel Aruwan, the Special Assistant, Media and Publicity to the governor, Malam Nasir El Rufai. Aruwan explained that the new government is determined to reduce the cost of running government. The statement further said that: “As part of his commitment to run a slimmer and more responsive government, cut costs and drive efficiency, Malam Nasir El Rufai has disclosed that he and the deputy governor, Mr. Barnabas Bala Bantex, will together be appointing only 12 Special Assistants. Each of the appointees will have specific mandates, assignments and targets to achieve on behalf of the people of the state. “The KDSG intends to restore the prestige of the position of Special Assistant as an important role in government. Persons recruited for such functions must possess the requisite competencies to add value to the work of government. “In furtherance of this goal of running a lean, efficient government, the governor has announced the appointment of four Special Assistants. ABUJA- The Abuja Division of the Federal High Court is at the momen hearing an ex-parte motion seeking to disqualify Hon. Femi Gbajabiamila from emerging as the Speaker of the House of Representatives tomorrow. Justice Abdul Kafarati is presiding over the suit which was lodged before the high court by the Registered Trustees of Social Justice and Civil Rights Awareness Initiative. The group, in the suit filed pursuant to Order 26 Rule 8 of the Federal High Court Civil Procedure Rules, 2009, is contending that Hon. Gbajabiamila is not morally fit to head the third arm of governance in Nigeria, alleging that he was previously ”convicted in the state of Georgia for unethical practices and was debarred as a lawyer for 36 months”. Aside Gbajabiamila, the House of Representatives and the Attorney General of the Federation were equally cited as defendants in the matter. The ex-parte motion is being argued on behalf of the group by Human Rights lawyer, Chief Mike Ozehkome, SAN. In a supporting affidavit that was deposed to by one Alojie Nmerengira, the plaintiff told the court that its investigations revealed that Gbajabiamila was convicted by the Supreme Court of Georgia in 2007, even as it attached a copy of the order of the court as ‘Exhibit A’. Nmerengira averred: “That I am the Chairman of the Board of Trustees of the plaintiff organization by virtue of which I am very conversant with the facts deposed herein. “That the 1st defendant is a member of the House of Representatives who nurses the ambition of becoming the Speaker of the House in the next Assembly. That the 2nd defendant is the constitution body created to carry out legislative functions for the good governance and advancement of the Federal Republic of Nigeria. “That the 3rd defendant is the Chief Law Officer of the Federation that ensures the sue enforcement of our Laws so that the nation does not fall into the pit of lawlessness. “That as a sensible and responsible organisation, my board deemed it proper that to achieve the objective of the organisation, that we should intervene in public interest litigation in deserving situations. “That few days ago it came to the public domain that the 1st defendant was a leading candidate to the position of the office of Speaker of the House of Representatives. “That my organisation, following the wind of change that has pervaded the political environment in Nigeria, deemed it proper to carry out a background check on the leading candidates for the position of Speaker of the House of Representatives. “That I discovered that the 1st defendant was a lawyer and practiced in the United States of America, particularly in the state of Georgia. “That upon further enquiry, I discovered that the 1st defendant was convicted in the state of Georgia for unethical practices and was debarred for 36 months. A copy of the order of the Supreme Court of Georgia to that effect is hereby attached and marked ‘Exhibit A'”.
