By Emmanuel Aziken, Political Editor Erstwhile chairman of the Economic and Financial Crimes Commission, EFCC, Mallam Nuhu Ribadu was once poisoned in the course of his duties as anti-corruption czar, former President Olusegun Obasanjo has revealed. Obasanjo, who spoke at an international forum on 3rd Tana High Level Forum on Security in Africa in Addis Ababa, Ethiopia, yesterday, also disclosed that Ribadu created enemies for him because of the ruthlessness with which he carried out his responsibilities of tackling corruption in Nigeria. Obasanjo, who spoke from the floor following a presentation on Illicit Financial Flow and Governance of Natural Resources made by Ribadu, affirmed that he had known from experience that the fight against corruption attracts a lot of enemies. Former EFCC Chairman, Mallam Nuhu Ribadu The former President declared that he has no fear of anyone still living in Nigeria, adding “it is rather them that fear me.” Saying that Ribadu took on a lot of highly connected persons in his fight against corruption, Obasanjo said that the former anti-corruption chief was once poisoned, causing a scare among concerned quarters. “It was a matter of life and death,” the former president said, though further details of the incidence were not given. Obasanjo said that once Ribadu was appointed, he gave him a free hand and that Ribadu investigated him, his late wife and several persons close to him at that time. He also narrated a story of how a serving minister, who was his senior in secondary school, was indicted and prosecuted by the EFCC, adding that when the minister was found wanting “there was no issue of seniority again.” On leadership Obasanjo, who is also the chairperson of the Tana Forum, re-echoed Ribadu’s submission that at the centre of anti-corruption fight there was the need for willing political leadership at the highest level. He, however, added that the leader also needs relevant legislations to work with, narrating his experience with the bill establishing ICPC which, he said, was whittled down by lawmakers, who felt they could be victims of the law. In his remarks, the Prime Minister of Ethiopia, Hailemariam Desalegn, thanked Ribadu for his presentation, which, he said, highlighted many good things about Nigeria different from what is portrayed in the media. In his presentation, Ribadu offered measures African countries can take to tackle illicit financial flow and repatriate money already illegally taken out of the African countries. By Davies Iheamnachor All Progressives Congress, APC, has won in the 22 local government areas that were contested for in the local government elections held on Saturday in Rivers State. The election was marred by low turnout of voters because of the controversy that trailed the date of the election. Meanwhile, the Peoples Democratic Party, PDP, which had gone to court to challenge the council polls, boycotted same, as it had insisted that the time was wrong and the process not transparent. Similarly, the faction of Nigeria Labour Congress, NLC, led by Mr. Adah Williams, had last Thursday, called on workers in the state not to participate in the elections. But on Friday, the NLC faction led by Mrs. Beatrice countered the earlier announcement by Williams, urging workers to be part of the elections. On the day of the polls, heavy rainfall worsened the situation, as the rain which started around 5:25 a.m., prevented Rivers State Independent Electoral Commission, RSIEC, officials from distributing electoral materials early to the polling units. Voters turned out after the rain which stopped at 12noon. Amidst the controversies and threats, the election was violence free. Voters came out to cast their votes for the candidates of their choice without intimidation. RSIEC has been commended by some APC chieftains for conducting the local government elections as scheduled despite intimidations. It will be recalled that a Federal High Court sitting in Port Harcourt, had earlier ordered parties for the elections to maintain status quo, following a suit by the PDP. P resident Goodluck Jonathan on Sunday gave an insight into the fate that awaits him under the incoming government of the President-elect, Gen. Muhammadu Buhari (retd.), saying he and ministers as well as other aides who served under him would be persecuted. President Jonathan Farewell Service He said he and his ministers would have hard times because of some critical decisions they took while in office. Jonathan also looked back at all the benefits that had come his way as a Nigerian, saying he was ready to pay the supreme price for the nation. The President spoke at a thanksgiving and farewell service organised in his honour at the Cathedral Church of the Advent, Life Camp, Gwarinpa, Abuja. Jonathan who was accompanied by his wife, Patience, said considering what God had done in his life, he wished he could dance like the biblical King David but he kept missing his steps whenever he made attempts. He said only a few Nigerians within his age bracket were as lucky as he is because he had not suffered any lack, not because he is hardworking but by the grace of God. He said after reflecting on the benefits which included the scholarships he enjoyed in school and the various political offices he had occupied, he should be able to do anything in the interest of the country, including paying the supreme price. He added that he is leaving office of the President as a fulfilled and very happy man. Jonathan said, “I want to thank God for what he has done for me and my family. I wish to dance more than David, if I tried to dance, I missed my steps. “I have all the reasons to thank God. Very few of those in my age brackets have been that lucky. All through my education I was on government scholarship. I have not suffered lack not because I am hardworking, but by God’s grace. “When I look at the whole picture of my life up to when I became the President of this country, I say that if soldiers and police officers that have not received 0. 5 percent of the benefits that I have received from the state can lay their lives for this country, I should do anything in the interest of Nigeria, including paying the supreme price. “As long as live, I will continue to do my best for the state because the state has helped me as a person. “I have to thank Nigerians especially my state for giving me the opportunity to serve as deputy governor and the whole country gave me the opportunity to serve as Vice President and then President, first was to complete the tenure of the late president and later serve as President from which I am exiting now as a very happy and fulfilled man.” Saying that hard decisions have their own cost, Jonathan said he was ready to pay for some of the costly decisions he took while in charge of the country. He said experience had shown him that people would at a time desert anybody who takes tough decisions like he did. He said he had always hold the belief that more of his friends would desert him as time goes on. He recalled the story of the last ruler of apartheid South Africa who was divorced by his wife for accepting to abolish minority rule in the country, and said jokingly that he hoped his wife will not also divorce him after he might left office. Mrs. Jonathan replied with a shout of “Nooooo”. Her response was greeted with a loud applause by congregation members. The President also prepared the minds of the ministers and aides who served under him, saying though times await them all. He said, “I believe there are reasons for everything. Some hard decisions have their own cost, no doubt about that. “That I have ran the government this way that stabilised certain things, the electoral process and other things that brought stability into this country. They were very costly decisions which I myself must be ready to pay for. “Some people come to me and say this or that person, is he not your friend that benefitted? Is it not your government that this person benefitted from? But this is what the person is saying. “But I used to say that worse statements will come. If you take certain decisions, you should know that those close to you will even abandon you at some point. “And I tell them that more of my so-called friends will disappear. When FW De Clark took the decision to abolish minority rule in RSA, even his wife divorced him. I hope my wife will not divorce me. But that is the only decision that has made RSA to still remain a global player by this time. If we still had that minority rule there, by this time, nobody will be talking about RSA. “If you take certain decisions, it might be good for the generality of the people but it might affect people differently. So for ministers and aides who served with me, I sympathise with them, they will be persecuted. And they must be ready for that persecution. “Quoting Tai Solarin, may your ways be rough. To my ministers, I wish you what I wish myself. They will have hard times, we will all have hard times. Our ways will be rough.” Jonathan however said he was happy that the ordinary people appreciate what he did and that, according to him, is the most important. He said it was not what the elite or the privileged few talk or say about his administration that matters but what the majority of the Nigerian public think about his actions and inactions. He expressed delight that he came to Abuja with his family peacefully and they are returning peacefully. The President thanked the church and Nigerians for standing by him even at his most difficult times. He said even on the March 28 presidential election which he lost to Buhari, there were many people who supported him nationwide. Despite exiting the Presidential Villa, Jonathan promised that he would continue to pray for the country and the Buhari administration. He said the outcome of the election went that way because God wanted it to be so for a purpose. “Even for the election, we had people who supported us all over the country but things went the way they did because God wanted it that way for a purpose. “We will continue to pray for the peace of the country and for the success of the incoming administration. “When the country is in good shape, people benefit. When things are going well, people are happy. You don’t need to know Mr. President or Mr. Governor. “The issue is not about Jonathan or Buhari or any other person. The issue is how the government functions: stability, buoyant economy that will enable Nigeria to move forward and live happy. That is our interest, that is my prayer point. “All religious groups should pray for the country,” he concluded. Jonathan thereafter requested that his favourite him, “Stand by me” be sung again. He said apart from inspiring him, the hymn makes him aware of the fact that whatever one does there will be storms. The post-election crisis rocking the ruling People’s Democratic Party (PDP) reached a crescendo Tuesday evening when the party’s National Chairman Adamu Muazu was literally bundled out of a meeting meant for State Governors, the Nigerian Times was reliably told. Muazu who was an uninvited guest at the Akwa Ibom State Lodge, Asokoro Abuja venue of the PDP governors’ meeting was shocked when some of the governors began to charge at him accusing him of betraying the party at the just concluded presidential elections. Nigerian Times also learnt that the angry governors led by a governor from the South-West and another from the South-South began to scream at him: “what are you doing here after you have betrayed us? Leave here now!” The bewildered party chairman while making attempt to appeal to the governors’ for understanding was pushed out by the two governors who were too angry to pay him any attention. Stories have been making the round that there are plans by members of the party’s leadership to remove Muazu from his position if he fails to resign voluntarily after leading the party to a woeful outing in the just concluded elections. It is however not clear what will be the next line of action of the governors, National Working committee, Board of Trustees and even the embattled chairman but pundits believe that Muazu’s days as chairman is numbered. Ikechukwu Nnochiri ABUJA—Chairman of the Independent Electoral Commission, INEC, Professor Attahiru Jega, Wednesday, said he has no regrets for insisting on deploying Smart Card Reader machines for the conduct of the general election, saying he knew that the decision would attract unwarranted attacks on his integrity as a person. Would-be riggers the ones crying foul, says INEC boss Jega, who stated this while unveiling the Nigeria Civil Society Situation Room in Abuja yesterday,, maintained that it is only those that hitherto nurtured plans to fraudulently manipulate the outcome of the elections, that have been crying foul over the introduction of the technology which he said would only add credibility to the electoral process in the country. He said that INEC had perfected all its strategies and put every apparatus in place with a view to ensuring a hitch free poll that will reflect the summative choice of Nigerians. “Let me use this opportunity to reassure Nigerians that we believe that we have done everything possible to ensure that the 2015 general election is successful. We are adequately prepared in terms of both logistics and manpower. Likewise, all the security agencies, especially the police which have a lead role to play in terms of providing security during elections, have assured us that they are ready. Chairman of the Commission, Professor Attahiru Jega “Beginning from today, we are commencing the rolling out of non-sensitive materials. Likewise, from Friday, all the sensitive materials will be retrieved from the vault of the Central Bank Nigeria by our officers, accompanied by security operatives and representatives of the political parties”. He said that the materials would be distributed to states from where it would be taken to local government areas and subsequently to the ward level. Jega further highlighted the fact that the commission has provided and reasonably equipped Registration Area Centers, RACs, “to ensure that both our staff in various states and security agents spend few hours of the night on Friday there to enable them to be ready to deploy the sensitive materials on the election morning”. He assured that there will be remarkable reduction in the delays that were previously experienced in the commencement of elections, as well as retrieval of materials at the end of election. However, the INEC boss said it was regrettable that the results of the election will not be electronically transmitted to the collation points. He said though INEC initially piloted the procedure at two previous elections in Cross River and Niger States, “we decided that we will not put the electronic transmission of results to use in 2015 in view of the controversies the procedure might likely generate from those who don’t see anything good in what we are doing as a commission. “We can see the dust that the introduction of card readers raised. So we decided to keep piloting and improving on the system beyond 2015, hopefully, by 2019, the commission will introduce it for the general election”. ‘They know card readers ‘ll stop alteration of figures’ On the issue of the card readers, Jega, who stressed that the process will help address concerns about the alteration of election figures to fraudulently confer advantage on some candidates to the detriment of others, said no such thing would happen this time around. “This is indeed why they have been attacking me because they know that the card reader machines will help us to address all those irregularities, starting from the accreditation of voters at all the polling units. How can they manipulate the election when all the information with regards to the number of voters that turned out at every polling unit is automatically captured and transmitted by the card reader machines? ‘We have made rigging impossible for them’ He continued; “We have made rigging impossible for them as there is no how the total number of votes cast at the polling unit could exceed the number of accredited persons. Such discrepancy in figures will be immediately spotted. This technology will further make it impossible for any corrupt electoral officer to connive with any politician to pad-up results”, he added. Besides, Jega noted that in the past, dubious INEC officials usually delayed the entry of number of accredited voters until the end of voting so as to have the leeway to tamper with results, a problem he said would be obviated by the smart card readers. He said that both the card readers and the result sheets would be taken to the ward levels, “once there is evidence of tampering, the information saved in the card reader will be retrieved. “To my mind, these are some of the reasons why many of them are opposing the use of the card readers. The crooked ways they used in the past to get away with manipulation of election results have been dealt with. This time, with the card readers, such fraud will be easy to establish. “We have further made arrangement that all the results coming to local government collection centers will be scanned, transformed to PDF format and uploaded on our website so that anybody can go there and confirm result from his polling unit. “We believe that this is an added value to our process, it is something that we have not been able to do in the past. Let me also use this opportunity to advise political parties to pay attention to the appointment and accreditation of agents they will deploy at the polling unit level. They should not appoint people without credibility, who can be bought over by other party agents”, Jega stated. Police promises adequate security Earlier at the event, the Inspector General of Police, Mr. Suleiman Abba, who was represented by the force public relations officer, Mr. Emmanuel Ojukwu, expressed the readiness of the Nigeria Police Force to provide adequate security during and after the elections. He said that particular attention was being focused on the protection of NYSC members that will work as ad-hoc staff for INEC during the elections. “Infact, we are already prepared for the 2019 elections. Those who taught the Nigeria will disintegrate by 2015 are in for a disappointment. Our men are well prepared, trained and motivated to carry out their responsibilities during the election. We are also working with other law enforcement agencies to have adequate security manpower”, Ojukwu said. In a statement that was read by the Executive Director of Policy and Legal Advocacy Center, Mr Clement Nwankwo, the Civil Society Situation Room, urged Nigerians to go out en mass to exercise their franchise and defend their votes. “It is important for all Nigerians to recognize that beyond the partisan divisions and the outcomes of the electoral contests, the future of Nigeria is the main issue at stake”, it added. Owerri – The All Progressives Congress (APC) presidential candidate, Gen. Muhammadu Buhari, on Monday said he would ensure that the Naira was equal to the dollar in value, if voted into office. Buhari stated this during the South-East presidential rally of the party at Dan Anyima Stadium, Owerri. “It is sad that the value of the naira has dropped to more than N230 to one dollar; this does not speak well for the nation’s economy,’’ he said. He urged the people to vote for APC, noting that he would ensure that corruption was tackled headlong if elected. Earlier, Gov Rochas Okorocha had urged APC supporters to vote for the party’s candidates at all levels, noting that a vote for Buhari without support to others at the state would amount to nothing. Okorocha said Buhari would address the problem of electricity, bring back the kidnapped Chibok girls and promote industrial growth. He said that Buhari was loved by the people in the region and urged them to elect him and other APC candidates during the March 28 and April 11 general elections. Former governor of Anambra, Mr Chinwoke Mbadinuju and former Minister of Education, Chinwe Obaji, were formally welcomed to the APC at the rally. by Ben Ezemalu In a response to the Institute of Human Rights and Humanitarian Law, a Rivers State-based civil society organization, the university said a request for President Jonathan’s academic records did not fall within the provisions of the FOI law. “The Management of the University has carefully considered your request vis-a-vis the FOI Act,” the university stated in their letter dated 26th February, 2015, and signed by Eric Loveday Osuo Abonemi, the institution’s Legal Officer. “It is my instructions to inform you that your request does not come within the relevant provisions of the FOI Act for its practicability or for the University to provide such details as requested. “Details of the Ph.D Degree of President Goodluck Jonathan in the University of Port Harcourt cannot therefore be made available to you.” Related : NewsRescue - Over 63 Years? New Facts Dispute President Jonathan’s Official Given Age The Institute of Human Rights and Humanitarian Law had filed an FOI request, three weeks ago, to the university seeking relevant details of Mr. Jonathan’s doctorate qualifications. The letter requested the following information relating to the president’s doctorate qualification, citing the provisions of Sections 2 and 4 of the FOI Act, 2011: 1. The title of the president’s doctorate dissertation 2. Year of registration as a doctorate candidate 3. Name of his doctorate supervisor(s) 4. Name of his external examiner(s) 5. Comments/reports of the external examiner of the dissertation/thesis 6. Photocopy of the dissertation/thesis 7. Date of graduation from the university The organization said it was willing to bear any cost the university might incur in making photocopies of the requested documents and for posting them. President Jonathan was admitted into the Department of Zoology (now renamed Animal and Environmental Biology), University of Port Harcourt, in 1977, where he graduated with Second Class Honours (Upper Division). In 1985, Mr. Jonathan obtained a Master of Science degree in Hydrobiology and Fisheries, and a Doctor of Philosophy degree in Zoology 10 years later. Both degrees were also from the University of Port Harcourt. Lately, Mr. Jonathan’s academic qualifications have come under increased scrutiny ahead of the forthcoming general elections. Critics have accused the president of failing to complete his doctorate programme. In a response to an enquiry by Punch Newspaper in January, the university dismissed such claims as having “neither legs nor grounds to stand on”. The university had also told any person or organization seeking additional information on Mr. Jonathan’s qualifications to contact the school authorities. “We have absolutely nothing to hide as an institution that has a statutory mandate to advance the frontiers of knowledge,” William Wodi, the university’s Deputy Registrar (Information), had told the newspaper. It is unclear why the university declined to release Mr. Jonathan’s academic qualifications to the civil society organization after giving that commitment. Jiti Ogunye, a Lagos-based lawyer, said the president’s academic records ought to be freely available in the university and not be “opaque or hidden”. “The FOI is applicable to the academic records of a public officer whose academic records are being requested by a Nigerian citizen or a nongovernmental organization duly registered in Nigeria with a view to promoting accountability and transparency in government,” Mr. Ogunye said. “The academic records of the president are not the medical records of the president in which case a medical officer can say the FOI is exempted, or the records between a lawyer and his client which are covered by the confidentiality rule.” WHAT THE FOI ACT SAYS According to Section 14(1) of the FOI ACT, subject to subsection (2), a public institution must deny an application for information that contains personal information and information exempted under this subsection includes: (a) files and personal information maintained with respect to clients, patients, residents, students, or other individuals receiving social, medical, educational, vocation, financial, supervisory or custodial care or services directly or indirectly from public institutions;… (2) A public institution shall disclose any information that contains personal information if – (a) the individual to whom it relates consents to the disclosure; or (b) the information is publicly available (3) Where disclosure of any information referred to in this section would be in the public interest, and if the public interest in the disclosure of such information clearly outweighs the protection of the privacy of the individual to whom such information relates, the public institution to whom request for disclosure is made shall disclose such information subject to Section 14(2) of this Act. Mr. Ogunye said that an institution might attempt to hide under Section 14(1)(a) to decline disclosure of information. “My argument is, this information is publicly available and ought to be disclosed. The president has said he obtained his Ph.D in that institution, so it’s publicly available,” Mr. Ogunye said. “So why will an institution refuse to disclose an information that is publicly available? Nigerian Military, Thursday, recorded a resounding victory over the Boko Haram insurgents as they recaptured Madagali, the last of placed held by the terrorists in Adamawa state. In a tweet by the Defence Headquarter, it noted that there were no casualties on the side of our Armed Forces. “FLASH: Troops today succeeded in clearing terrorists out of #Madagali.
