Mr. Obanikoro’s name was Tuesday sent to the Senate for confirmation as minister, by President Goodluck Jonathan. The APC asked the Senate not to confirm Mr. Obanikoro. APC also asked Nigeria’s armed forces to immediately begin investigating Aliyu Momoh, a Major General for his role in the alleged rigging of the election in Ekiti and repeating same in Osun and ensure that immediate and necessary disciplinary action are taken against all individuals that were involved in what it said was subversion of democracy. A video recording recently emerged of an intelligence officer in the Nigerian Army, Captain Sagir Koli, giving details of how General Momoh was used by Mr. Obanikoro, Ayo Fayose and others to rig the election. Also now in the public domain is a recording of a secret meeting convened by top Peoples Democratic Party’s politicians to strategise on how to rig the Ekiti election. Rising from its first joint leadership meeting at the Shehu Yar’Adua Centre Abuja, the APC also asked the Federal government to immediately relieve the Minister of Police Affairs, Jelili Adesiyan of his appointment. The oppsosition party also asked the Nigerian government to ensure that the armed forces are kept out of partisan politics in line with a recent judgment by a court in Sokoto and its affirmation by the Court of Appeal on Monday. Part of the outcome of the joint leadership meeting was that the rescheduled election dates of the March 28 and April 11 must remain sacrosanct. The party said it would not tolerate any further shift. The party added that “the use of the card reader for the 28th of March and 11th of April is non- negotiable, as contrary to the misinformation being disseminated the use of card reader is not synonymous with electronic voting”. Speaking earlier, the party’s presidential candidate and former Head of State, Muhammadu Buhari, urged members of the party not to “relax” after the completion of its campaign rallies nationwide. Mr. Buhari said APC should not lose focus due to the extension. “Our patience and resilience will be tested in the days ahead. We must pass this test. In a time like this, which in football analogy can be referred to as extra time, we must avoid making costly mistakes,” Mr. Buhari said. The APC presidential candidate said the party must use the next six weeks “to re-charge and re-focus on our goal”. He said the goal of the APC remains to win the elections now slated for March 28 and April 11 with a convincing majority. “We should aim to achieve a victory that will be beyond dispute and proceed to form the next government and start work on the task of rebuilding our beloved country. “Our eyes must be on the objective to build a great society that works for all of us. A country where every child has an equal opportunity to get an education, where every young Nigerian who needs a job can find one. Where the sick are looked after and senior citizens are provided for. A country which gives value to human life, where the welfare and security of all is a national priority and corruption is defeated,” he said. Speaking on the Ekiti rigging debacle, Mr. Buhari expressed surprise at the silence from the government over the matter. “Up till now, there has been no official denial of this most unfortunate event. It makes me wonder, in the circumstances that led to shifting of the date of the Federal Elections, whether the security services are even now being prepared to play similar roles in the March 28th and April 11th elections. Mr. Buhari said security services have serious constitutional responsibilities to the people of the nation adding that their importance to the health of the country cannot be underestimated. He urged the leadership of the security services to keep the institutions out of partisan politics. “I personally and, am sure, all Nigerians, have tremendous respect for our security services. I therefore urge strongly that they stick to, and concentrate on, their constitutional duties, otherwise they stand the risk of becoming part of our already complicated national situation,” he said. He also thanked members of the party who took time to participate in his campaign rallies across the country. He particularly thanked those “who have been made mind boggling offers by our opponents in a bid to break our ranks and curtail our momentum in the march to change Nigeria for good, yet you have chosen to be on the side of a cause that is just”. He appealed to the party leaders and faithful not to rest thinking that all is won. “Six weeks is a long time and we do not know the plans of the other side but with our strong resolve, we will prevail. “Therefore let us keep our eyes on the ball. P resident Goodluck Jonathan has retooled his social media team, sidelining his increasingly controversial point man, Reno Omokri by appointing Obi Asika as the new senior special assistant on social media. Mr. Jonathan move is seen as an apparent maneuver to re-energize his social media image following a growing slide in his electoral fortunes as well as a series of scandals involving Mr. Omokri, who until now shaped and ran the incumbent president’s campaign on social media. Reno Omokri A source at the Presidency told SaharaReporters that Mr. Omokri, who returned from California to boost President Jonathan’s political campaigns in 2011, had become a huge liability and source of distraction. Mr. Omokri, who also doubles as a pastor, came to be known as “Wendell Simlin" after tech-savvy Nigerian social media activists caught him red-handed as he circulated reports on the Internet that claimed to have found a link between former Central Bank Governor, Sanusi Lamido Sanusi, and Islamist terror group Boko Haram. Enterprising social media sleuths discovered that the so-called reports implicating Mr. Sanusi as a sponsor of Boko Haram were first created on and disseminated from Mr. Omokri's personal computer in Abuja. A few weeks ago, a California-based woman, Deborah Campbell, who was once married to a relative of Mr. Omokri’s, told SaharaReporters that the presidential aide had stolen her son's identity to engage in the circulation of fraudulent news that smeared Mr. Sanusi, who is now the Emir of Kano. Mr. Reno never denied the woman’s allegations. Last week, Mr. Omokri was accused of leading policemen to burglarize a house in Warri, Delta State that belonged to his late mother. The occupants of the house, including Alex Oyoro, a well known PDP political figure in Delta State, alleged that Mr. Omokri had led a group of thugs and mobile police officers who broke into the property and stole N25 million in cash. The money, according to Mr. Oyoro, was meant for Mr. Jonathan’s re-election campaign. Mr. Omokri denied being physically present at the scene of the burglary, claiming he was at his desk in Abuja and also doing some pastoral work at the time of the reported burglary. A source at the Presidency told SaharaReporters that, in an attempt to present a more humane outlook as his electoral fortunes slip and his popularity plummets at home and abroad, Mr. Jonathan decided to push Mr. Omokri aside. Mr. Obi Asika, who has been elevated to serve as the new presidential strategist on social media, was described as one of the co-organizers of “Social Media Week” in Lagos. “Obi Asika is a serious personality who is also refined and self- controlled,” a source at the Presidency said. Apart from his dubious activities and cantankerous personality, Mr. Omokri has committed a series of blunders in recent months that cast Mr. Jonathan’s campaign in bad light. He organized two online polls that eventually showed that President Jonathan would lose the 2015 elections to the opposition APC presidential candidate, Muhammadu Buhari, by a wide margin. Several sources at the Presidency said Mr. Omokri’s cup became full after he engineered a poll on Twitter where informal posts showed that Mr. Jonathan’s electoral prospects had become wretched. “That ill-advised Twitter poll backfired and caused embarrassment to Mr. President,” said a source close to the Jonathan campaign. Maiduguri – A mammoth crowd of supporters on Monday in Maiduguri overwhelmed the All Progressives Congress (APC) presidential candidate, Gen. Muhammadu Buhari, making him to abandon several efforts to address them. It took the convoy of the candidate more than an hour from the Maiduguri International Airport to arrive the Ramat Square, venue of the rally. The APC candidate, who was accompanied by his running mate, Prof. Yemi Osinbajo and other party leaders, had to abort all efforts at addressing the crowd which kept shouting “Sai Buhari”. Thousands of party supporters, mostly youths, had lined up along major roads in Maiduguri as early as 7a.m. to catch a glimpse of the APC presidential candidate. Vehicles were forced to move at snails speed after Buhari arrived the state capital, as supporters occupied the roads in celebration. A Fourteen year-old boy, Alaji, from kerenua, who was forced to serve the terrorist Boko Haram group, has narrated his experience after being abducted by the group in an early morning invasion, where security forces were attacked and homes burnt. Alaji explained in an interactive session that he was adopted at gun point by two men on a motorcycle and taken to a town where he saw hundreds of fighters of the terrorist group. “I was abducted at gun point by two men on a motorcycle and taken to a town occupied by the group. After a day, we moved to another town, then another, that was how we kept on. “There were lots of us, I saw hundreds of fighters, there were also many captives, but all of us including the captives, were set on groups but not in one place within the camps,” he said. Talking about the activities in the camp, Alaji said that the females in the camp were morally and sexually abused while the males were being sent on errands. “There were lots of women in the camps, they raped and abused them. “For boys like me, we run errands but everyone knows the repercussion for disobedience, they enforce discipline. “they don’t let captives to mix freely,” he stated, adding that this goes to show that the jihad they claim to be waging was not true. On part of their recruitment strategies, he stressed that they were selected based on their strengths. “we were selected based on our strengths. they put us in trucks and armoured personal carriers. “They gave the weaker ones gallons of petrol to burn houses and buildings, and the stronger ones bullets and guns. Our responsibility to deliver this, is to fight on the battle fields during attacks,” the fourteen year old stated. Alaji, who was forcefully drafted by Boko Haram, stressed on the biggest loss and the most frightening battle he experienced with the group. “The biggest loss I witnessed with Boko Haram was in Gamboru in the hands of the military. The Leader was so furious that he shot and killed two commanders right before us. “The most frightening battle was the attack on Baga. when the town was attacked, initially it was difficult to break through,” Alaji said. He also went on that the residents came after them and they were left with no choice than to retreat. Alaji also said the residents were later supported by the Multinational Joint Task Force where they seized equipment and ammunition from the terrorist group. He said the group comprises of fighters from Nigeria and other countries adding that some of the foreign fighters insisted that the campaign they waged in Nigeria be extended to their countries. Alaji later revealed that some unidentified people do come at night to meet with the leaders of the terrorist group. “At night, we see a convoy of cars that include armoured tanks, and then a green helicopter will arrive. Those inside will then meet the top commanders. “Whenever we see the aircraft arrive then go, then we know that the next day, a major attack would be launched. But people like us are not allowed to go near the leaders. He further explained that he was able to escape in the course of an attacked to be launched in Mongolo. “I was ordered to carry two fighters on motorcycle to Mongolo where we arrived at dawn. The All Progressives Congress (APC) has raised the alarm over a strange directive ordering the withdrawal of Customs, Immigration and other security personnel from the country’s border posts in Kebbi and Katsina States, wondering what purpose such a directive was meant to serve. In a statement issued in Lagos on Monday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said the verbal directive led to the total withdrawal of the stated personnel from the border posts in the two states, leaving the posts unmanned. It wondered who gave the order and for what purpose, and asked the Federal Government to immediately tell Nigerians what happened. ”It will not be enough for the government to tell Nigerians that it is not aware of such a development, because that will be more egregious than what happened in the first instance, and will amount to the government not being able to secure the country’s borders. ”It is also necessary to tell Nigerians how many states were affected by such orders. We were only made aware of two, but there is the possibility that the directive could have been more widespread,” APC said. The party said with no one left to man the borders in the affected areas for as long as the directive lasted, which is yet to be determined, anything could have happened. ”Who gave the verbal order? Was the order given verbally so that there will be no evidence of it? Were the Customs, Immigration and other security personnel ordered away to allow the free entry of contraband goods, election materials, weapons, terrorists or what? ”Even with our borders manned, Boko Haram terrorists have been marauding freely along the border areas. Will this illegal order not worsen the security situation, at a time the government is giving Nigerians the assurance that it will deal Boko Haram a mortal blow within six weeks?” it queried. By Soni Daniel, Regional Editor, North With the storm over the shift of polls yet to settle, the Presidency has run into a fix over what to do with four of its governors said to be secretly working for the success of the opposition in the rescheduled elections. Saturday Vanguard learnt yesterday that the Presidency became convinced that the four governors were not sincerely working for the success of the ruling party after reviewing their activities in relations to the presidential campaigns in their respective states. It was gathered that an appraisal carried out by security agents and placed at the disposal of the ruling party clearly indicated that PDP would lose election in the affected states because of the activities of the governors. A competent source told Saturday Vanguard in Abuja that both Jonathan and his party were upset that the governors were hiding under the party to work for the APC, thereby making it difficult for them to be promptly dealt with in line with the constitution of the party. The source said that although the action of the four governors drawn from the North West and North East of the country had been discussed extensively by the Presidency and the PDP, the party and the president were in a fix on what to do with ‘traitors’ because of the impending elections. The President is said to be particularly irked by the action of one of the PDP governors from the North East, who did not only give the sum of N25 million in support of the opposition candidate campaign but also directed his officials to give maximum logistics support to the Buhari Campaign team during their campaign in the state on February 3 this year. The same governor, it was learnt, however showed what a presidency source described as a ‘lukewarm disposition’ to the Jonathan’s Campaign team by not mobilising enough support for the presidential rally in his state and arriving late to the venue of the campaign. The governor is said to have unwittingly exposed disloyalty and disdain to the President and his party by coming to the venue of the rally six minutes before the arrival of the presidential team, thereby leaving several things undone and ending up embarrassing the first family and his party when they went to campaign in the state on January 31. The governor is reported to have delayed the inauguration of the Presidential Campaign Team in the state until the eve of the presidential visit thereby making the team headed by a former Senator from the state, to hit the rocks in his effort to ensure a successful rally in the agricultural state. As a result of the sympathy of a North East governor for the APC, he is said to have displayed a lackadaisical attitude towards the visit of Jonathan to his state last month. During the visit, the president was said to have been miffed by the near empty stadium that he noticed upon his arrival for the campaign in the state that is close to a desert. The Presidency, Saturday Vanguard also learnt, was also hurt that none of the governors had shown remorse over their ‘betrayal’ by not speaking out against some of the wrongs openly committed by their agents against the presidential campaign teams in their respective states. It was gathered that the Presidency was seriously disappointed that none of the affected governors had openly condemned the stoning of its presidential campaign train in their states while some of them turned round to blame some senior officers of the Presidency for the attacks. The APC, which is fully aware of the tacit support of the four governors, almost went to make a formal announcement that they were set to defect but they were said to have persuaded the party not to do so, promising instead to quietly work and deliver their states to the opposition because of Buhari’s factor. Asked what the Presidency would be doing to sanction the four governors, the source hinted that the Presidency was confused on what to do to them given the need to put its house in order and pursue the elections as a united party. The source said that it would be counterproductive for the Presidency and the PDP to take any disciplinary action against the governors at this stage since the elections were already around the corner. SaharaReporters has received unimpeachable documents and audio recordings providing substantial evidence that major Peoples Democratic Party (PDP) leaders planned and successfully rigged the gubernatorial elections in Ekiti State, and plotted a similar scenario in Osun in 2014. The audio recordings and affidavit were provided by Sagir Koli, a Captain in the 32nd Artillery Brigade stationed in Ekiti State, who has since fled the country for fear of retaliation. Capt. Koli recorded the conversation on 20th June 2014 when he was asked to accompany his Commanding Officer, Brigadier General Aliyu Momoh, to the meeting. The venue was held at Spotless Hotel in Ado-Ekiti. The audio recordings depict the meeting as being attended by the eventual “winner” of the election, Governor Ayo Fayose of Ekiti; Senator Iyiola Omisore; a man identified as Honorable Abdulkareem; the Minister for Police Affairs Caleb Olubolade; and Senator Musiliu Obanikoro who was at the time the Minister of State for Defence. Mr. Chris Uba came to Ekiti with huge stash cash and soldiers from the East to carry out the assignment. The 37-minute recording details the conversation between these men as they bribed Brigadier General Momoh with a promotion for his assistance in carrying out election fraud in Ekiti. In it, Obanikoro is clearly heard informing the group of men, “[I] am not here for a tea party, am on special assignment by the President.” SaharaReporters further received credible intelligence that President Goodluck Jonathan had instructed the Chief of Defense Staff, Alex Badeh, to use the army in arresting and intimidating opposition politicians before and during the election. The audio recording provides exact details of the plot, with the collaborators almost degenerating into physical combat. Authentication of Audio Recordings and Proof of Election Fraud The audio recordings were analyzed and authenticated by Guardian Consulting, an independent US-based security consulting company. According to a report authored by Guardian Consulting, also in the possession of SaharaReporters, the independent company used Forensic Voice Frequency Comparison technology to identify all voices on the recording with audio available in the public domain. The then Deputy Defense Minister, Obanikoro clearly states to General Momoh that he was not only sent to the meeting by President Jonathan, but “you can’t get a promotion without me sitting on top of your military council. If I am happy tomorrow night, the sky is your limit.” Governor Fayose revealed that he had already bribed an official of the Independent National Election Commission (INEC), the non-political commission charged with organizing elections in Nigeria, to bring copies of voter ballots with the INEC logo to him that day. Fayose, upset that his INEC contact was caught in traffic, narrated his day’s frustrations: “Where are we supposed to be collating the thing INEC gave to us? Soft copies we now printed? Why is my [INEC] contact not with [the ballots]…my contact man [was] sitting in the check point…it took me more than two hours to get this man.” As the plotters began to argue, Omisore, who was running for Governor of Osun State on the PDP ticket, tried to calm the room: “I would just say that we don’t have to argue so much, we have seen some lapses [today] yes. BY SAHARAREPORTERS, NEW YORK FEB 05, 2015 1.4K 128 50 Prof. Mahmud Jega Attahiru Jega, chairman of Nigeria’s Independent National Electoral Commission (INEC), has told his aides that he plans to inform tomorrow’s meeting of the Council of State that his commission is fully prepared for the February 14, 2015 elections. According to INEC sources who spoke to SaharaReporters, Mr. Jega indicated that he also intended to brief the council on a few outstanding minor logistical issues which he said INEC would be able to take care of in the next week. The chair of the electoral commission however expressed concern that the Nigerian armed forces, despite openly claiming to be fully prepared for the elections, had refused to meet with INEC to discuss specific roles that each of would play in order to help safeguard electoral materials and distribute them across the nation. One source said that some INEC officials believe that the military’s uncooperative attitude arose from a scheme by President Goodluck Jonathan and his supporters to frustrate the elections. As far back as October 2014, SaharaReporters had disclosed that Mr. Jonathan was less interested in the elections than in the elongation of his tenure. Mr. Jonathan called a meeting of the Council of State to hold in Abuja tomorrow, February 5. Our sources said the president’s major agenda was to persuade former Nigerian leaders, some state governors and opposition figures to agree to the idea of postponing the elections for at least two months. The president’s main argument, according to those familiar with the scheme, is that INEC was ill-prepared to hold elections on February 14. One source told our correspondent that Mr. Jonathan had secured the full support of former military dictator, Ibrahim Babangida, for the postponement of the elections. Mr. Babangida’s political legacy included annulling the June 12, 1993 presidential polls, an action that precipitated a major political crisis in Nigeria for several years. The election had been described by local and foreign observers as freest and fairest. A source told SaharaReporters that former President Olusegun Obasanjo plans to boycott tomorrow’s meeting of the Council of States. As at press time, our correspondence was unable to find out if Muhammed Buhari, the presidential candidate of the All Progressives Congress (APC), plans to attend the council meeting. An aide of Mr. Buhari’s said the presidential candidate would lead opposition governors to the council in order to fight against the extension. Should Mr. Jonathan succeed in postponing the election by two months, Mr. Jega would be approximately one month away from the end of his tenure. , the President will send him on a terminal leave and bring in his replacement to conduct the election, but Saharareporters has learnt that the President doesn’t have any interest in conducting elections instead he is interested in pushing for a two-year Interim Government of National Unity to be headed by him. The Governor of Kaduna state, Ramalan Yero, has threatened to call out his supporters to inflict damage on the opposition All Progressives Congress [APC] if his team is ever attacked while campaigning. Speaking in Hausa language to his supporters at the opening of his campaign on Monday, Mr. Yero vowed swift “revenge” if ever attacked by any one “born of woman”. “If you are born of a woman, please pelt us with stones, when we go out for campaigns. We dare you to destroy or burn our vehicles. Burn our House,” the governor said. “I swear by Allah, anyone who does any of these things, we will revenge.” The remarks came as an escalation of an already tense electioneering ahead of February polls, seen in Kaduna State as a contest mainly between the governor and a former Minister, Nasir El Rufai, of the APC. In the last two weeks, there have been incidents of political violence in Rivers, Plateau and Gombe States, where supporters of different political parties launched gun attacks on opponents, bombed party offices and torched campaign vehicles. He said as governor, he has the power to stop the former minister from even leaving his house. “If I say you should not come to Kaduna, I swear you cannot come. If I say you should not leave your house, I swear you cannot leave,” Mr. Yero said. Despite being the home state of Vice President Namadi Sambo, Kaduna, the former capital of the northern part of Nigeria, also has a strong APC base, giving Mr. El Rufai wide support too. As Minister of the FCT, Mr. El-Rufai’s administration demolished several homes and other structures the government said were illegal or built in contravention of Abuja’s master plan. In his address, Mr. Yero said he also has the power to demolish the former Minister’s house if he wishes to. “If I say they should demolish your House, I swear by Allah, they would demolish it immediately,” he said. “If you think we cannot do it, try us and see, continue with what you are doing, by God’s grace we will show you,” Mr. Yero said. In what appears a fallout of the controversy triggered by the secondary school result of the presidential candidate of the opposition All progressives Congress, Muhammadu Buhari, a Freedom of Information (FOI) request has been sent to the University of Port Harcourt to provide relevant details of the doctorate qualifications of President Goodluck Jonathan. Mr Buhari’s secondary school has since provided a copy of the his statement of result and other eminent Nigerians who were his classmates have come out to say that they sat for the examination with him. A civil society organisation, the Institute of Human Rights and Humanitarian Law, on behalf of one Omano Edigheji, simply described as a Nigerian citizen, is asking that UNIPORT provides the following documents related to the president’s doctorate qualification as stipulated by section 2 and 4 of the Freedom of Information Act 2011: 1. The title of the president’s doctorate dissertation 2. Year of registration as a doctorate candidate 3. Name of his doctorate supervisor(s) 4. Name of his external examiner(s) 5. Comments/ reports of the external examiners on the dissertation/thesis 6. Photocopy of the dissertation/thesis 7. Date of graduation from the university The organisation said it is willing to bear any cost the university might incur in making photocopies of the requested documents and for posting them. The organisation gave the university seven days to provide the documents. Following dispute over the secondary school qualification of Mr. Buhari, raised by the president’s party, the Peoples Democratic Party [PDP] and his supporters, some Nigerians have been calling on Mr. Jonathan to make public details of his doctorate dissertation and other research work he did before he was awarded the degree. President Jonathan has a Bachelor’s degree in Zoology, a Master’s in Hydrobiology and Fisheries Biology and a doctorate in Zoology. All degrees were from the University of Port Harcourt. The president will remain qualified to run even if it is found that he did not complete his doctorate as the minimum qualification to contest for the office is secondary school certificate, and that has not been called to question. An ongoing investigation by SaharaReporters has revealed that former Education Minister Nyesom Wike and Nigeria’s First Lady, Patience Jonathan, collaborated in a number of schemes that enabled them to loot the resources of the Niger Delta Development Commission (NDDC). The commission, which was established to spearhead economic development in Nigeria’s oil-producing delta, has been left financially insolvent, unable for the first time ever to pay salaries to its staff or to meet its obligations to contractors. Patience Jonathan Over a two-week investigation, insiders within the commission told SaharaReporters that Mrs. Jonathan and Mr. Wike, current governorship candidate of the People Democratic Party in Rivers State, caused a large part of the commission’s current woes. A source at the commission alleged that its management gave Mrs. Jonathan N3 billion immediately after the National Assembly approved the commission’s budget. “They said the First Lady had facilitated the passage of the NDDC’s budget without delay by the National Assembly. That’s why they gave her such a huge sum. The payment was recorded as a consultancy undertaking,” the source said. In addition, money drained from the agency is reportedly bankrolling Mr. Wike’s governorship bid. “Barrister Wike is using billions of naira from the NDDC to run his campaign. It is one of the major reasons that the commission has not been able to honor its obligations or pay salaries,” another source at the commission stated. Numerous sources said Mr. Wike had handpicked Itotenaan Henry Ogiri as the agency’s executive director (in charge of finance and administration). The understanding was that Mr. Ogiri, a close associate of the Ikwerre-born governorship aspirant, would dip into the funds of the commission to help finance Mr. Wike’s campaign. Bassey Dan Abia, a lawyer from Akwa Ibom State, heads the commission’s management, which is in its second year. Several disaffected staffers accused the management of financing other political projects across the Niger Delta, contrary to its mandate. Mr. Wike’s campaign is said to enjoy a huge war chest from the commission’s funds. The former Education Minister, who is being backed by Mrs. Jonathan, showers tons of dollars, his preferred currency, on his supporters and underlings, including some ex-militants he has retained to intimidate supporters of his political opponents. For the first time since then President Olusegun Obasanjo rebranded the commission in 2000, the NDDC missed the timetable to pay workers’ salary in January. In addition, senior staff of the commission said they were distressed that their housing, furniture and other allowances have not been paid for the first time since the establishment of the agency. A long time staff of the commission said this was the first time in his experience that the agency had failed to pay salaries in more than a decade. “I was employed here immediately after I graduated from the University and the NDDC started the graduate-training scheme. We have never been owed salary ever. We used to receive our salaries no later than the 22nd of every month. But right now we don’t even know when it is coming,” he said. Another staff said the board of the commission was filled with politicians who are bankrolling the political aspirations of their puppet masters. “We got over 400 billion naira for our budget last year. But look at the situation we are in now. It’s so embarrassing,” the staff said. He said the board members were mere proxies who take orders on how to run the agency from outsiders who are only interested in what they can get from the commission. “They are running this place like a fiefdom, and they receive orders from the politicians that put them here. They have given all the money to their political bosses and now we are in trouble here.” Occupants of the commission’s top management posts, including its chairman (from Cross River State), its executive director for projects (from Delta State), and its managing director (from Akwa Ibom) were accused of funneling funds to partisan political candidates. The governors of their state of origin nominated members of the management board, except in the case of Rivers State, where Mr. Wike chose. President Jonathan and Governor Chibuike Rotimi Amaechi of Rivers have been in a long running political feud. The NDDC was set up to fund projects designed to ameliorate the environmental degradation in the Niger Delta caused by oil exploration. The area produces more than 80% of Nigeria’s wealth.
