Personal terms is between agent and the bidding club. The selling club plays no role in it and when it is agreed is different from when it is signed. And yes, agreeing with it means if the bidder matches what the seller wants for the transfer, the player will accept the personal terms offered by the bidder.

You know this is Liverpool's 5th pre-season game right? In other words, they have played more games than City. They are still cranking it up but they are clearly at a more advanced stage than City. City lost 1-0 to Tottenham in the first league game after losing to Leicester. You people wonder why City's peak is delayed to commence towards December. It is by design. We play less preseason games and use the first real competitive games to build match fitness.
