Foreign Affairs / Viktor Sokolov Seen In Video After Ukraine Said It Killed Him by Antiochus(m): 1:27pm On Sep 26, 2023
Viktor Solokov, Moscow’s top admiral in Crimea, was shown in a Russian defence ministry video conference after allegedly being killed in a weekend missile attack.

Viktor Sokolov, commander of Russia’s Black Sea Fleet in Crimea, has been shown attending a meeting a day after Ukrainian special forces claimed he died in a barrage of missiles.

In video and photographs released by the Russian defence ministry and shown on state television on Tuesday, Sokolov is seen taking part in a video conference with Defence Minister Sergey Shoigu and other top admirals and army chiefs.

Sokolov, Anton Gerashchenko, adviser to Ukraine’s minister of internal affairs, posted the admiral’s name and a photo on social media.

The defence ministry released a statement saying the meeting had taken place earlier in the day. Sokolov appears on screen several times without speaking.

Russia has suffered a string of attacks on the strategically important port of Sevastopol in recent months.

‘Senseless slaughter’

Sokolov was appointed commander of the Black Sea Fleet in September 2022.

According to media reports, his predecessor was removed after Ukraine’s sinking of the missile cruiser Moskva, the flagship of the Russian Black Sea Fleet, a few months after Moscow’s full-scale war against Ukraine began.

Earlier on Tuesday, Kremlin spokesman Dmitry Peskov declined to comment on the Ukrainian claim about Sokolov’s demise, referring reporters to the defence ministry.

In the video released by the ministry, Shoigu said more than 17,000 Ukrainian soldiers had been killed in September and 2,700 weapons, including seven American Bradley fighting vehicles, were destroyed.

“The Ukrainian armed forces are suffering serious losses along the entire front line,” Shoigu said, adding the Ukrainian counteroffensive had so far produced no results.

“The United States and its allies continue to arm the armed forces of Ukraine, and the Kyiv regime throws untrained soldiers to their slaughter in senseless assaults,” Shoigu said.

Kyiv’s offensive continues

Ukraine’s counteroffensive has yet to yield significant territorial gains against Russian forces, which control about 17.5 percent of the internationally recognised territory of Ukraine.

According to a September 19 scorecard by the Belfer Center at Harvard’s Kennedy School, Russia has gained 90 sq km (35 square miles) of territory from Ukraine in the past month while Ukrainian forces have taken 41 sq km (16 square miles) from Russian forces.

Kyiv has stepped up attacks in the Black Sea and on the Crimean Peninsula as its forces press on with the nearly four-month-old counteroffensive to take back Russian-occupied territory.

Russian territory, including the capital Moscow, has been subject to numerous drone attacks in recent months.

Foreign Affairs / France To Withdraw Ambassador, Troops From Niger After Coup: Macron by Antiochus(m): 10:25pm On Sep 24, 2023
The new military rulers had been demanding the exit of the French ambassador and troops after President Macron refused to recognise the coup.

French President Emmanuel Macron says his country will withdraw its ambassador and troops from Niger in the wake of the July coup that overthrew democratically-elected President Mohamed Bazoum.

“France has decided to withdraw its ambassador. In the next hours our ambassador and several diplomats will return to France,” Macron said in a televised interview on Sunday.

He added that military cooperation was “over” and French troops would withdraw in “the months and weeks to come” with a full pullout “by the end of the year”.

France has maintained some 1,500 troops at its base in Niger and refused a request by the new military rulers for its ambassador to leave.

Thousands of people have protested in recent weeks in the capital Niamey, including outside a military base housing French soldiers. The new rulers had been demanding the exit of the French ambassador and troops after Macron refused to recognise the coup.

The development comes as France’s troops have also been asked to leave its former colonies Mali and Burkina Faso.

“This is definitely a small victory for the government in transition, and perhaps an embarrassment for the French who have seen Mali, Burkina Faso and now a third country in the Sahel where it is being asked by the government in place to leave the country,” said Al Jazeera’s Nicolas Haque, reporting from Senegal’s capital Dakar.

“He [the French ambassador] has essentially been held hostage inside the embassy. The Niger security forces wouldn’t let anyone in or out. He has been surviving on the food rations inside the embassy.”

Sahel region

The regional bloc the Economic Community of West African States (ECOWAS) imposed sanctions in the wake of the July coup, and warned that it could intervene militarily if diplomatic efforts to return Bazoum to power fail, as a last resort. But ECOWAS dialed back its rhetoric as regional countries threw their weight behind the new military rulers.

Sunday that “France has decided to bring back its ambassador, and in the coming hours our ambassador and several diplomats will return to France.”

Macron reaffirmed France’s position that Bazoum was being held “hostage” and remained the “sole legitimate authority” in the country.

“He was targeted by this coup d’etat because he was carrying out courageous reforms and because there was a largely ethnic settling of scores and a lot of political cowardice,” he said.

Macron noted that France’s military presence in Niger was in response to a request from Niger’s government at the time.

Niger’s military rulers ended military cooperation with France following the coup after claiming that Bazoum’s government was not doing enough to protect the country from the armed rebellion in the country’s west, which is part of the semi-arid Sahel region.

In the last decade, the Sahel region that stretches to central Mali, northern Burkina Faso and western Niger has become the epicentre of violence by armed groups linked to al-Qaeda and ISIL (ISIS).

Western countries had partnered with Bazoum to tackle the growing influence of armed groups, and poured millions of dollars of military aid and assistance to shore up Niger’s forces.

Meanwhile on Friday, the military government accused United Nations Secretary-General Antonio Guterres of “obstructing” the West African nation’s full participation at the UN’s annual meeting of world leaders in order to appease France and its allies.

US and it allies are helping Ukraine to escalate the war seriously. Take a look at the naval command in Crimea that Ukraine hit and I know it was western intelligence that helped Ukraine to carry out that attack. Ukraine is now emboldened and and it is about to receive the long range ATACMS system from US. I ask, does Russia even have redlines anymore?

Foreign Affairs / Poland No Longer Supplying Weapons To Ukraine Amid Grain Row by Antiochus(m): 5:08pm On Sep 21, 2023
One of Ukraine's staunchest allies, Poland, has said it is no longer supplying weapons to its neighbour, amid a diplomatic dispute over Kyiv's grain exports.

Prime Minister Mateusz Morawiecki said Poland's focus was instead on defending itself with more modern weapons.

Poland has already sent Ukraine 320 Soviet-era tanks and 14 MiG-29 fighter jets and has little more to offer.

However, the remarks coincide with high tensions between the two neighbours.

On Tuesday, Poland summoned Ukraine's ambassador over comments made by President Volodymyr Zelensky at the United Nations after Poland, Hungary and Slovakia extended a ban on Ukrainian grain.

Mr Zelensky said it was alarming how some of Ukraine's friends in Europe were playing out solidarity "in a political theatre - making a thriller from grain".

Warsaw denounced his words as "unjustified concerning Poland, which has supported Ukraine since the first days of the war". The two countries have since sought to cool the row down.

Mr Morawiecki was interviewed on Wednesday night by the private Polsat news TV channel hours after the Ukrainian ambassador had been summoned to the foreign ministry in Warsaw in response to the Ukrainian leader's speech.

"We are no longer transferring weapons to Ukraine, because we are now arming Poland with more modern weapons," the prime minister said.

He was adamant Poland was helping Ukraine defeat the "Russian barbarian" by maintaining a military hub, but would not agree to Poland's markets being destabilised by grain imports, Polish state news agency Pap reported.

"Our hub in Rzeszow, in agreement with the Americans and Nato, is fulfilling the same role the whole time as it has fulfilled and will fulfil."

Poland's military hardware has been depleted by about a third through transfers to Ukraine and Warsaw is in the process of replacing it with modern Western-produced kit.

Arms exports to Ukraine will not stop completely as Polish manufacturer PGZ is due to send about 60 Krab artillery weapons in the coming months. Government spokesman Piotr Muller later clarified that only previously agreed deliveries of ammunition and armaments would be delivered, including those from contracts signed with Ukraine.

Asked about the prime minister's comments, Polish state assets minister Jacek Sasin told Radio Plus on Thursday that "at the moment it is as the prime minister said - in the future we will see".

Poland's ruling Law and Justice party has stepped up its rhetoric in recent weeks in the heat of an acrimonious election campaign, ahead of a 15 October vote, and it has sprung to the defence of Polish farmers who feel threatened by imports of Ukrainian grain.

Russia's full-scale invasion forced Ukraine to find alternative, overland routes when the main Black Sea shipping lanes were all but closed.

That in turn led to large quantities of grain ending up in Central Europe.

Consequently, the European Union temporarily banned imports of grain into five countries, Bulgaria, Hungary, Poland, Romania and Slovakia, to protect local farmers, who feared Ukrainian grain was driving down the prices locally.

When the ban ended on 15 September, the EU chose not to renew it, but Hungary, Slovakia and Poland have maintained the ban, despite the European Commission emphasising it was not up to EU member states to decide broader trade policy.

Earlier this week, Ukraine filed lawsuits to the World Trade Organization (WTO) against those countries over the bans, which it said were a violation of international obligations.

Ukraine's Economy Minister Yulia Svyrydenko said that it was "crucially important for us to prove that individual member states cannot ban imports of Ukrainian goods".

Sources said on Thursday that Kyiv had agreed to withdraw its lawsuit against Slovakia, after the two countries said a grain licence system would be set up in the coming months.

Poland has so far said the ban will stay in place, and a "complaint before the WTO doesn't impress us".

Mr Morawiecki said they would increase the number of banned products from Kyiv if Ukraine escalated the grain dispute.

However, Polish Agriculture Minister Robert Telus spoke on Thursday with his Ukrainian counterpart, Mykola Solskyi, and Kyiv said the two neighbours had agreed to seek a solution in both their interests.

Despite the ban, the three countries continue to allow grain to be transported through them to other markets.

French Foreign Minister Catherina Colonna said on Wednesday that an EU study revealed Ukrainian grain imports would not cripple European farmers, and described the tensions as "regrettable".

Poland has provided much support to Ukraine as it defends itself against Russia, urging Germany to provide the country with Leopard 2 battle tanks, pledging fighter jets to the country and welcoming more than 1.5m refugees from Ukraine.
