PHC are usually an outpatient outpost and are not for keeping patients for more that 24hrs. Any need to keep a patient will be transferred to a standard hospital or GH.

Well, the problem now is that the older we become, the more difficult it becomes to walk up to strangers and start having conversation. You can establish familiarity first, then it will be easy to make your intention known. Facebook is also there, look for ladies in your city of residence.
