The man is financing corruption, when Ambode was the governor he awarded and executed many contracts which are visible and we didn't hear anything about borrowing, but this governor hasn't executed any contract unless the one Ambode started and almost completed. Ambode was rigged off the sit because they just wanted to continue stealing and Ambode was against it.
