Yes, isi ndigbo means head of the igbos and not necessarily regarded as a king which the yorubas always translate as being offensive. In any city where there is large number of a particular tribe it's only logical to have a head for the purpose of progressive engagement both economically and politically.

Maybe they should change the name to "Ísí Ndigbo" instead of the "Eze ndigbo".
