The president made the promise when he called on the Emir of Bauchi, Alhaji Rilwanu Adamu, in Bauchi, on Thursday.

Jonathan also promised that he would reinvigorate and revitalise ailing industries to create jobs for the teeming unemployed youth.

He added that his administration would evolve commercial agriculture, as part of efforts to revitalise the economy.

He said within few months as president, he restored supply of petrol, adding that it was an indication that he would do more if given the mandate in 2011.

Jonathan said the Federal Government would ensure proper placement and recognition of traditional rulers in the scheme of things in the country.

* U.N. assembly approves Ouattara's list of envoys
* U.N. peacekeepers worried about marking of houses

By Louis Charbonneau

UNITED NATIONS, Dec 23 (Reuters) - The U.N. General Assembly on Thursday recognized Alassane Ouattara as Ivory Coast's legitimate president, after the United Nations said he beat Laurent Gbagbo in last month's presidential election.

The 192-nation General Assembly formally recognized Ouattara by unanimously deciding that the list of diplomats he submitted to the world body be recognized as the sole official representatives of Ivory Coast at the United Nations. The country's new U.N. ambassador is Youssouf Bamba.

Gbagbo has refused to quit following a Nov. 28 election that African countries, Western powers and the United Nations say was won by challenger Ouattara, sparking a political crisis that has killed at least 173 people and threatens to reignite the country's 2002-2003 civil war.

The move by the United Nations will serve to strengthen Ouattara's claim to be the legitimate leader of Ivory Coast and deepen the isolation of Gbagbo, who has few supporters across the international community, U.N. diplomats told Reuters.

Gbagbo's U.N. ambassador, Alcide Djedje, already has left New York, as have all of his staff, Western diplomats told Reuters, adding that they had taken computer hard drives from the Ivory Coast mission with them. Djedje is now Gbagbo's foreign minister.

Separately, the U.N. peacekeeping force in Ivory Coast, known as UNOCI, said it was concerned about "severe violations of human rights and acts of intimidation" in parts of the country's main city Abidjan and in western Ivory Coast.

"These acts include identifying dwellings by marking them with distinctive signs," UNOCI said in a statement.
"At night, armed individuals enter people's residences to perpetrate abductions or commit other crimes," UNOCI said.

Diplomats in New York said that the marking of homes was worrying, because it could indicate that some groups were preparing for ethnic violence.

UNOCI is facing difficulties since its supply trucks and patrols are being blocked by forces loyal to Ggagbo, it said.

The peacekeeping contingent has also warned that pro-Gbagbo forces were blocking access to what could be a mass grave near Abidjan.

Uganda's U.N. Ambassador Ruhakana Rugunda also spoke about Ivory Coast during a news conference to discuss his country's two-year stint on the U.N. Security Council, which comes to an end on Dec. 31. He urged Gbagbo to step down and hand power to Ouattara, but added that Ggagbo deserved a smooth departure.

"It's important to ensure that Gbagbo has a proper exit, so that he can exit power" by either remaining in Ivory Coast with security guarantees or moving to a neighboring country, Rugunda said. (Editing by Xavier Briand)

North Disowns Atiku; Campaign In Trouble
Posted By On December 23, 2010 @ 2:36 pm

The Abubakar Atiku campaign for the presidency is tottering in the wake of several deadly blows the former vice president received in the past 24 hours.

But the campaign organisation will not admit it yet that matters are on the downside, about three weeks to the presidential primary of the ruling People’s Democratic Party. The most punchy of the blows was delivered by Governor Sule Lamido of the North Eastern state of Jigawa, who deflated Abubakar’s claim to being the candidate of the North, by openly declaring support for President Goodluck Jonathan.

Lamido, an Obasanjo ally, said in Dutse that for the sake of peace and tranquility in the PDP, the candidature of President Goodluck Jonathan must be supported by all and sundry within the party.

Lamido disowned Atiku as the consensus candidate of the North, saying: “We are talking of who will be the president of Nigeria under the platform of the PDP and therefore, we are not party to the so-called consensus candidate, because the issue is a party affair not a sectional or regional matter. Whoever emerges will be the president of the whole country not a particular section or region.”

As if this was not enough disappointment for the Atiku camp, it’s campaign coordinator in the state, Alhaji Saleh Ahmed Danzomo jumped ship and pledged allegiance to President Goodluck Jonathan campaign team. Danzomo appeared to be taking his cue from the position of his boss. As he told reporters, he cannot see himself working for another candidate against the interest of the state Governor.

“I can not be a hypocrite; my boss pledged his allegiance to Jonathan and myself going to another side. Since Lamido has expressed his support to Jonathan, it means I have no other option than to dump Atiku campaign organization and join the same path with my boss.”

Lamido explained why he has to dump Atiku: “We resolved as a party to uphold our victory of 2007 by further supporting Goodluck ticket in 2011. He is our own and we cannot disown him. If anybody feels he has a candidate, let it be, but we, in the PDP, our own is Goodluck. Here is a serving president under our party platform, so what moral justification do we have to replace him with some one else?’’

According to Lamido, “Atiku has abandoned the party at a point and fought it, why is he now coming back to ride on its back to attain his ambition.”

In a reaction to the bad developments from Jigawa, spokesman of the Atiku Campaign Organisation, Mallam Shehu Garba told P.M NEWS this morning that Danzomo left the Atiku campaign because he was not chosen to be the coordinator of the campaign in the state, following the merger of the campaign structures of the four candidates that agreed to anoint Atiku as the consensus candidate.

“The coordinator for Babangida was chosen to carry the mantle. Apparently, this gentleman was hurt by that decision.’’

Garba also described Lamido’s decision to back Jonathan as ‘personal and selfish.’ “The Governor’s position does not reflect public opinion in the state.’’

”Lamido is actually opposed to Northern presidency at this time because he wants the office in 2015. His deal with Jonathan is on the basis that Jonathan will back him for presidency after two terms as governor,” Garba said. But Jigawa is not the only worry of the Atiku campaign as Niger State, the home of Ibrahim Babangida, appears too to have chosen to dump Atiku for Jonathan. Deputy governor of the state, Ahmed Ebeto stated the political position of the state at a forum of North Central states backing Jonathan. He said since Babangida had dropped out of the race, the state had since shifted to Jonathan. The state, he said, does not recognize the consensus candidate picked by the North.

In the last 48 hours, President Jonathan has been gathering endorsements from various geo-political zones of the country, making him the front-runner in the race for the party’s nomination on January 13, if all the pledges materialized at the convention ground. But Atiku too has been wooing the same delegates and believes he will upset Jonathan.

The Northern question revisited: What does the North want?
My Layman's View, Politics Dec 23, 2010 By Adisa Adeleye

In my previous article where I examined the problems of ‘Question‘ in the context of ethnic politics in Nigeria, I came to the conclusion that the ‘Ibo Question‘ is being addressed through placement of Ibos in strategic positions on merit. For example, a new Chief of Army Staff has been appointed and an Ibo Inspector-General of Police has just retired.

The ‘Yoruba Question‘ has always been self_inflicted as that race, without any struggle, has produced people in many sensitive and strategic areas of power. Chief Olusegun Obasanjo, a past President was able to hand over power to a Northerner, according to the dubious zoning arrangement. It was believed in certain political circle, and justifiable so that the ‘Northern cabal‘ facilitated the rise of Obasanjo from prison (in which he was put by a Northerner) to pacify the troublesome Yorubas whose successful presidential election was annulled by another Northerner – General Babangida (rtd). It is now6 that we are being told of the existence of a party arrangement that would ensure the periodical sharing of booties between the South (Yoruba) and the North (Hausa/Fulani).

The beauty of zoning, according to some analysts, is in its charter which recognizes the right of others in Nigeria to the privilege of high offices, beside the divine claims of Yoruba, Hausa/Fulani and Ibo.

That principle which by divine intervention has led to the elevation of one from one of the smallest tribes in Nigeria to the post of the President of Nigeria and also allowed the emergence of a Christian Governor (from a minority tribe) in a predominantly Muslim Kaduna State, should have run its full course, and divinely satisfactorily, too. The appearance of President Goodluck Jonathan, under normal circumstances, should have pointed the road to solving the ethnic minority problem in the country.

The surprise of the season (actually it should not be a surprise to students of History) is the claim by some sections of the North that the decision of President Jonathan to contest in 2011 is a terrible thing to be resisted, if possible, by force. According to the candidate of the North, Atiku Abubakar at the recently held Northern Political Forum, ‘if the PDP refuses to reform itself, it starts the chance of becoming irreverent‘. To the executive, the consensus candidate of Adamu Ciroma Committee advised those who make peaceful change impossible, make violent change inevitable‘.

It is unfortunate that Atiku Abubakar chose to talk about ‘reform‘ in the PDP, the party that forced him out in 2007 to seek the Presidential nomination under Action Congress (AC). Without any tangible reform, he has returned to the same party to contest for the Presidential ticket. Where is the political principle? Why has integrity disappeared suddenly because of ambition to become the President?.

The Action Group (AG) of old daubed the late Adeleke Adedoyin as ‘Sarkin Tulasi‘ in his failed attempt to become AKARIGBO of REMO Shagamu by all means; Atiku Abubakar could become modern ‘President Tulasi‘, if he fails to curb his personal ambition and the unguarded but dangerous statements of his supporters.

If it may be appropriately asked, ‘What does the North want? The answer to this intriguing question seems to me to be absolute security arising, from morbid fear of the South. The fear is based on misunderstanding or unwillingness to understand other Nigerians called Southerners in the North and whose migrating citizens are confined to Sabongeris (foreigners‘ settlements). The modern Nigeria is confused when faced with the thoughts of old Northern leaders on the Nigerians Unity Project. The Editor of a Northern Newspaper once mused, ‘we‘, on reflection consider that a mistake was made in 1914 when the North and South were joined together‘.

During that colonial era, the fear of ‘Southern domination‘ of the North was strong and the unfortunate coup by ambitious army officers in 1966 which eliminated the notable Northern political leaders and many senior military officers appeared to be the confirmation of a plan towards the objective Gen. Aguiyi Ironsi‘s decree abolishing the regions did not help the situation and the violent and murderous reaction of Northern soldiers to the political situation of the period led directly to the unnecessary and costly BIAFRAN WAR.

Before 1960 and after Independence, the attitude of the old North, led by the Hausa/Fulani leaders had always been like, ‘we must rule or be a part of the ruling caste‘, or otherwise, ‘there would be absolute confusion. The Northern view has been unchanged over the years even under the reign of NPN where zoning was first introduced with President (North) and Chairman of the Party (South). Northern views had also been made very clear in all attempts to forge unity either in Constitutional conferences before Independence or after, before the Civil War.

Many lovers of peace would expect President Jonathan to convey a Conference of Nigerians to examine the problems of how Nigerians could live together without the fear of genocide in the North, or violent break_up of the country because we fail to address the real issues. It is a pity that President Jonathan has not given serious thoughts to this type of dialogue while fixing his gaze on 1914, the year of the amalgamation of Northern Provinces and Southern Provinces to become Nigeria.

‘There is danger in the pot, cried the sons of the prophets to Elisha‘. There is more poison in the melting pot of Nigerian politics when the remembrance of the works of the late Sir Ahmadu Bello comes to mind. ‘…, The mistake of 1914 has come to light and I should like to go no further‘. Atiku Abubakar himself has spoken. What next?

Politics Dec 23, 2010 By Emmanuel Aziken, Political Editor

ERSTWHILE Vice-President Atiku Abubakar now a leading presidential aspirant on the platform of the Peoples Democratic Party (PDP) last week had an interactive session with some of the country’s senior media executives. He used the opportunity to ventilate on matters pertaining to the 2011 presidential contest, the heavy load of government overhead on public finances and perception of corruption around him. Excerpts:

What is your reaction to the recent endorsement of President Goodluck Jonathan by 21 PDP Governors?

I will like to concede to them whoever they want to endorse in their individual capacities. The only thing I will argue here is that I don’t object you having the right to vote for whoever you want, but I will object if you will dictate to some other persons to vote people who it is not their conscience or their choice to vote for. So, if a Governor as an individual has decided to vote for Jonathan, fine, but do not carry it more than that because this is a democracy. Allow also other delegates to elect whosoever they want to elect, make sure we have a credible process, do not use your position to intimidate other people to vote for people who they do not want to vote for.

As far as I am concerned, that is not a big deal.

What then are your chances?

My chances are extremely very good because me, I talk to the delegates, one on one, he (Jonathan) believes in using the Governors to secure the delegates, so at the end of the day we will see whose strategy is better.

Me, I believe in talking one on one with the delegates, he believes in using the Governors to make sure the delegates conform.

But I think that he has realized that the Governors alone cannot give him those delegates, so he is now beginning to go from one place to the other meeting delegates and also giving them.

The issue of a minimum wage has become a major challenge for the States. What is your view on this?

My view is that it is not in tune with true federalism for you to have standard or common projects across the country because if some of you were old enough to remember when this country had three regions, North, West and East, their salary structures were completely detached.

Everything of theirs were in tune with true federalism. Today, Akwa Ibom earns the largest share in revenue allocation, they take about N29 billion per month and this N29 billion is almost what all the 19 northern states take per month. So, how would you expect any one of these States to pay the same wage with Akwa Ibom. It is totally unfair, totally unfederalism, it is not in tune with true federalism, this is the way I will like to pursue it.

I will be realistic about it and people will have to understand that the various States are not the same.

Your determination and pursuit of the ticket shows some elements of desperation. Are you desperate?

I am not desperate about 2011. I have never been desperate about anything at all because if you follow my career you will not find any desperation. If I had been desperate, I would have been President long time ago.

I wouldn’t have stepped down for Abiola in 1992, I wouldn’t have given Obasanjo a chance in 1998, I had the PDP in my hands (like this), I would have taken the nomination in my pocket and I wouldn’t have given him the chance in 2003 when everybody said come and take it over. So, I am not desperate about it, I will wait for the right time, whenever God says is the right time and Nigerians say is the right time. I am not desperate about it. What am I looking for? I have money to eat till I die!

A number of Nigerians are really worried about the level of overhead expenditure by the various governments. How would you approach it if you are elected President?

Almost 80 percent of government income is spent on recurrent. This is what is used in paying salaries, allowances and all that. I want to reverse it.

I want to propose to Nigerians that every money that is earned from petroleum resources we should use it to develop our country’s infrastructure and every money we make from the Federal Inland Revenue Service, from taxation to VAT and so on and so forth we should use it as recurrent. Unless you implement this shock therapy you will not develop this great country, we all have to make sacrifices.

80 per cent of your income is going into recurrent, so I was thinking one day, why cant we reverse it? All the money we earn from oil let us dedicate it to develop infrastructure, education, power and jobs and so on and so forth.

And every money we get from Inland Revenue Service for recurrent.

That will even make the FIRS even more efficient.

Can your plan scale through the National Assembly?

I will dialogue with the National Assembly and I want to believe that they will put the interest of this country before their own selfish interest.

There is this persisting insinuation especially in the last two months that you are a corrupt person. Are you really corrupt?

I will agree with you that in the last two months when most people in PDP didn’t give me a chance to first of all return to the party, secondly they didn’t give me a chance of getting the waiver and thirdly, they didn’t give me a chance of running for the presidency. I proved them wrong in all ways, but we must remember that this corruption perception started when I was in office since the year 2000. It started from the presidency, it was a grand design to put the garb of corruption around me so that I would be ineligible to either contest or threaten anybody.

Every government machinery both at home and abroad was used to execute this grand design and I made sure that I insulated myself from that because if I did not insulate myself…

I believe you would agree with me that nobody has been so investigated in office as I was.

As chairman of COJA which the President gave me and I executed faithfully. He set up three different investigations one after the other to make sure that they found me with something, but unfortunately, I knew where he was heading.

There was no single COJA contract that I made sure that he (Obasanjo) did not approve even though I had the power to approve it, even if it is ten naira, I took it to him and he approved it. So, how can you get me?

I was discussing with a top US government official (and he told me) that it was written about me that I was corrupt, that I am a thief, I am this and that. The comment of the US authorities was very uncomplimentary that this is unbecoming of a President to write about his vice like this.

In the course of my travels I have met many Heads of State in Africa and outside who have told me “but your President said you are corrupt but we don’t find you like that.”

So, this corruption toga was deliberate to make sure that I am totally eliminated from the political process in this country because somebody felt I am a threat or I would be unstoppable and so on and so forth. But if I am that corrupt, haba all these years why is it that, up till now, if you said that as Vice-President I had immunity, I no longer have immunity, no agency in Nigeria, no Police Station has invited me to question. No agency and like it is popularly being said that I cannot go to America and so on and so forth.

America is not the kind of country that if you break their laws that they will let you go, wherever you may be they will pick you up! Anywhere!

Yes, America investigated my transactions and I provided all information that they needed but they never found where public money went into my business account. And it is everything I gave them to go through and all they could come up with was, suspect funds!

What is the definition of suspect funds?

I don’t even have to tell my wife where I earn my money, I don’t know how many of you tell your wives how you earn your money.

It is not only in Nigeria that I have business, I have business in Angola, I have business in Gabon, Congo Brazaville. I have been in these businesses for the past twenty seven years.

So, please if you have any evidence go and help the authorities so that they can call me for questioning and ask me.

What is even more painful to me is that they write all these things and I have children, I have wives, they read, they go through pain and they know that I am not what these people are writing about or what they are saying. I come back home and they look at me, sometimes my children send me e_mails what nonsense is this?

From PF (Peoples Front in the late eighties) I was a multimillionaire even then. When we declared our assets in SDP, I was one of the few people who was then a multimillionaire. Haba!

you have lied so much that even you are now starting to believe your own lies. where has okah ever said that the texts or calls came after he was arrested and in jail? he has never said that so where are you getting your information from? what he has said was:

he was arrested late on that same day on the evening of the 2nd.

are you schooled at home? i hope your parents don't spend any money on your education because you are a very simple boy.
Like I said, you are punch drunk and just making up stuff to argue with in typical akara seller style, just so it seems like you've said something.

NEXT asked if his phones were not seized by the South African authorities, and he responded: “I have saved the message on another phone. Shortly after I got the text message, Dopkesi (IBB’s campaign manager) was arrested. I will not release the message now because if I do, the next thing they will say is that someone/IBB has paid him to do this. As they continue to sour my name the more, I will release the message.”

The argument has always been about Okahs so called access to phones after he was jailed. The questions have always been if the person that spoke to Al Jazeera and Next was Henry Okah or someone else; how that person could read text messages word for word from a phone that had been siezed by the police etc etc.

Dunce.

are you mad. the man was not in prison on the 1st. the text messages were sent on the first. you own prosecution team is stating that he was sending texts on the 1st. why the hell are you rambling on about anything else. weirdo
Hmmmmmmmmmm. You don't even know what you are arguing about anymore? Na wa!

I see you are now punch drunk, no real surprises, cos I'm like a super-heavy weight while you are fly-weight or maybe we should create a new class called mosquito-weight.
I guess one of them bad punches caused your lil brain to fall out of one of your ears! grin grin grin grin

Of course, your lord and idol, Okah made very incriminating calls and texts (which is why he is deservedly locked up today without bail), he made those communications before he was kept out of mischiefs way by the SA authorities.
Now, please pick your lil brain from the floor, reattach it between your ears and listen; the calls and texts that we pooh-pooh are those he claims to have made after being banged behind bars and after his phones and computers were siezed. Can you engage with that mentally? No?

Are you yinka85?

appletango:
you simple minded monkey. was okah in prison on the 1st.
You pre-evolved link between man and ape; find out when Okah's phones were siezed and why you made the useless defense that he borrowed a friends phone, and why Henry Okah (or whoever spoke to Next) made the equally useless defense that text messages had somehow been saved on another phone. When you have run those errands, it would greatly assist your learning process to find out why courts never accept duplicate copies of any sort.

appletango:
so YOUR OWN prosecution has presented evidence saying that he was sending messages on the 1st, but somehow by your reasoning he wasn't able to receive any texts because he was safely tucked away in prison?

yam head.
Are you now claiming that the so called interviews with Al Jazeera and Next happened on the 1st? Chineke me e!! shocked
Dude, aside from you deluded folk, no one can twist logic so shamelessly and still convince themselves that other people take their word seriously. Damn!

if i lose my phone i will got out and buy a new one immediately or i will use one of my friend's in the meantime. to think i man like okah only has access to one phone is just a moronic argument - one that's typical of nigerians; you guys are the masters of misdirection.

it's like beaf and his silly picture of the unclothed man. who cares if it's one man or two or four of fifty. the point is that there where unclothed men walking around in thongs and beating drums - all the rest is small print. beaf is like the man who meets a two headed dragon and yet afterwards only wants to discuss whether or not the dragon has a mobile phone.
You're just as dimwitted as kobojunkie who claims no one does forensics on phones! NL go kill pesin wit laf one day sha!
So, in prison, you ask for your friends phone? And he gives it to you? That would have to be Chima Orlu or Ben Jessy, his partners in crime, either that or a dimwit (we see that their population is very high).

Of course, you wouldn't care that Sahara Reporters forged a picture as evidence of a news item, would you? Dishonesty is a hallmark of Atiku followers; their man was sacked from custom for corruption, is wanted in the US for laundering $40m, forged a PDP poll last week. . . The shameful list goes on!

Now we are going to conclude they conducted forensics on the  PHONES. . . ugh with the injecting of thoughts and delusions . . . . these people are too much. ROFLMAO!!
This is the same man that South African police do not deny had access to his phone when he was released, and probably had access to phone to conduct the interview with Al jazeera from detention.
Deny? shocked

. . .That they siezed his phones and computers? Damn!
E be like say na stones de inside some peeps dem head! The police siezed his phones and computers, so what are they going to be denying?

You guys working on a new set of text messages?
. . .And what are you working on? If not almost certainly phantom text messages Okah claims to have recieved? There is a tragic dimwitedness about Atiku followers that is intriguing to the onlooker, witness Okah's own words and then play your dim bulb arguments to amaze us:

NEXT asked if his phones were not seized by the South African authorities, and he responded: “I have saved the message on another phone. Hellooooooooooooooooooo!!!

"I have saved the message on another phone"
. . .How did you do that? How is that possible? Damn! In other words sir, you are quoting a set of text messages you sent yourself? . . .And a pack of shallow neanderthal bottom dwellers are hanging on your every word? Sir, I humbly prophesy that by this time next year, they would have made you the new Jesus! Rejoice!

What a foolish argument! You claim to be an IT person, yet don't know how long it takes to do foresnsics on computers? Kai!!!!! shocked
Where on Earth have siezed computers been released in a couple of days? Stop lying shamelessly, except for the benefit of your fellow travellers in the dimwit wagon, the rest of us clued up folk know for certain that none of Okahs phones or computers were returned to him. In fact, the judge of the case had to make a special request for transcripts, because SA Police would not release the physical phones or computers.

Why una de lie like small small pikin sef?
