In ranking Nigeria amongst the worst place for a child to be in 2010, a report by the Global Campaign for Education (GCE) has stated that Nigeria has more children out of education than any other country in the world.

The report claims that an astounding 8.2 million children are not provided with adequate education in Africa’s most populous country. Comparing the nation’s wealth with the apparent low standard of education, the report claims that “the report is made all the more appalling by the fact that Nigeria is far from poor, by African standards. On paper at least it is among the continent’s richest countries, the world’s sixth largest producer of crude oil. But decades of failure to invest in education have left the basic school system hardly functioning, especially in the country’s impoverished north.”

For Primary education, the report claims many students drop out of the school in their first year of education due to ‘unequal provision of education’ and this it argued, is caused by the lack of political will to address and arrest the issue. “A lack of political will is a major factor in the country having the highest number of children out of school in the world. Gross inequality in the provision of education has led to 8.2 million children out of primary school with many more dropping out within the first year.”

Poor attendance, imbalanced education

The report particularly criticised the northern region of the country for an abysmal amount of children denied good education. “Over half of these children are in the north of the country, with girls suffering the most with many receiving just six months of education in their lives. In the largely Muslim north of Nigeria, attendance rates are below 50% at primary school and of those only one in every three pupils is female (nationwide, the proportion is five boys to four girls)” it noted.

The GCE report is coming just as the National Education Council of Nigeria (NECO) on Monday released the 2010 results and over 79% of the students that sat for the examination failed in English language; the nation’s official language.

While over 80% of the students failed the entire exam last year.

Nigeria was however not listed in the list of the bottom 10 countries that are worst for a child. The countries which are predominantly African nations include Somalia, Eritrea, Comoros, Ethiopia, Chad, Burkina Faso, Central African Republic, Mozambique, Zimbabwe, Liberia and Haiti. Tanzania and Mozambique were however commended for halving the number of children out of school, while Rwanda is said to have made strong efforts to ensure that there are enough professionally trained teachers.

The report noted that delivering education for all is highly achievable and brings other poverty dividends such as reducing HIV deaths by seven million and doubling child survival by 50% if mothers are educated.

The President of the Global Campaign for Education Kailash Satyarthi in a statement to political leaders warned “if scientists can genetically modify food and NASA can send missions to Mars, politicians must be able to find the resources to get millions of children into school and change the prospects of a generation of children.”

GCE called on leaders meeting at the United Nations in New York this week, to make funding for education a priority in order to meet the target of universal access to basic schooling by 2015.

It argues that “poor countries should spend 20% of their national budget on education, abolishing school fees and be supported to hire an additional 1.9 million teachers so that every child can have access to education.” It called on rich countries to “direct their aid budgets at the poorest countries or where inequalities of education are most extreme, rather using their aid budgets to underwrite the University systems.

Jega, party chiefs okay polls for April
Headlines Sep 21, 2010 By Ben Agande & Gbenga Oke

ABUJA—CHAIRMAN of the Independent National Electoral Commission, INEC, Professor Attahiru Jega, yesterday, said the commission would need up to April 2011 for it to be able to conduct elections that would not only be credible but would be seen as ‘Grade A’ by all stakeholders and observers.

Jega’s proposal was in agreement with leaders of the political parties at a meeting in Abuja, that the timeline for the primaries and other activities leading to the conduct of the elections were not feasible and should be shifted to enable the commission to perfect its preparations.

Jega who stated this when he met with the leadership of registered political parties in the country also said the commission’s decision to seek more time was not borne out of any ‘hidden agenda’ but to ensure that the huge expectations of Nigerians for a free, fair and credible elections were met.

Vanguard gathered that INEC chairman’s position was also endorsed by majority of the leaders of all registered political parties in attendance at the meeting including Peoples Democratic Party, PDP; All Nigeria Peoples Party, ANPP; Action Congress of Nigeria, ACN; and All Progressives Grand Alliance, APGA.

Jega said: “There appears to be an overwhelming consensus that we are facing a very serious time constraint and it is necessary for something to be done to address this time constraint. If I got the message very clearly, most of the contributors are not only supportive of the need to have additional time to be able to do a good work, they have also pledged to be supportive in ensuring that this time extension is got.

Extension up to April

“The question on the table has been what is the time that INEC needs. Now I can put it on the table. We have done our calculation and some people in their contributions have seen what we have seen.

If you take into consideration the time lines that have been missed, what additional time would we require? It is very clear that we would need not less than two additional months.

That would take us to March. But what is worth doing is worth doing well. If we are willing to give an extension up to March, our preference is that we should get an extension up to April because once we get this sufficient time, we will have enough room to do an excellent job and God willing, you would be able to grade us ‘A’ in terms of what we would deliver within this time frame.

“Of course there are concerns as to the issue of litigations after the elections. This would not affect the time of handover of May 29, 2011. The way we looked at it is that if we have sufficient time to do a good job, the result would reduce drastically the possibility of litigations.

If that happens then the dangers that we are worried about are not likely to occur. That is why for us our preference is that if we can get up to April, then we will do a grade ‘A’ job.”

Chairman of the PDP, Dr Okwesilieze Nwodo, said the timeline provided for the primaries and other activities leading to the conduct of the elections were not feasible and called on the commission to explore all legal means for extension.

Nwodo added that the existing timeline as unveiled by the INEC two weeks ago ‘is difficult to obey’ even for a big political party like the PDP.

Earlier, INEC had demonstrated to the leaders of the political parties present the software it had developed in-house to ensure that the issue of multiple registration was curtailed.

Under the new arrangement, prospective voters would have all their ten fingers captured to avoid a situation whereby somebody may be tempted to use different fingers to perpetrate multiple registration.

The commission’s resident consultant who explained the new software to the party leaders said that each Direct Data Capturing Machine was attached to a specific polling unit and could be tracked to wherever it was moved to.

Jega said the commission had missed some of the deadlines it had set for itself which it said would facilitate the conduct of the elections, stressing: “The reason the Commission decided to be up front with the Nigerian people about the herculean challenges confronting it was an abiding commitment to ensuring their ownership of whatever the Commission is doing.

We have always insisted that our actions will be transparent and that we shall always seek the understanding and support of Nigerians in difficult times. Surely, this is one of such times.”

Police arrest 2 members of Boko Haram in Jos
Written by Isaac Shobayo, Jos
Monday, 20 September 2010

Men of the Plateau State Police Command, on Sunday, arrested two people suspected to be members of Bokko Haram sect at the Yakubu Gowon airport, Jos, Plateau State.

Nigerian Tribune learnt that some members of Boko Haram had infiltrated the crowd that gathered at the airport to receive the presidential aspirant of the Peoples Democratic Party, Alhaji Atiku Abubakar.

It was learnt that men of the state police command, who were at the airport to maintain law and order, fished out the suspects, based on the trait exhibited by them while others within the crowd took to their heels on notice that two of them had been apprehended.

They later told newsmen that they lived in Abuja but came to Jos for the last sallah festival, but one of them further disclosed they belong to a guerrilla group based in Abuja.

According to them, they were on their way to Abuja when they got wind of the visit of the former vice-president and decided to be part of the welcoming group.

The two men were transferred to the state police headquarters in Jos amidst tight security.

When contacted, the State Police Public Relation Officer, Mr. Mohammed Lerama confirmed the arrest, saying that they were suspected to be members of Boko Haram sect and presently under investigation to properly ascertain their mission and identity.

Immediately, the former Vice President arrived at the airport and acknowledged cheers from his supporters, he moved in convoy with his political associates to Kawir in Kanke Local Government Area of the state for a launching at Saint Michael Catholic Church.

Politics › Nigeria: Fears grow of Islamist uprising - US Could be Target by Beaf(op): 10:52pm On Sep 21, 2010
Special Reports
Nigeria: Fears grow of Islamist uprising
Published: Sept. 21, 2010 at 2:48 PM

KANO, Nigeria, Sept. 21 (UPI) -- The recent breakout by scores of Islamist militants from a prison in northern Nigeria has raised fears the extremist Boko Haram sect plans a new uprising in retaliation for a ruthless government crackdown and that the United States could be a target.

The threat of serious trouble from the Islamists, who have been engaged in eye-for-an-eye massacres with Christians in central Nigeria for the last several years, will deepen the political upheaval in the oil-rich African state triggered by the May 5 death of President Umaru Yar'Adua.

Nigeria's 150 million population is roughly split between Muslims and Christians.

In recent months, security forces have hunted down the leaders of Boko Haram -- which means "Western education is sacrilege" in the local Hausa language -- and jailed hundreds of members. Some were summarily shot.

But intelligence reports say Boko Haram, which wants to impose Muslim religious law, has been rearming across the north to launch a new offensive.

A recent sub-Saharan poll indicated that 58 percent of Africans fear religious conflicts will erupt in the years ahead.

Al-Qaida, which is active in northern Africa and in Somalia in the east, isn't known to have a significant influence among Nigerian Islamist militants, although one group is known as "the Taliban."

But the Algerian-led al-Qaida in the Islamic Maghreb recently said it had been in contact with the Nigerian militants.

If that develops, Nigeria, a major oil supplier to the United States, could become a battleground in the war against terrorism. That could destabilize West Africa, now emerging as a leading oil producer, which gives it strategic value for both the West and Asia.

The prison breakout in Bauchi state took place Sept. 7. Militants attacked the facility with gunfire and explosives. Some 750 inmates escaped. About 150 of them were Boko Haram militants awaiting trial for a 2009 uprising in which some 800 people were slain.

In recent weeks gunmen on motorcycles have attacked security personnel, killing several, in what many see as a prelude to another uprising.

A new video posted on jihadist Web sites shows Boko Haram leader Imam Abubakr Shekau declaring a new jihad, with a new target: the United States. "Do not think jihad is over," he warns. "America, die with your fury."

Yar'Adua's death touched off a power struggle between the political barons of the predominantly Muslim north and their rivals in the overwhelmingly Christian south.

Thousands of people have died in the religious bloodletting in the central Middle Belt region over the last few years. Another potentially explosive zone is the oil-rich Niger Delta in the south.

Disgruntled and impoverished tribal insurgents attacked the oil industry demanding a better share of oil revenues. Their depredations slashed production by one-third, a serious economic setback in a state that depends on oil exports.

Yar'Adua negotiated a cease-fire but that collapsed when he died and the insurgents are threatening new attacks.

Yar'Adua's successor, his vice president, Goodluck Jonathan, announced Sept. 15 he will run in presidential elections scheduled for January.

Following the prison break, Jonathan, a southern Christian, has made sweeping changes in the leadership of Nigeria's military and security forces, apparently to ensure commanders remain loyal to him in his struggle with the Muslim political bosses.

The army is Nigeria's most powerful institution. So it was no surprise that Jonathan appointed another southerner, Maj. Gen. Onyeabor Azubuike Ihejirika, from the Igbo tribe in southeastern Nigeria, as army chief of staff.

Ihejirika is the first Igbo to hold that post since the 1967-70 war in Biafra. That secessionist struggle led by the Igbo ushered in an era of military dictatorships that ended in 1999.

Under a political pact, the presidency is alternately held by north and south for two four-year terms. Yar'Adua, a northerner, hadn't completed his first term when he died.

Northern leaders say they still have one term coming before the south can assume the presidency. So a victory for Jonathan next year could ignite regional rivalries.

"Jonathan is worried not only about the potential for a military coup," says the U.S. global security consultancy Stratfor, "but also about how his political opponents could point to his inability to provide security in any of these regions as a way to discredit him during the campaign."
