Politics › Yar’adua, Saudi: Presidency Probes Missing Security Vote by Beaf(op): 7:02am On Mar 27, 2010
Yar’Adua: Presidency probes missing security vote
By Agency Report, Published: Saturday, 27 Mar 2010

The Presidency may have commenced a discreet investigation into how a huge amount of money earmarked as “security vote” disappeared under questionable circumstances in three-months.

Saturday Punch gathered that the investigation would cover the three-month period that ailing President Umaru Yar’Adua spent outside the country while being treated for acute pericarditis in a Saudi Arabian hospital.

The President was flown to the King Faisal Specialist Hospital and Research Centre, Jeddah on November 23, 2009 for medical treatment for percarditis. The treatment lasted three months.

He was later said to have been flown into the country on February 24, 2010 under the cover of darkness and has not been sighted by anybody since then.

A source who spoke to our correspondent on the condition of anonymity because of the sensitive nature of the probe alleged that a few individuals in the Presidency spent billions of Naira in security votes during the three months spent by the President in Saudi.

“A quiet investigation of security votes spent at the time Yar’Adua left the country and his return is ongoing.

“Several billions of Naira was spent and the Presidency is demanding for answers. In fact, the Presidency is interested in knowing who authorised the release of the funds, the reason for the release and what the money was spent for.

“The money is feared to have been salted away in foreign bank accounts in Mauritius, Saudi Arabia and Isle of Man. The Presidency is investigating because the man who is recognised by law to authourise the release of security votes was bedridden at the time,” the source said.

The source, who refused to disclose the exact sum involved, said Acting President Goodluck Jonathan and other top officials of the Presidency were jolted on being informed about the “staggering sum” spent during the three months.

According the source, the Acting President was reliably informed that the sum was released without the normal accounting process being followed. The Presidency is said to be bent on finding out how the missing billions were released from the government’s coffers without authorisation by the appropriate authorities.

“The Presidency is demanding to know who authorised the release of the funds and what it was used for since the only person who could have authorised the release of security votes at the Presidency is the President,” the source said.

Saturday Punch gathered that the Acting President is determined to get to the root of the matter as he and others in the Presidency are of the view that the money was withdrawn from government coffers illegally.

Politics › Medical Expert - Yar’adua Is Either Dead Or In Bad Shape by Beaf(op): 6:54am On Mar 27, 2010
Yar’Adua is either dead or in bad shape - Medical expert
By DURO ADESEKO
Saturday, March 27, 2010

Dr. Segun Ogundimu, a renowned physician was Commissioner for Health under the Colonel Olagunsoye Oyinlola Administration in Lagos State.

In this interview with Saturday Sun, he argued that there is an urgent need for the National Assembly to impeach Umaru Musa Yar’Adua. In his view, it has become expedient for acting president Goodluck Jonathan to succeed in his current assignment.

He also spokes on the National Advisory Committee put together by Acting President Jonathan.

There were calls for the National Assembly to impeach president Yar’Adua, what is your position?
My position is the position of the constitution. Anybody can fall ill. That is why the constitutional provision is there. In case of medical treatment, it is for the president to write to the National Assembly, so that the vice president can take over. That was not done. The National Assembly ought to have cautioned the president.
Thy even summoned the SGF who said one character called Aji was to have delivered the letter. These are just stories. We are all Nigerians. The constitution is there to guide all of us. But they allowed the system to become heated up, up to the point that they do something politically expedient by bringing Jonathan in as acting president.

I feel so embarrassed now that we are still discussing whether or not to impeach Yar’Adua. The Muslims would say Ina Wahi Rajiuna. It means from him we come and to him we shall return. If this man has died, why cannot tell us the truth? What we are even hearing now is that there was nothing in the ambulance that was said to have brought Yar’Adua into the country. Even summoning soldiers to guard the airport without informing Jonathan is a slap on the face of all Nigerians and there is only one person behind all these, Turai, the wife of the president. This woman today is holding all strata of Nigerians to ransom and they are still acting the script.

Are you saying the swearing-in of an acting president has not doused the tension in the country?
They know what they are doing by using the word ‘acting president’ and we Nigerians know that we all own this entity called Nigeria. They keep playing pranks that the man is coming today, is coming tomorrow. We even sent an official delegation from Nigeria to thank the Saudi monarch over Yar’Adua. They did not allow them to see Yar’Adua and it points to one thing: either the man is so incapacitated due to Chaux Strauss Syndrome in which case, he will be an ugly sight to see. The alternative is that the man is dead and buried in Saudi Arabia They should by now know that if their intention is to corner the sixteen oil blocs allocated to the Chinese, the plan has failed. The game is up. Nobody can sign the papers for those Chinese except Jonathan.

There is the opinion that the National Assembly ought to have insisted on knowing true state of Yar’Adua’s health?
From the razzmatazz they are doing, it is either Yar’Adua cannot be seen or dead. In whatever state he is, he is still my president and I want to see him. I am a consultant physician, and I have seen cases worse than Yar’Adua. Look at the case of the Prime Minister of Israel, he has been in coma in the last three years. It is not a secret. Even the president of Egypt recently went for a surgery. So, Nigeria’s case is very irritating.

What lessons for Nigeria in your own opinion?
The lesson particularly for our lawmakers is to ensure that they look at the constitution all over again because we know that the constitution is far from perfect. We must therefore take the constitution reform very seriously. This idea of north/south dichotomy should be yanked off because if it is still there, it will continue to hinder development. Secondly, this issue of First Lady should be looked at. Look at how it has turned our body polity upside down. Look at how the current First Lady has been behaving. It is most unfortunate.

Given the current scenario, how far do you think Jonathan can go?
There is no hiding the fact that Yar’Adua committed an impeachable offence for staying outside Nigeria unofficially for about 100 days. One of the closest persons to the president, Governor Bukola Saraki, was in Saudi Arabia. They did not allow him to see the man. I am therefore of the opinion that Jonathan should be made full president to enable him perform well.

What do you think of the governors’ forum, which is backing Yar’Adua as president?
My position is that they are talking from both sides of the mouth; they are not sincere with themselves. They should be aware that it is either the man is dead or in a very precarious situation. They are just using some delay tactics to hold the country to ransom and it is not fair. Posterity will not forgive them. I challenge them to bring Yar’Adua out. Let Turai produce him within 48 hours. Personally speaking, I believe that man is dead. That’s my opinion.

What is your take on the Advisory Council set up by the acting president?
You know Nigerians will always express their opinion. To me, it is a step in the right direction. Remember, these are people that are upright. Theophilus Danjuma and Fola Adeola will give him good advice. It’s a step in the right direction.

Politics › Mysterious Fire Razes General Azazi’s House In Abuja by Beaf(op): 6:48am On Mar 27, 2010
Mysterious Fire Razes Azazi’s House In Abuja
Written by By Iyobosa Uwugiaren, Abuja
Thursday, 25 March 2010 22:20

Mysterious fire yesterday razed the Abuja house of former Chief of Defence Staff, General Andrew Azazi (rtd). The house is located at No. 30, Mamman Nasir Street, off TY Danjuma Street, Asokoro.

Although the cause of the fire incident which started about 2.30pm is still being investigated by top security operatives, a close associate of the retired general told LEADERSHIP that "we are suspecting sabotage from the aggrieved cabal within the system in Abuja".

Gen. Azazi, who is a very close confidant of Acting President Goodluck Jonathan, was said to be out of Abuja when the incident happened.

"Normally, there are four soldiers guarding the house; but when the fire incident started, the four soldiers were no where to be found. It was the neighbours that raised alarm and later invited men of the Federal Fire Services in the villa," a close associate of Azazi told LEADERSHIP.

The retired Chief of Defence staff was said to have confronted a top military officer recently over alleged monitoring of his movement by men of the Directorate of Military Intelligence (DMI).

"Azazi recently confronted a senior military officer over the activities of some DMI officials that were monitoring his movement. He told the army chief that there was nothing to worry about his activities; and that he was only interested in protection of our democracy,' the source added.

The army chief was said to have reported the matter to Acting President Goodluck Jonathan. But Azazi was said to have insisted in the presence of the Acting President and the army chief that he had strong evidence to support his claim.

The Bayelsa State born general is being speculated to assume the office of the Chief of Staff to the Acting President any moment from now.

Govt should take of the gas flaring in the Niger Delta. That is the number one cause of acid rain.
On second thought, for once, it is good that it is falling in other parts of the country; I hope it goes on like this until the Federal Government fixes the inhuman levels of pollution in the Niger Delta. People there face cancer, asthma (and other very strange illnesses) on a daily basis.

The Niger Delta is the Worlds most polluted oil producing region. Let others sufer too, then we'll clean up our act.

I am told that in certain states of the country, children who may have been born and raised in that state but whose parents do not have ancestry in the state are made to pay higher school fees, because they are not ‘indigenes’. This is regardless of how long their parents may have lived in the state, which, in some cases, is longer than those calling them ‘non-indigenes’. How can I be a Nigerian and be made to pay higher school fees in another territory within the same country? I am told that in certain parts of Nigeria, a woman who comes from elsewhere but is married to someone from those parts will not get a job in the civil service for this reason.
Is the above Kano state and others?

He also gave a hint that US consulates would be expanded in African countries beyond the capital cities, citing Kano in Nigeria as one of such cities.

“I am working with the administration and Congress to increase resources – both funding and people – at our embassies and consulates. I want more American diplomats living and working in Africa. An increased diplomatic presence is important for our mutual progress on all of these pressing issues. It is my sincere desire to open more consulates in Africa, which will enable us to reach your citizens beyond the capital cities.

There has always been a British Consulate in Kano, I'm surprised there's no American one.
One important question though, WHY? The answer, I believe is that the US is intensifying intelligence efforts in Northern Nigeria as a result of both Mutallabs and the cabal, therefore, more CIA officers will be stationed in Kano.

US: Nigeria’s Democracy Fragile
• Says it faces uncertainty ahead 2011 Polls, • Aliyu: Country showing signs of a failed state
From Tokunbo Adedoja in New York and Reuben Buhari in Kaduna, 03.26.2010

Nigeria is among African states where democracy  remains “fragile or tenuous”, according to the  United States Assistant Secretary, Bureau of African Affairs, Johnnie Carson.
Carsonsaid this when he appeared before the House Committee on Foreign Affairs Subcommittee on Africa and Global Health, Washington, DC,.

“Although political progress has been made, Nigeria still faces significant political challenges and uncertainty in the run-up to the next presidential and national assembly elections in 2011.

“It is important that Nigeria improve its electoral system, reinvigorate its economy and resolve the conflicts in the Niger Delta and end communal violence and impunity in Plateau State. It is also critically important that all of Nigeria’s leaders act responsibly and reaffirm their commitment to good governances, stability and democracy by choosing constitutional rule,” he said.

The US top official said, “Some scholars and political analysts are saying that democracy in Africa has reached a plateau, and that we may be witnessing the beginning of a democratic recession. They point to flawed presidential elections in places like Kenya, Ethiopia and Zimbabwe; the attempts by leaders in Niger, Uganda, and Cameroon to extend their terms of office; and the re-emergence of military interventionism in Guinea, Madagascar, and Niger“Moreover, democracy remains fragile or tenuous in states like the Democratic Republic of the Congo, Sudan, and arguably Africa’s most important country, Nigeria, which continues to experience political tensions caused by the prolonged illness of President Yar’Adua.”

He said while the United States welcomes President Yar’Adua’s recent return to Nigeria, it however, “remains concerned that there may be some in Nigeria who are putting their personal ambitions above the health of the President and more importantly ahead of the political stability and political health of the country.”

Carson said during his recent visit to Nigeria, he was encouraged by the steps Nigeria’s elected officials at the national and state level had taken to elevate Goodluck Jonathan to Acting President.

Nigeria, he said, “ is simply too important to Africa and too important to the US and the international community for us not to be concerned and engaged. Widespread instability in Nigeria could have a tsunami-like ripple effect across West Africa and the global community.”

In another development, Niger State Governor,  Muazu Babangida Aliyu, who is also Chairman, Northern Governors Forum (NGF), has said the  inability of leaders in Nigeria to provide electricity, water, roads, and with an almost comatose economy and killings for no reason, confirms the presence of elements of a failed state.

Babangida said if in the year 2010, and after almost 50 years of independence, Nigeria is still witnessing all forms of negative development, while its mates are manufacturing airplanes and automobiles, then Nigeria leaders needs to do more than they  are presently doing.

He spoke  yesterday in Kaduna, at the opening of the 19 Northern Governors Forum meeting  attended by 11 governors and  four deputies, with the remaining four governors represented by secretaries to  state governments.
He urged Nigerians to cooperate with whatever government they find at any particular time, adding that all the 19 northern governors pledged their loyalty to the Nigerian Constitution.

Aliyu expressed worry over increasing cases of begging and prostitution in Saudi Arabia by Nigerians, especially people from the northern states, saying  it was damaging the image of Nigeria and Nigerians.

He said, “our nation is indeed going through interesting and challenging times, requiring our collective sense of patriotism, political maturity, dexterity and innovation in governance. We must, therefore, continue to appreciate the norms of our society, while we also continue to respect our Constitution   and play according to the rule of the game, to engender political stability and sustainable development in our great nation.

“This is indeed a moment for sober reflection as a nation and as leaders, for almost 50 years after political independence, we are still witnessing carnage of the kind in Plateau State when other nations in the same league with us at the time of our independence are today manufacturing airplanes and automobiles."

He added: “Nigeria, Guinea and other African countries need civilian governments that deliver services to their people, independent judiciaries that respect and enforce the rule of law, professional security forces that respect human rights, strong and effective legislative institutions, a free and responsible press, and a dynamic civil society. This is not a list of options or some menu from which governments and leaders may pick and choose to suit their own ambitions. There has been far too much of that behavior in the past. Rather, all of these rights are requirements for a stable and prosperous Africa that will help ensure a brighter future for the African people.”

According to him, the political and economic success of Africa depends a great deal on the effectiveness, sustainability, and reliability of its democratic institutions, adding,  “that means a focus on process and progress, not on personalities. African leaders must recognise that the United States is engaging and building long-term ties with their countries and not just with them. Credible, strong, and independent institutions are the key to this deeper relationship.”

He noted that over the next two years, 27 countries in sub-Saharan Africa will hold elections, adding that US would encourage those governments to get it right, to level the playing field, clean up the voter rolls, open up the media, count the votes fairly, and give democracy a chance.

To stay abreast of developments in these important contests, he said he had instituted a monthly meeting with NGO’s to discuss upcoming elections, including sharing experiences and best practices, and ensuring that scarce resources are equitably spread throughout the continent.

Carson said, “Although elections are but one component in the process of democratisation, there is a strong correlation between electoral processes, including strong and independent electoral institutions, successful elections, and efforts to consolidate democracy. And there is strong evidence that suggests that democratic governments perform better economically”.

Commenting further on the fate of the continent, he said Africa’s future success and global importance are dependent on its continued economic progress. He said that countries like Mauritius, Ghana, Rwanda, Botswana, Tanzania, Uganda, and Cape Verde have made significant economic strides, yet Africa remains the poorest and most vulnerable continent on the globe.

While speaking on US new programs and initiatives to implement  policies on partnership with Africa, he said his country  is establishing in-depth, high level dialogues with Nigeria, South Africa, Angola and with the African Union. At the same time, he said the US is increasing its cooperation with other countries interested in Africa such as Canada, the U.K., France, China, Japan, and multilateral bodies like the EU.

“We must be in Mombasa as well as Nairobi, we must be in Goma as well as Kinshasa, and we will be in Kano as well as Abuja,” Carson stated.

Yar’Adua to attend Jumat service
March 26, 2010 01:52AM

Politicians of the ruling People’s Democratic Party (PDP) have expressed anxiety over plans by loyalists to ailing President Umaru Yar’Adua to bring him to the Friday Jumat service today.

Party officials said it is disturbing that this is coming three days before the Senate begins the screening of ministerial nominees on Monday. They also question the choice of a religious occasion for Mr. Yar’Adua’s re-emergence in public.

One source said, “if the President would be coming out four months after his absence, it ought not to be at a religious event because that will send the wrong signal.”

Mr. Yar’Adua, a Muslim from Kastina State participated in the weekly Jumat service at the National Mosque located at the Central business district in Abuja until his illness kept him from public view.

The ailing President was flown out of the country on the 23rd of November 2009 to Saudi Arabia for a heart condition and has since been out of public view.

Last week, two national dailies claimed that plans were afoot for the ailing president to make a public outing this week.

Top presidency and PDP officials confirmed to NEXT last night, that the planned outing has being fixed for today’s Friday prayers.

“The idea is to achieve maximum political impact and a religious approval” a PDP official said last night.

The PDP chairman; Vincent Ogbulafor, the speaker; Dimeji Bankole and a few other officials were in a closed-door meeting regarding the development, and the mood at the meeting, a knowledgeable source told NEXT, was “celebratory and bubbling.”

The National Assembly, on the 9th of February, 2010 declared the Vice President Goodluck Jonathan as the Acting President based on the ‘Doctrine of Necessity’ because the ailing president failed to hand over the reins of power to his vice before his departure as recommend by the constitution.

After much outcry and protest from civil societies and series of litigations on the lacuna in the nation’s presidency, the ailing president was sneaked into the country in the early hours of 26th of February, 2010, days after his Vice was declared the Acting President

The Acting President dissolved the Cabinet of ministers appointed by the ailing President last week and had just sent a list of Ministerial nominees to the Senate for screening. Mr Yar’Adua’s return to public life could cause uncertainty in the polity.

In the discussion about ministers, we generally miss one important factor. . . The Presidential Advisory Commitee (PAC). It might hold Jonathans ultimate chess move, making the choice of ministers just a gambit to please all sections and power brokers.
If the PAC plays a strong part then, quite a few ministers will end up mere managers of decisions taken elsewhere. Jonathan can use the PAC as a remote control influence to either up a ministers game or diminish his/her power.

Depending on how Jonathan plays it, the choice of ministers might not be in the least bit critical. There is too much leeway in the current arrangement to make any informed argument.

The guy is pandering too much to the establishment. He is planning too much for 2011. It will be worth it if all these establishment conventional behaviours is because he wants to continue as President in 2011.

What I will find very disturbing is if he is playing all these cards just to be nominated VP for a second term. That will be horrendous.
After he has seen that a VP in Nigeria is a mere errand boy to be scorned by even lowly ministers? What a dreadful nightmare!
. . .Like PapaBrowne said, I believe he is smarter than that.

JONATHAN!!!

For performing wonders barely 4 weeks of being president!!
Now all winshes must resign since there is no darkness for them to fly freely! grin grin grin
Up Jonathan!

It is easy to see the tremendous changes proper leadership can bring to Nigeria. I am hoping that the electricty situation is the first of many blessings from a man with negligible political party affiliation and who is not under the ambit of the cabal.

Yar’Adua’s nephew under pressure to reject nomination

Our source said, “One of the ministerial nominees from Katsina State, Mr. Murtala Yar’Adua, has been under intensive pressure to reject the appointment as a minister by the wife of his uncle and the First Lady, Mrs. Turai Yar’Adua.

“In fact, the First Lady set up a team, made up of the loyalists of his husband and members of Yar’Adua’s family.

“The ministerial nominee (Murtala) shunned the team led by a former minister, known to be very close to the President and some members of the family when they visited him to deliver the message from her sister-in-law to decline the offer of appointment by Jonathan.

“The ministerial nominee said he was not persuaded by the line of argument of the team that his appointment into Jonathan’s government could create a wrong impression in the public that the Yar’Adua family had abandoned their son (President) and that the family had endorsed Jonathan presidency.

“The eldest son of the late Chief of Staff, Supreme Headquarters, Maj.-Gen. Shehu Musa Yar’Adua, told the team that he had accepted the offer and he had pledged his loyalty and support for the Acting President.
