Senate debates Section 145 of constitution Reps hearing on review suffers hitch From Alifa Daniel, Asst. Political Editor, John-Abba Ogbodo, Terhamba Daka (Abuja) and Iyabo Lawal (Ibadan) THE Senate is today making good its decision to ensure that a vacuum is not created whenever the country's President stays off his seat for a long period of time as it begins debate on Section 145 of the 1999 Constitution. Members were advised yesterday by Senate President David Mark to be at their best and be ready to contribute because "it won't be voice vote, everybody will speak for himself." He added: "This is a bill that will be fast-tracked. We will need two-thirds for the bill to go through. It won't be voice vote, everybody will speak for himself." However, a similar attempt yesterday by the Lower House, suffered a setback as stakeholders invited to begin the process at a public hearing failed to show up. Constrained by the non-transmission of a letter by President Umaru Musa Yar'Adua, though it urged him to do so, the National Assembly last week passed a resolution asking the Vice President to take over as Acting President, Commander-in-Chief. Three weeks ago, the Senate had mandated its Committee on Constitution Review to propose an amendment to Section 145. Section 145 of the Constitution reads: "Whenever the President transmits to the President of the Senate and the Speaker of the House of Representatives a written declaration that he is proceeding on vacation or that he is otherwise unable to discharge the functions of his office, until he transmits to them a written declaration to the contrary such functions shall be discharged by the Vice-President as Acting President." And yesterday, a bill by the 44 members of the Committee led by Deputy Senate President Ike Ekweremadu, went through its first reading as the clerk, Ben Efeturi, rose to state that "A bill for an Act to alter provisions of sections 145 and 190 of the Constitution of the Federal Republic of Nigeria 1999 and for other matters connected thereto 2010" passed through its tradition of reading. The detailed bill reads: "Be it enacted by the National Assembly of the Federal Republic of Nigeria as follows- 1. The Constitution of the Federal Republic of Nigeria 1999 (in this Act referred to as "the principal Act') is amended as set out in this Act. 2. Section 145 of the Principal Act is amended by substituting for the existing section a new section "145". (1) Whenever the President is proceeding on vacation or is otherwise unable to discharge the functions of his office, he shall transmit a written declaration to the President of the Senate and the Speaker of the House of Representatives to that effect, and until he transmits to them a written declaration to the contrary, the Vice President shall perform the functions of the President as Acting President. (2) In the event that the President is unable or fails to transmit the written declaration mentioned in sub-section 1 of this section within seven days, the National Assembly may by a resolution made by a simple majority of the vote of each House of the National Assembly mandate the Vice President to perform the functions of the office of the President, as Acting President, until the President transmits a letter to President of the Senate and Speaker of the House of Representatives that he is now available to resume his functions as President. 3. Section 190 of the Principal Act is amended by substituting for the existing section a new section "190". (1) Whenever the Governor is proceeding on vacation or is otherwise unable to discharge the functions of his office, he shall transmit a written declaration to the Speaker of the House of Assembly to that effect, and until he transmits to the Speaker of the House of Assembly a written declaration to that effect, and until he transmits to him to the contrary, the Deputy Governor shall perform the functions of the Governor as Acting Governor. (2) In the event that the Governor is unable or fails to transmit the written declaration mentioned in sub-section within seven days, the House of Assembly may by a resolution made by a simple majority of the vote of the House mandate the Deputy Governor to perform the functions of the office of the Governor, as Acting Governor until the Governor transmits a letter to the Speaker that he is now available to resume his functions as Governor". 4. This Bill may be cited as the Constitution (Amendment) Bill 2010." In its explanatory memorandum, the Senate Committee explained that the Bill seeks to amend the Constitution of the Federal Republic of Nigeria 1999 to enable the Legislature empower the Vice President or Deputy Governor to function as Acting President or Acting Governor in the absence of the occupier of the respective offices, for reason of vacation, ill-health or any other situation of temporary incapacitation. Efforts by the House of Representatives to kick-start the amendment of Sections 145 as well as 146 of the 1999 Constitution suffered a setback yesterday, as stakeholders invited to begin the process failed to show up at the public hearing organised by the Usman Bayero Nafada-led ad-hoc committee on the review of the constitution. Major stakeholders, including the Independent National Electoral Commission (INEC) Chairman, Prof. Maurice Iwu, Chief Justice of the Federation, Justice Aloysius Katsina-Alu, governors of the 36 states of the federation and the Federal Capital Territory (FCT) Minister, among others, all did not turn up at the public hearing at the National Assembly in Abuja yesterday. However, Justice G.A. Oguntade represented the Chief Justice of the Federation. Three states, Bauchi, Kwara and Taraba, also sent representatives to the public hearing meant to collate input on Sections 76, 116, 132, 145, 146, 178, 190 and 191 of the Constitution. The proposed amendment is to make the transmission of letter by the President or the governor of a state to the National Assembly or the state House of Assembly in the event of embarking on any leave, mandatory as against the discretionary provision in Section 145 of the 1999 Constitution. Sequel to the crisis generated by President Umaru Musa Yar'Adua's absence, and the non-transmission of communication to the National Assembly, Bankole had on Thursday, February 4 given the Nafada's ad-hoc committee three weeks to turn in its report on the Bill seeking to amend sections 145, 146, 190 and 191, after members at the day's plenary voted in support of its second reading. But yesterday, Nafada had, while about to deliver his welcome address at the occasion, sought to recognise the principal stakeholders present. But he was shocked when only Justice Oguntade and the three representatives of Bauchi, Kwara and Taraba were at the event designed to obtain inputs for the amendments, especially as it bothers on electoral reforms, among other issues. He consequently announced the cancellation of the public hearing, citing lack of quorum. He said the event will be rescheduled for next week. Expressing disappointment at the untowards development, Nafada had, while addressing the Speaker of the House of Representatives who was special guest of honour at the event, lamented the passive attitude of the major stakeholders towards the entire amendment exercise. His word: "The reason behind amending section 145 was as a result of the public outcry that there was a vacuum created by the absence of the President; and civil societies, eminent personalities, state governors and so many other interest groups came to the National Assembly to see the leadership about how we can salvage this country. And we were able to resolve the problem temporarily through a resolution. "Now, we are looking for a permanent solution to the problem and what is expected is that those who have been calling for that should have been here to present their memoranda, their positions and opinion on this matter. It is not just for the House to sit down and do it. Yes, the House can sit down and do it, but it is part of our responsibilities to call for public hearing in order to hear the views of Nigerians in matters like this. "I can see only three representatives of state governments and there is nothing that we would pass and will become a law regarding constitutional amendment without having two-thirds of the states assemblies assenting to that position taken by the House of Representatives. The three that are here, I don't think they are adequate enough to represent the 36 states that we have in the federation. And more also the Attorney General who is supposed to be here is also not here. "So, may I, Mr. Speaker, plead with you that we postpone this public hearing until when they are ready next week, ," he added. "When the state governors were here, Mr. Speaker, they made mention of Electoral Act and they want that Electoral Act to be passed. These are some of the things we want to put in the Electoral Act but nobody is here, only three state representatives." Meanwhile, lead sponsor of the Bill for the amendment of sections 145, 146, 190 and 191, Suleiman Abdulrahman Kawu, berated the stakeholders for failing to attend the public hearing. Fielding questions from reporters after the event was postponed, Kawu expressed surprise that the stakeholders shunned the hearing, even after giving them 72 hours notice, adding that only one written memorandum was received from the Nigerian Institute of Advanced Legal Studies, which he described as "very comprehensive". "If INEC is serious, we placed adverts in four national dailies; it is more than enough to make them available. The order is that we publish in at least two national dailies and we have done that. Where are those who stormed the National Assembly in the first place?" Kawu queried. Meanwhile, the Nigerian Bar Association (NBA) yesterday insisted that only the invocation of Section 144 of the Constitution by the Federal Executive Council of the Federation will address the void created with the absence of Yar'Adua. President of the association, Mr. Rotimi Akeredolu (SAN) who advocated this in an interview with reporters in Ibadan shortly after the inauguration of international board of advisors of Supreme Management Training and Consultancy Services Limited, said the FEC should save the nation from the present constitutional crisis by invoking the section against ailing President Yar'Adua. He described the pronouncement of Goodluck Jonathan as Acting President by the National Assembly as a temporary measure which cannot stand the test of time. The NBA chief maintained that the only way out of the constitutional logjam is for the FEC to declare Yar'Adua unfit to rule the country. The senators did not act distinguished when Yar'Adua's absence from office from November 23 started to hurt the nation, until eight days later when the Deputy Senate Leader, Victor Ndoma-Egba (SAN), brought a motion for the Upper House to discuss the health of the President, and to wish him well. Some senators shot down the motion. But 62 days later, the Senate became wiser and moved in. It urged Yar'Adua to transmit a letter that would enable the Vice President to act in his stead. It also asked its Committee on Constitution Review to propose an amendment to Section 145 of the 1999 Constitution. The President's Special Adviser on National Assembly Matters, Senator Mohammed Abba-Aji, told journalists after meeting the Senate a few days later that his boss would transmit the letter. Asked to categorically declare whether the President would transmit a letter to the National Assembly regarding his medical vacation to Saudi Arabia, Abba-Aji's answer was prevaricative. When signals reached the Upper House that no letter was forthcoming, a handful of senators began to meet. Soon, the number rose to about 80. It was an unstoppable storm, and the Senate leadership bowed to pressure. So, on February 9, the Senate resolved to ask Jonathan to take office as Acting President. The Senate empowered Jonathan to henceforth discharge the functions of the President in the capacity of Acting President. After the endorsement of a motion sponsored by the Senate Majority Leader, Teslim Folarin, and seconded by the Senate Deputy President, Ike Ekweremadu, the Upper Legislative Chamber also made it clear that Yar'Adua "shall" resume his functions as President when he returns to the country and transmitts a letter to the National Assembly signifying that he was well enough to take charge in that capacity. However, the only objection to the motion, which was raised by Garba Lado (Katsina South), was rejected by senators out of tune. Lado had drawn the attention of the Senate to the fact that it was wrong to take the BBC interview as the transmission of a letter from the President. But Senate President David Mark overruled him, saying: "If you go to the Internet now, you will get that BBC interview. So, I think that it can be taken as the transmission. Even though you are my very good friend, I will have to rule you out of order." Another Katsina Senator, Ibrahim Ida, tried to persuade his colleagues to delete the aspect of the motion which asked that Jonathan should begin to act as president. He was immediately shouted down by many senators and Mark capped it: "Senator Ida, I think you can read the mood of the Senate. Do you still want to continue?" Ida quietly sat down. The two key prayers of the motion read: "The Senate do hereby resolve as follows: That the Vice President, His Excellency Dr. Goodluck Ebele Jonathan, GCON, shall henceforth discharge the functions of the office of the President, Commander-in-Chief of the Armed Forces of the Federation as Acting President; That the Vice President shall cease to discharge the functions of the Office of the President when the President pursuant to Section 145 of the Constitution of the Federal Republic of Nigeria 1999 transmits to the President of the Senate and the Speaker of the House of Representatives in writing that he has returned from his medical vacation." http://www.ngrguardiannews.com/news/article02/indexn2_html?pdate=180210&ptitle=Senate%20debates%20Section%20145%20of%20constitution |
So all the talk of release of $2 billion, N300 billion etc from excess crude fund na lie! There really is a demonic cabal intent on holding this country to ransome. Good will always trump evil. ![]() |
Govt alleges campaigns against Jonathan Six-man FEC team visits Yar'Adua in S'Arabia From Madu Onuorah, Abuja A SIX-MEMBER committee was raised yesterday by the Federal Executive Council (FEC) to visit President Umaru Musa Yar'Adua in Jeddah, Saudi Arabia where he was been receiving medical attention since November 23, last year. Yesterday, Acting President Jonathan alleged plans by some persons to launch media "campaigns of calumny" against his Acting Presidency, but affirmed that he would not be deterred. Senior Special Assistant to the Acting President (Media and Publicity), Ima Niboro, said in a statement last night that no method of misinformation would stop the Acting President from "our collective efforts to reform this nation and change our ways of doing things once and for all." Already, he said allegations have surfaced in the media (not The Guardian) that the Acting President induced the support of state governors by approving a release of $2 billion and another expenditure of N300 billion sourced from a businessman for some rallies and to influence members of the National Assembly. According to the strongly-worded statement: "Today, the first instalment of the planned and well-co-ordinated media onslaught against the Acting President, Dr. Goodluck Ebele Jonathan, was published in a national newspaper alleging that he approved the expenditure of a whopping N300 billion 'for both pro-Yar'Adua rallies and those that were in his interest.' The report also claimed that members of the National Assembly were bribed to do their patriotic duty to save the Nation from drift. "It can be recalled that a few days ago, there was an allegation of a purported release of $2 billion from the Excess Crude Account to governors to facilitate their endorsement of Dr. Jonathan as Acting President. While we commend the Chairman of the Governors' Forum, Dr. Bukola Saraki, for dealing satisfactorily with that allegation in a rejoinder, it is interesting to note that $2 billion translates to roughly N300 billion. There is therefore no question that both allegations emanate from the same source. "We know those behind these publications. Nigerians have come to know them as careerists in power. But we see them as misguided elements determined to exceed their call of duty and play God over the affairs of the nation. They are wicked and ungodly and their time is up! Never again must we allow our nation to be strangulated by a privileged few who will rather fiddle with our commonwealth while the nation burns. "We are aware that they have set aside a huge war chest in billions of naira to bring the Jonathan Acting Presidency to disrepute by any means possible. It is, therefore, hardly surprising that as corny as these allegations obviously sound, they still get mention in our media space. We are fully on the tracks of this so-called group; this unfortunate band of liars. In the fullness of time, they shall be brought to book. "Let me use this medium to reiterate that we shall not be deterred by campaigns of calumny or any other method whatsoever in our collective efforts to reform this nation, and change our ways of doing things once and for all. The Acting President is determined, and he is counting on the total support of all Nigerians." Also it emerged after the FEC meeting that Acting President, Dr. Goodluck Jonathan has moved to decisively tackle the country's electricity problem through an interim option of generating power from coal. Information and Communications Minister, Prof. Dora Akunyili, along with her counterparts in Aviation (Omotoba Babalola), and Transport (Ibrahim Biu) as well as the Minister of State for Interior (Ademola Seriki) said the team would convey the appreciation of Nigeria to the Saudi monarchy for the hospitality accorded to Yar'Adua. The decision to send the delegation was "unanimous", Akunyili said, adding that the they would leave "as soon as they get their visas." "Council constituted a six-man team to go to Saudi Arabia to visit Mr President and his family. The team will also convey a formal appreciation of the country to the King of Saudi Arabia," she stressed Members of the delegation include the Secretary to the Government of the Federation (Alhaji Yayale Ahmed), Attorney-General and Minister of Justice (Prince Adetokunbo Kayode) and Ministers of Health (Prof. Babatunde Osotimehin), Agriculture and Water Resources (Dr. Abba Sayyadi Ruma) and Foreign Affairs (Chief Ojo Maduekwe). And the Acting President has "directed that within the week, he will meet with the Ministers of Mines and Steel, Power and Petroleum with a view to fashioning out ways of generating power from coal within the next 18-24 months." FEC also approved the standardisation of rates for the procurement of group life assurance for all employees of the Federal Government. The 2003 Pension Reform Act provides that employers should maintain life insurance policy in favour of their employees with a worth of at least three times the annual total emolument of the employees. According to Akunyili: "The Acting President brought a memo seeking Council's approval for the standardisation of rates applied in the procurement of Group Life Assurance for employees of the Federal Government. Section 9(3) of the Pension Reform Act provides that employers should maintain life insurance policy in favour of their employees worth at least three times the annual total emolument of the employees. "Over the years the Federal Government was unable to provide Group Life Insurance cover for all its employees as stipulated in the Pension Reform Act because the premium payable, as calculated on the basis of agreed rates was exorbitant and was never fully covered in the budget. The sum of N20.2billion was proposed in the 2010 budget for the insurance scheme. Parastatals which get their funding on first line charge would also have to apply the negotiated rates for the procurement of covers for the employees. "In compliance with the provisions of the Pension Reform Act and in order to ensure the standardisation of rates in the Group Life Assurance for Public Servants, Council approved the following rates for federal government employees in 2010. Core Civil servants 3.0 per mille, para-military staff 3.15 per mille, police and security 4.54 per mille and Armed Forces 3.98 per mille. It equally approved that only 17 companies will provide Group Life Insurance for Federal Government employees in 2010. "Also the common services office in the office of the head of service will continue to administer the process, working with a consortium of five insurance brokers. The advisory services will be at no additional cost to the Federal Government. Council finally approved that the office of the Accountant-General of the federation will continue to pay the premium directly to the underwriters." The 17 insurance companies include AIICO Insurance, Guaranty Trust Assurance Plc, Leadway Assurance Ltd, Crystalife Assurance Life Co Ltd, Standard Alliance Life Assurance Ltd, Niger Insurance Plc, Goldlink Insurance Plc, LASACO Assurance Plc, Royal Exchange Prudential Life and Capital Express Assurance Ltd. Others include Zenith Life Assurance Co Ltd, Cornerstone Insurance Plc, GNI Life Assurance Ltd, Crusader Life Assurance Plc, International Life Co Ltd, Oceanic Life Assurance Ltd and A & G Life Assurance Co Ltd. The Council also approved the enactment of an act for the establishment of the Nigeria-French Language village, Topo-Badagry and related matters. The village was established in 1991 as an inter-university centre for the study of French language. It also endorsed the enactment of an Act for the establishment of Nigeria-Arabic Language village, Ngala and related matters. The objective of the village is to promote the study and use of Arabic language in Nigeria. The draft bills for the two villages will be forwarded to the National Assembly. In addition, the Council approved a draft bill for the establishment of the University of Uyo and other related matters. http://www.ngrguardiannews.com/news/article01/indexn2_html?pdate=180210&ptitle=Govt%20alleges%20campaigns%20against%20Jonathan |

Ibori’s Associates Lose Appeal In UK Court Written by By Abiodun Oluwarotimi, New York Wednesday, 17 February 2010 20:01 Associates of former governor of Delta State, Chief James Ibori yesterday lost their appeal before the Royal Courts of Justice (High Court) in a last-ditch effort to avoid being tried for alleged money laundering offences. They had appealed the ruling of Justice Christopher Harding of the Southwark Crown Court which was to begin the trial of the three associates. Ibori's high priced lawyers had gone to the High Court to contest the ruling by Judge Harding which discountenanced Ibori's dismissal before Federal High Court in Asaba in November 2009. It would be recalled that Justice Marcel Awokulehin, at that time, dismissed the 170-count charge against Ibori. Following the "discharge" by Justice Awokulehin, Ibori's lawyers in London went before the Southwark Crown judge to file a motion to quash the London charges contingent upon the Asaba ruling. Judge Harding last month denied the motion and set the trial date for Tuesday, February 16. Instead, Ibori's lawyers headed for the Royal Court of Appeal. In a ruling delivered by Justice Hughes late Tuesday afternoon in London, the High Court dismissed the appeal. Ibori's humbled defence lawyers were looking very perplexed after Tuesday’s events, as it finally dawned on them that all the delay tactics and half-cooked appeals had failed. This development is another serious setback for Ibori, who just last week lost his right hand man at the Nigerian Ministry of Justice, the former Attorney General of Nigeria, Michael Aondokaa, who was removed last week by the Nigerian Acting President, Goodluck Jonathan. http://leadershipnigeria.com/index.php/news/headlines/12098-iboris-associates-lose-appeal-in-uk-court |

Man charged with obstructing Jonathan’s convoy By Agency Reporter, Published: Thursday, 18 Feb 2010 A 40-year-old man, Jude Opara, who allegedly obstructed the convoy of the Acting President Goodluck Jonathan has been charged with a traffic obstruction before a Senior Magistrate’s Court in Abuja. The News Agency of Nigeria also reported that the police prosecutor, Mr. Mohammed Ahmed, told the court that the accused person had on February 16 driven his Rover saloon car marked BE 195 YAB on Shehu Shagari Way in a reckless manner and obstructed the convoy of the acting president. Ahmed alleged that the accused had the knowledge that the convoy was that of the acting president, but went ahead to disturb its movement. He said that Opara committed the offence at about 10.20am on Tuesday while the convoy was approaching Nicon Hilton Junction, Maitama, Abuja. Ahmed said, “You were arrested by ACP Sunday Odukoya, the Area Commander, Metro, when you obstructed the convoy of the Acting President of the Federal Republic of Nigeria, Dr Goodluck Jonathan, while entering Transcorp Hilton.’’ But when the two-count charge of causing obstruction on the highway and failing to obey hand signal was read to the accused person, he denied liability. The Senior Magistrate, Mr Alkali Bashir, granted the accused bail in the sum of N50,000 with a reliable surety in like sum. Bashir ruled that the surety, who must reside in the court’s area of jurisdiction, must affix his passport to the bail bond and swear to an affidavit of the court. The case was adjourned till March 8 for hearing. http://www.punchng.com/Articl.aspx?theartic=Art201002184105890 |

Very good article. Its time to forge a new peace and cooperation. |
What is definite is that the Americans have steadily released information on Yar Adua. I've said countless of times on this forum that the common enemy we all have is the elite, who come from North, South, East, and West. Your attempt at marginalizing me on this forum by name calling and other childish means, will not work. I believe that soon enough, many of the ND issues will be addressed by the FG particularly now that Jonathan is in charge. We shall see what explanation the thieving and oil bunkering wing of MEND will give to justify their crimes thereafter. Soon enough, you people will learn to take responsibility for your own actions and future. You cannot continue to kill ND Ndiigbo at will on the one hand while blaming them for not supporting criminal MEND or helping you to secede on the other. Ndiigbo will not help you fight anyone. In addition, stop blaming all of Arewa for your woes - the criminal elite, including your governors are more responsible for your demise than the lovely Arewa people.
Laughable. He seemed determined to maximised the impact of his tenure and already, he has added Saturdays and Sundays to his work days and increased his working hours to begin from 7.30am to 11.30pm, sometimes conducting official duties from his residence. An aide to the Acting President who prefers not to be named said Mr. Jonathan had become disgusted with the tardiness of some ministers and presidential aides and intends to put an end to such lackadaisical attitude.I really hope this is a sign. |
Shoot2Kill: . . .Well said, EmperorOlu. The Niger Delta, indeed is Africa's largest mangrove swamp which once used to have its own floral, mammalian and fish species; a lot of which have now been wiped out and their habitats taken over by economically useless, opportunistic ones (eg water hyacynth and Nypa fruticans). That is one hugely overlooked fact. |
Shagari: Why We Visited Jonathan From Segun Awofadeji in Bauchi, 02.16.2010 Eminent personalities who visited Acting President Goodluck Jonathan last week were there to offer their candid opinion on how Nigeria could move forward in spite of its numerous challenges, former President Shehu Shagari has said. The leaders went to Aso Rock, according to the former President, on the invitation of the Acting President to hold discussion on what might be the focus of the administration. Shagari spoke yesterday during an interview on BBC Hausa Service programme monitored in Bauchi. Those in the Eminent Elders Group who visited the Acting President last Friday included former Head of State, General Yakubu Gowon; former Head of Interim National Government, Chief Ernest Shonekan; and Second Republic Vice-President, Dr. Alex Ekwueme. Shagari said the leaders have a stake in the country and owe Nigeria a duty to intervene at a time such as this. He said: “We visited him (Jonathan) and we gave our useful advice on the way out and we are happy that we have done that. “The Acting President invited us to Aso Rock and we went there on his invitation. We then offered our various candid advice and opinion on what should be the focus of the administration.” The former President said they did not ask Jonathan to reduce the Federal Govern-ment’s seven-point agenda. He was apparently reacting to some media reports, which indicated that the group asked Jonathan to reduce the Federal Government’s seven-point agenda. The eminent leaders had, during the visit, reportedly advised Jonathan to concentrate on a few areas of the agenda in order to achieve optimal results within a short time. Some of the areas mentioned in the reports included power, infrastructure and the need to ensure a free and fair election next year. Shagari cleared the air in the BBC interview. “There was no time such advice was given to the Acting President by us. When we met the Acting President, no journalist was there. I therefore do not know where they got the information that we advised him to trim down the seven-point agenda to two and three,” he said. “We never did anything like that. How can we ask him to reduce the seven-point agenda when we were not the people who made them up for the government? He did the agenda and he has his reasons for doing so. We only hope that they will make the country great and better,” he added. The rest of his statement on BBC reads: “You may wish to know that I don’t read newspapers. But we decided to lend our voices to the political happenings in the country because we as citizens that have a stake and we owe it a duty to intervene in order to get the country and the people out of the political quagmire we found ourselves in at that time. “These were discussed between him and us and where the press got the bit of what we discussed and then concluded that we asked him to trim down the agenda, I don’t know.” Asked if he does not fear that ailing President Umaru Musa Yar’adua would feel bad if he hears what happened behind him, Shagari answered in the negative. The elder statesman said that all that took place was done in the interest of the country, adding that prayers were being offered for the recovery of the President and for him to return to leadership. “After all, we did not hear from him again since his interview with the BBC Hausa service about a month ago. We wish him well wherever he is now,” he stated. Shagari called for support and cooperation by all Nigerians to enable Jonathan succeed in his duties. Prof. Jerry Gana, a member of the group, was quoted last week by some national newspapers to have said they emphasized the need for good governance to Jonathan. In addition to that, he was also quoted thus: “They emphasized that of the very good Seven-Point Agenda, they should identify a few that can be done effectively to show presence because people really want to see action and result on the ground and they emphasised about two or three of this.” The Eminent Elders Group was among many other Nigerians that called on President Yar’Adua to transmit a letter to the National Assembly informing the legislature of his medical vacation in Saudi Arabia. They expressed fear there was no acting president while Yar’Adua was away for more than three months receiving treatment. Apart from former heads of state, the group comprises former chief justice of the federation and senior citizens. http://www.thisdayonline.com/nview.php?id=166601 |
Akunyili: Forum Gives Aondoakaa One Week To Resign Written by Comfort Onche, Abuja Monday, 15 February 2010 20:10 The immediate past Minister for Justice and Attorney-General of the Federation, Michael Aondoakaa, has been given one week to apologise to Prof. Dora Akunyili and to also submit his letter of resignation from the federal cabinet. This ultimatum was issued by the Forum for the Defence of Democracy (FDD), a pan-Nigeria civil rights group. The FDD, which has as its chairman, Captain Mohammed Garba (rtd), a former Kano State sector commander of the Federal Road Safety Corps (FRSC), said Aondoakaa’s recent outbursts in the heat of the controversy generated by President Umaru Musa Yar’Adua’s sickness shows that he is unfit to remain a minister. In a short message issued by the FDD chairman, he urged the minister to toe the path of honour. “The Forum for Defence of Democracy is giving the new Minister for Special Duties, Mr. Michael Aondoakaa, one week to tender an unreserved apology to Prof. Dora Akunyili. “He should also be courageous to tend his letter of resignation. It is not enough for him to pledge his loyalty to the acting president since the position he took on the health of Yar’Adua is at variance with the present dispensation, moreso, he has maintained that he has no regret on all his actions.” Garba added that Tiv people were known for their pride and honour. Aondoakaa should demonstrate this by resigning. The forum also wants him to explain what happened to the huge funds voted for prisons decongestion without results. http://leadershipnigeria.com/index.php/news/headlines/12008-akunyili-forum-gives-aondoakaa-one-week-to-resign |
Perhaps, there will be a change from simply handing out oil blocks to the Chinese without bidding. That's like selling our soul's for peanuts. The US and West should be allowed to bid against the Chinese. That's how open and transparent markets work. |
