Flying laser zaps missile in first for U.S. WASHINGTON (Reuters) - A high-powered laser aboard a modified Boeing Co 747 jumbo jet shot down an in-flight ballistic missile for the first time, highlighting a new class of ray guns best known from science fiction. The flying laser's long-awaited test on Thursday showcased a potential to zap multiple targets at the speed of light and at a range of hundreds of kilometers, the Pentagon's Missile Defense Agency said in a statement. "The Missile Defense Agency demonstrated the potential use of directed energy to defend against ballistic missiles when the Airborne Laser Testbed (ALTB) successfully destroyed a boosting ballistic missile," the agency said. "The revolutionary use of directed energy is very attractive for missile defense," the statement added. It cited among other things a low cost per intercept compared with other technologies used to defeat missiles that could be tipped with chemical, biological or nuclear warheads. Directed energy weapons use highly focused rays to attack a target rather than chemical-powered arms. Those in control can tweak the strength involved, unlike a bullet or a bomb, allowing for less-than-lethal uses. Lasers are well known from science fiction as a type of ray gun. In the real world, they are used for sighting, ranging and targeting for guns. The experiment marked both the first time a laser weapon has destroyed a ballistic missile and the first time any system has accomplished it in the missile's boost phase of flight. A boosting missile is easiest to track because its exhaust is bright and hot, but the window lasts only from one to five minutes, meaning the interceptor must be in close proximity. The modified 747-400F jumbo jet took off from Edwards Air Force Base in California in an experiment that was unannounced before the outcome was made known early Friday. A short-range ballistic missile was launched from an at-sea mobile launch platform off Point Mugu on the central California coast, the agency said. Within seconds, the Airborne Laser used on board sensors to detect the missile, then a low-energy laser to track it. After firing another laser to measure and compensate for atmospheric disturbance, on went its megawatt-class high-energy laser, "heating the boosting ballistic missile to critical structural failure," the agency said. The engagement took place within two minutes of the target missile's launch while its rocket motors were still thrusting, the agency said. Boeing, the prime contractor and system integrator, said: "With this successful experiment, the Airborne Laser Testbed has blazed a path for a new generation of high-energy, ultra-precision weaponry." Michael Rinn, Boeing's program director, said in a statement: "ALTB technology and future directed-energy platforms will transform how the United States defends itself and its friends and allies." The successful test prompted calls for the Pentagon to restore funding for further development of the Airborne Laser, which President Barack Obama turned into a kind of science experiment last year rather than a development program headed for deployment. "This defense project should be made ready to protect our homeland at a moment's notice," said Rep. Todd Tiahrt, a Republican from Kansas, where Boeing had been expected to do modification work on the Airborne laser. Riki Ellison of the Missile Defense Advocacy Alliance, a nonprofit funded partly by defense contractors, said the United States had spent about $5 billion on the Airborne Laser's development since the early 1990s. "Why would the US Congress and the Department of Defense not fully fund and further develop this system to have it ready to deploy to give our armed forces and allies protection against Iran and North Korea," he said in an email interview. John Pike, director of GlobbalSecurity.org, a military information website, said the test had not proven anything to him about the system's real-world value. "The question is whether it can shoot down targets at long range and this test didn't answer the question," he said. Northrop Grumman Corp designed and built the higher-energy laser and Lockheed Martin Corp supplied the beam- and fire-control systems. Turai ’s ambition wasted our time – Itse Sagay Cover Stories Feb 13, 2010 By Chioma Gabriel, Deputy Editor In this encounter, Professor Itse Sagay, a Senior Advocate of Nigeria and a professor of Law and former Dean of the Faculty of Law at the University of Benin critically analyses the Constitutional implications of former Vice President Goodluck Jonathan assuming the role of Acting President. What are the Constitutional implications of this development? It is a positive development to have an Acting President. I also agree with the lawyers who are saying technically that there is no provision in the Constitution for the National Assembly just to pronounce the Vice President the Acting President. I agree with them. But that is to look at it in a very dry and technical fashion. We have a situation where we are dealing with an abnormality. Constitutions are made for reasonable and normal people to operate. But the Nigerian political elite is an abnormal political elite. When Yar’Adua was traveling abroad and it was clear that he was so incapacitated, there should have been a letter transmitted to National Assembly but his kitchen cabinet and his wife conspired to prevent this so that they themselves could continue to operate as the President in the place of Yar’Adua. This was what the National Assembly was faced with. In the circumstances, we have to be creative in order to save the country. And the creativity in what they have done is this: The Section 145 requires Yar’Adua to transmit a letter to the Speaker of the House of Representatives and President of the Senate. That was not done in a formal way but he did give a broadcast in which he admitted that he was sick, he was incapable, he was not in a position to resume duty until his doctors allowed him. What the National Assembly has done and I agree with them, is a creative interpretation of that broadcast, that he has transmitted a message that he is incapacitated for now, to the National Assembly. So, that is enough for the National Assembly to act and they have acted on it. Some Nigerians like Lai Mohammed said on TV that in law, broadcast is equivalent to writing. That was the way the issue was interpreted. Any broadcast was equivalent to writing. In my view, the expanded and creative interpretation of that broadcast gave the National Assembly the power to do what they have done. It is my view that Jonathan is legitimately the Acting President. What advice do you have for people who still have issues against that? We are lawyers. We have seen the legal flaw in what has happened and if we capitalize on it and forget the political situation in the country, which was very dangerous, things might go wrong. On Tuesday, we were very busy as lawyers because as lawyers, we also have a duty to save this country from chaos. So, I will appeal to everybody to rally round the Acting President and accept the interpretation put on the provision of Section 145 by the National Assembly. And if the illness continues indefinitely, then , we will go to the next stage, which is Section 144 where a panel would be set up for Yar’Adua to be declared permanently incapacitated so that the Acting President becomes full President. That is the stage one towards curing the sickness that has held Nigeria bound for three months. So what do you have to tell some Northern politicians who are trivializing the whole thing by playing politics of North and South with it? It is very unfortunate but I always remind them that Jonathan Goodluck was a member of their party. PDP is one party, not two. He ran with Yar’Adua on Nigerian ticket and therefore, by the Constitution, each one of them is entitled to be President. No one is nominated as Vice President if he is not capable of being President. So, we envisage, that under the present circumstances, the Constitution envisages that the Vice President will become President and the circumstances have arisen and so the North as true PDP men should join other Nigerians and back the Acting President in the interest of this country. If Nigeria disintegrates, the greatest loser will be the North because they are the ones who are most dependent on the resources of the South for their own daily existence. So, it is a very risky adventure for them to create a crisis which can cause disintegration in Nigeria. http://www.vanguardngr.com/2010/02/13/jonathan-presidency-the-inconvenient-truth/ |

Is he the embodiment of ND deprivation, seized lands and waterways, polluted land and water, dreadful cancer and respiratory decease risks etc? …US Backs Ag. President as Ex-lawmaker Sues NASS •Resolution in order, says NLC From Funso Muraina and Damilola Oyedele in Abuja, 02.13.2010 The United States Government yesterday joined the growing list of countries congratulating Acting President Goodluck Jonathan, saying the principle of democracy was upheld in the resolution passed by Nigerian lawmakers to fill the power vacuum in the country. This is coming on the heels of the first legal challenge to the Jonathan Presidency. Yesterday, a former minority leader in the House of Representatives, Hon. Farouk Adamu filed a suit at the Federal High Court Abuja, challenging the resolution of the National Assembly which paved the way for Jonathan to become acting president pending the return of President Umaru Yar’-Adua. Yar’Adua has been receiving treatment at King Faisal Specialist and Research Centre in Jeddah, Saudi Arabia, since November 23, last year. Speaking through its envoy in Nigeria, Ms. Robin Sanders, the US said the best interest of Nigeria had been served by this action of the legislators. The US added that it was ready to support Nigeria in its quest for a better political future, especially in the conduct of credible elections in 2011. “We believe that the principle of democracy has been served well in Nigeria through the leadership shown by the National Assembly, the Governors’ Forum, several ministers and the courts in finding a way out of the political impasse. “The commitment of all elements of Nigerian society to constitutional process and the rule of law is commendable. “The US Government looks forward to working with the government and people of this great nation,” the statement concluded. As the US threw its support behind the National Assembly’s resolution, the former lawmaker who dragged the federal legislature to court over the Jonathan presidency wants the court to declare that based on Section 145 of the Constitution, the Senate and House of Representatives lack the powers to pass a resolution mandating Jonathan to act as the president, pending Yar’Adua’s return. The plaintiff asked the court to make an order to invalidate the said resolution of the National Assembly on the account that such a resolution was unconstitutional and of no effect. Similarly he prayed the court for an order “directing the Senate and House of Representatives to cause compliance with Section 145 of the Constitution by waiting for a written declaration to be transmitted by the president before passing any resolution to that effect.” He also asked the court to order the vice president to forthwith “stop parading himself” as the Acting President and Commander –in–Chief of the Armed Forced of the Federal Republic of Nigeria. Other respondents listed in the suit are the vice president, and the Attorney General of the Federation and Minister of Justice. Earlier yesterday, Hon. Adamu and the Chairman of the Jigawa State chapter of the Nigerian Bar Association, Sani Gabbas had appealed the judgment of an Abuja Federal High Court that held that Yar’Adua’s official duties had not been left undone following his absence from office. Although the court did not fault the locus of the plaintiffs to file the action, it did not agree with them that the president is no longer capable of executing the duties of his office having left the country for Saudi Arabia where he is receiving medical attention. The appellants through their counsel are asking the Court of Appeal to set aside the decision of the Federal High Court presided over by Justice Daniel Abutu and to declare that Yar’Adua is incapable of performing his official functions. It also prayed the Appeal Court to hold that VP should become acting president until the president returns. On the grounds of the appeal, they said that the lower court erred in law when it stated that the president’s absence did not amount to permanent incapacitation in line with Section 144 of the 1999 Constitution. They further held that the lower court erred in law when it failed to consider and decide on all the relieves raised by the plaintiffs and that it equally erred in law when the judge misdirected himself and held that the vice president is already performing the functions of the president in a delegated capacity. Also yesterday, the Nigeria Labour Congress at the end of its National Administ-rative Council meeting on the state of the nation in Abuja expressed its support for the resolution which conferred presidential powers on Jonathan. The NLC called on Jonathan to urgently address issues of power generation, electoral reforms and constitutional review. NLC President, Abdul-waheed Omar also said the persisting fuel crisis rocking the nation requires the immediate attention of the acting president as “it has inflicted untold and unnecessary hardship on Nigerians.” He alleged that the artificial crisis was perpetually caused by a cabal “that had chosen to hold Nigerians hostage, by manipulating the prices of petroleum products.” http://www.thisdayonline.com/nview.php?id=166387 |
MrCrackles:If he is "as good as lifeless", don't Nigerian's have the right to know? Aside from that, it would mean that the country has been the victim of repeated falsehoods and forgeries. If that is the case, then crimes must be exposed and justice meted out. If on the other hand, he has been preserved by machines and drugs, we have the right to know the exact machines and the exact drugs. We have a right to know if those machines and drugs hamper or enhance his mental and physical abilities. If they do, how exactly and under what circumstances? |

prettyG:You might be right about Gbenga Daniels. But I used the story, because there is a very unambiguous quote attributed to Sanusi. . . “I am not afraid of going into exile because the people that I fight against through the various reforms embarked upon under my tenure as CBN Governor, are powerful elements. They are tied to the government,’ Sanusi declared. |
I find that statement extremely curious. Isn't exile a bit extreme? But then, maybe there are things we don't know. Could he really have had an "agenda" then? I don't buy the BS about the CEO's suddenly having govt strings to pull. |
Sanusi: I may go on exile if. . . Saturday, 13 February 2010 00:00 Nigerian Compass Apparently expressing fears that Acting President Goodluck Jonathan may not support his reforms, the Governor of the Central Bank Nigeria (CBN), Mallam Sanusi Lamido Sanusi has declared that he may go on exile. Indications are rife that his reforms, considered by many as harsh may have hit the rocks. Sanusi made the declaration on Thursday night at the Businessday Conference where he was a special guest of honour while speaking on the theme “Banking Reforms in Nigeria: What Next After CBN Intervention”. Sanusi, the hitherto swash-buckling CBN Governor, seems to have lost his trademark swagger. Lamido is currently faced with the possibility of a change of tactics by Acting President Goodluck Jonathan who may not sanction the harsh measures that the CBN under him has meted out to former bank chiefs, an action that received the blessing of ailing President Umaru Musa Yar'Adua. The CBN Governor declared that he is not afraid of embracing the option of self exile because those opposed to his reforms in the banking industry since his tenure as the Governor of the apex bank, last year were powerful and highly connected people. “I am not afraid of going into exile because the people that I fight against through the various reforms embarked upon under my tenure as CBN Governor, are powerful elements. They are tied to the government,’ Sanusi declared. He dismissed the claim that his reforms in the banking industry were laced with ethnic agenda, describing it as insinuation being peddled by his detractors to rubbish his good intentions. The position being expressed by the CBN Governor over his readiness to go on exile may not be unconnected with inflammatory statements in the wake of the intervention in the 13 banks declared distressed, following audit carried out by the joint inspectors from the CBN and Nigerian Deposit Insurance Corporation (NDIC). It was reliably gathered that the apex bank boss only took directives from President Yar’adua, without cognizance for any other principal officers in the National Executive Council. An indication that the CBN lack respect for members of National Executive Council apart from the president was displayed during Sanusi’s visit to the stock market last year, when he told the market community that he didn't care about any opposition to his reforms, so long as he President approved of all that he was doing. He disclosed that he was taking directives only from the president and Commander in-Chief of Federal Republic. In one of his public presentations, on efforts at sanitizing the banking industry, Sanusi declared at the Nigerian Economic Summit Group (NESG), Policy Dialogue in Lagos last year that but for the rule of law, the chief executives of the distressed banks and their debtors should be tied to the stakes and shot. Sanusi also gave the outlines of the second phase of the banking reforms. There are several security implications to the recent problems in Nigeria, especially now that governor Aliyu has claimed that for the 79 day's of national limbo, only two people were privy to Yar Adua's exact state of health (Turai and Yayale). In plain terms, therefore, every other person claiming to have spoken to him or visited is lying; the country needs to know why. There are several other questions;
[li]Was the country unnecessarily exposed to danger for 79 days?[/li] [li]Were treasonable crimes committed on the part of the FEC and Andoakaa?[/li] [li]Was there sedition on the part of the FEC and Andoakaa?[/li] [li]Has Yar Adua himself committed several crimes from negligence to abandonment of duty?[/li] [li]Did any person or group of persons stand to gain from our limbo? If so, what and how?[/li]
We need answers and we demand action. |

Kx:I believe most Nigerians have not met characters like Jonathan before or they just aren't used to his type, hence the surprise. Jonathans type is very common in the ND, especially among Ijaws (eg Tompolo). They call them "slow poison" or "gentle jack". Jonathan has the potential to fundamentally change the country. So far, I love what I'm seeing. |

Nobody really knows his direction or where our monetary are meant to end up. We hear he is cleaning up the place. Jonathan also needs to urgently wipe out any lingering military decrees, such as the ones Sanusi was able to use for his agbero work. |
PDP Shocked Over Redeployment of Ministers Written by By Chibuzo Ukaibe, Abuja Thursday, 11 February 2010 20:51 Indications emerged yesterday that the leadership of the Peoples Democratic Party (PDP), was left in the dark over the cabinet adjustment carried out by Acting President Goodluck Jonathan on Wednesday. Jonathan, had on assumption of office, reassigned the former Attorney General of the Federation, Mike Aondoakaa to the Ministry of Special duties, replacing him with the former Labour Minister, Chief Adetokunbo Kayode. Both of them are senior Advocates of Nigeria. The move by the acting president, LEADERSHIP gathered, came as a surprise to the party hierarchy, who had on Tuesday paid a solidarity visit to the acting president at his lodge. The National Chairman of the party, Prince Vincent Ogbulafor, led the party delegation. The source at the PDP national secretariat, told LEADERSHIP that the news of the cabinet reshufflement equally came as a surprise to members of the National Working Committee of the party because the matter was not mooted at the meeting between them and Jonathan. The source, however, stated that while the party was not against what the acting president did as the commander in chief, he was not fair to them - "at least for the sake of making an input in the matter." "We were with the acting president, but members of the NWC were not told. It came to us as a surprise. This can be verified from some of the calls, which some of us made to you members of the media, trying to ascertain whether what we heard was true. "It is not that the party is against what the acting president has done, but in the past, the party was always in the know. He is the acting president and commander-in-chief, the buck stops on in his table. We certainly will not control him on how he does his things, he is in charge, but it is fair to let us known, at least for an input." Also, the source noted that the party was equally not aware of governors' trip to Saudi Arabia, yesterday to brief President Yar'Adua on recent events in the country. Governors of Bauchi, Benue and Katsina states: Isa Yuguda, Gabriel Suswam and Ibrahim Shema, had reportedly left the country on Wednesday to brief Yar'Adua on the state of the nation. http://leadershipnigeria.com/index.php/news/headlines/11880-pdp-shocked-over-redeployment-of-ministers |
