Politics › Deep Blue Project: FEC Approves ₦6.3bn Contracts For Waterways Surveillance by BeeBeeOoh(op): 11:41pm On Nov 24, 2021
The federal executive council (FEC) has approved the award of a contract worth N6.3 billion for waterways surveillance under the Deep Blue project.

The Deep blue project is also known as the Integrated National Security and Waterways Protection Infrastructure project.

It is based on a maritime analytics system, providing comprehensive monitoring and an exclusive economic zone. The project will enable both the protection of the country from illegal and piracy activities and the protection of the country’s natural resources and assets.

Rotimi Amaechi, minister of transportation, disclosed this on Wednesday while briefing state house correspondents after the FEC meeting.

The meeting was presided over by President Muhammadu Buhari at the presidential villa, Abuja.

In June, Buhari flagged off the project — a collaboration between the transport ministry and the ministry of defence.

Amaechi said he presented a memo to the cabinet to approve the award of the contract.

He said that the contract was for the provision of training logistics, operational equipment, and maintenance support for the government under the Integrated National Surveillance and Waterways Protection Solution Infrastructure in Nigeria.

“This is also what we call the Deep Blue Project. That’s the project that the president launched some months ago, around May or June,” he said.

“The contract was awarded at N6,347,967,644.21, inclusive of 7.5% VAT for a period of two years. It’s also important to say that the cabinet was briefed that there’s huge improvement in the security on our waterways now and we hope that it will continue as we progress.”

Politics › Zainab Ahmed: We Can't Continue, Nigeria Losing N250bn Monthly On Fuel Subsidy by BeeBeeOoh(op): 9:47pm On Nov 24, 2021
Zainab Ahmed, minister of finance, budget and national planning, says the government can no longer sustain petrol subsidy payments which currently stand at about N250 billion monthly.

Briefing state house correspondents after the federal executive council (FEC) meeting presided over by President Muhammadu Buhari on Wednesday, Ahmed said the payments were no longer sustainable.

The finance minister explained that the federal government will end fuel subsidy by 2022 and replace it with a N5000-a-month transportation grant to the poorest Nigerians.

“So the Petroleum Industry Act has a provision that all petroleum products must be deregulated. And in the 2022 budget, we made a provision to assume that at the maximum by the end of June, we must exit subsidy,” Ahmed said.

“So this last FAAC, the subsidy cost to the federation was N243 billion. So if we look at a cost of about 250 billion per month, and it has been increasing consistently. So we’re expecting something around N120 billion per month from NNPC. And now we’re getting to a point where NNPC is remitting near zero.

“And if we don’t stop we will get to a point where they will tell you: ‘Pay me this for managing the fuel provision in the country’.

“So if you take 250 billion times 12 months, that is about N3 trillion. If we don’t remove that, that is what it is costing us. This is money that we can use to apply to health and education.

“The intervention we want to provide, it’s for between 20 to 40 million people and there is still a lot of work going on. We have a committee that is chaired by His Excellency the Vice President, state governors and a few of us ministers as members. So we have to have a landing as to the exact number between 20 to 40 million.

“We already agreed it will be N5000 and we have also agreed that the remittances have to be done digitally. So the eNaira will help but so also will the various payment platforms that are currently available. What we will not do is paying people in cash.

“So, the transfers that people will receive through one kind of electronic money or the other and it’s meant to be for a period of six, nine or 12 months.

“So, these are things that we are still in negotiation because it’s still money that would have to come from the federation account. So everybody that is a member of FAAC will have to agree on the numbers. The maximum will be 12 months, the minimum will be six months.”

The finance minister also said she briefed the council on the third quarter gross domestic product (GDP) report for 2021.

She affirmed that the result showed an improvement from the contraction witnessed in 2020.

Asked why the growth does not impact Nigerians, Ahmed said that the impact of the economic growth being recorded will not be felt until it surpasses the population growth rate.

“Let me say that, again, the Nigerian economy is growing. And right now we witnessed, four consecutive quarters of GDP growth,” Ahmed said.

“We also said that we aspire to continue to push this growth to the point where the growth supersedes the growth in our population because that’s the time that people will feel the benefits.

“So, we’re pushing the bar at the third quarter of 2021. The average annual growth is now 3.3%. Our population growth is roughly about 3.2%. So, we still need to do a lot more for people to feel this.

“But the fact that the service sector is not in positive territory, it also means that people will begin to feel the difference because it is the service sector that has the first direct impact on people.”

Education › Federal University Dutse Employs 55 Local Hunters To Secure Campus by BeeBeeOoh(op): 9:12pm On Nov 23, 2021
he Federal University Dutse (FUD), Jigawa, has employed the services of 55 local hunters to protect lives and property in and around its campus.

The FUD Chief Information Officer, Alhaji Abdullahi Yahaya, announced this in a statement in Dutse, the Jigawa state capital on Tuesday, News Agency of Nigeria reports.

Yahaya said the Vice-Chancellor of the university, Prof. Abdulkarim Sabo, had approved the hiring of the local hunters.

He stated that they were engaged from the state’s branch of the Nigerian Hunters Council.

According to Yahaya, the move will help to render adequate assistance to the university’s security unit in patrolling the campus, especially at night.

He quoted Sabo as saying the university needs the services of the hunters because of their vast knowledge of the communities.

He also described the hunters as well suited for the task because of their ruggedness.

The spokesperson added that the hunters were given a three-week training by the security division before deploying them to the field.

“When the Chief Security Officer of the University, retired Col. Abubakar Siddique brought the idea, the management bought into it because of the complex security problems facing the country.

“The hunters, FUD security and the Nigerian Police now conduct a daily joint patrol of the campus at night and at the same time complementing our security in other areas.

“The Vice-chancellor also said those who display exceptional skills and commitment among them would be rewarded,” the spokesperson said.

According to NAN, Sabo has called on the members of staff and students of the university to cooperate with its security division.

Yahaya further said as part of his efforts to ensure adequate security is provided for the lives and property of students, the VC has also banned ”nightcrawlers” from the university.

He added, ”While patrolling the campus at night, Sabo impounded tinted vehicles at girls’ hostels, whose owners’ suspicious activities with the female students were against the university’s rules and regulations.

“The VC, who noted that the female students are in the university to study and as their guardian, the management will not allow outsiders to compromise their moral values."

He added that such female students whose actions were found wanting during the night patrol had been reported to their parents.

The spokesperson also quoted Sabo as warning that "in view of the general insecurity, especially kidnapping, the university will not tolerate tinted cars in the daytime and most importantly at night".

“The VC advised those who claimed to be fiancés to the female students to visit them in their family homes and not in the university at night, more so in tinted cars.

“He warned that anybody caught henceforth would be prosecuted, as the university had since banned tinted cars from the campus,” he said.

The spokesperson said the VC also issued warnings to both academic and non-academic staff members against sexual harassment of students.

He was also quoted as cautioning the students from improper behaviour towards the staff members of the university.

Politics › Muhammed Mahmoud: Nigeria Leading Globally In Yam, Cassava, Rice Production by BeeBeeOoh(op): 7:31pm On Nov 23, 2021
Since the past three years Nigeria has been leading globally in the production of yam, palm oil, cassava, maize and rice, the Federal Government has said.

Minister of Agriculture and Rural Development, Muhammed Mahmoud, disclosed this at the maiden edition of the National Agribusiness Stakeholders’ and Investment Summit in Abuja on Tuesday.

He told delegates at the summit that Nigeria’s agricultural potential was huge, with over 84 million hectares of arable land of which 40 per cent was cultivated, adding that the country’s population of over 200 million had made it Africa’s largest market.

“It is remarkable that in the past three years Nigeria has taken a leading role globally in cassava, yam, maize, palm oil and rice production,” Mahmoud said,

He added, “We are currently the largest producer of rice in Africa with a production level of over nine million metric tonnes from 2019. The Federal Government is investing in
the development of additional 10 large scale integrated rice mills
across the country.

“Their combined minimum capacity is 320MT per day, which when completed will enhance Nigeria’s self-sufficiency in rice production.”

The minister pointed out that the agricultural sector currently account for 24.14 per cent of the nation’s Gross Domestic Product and 75 per cent of the total non-oil exports.

On the impact of the sector in poverty alleviation, the minister said, “It is notable that through various empowerment support initiatives in
production, processing and marketing of agricultural commodities, we have lifted a total of 4,205,576 Nigerians out of poverty in the last two years.”

He said the government would continue to work for a sustainable and viable economic climate that would attract local and foreign investments.

“The Federal Government has deliberately designed agricultural investment incentives to support high level private sector participation,” Mahmoud stated.

He noted that while some of these incentives were in form of tax holiday, exemptions and reliefs, there were many that leveraged on specific government policies, performances of companies, as well as relevant international investment treaties.

Politics › Niyi Adebayo: FG Have Disbursed N56.84bn Survival Funds To 835,161 Beneficiaries by BeeBeeOoh(op): 7:06am On Nov 23, 2021
The Minister of Industry, Trade and Investment, Chief Niyi Adebayo, has disclosed that a total of N56.84 billion had been disbursed to operators of micro, small and medium scale enterprises (MSMEs) in Nigeria, out of the N75 billion Survival Fund earmarked by President Muhammadu Buhari’s government.

The minister said this yesterday, during the opening of the technical session of the 13th meeting of the National Council on Industry, Investment and Trade held at Ado-Ekiti, Ekiti State.

The minister who was represented by the Permanent Secretary in the Ministry, Dr. Evelyn Ngige, said the scheme was targeted at strengthening ordinary Nigerians and reduce the poverty index to the nearest minimal.

Adebayo said: “On the N75 billion MSME Survival Fund, the programme has disbursed N8.80 billion to 293,336 beneficiaries under the Artisan Support & Transport Scheme; N43.92 billion to 459,334 beneficiaries under the Payroll Support Scheme, and N4.12 billion to 82.491 beneficiaries under the MSME Grant Scheme.

“In total, the sum of N56.84 billion has been disbursed to 835,161 beneficiaries under the MSME Survival Fund scheme.”

Adebayo revealed that the ministry has begun full activation of the six private sector-led Special Economic Zones (SEZs) at Lekki, Eyimba, Funtua, lbom, Kano, and Benue, saying the government was working through the Nigeria Export Processing Zones Authority, to ensure the Authority delivers the establishment of three SEZs in 2022,

In addition, Adebayo said the ministry had, “in line with the Presidential directive for the establishment of at least one Agro-Processing Zone in each of the 109 Senatorial Zones, commenced the process of collecting agro-commodities data in 16 states. He listed the states to include Ebonyi, Plateau, Edo, Jigawa Ondo, Gombe, Abia, Benue, Osun, Sokolo, Zamfara, Enugu, Ekifi, Bauchi, Kebbi and Bayelsa in the first implementation phase.

“We have also ensured credit access to ten million MSMEs at a single-digit rate. In the implementation of this strategic pillar of the federal government to reduce the rate of unemployment in the country, the Ministry through the Bank of Industry (BOI) has disbursed N15bn to 863 MSME businesses across several sectors,” he added.

He said the ministry has actively continued to expand its collaboration with the private sector to create well-paying jobs for the Nigerian youths in fulfillment of the job creation objective of the government.

“The ministry, through the Industrial Training Fund (ITF) has trained 1,211 beneficiaries under its Info-Tech Skills Empowerment Programme (ISEP), Passion to Profession, and other Special Skills Intervention Programmes,” he added.

The former governor said as part of government efforts to reduce poverty through the creation of jobs, various strategic wealth creation programmes have been embarked upon by the Ministry through the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN).

“These initiatives are all geared towards Mr. President’s promise of taking 100 million Nigerians out of poverty within the next 10 years,” he added.
