Mali’s military government has been strengthening its relationship with Russia as anti-French sentiments peak in Bamako. Mali expects Russia to send shipments of fuel, fertiliser and food worth around $100 million to Mali in the coming weeks, the West African country’s economy minister, Alousseini Sanou, says. Russian President Vladimir Putin discussed providing the supplies with his Malian counterpart in August, a sign of deepening ties as Mali’s relationship has soured with its longtime ally and former colonial ruler, France. Speaking on national television from Moscow, Sanou said on Wednesday that Russia was going to send 60,000 tonnes of petroleum products, 30,000 tonnes of fertiliser and 25,000 tonnes of wheat. Mali’s ruling military government came to power in a 2020 coup and has sparred repeatedly with neighbouring countries and Western powers over election delays, alleged army abuses and cooperation with Russian mercenaries in its fight against an uprising that has raged in Mali since 2012. Fighters from the Wagner Group, a Kremlin-linked private military company, have been supporting the Malian army since late last year in its fight against groups linked to al-Qaeda and ISIL (ISIS). In October, Putin told Mali’s interim president, Assimi Goita, that Moscow was committed to strengthening cooperation to help root out “terrorist groups” in Mali. France intervened militarily in Mali in 2013, leading an effort to remove armed groups that had seized control of towns in northern Mali. The departure of French troops in August raised new concerns about whether those fighters would regain territory as security responsibilities have now fallen on the Malian military and United Nations peacekeepers. © |

Russian President Vladimir Putin confirmed the country’s readiness to provide a significant grain volume to the poorest countries free of charge in a telephone conversation with President of Indonesia Joko Widodo, the Kremlin’s press service said on Wednesday. "In the context of supporting the global food security, Vladimir Putin stated the fundamental Russian approaches towards implementation of Istanbul package agreements pertaining to Ukrainian grain export from Black Sea ports and unblocking of Russian agricultural produce and fertilizers exports to global markets," the Kremlin said. Russian President also noted readiness of the country to provide significant grain volumes to the poorest countries free of charge as the humanitarian aid, the Kremlin’s press service added. "Joko Widodo supported such an approach," the Kremlin noted. The Russian President also informed his Indonesian counterpart about the situation evolved in consequence of the marine humanitarian corridor use by the Kiev regime for the sabotage action against the infrastructure and ships of the Black Sea Fleet in Sevastopol and that the Russian side resumes implementation of the grain deal after the receipt of required guarantees from Ukraine regarding the non-use of the humanitarian route for military purposes. |
Russia becomes largest supplier of oil to India in October. Russia came out on top in October among oil exporters to India, leaving behind Saudi Arabia and Iraq, traditional leaders in this area, the Economic Times newspaper on Wednesday. "Russia supplied 946,000 barrels per day of crude to India in October, the highest ever in a month. It accounted for 22% of India's total crude imports, ahead of Iraq's 20.5% and Saudi Arabia's 16%. Compared to September, overall crude import went up 5% in October and that from Russia rose 8%," the newspaper wrote, referring to Vortexa, an energy intelligence firm. The total volume of crude oil imports by India increased by 5% month-on-month in October, while imports from Russia grew by 8%. Although China was the biggest buyer of Russian oil shipped by sea, importing more than 1 million barrels a day in October, India for the first time received more oil (by 34%) from Russia by sea than the European Union, the publication notes. In October, India imported about 106,000 barrels of fuel oil per day from Russia, which is also a new high, according to Vortexa. Nevertheless, Vortexa analysts do not rule out that oil imports from Russia to India may slow down starting in December due to delivery restrictions that may arise after the EU imposes a price cap on Russian oil. The latest figures from the Indian Oil Ministry show that Eurasia's share of the fuel supply, including Russia, Kazakhstan and Azerbaijan, increased to 21% between April and September from 5% a year earlier. This nearly halved the combined share of North America, South America and Africa, to 18% year-on-year, while the Middle East’s share remained almost unchanged at around 59%. As the Economic Times previously reported, in September, India's purchases of Russian oil increased by 4.6% compared to August and amounted to approximately 896,000 barrels per day. The discount on oil Russia granted immediately after the introduction of Western sanctions against it has become smaller. Still, the price of Russian oil for India is lower than the cost of oil imported from the Middle East, which includes high costs for transporting hydrocarbons from this region to India, the newspaper noted. India secures 85% of its energy needs through imports. In 2021, Iraq and Saudi Arabia were the main suppliers of these raw materials to the republic, Russia ranked ninth in terms of supplies. |

We had come up with a plan to dig a pit for the Russians, and then we were the ones who fell into it, and now we have to decide what’s to be done. The EU says keep digging. That does not look sensible though," Orban explained. Earlier, the Hungarian leader said Europe was divided into two camps: one zealously believing in these sanctions and the other calling for the continent-wide bloc to rethink its sanctions policy toward Russia. Orban said the restrictions against Russia had not been imposed democratically but that the decision was made by unelected bureaucrats and the elite in Brussels. On February 24, Russian President Vladimir Putin launched Moscow’s special military operation in Ukraine in response to a request for help from the leaders of the two Donbass republics. He said that Russia had no plans to occupy Ukrainian lands but the goal was rather to demilitarize and denazify the country. The UN General Assembly First Committee on Tuesday adopted Russia’s draft resolution on Further Practical Measures for the Prevention of an Arms Race in Outer Space. The resolution drew support from 124 delegations, while 48 voted against it and 9 abstained. The resolution is now expected to be considered by a full General Assembly in December. The document underscores the importance of taking urgent measures in order to forever prevent the deployment of weapons in the outer space, use of force or threat of force in the outer space, from space against Earth and from Earth against objects in space. The document calls on all states to achieve via negotiations corresponding legally binding multilateral agreements. The UN General Assembly First Committee approved the Russian draft resolution "No first placement of weapons in outer space." The document was supported by 123 delegations, with 50 voting against and 4 abstaining. The draft document is now expected to be reviewed by the General Assembly’s full membership in December. The document was co-authored by 18 other states. It calls to promptly begin a substantial work based on the updated version of the 2008 draft agreement on prevention of deployment of weapons in space, use of force or threat of force against space objects, introduced by Russia and China. It reaffirms the need for examination and adoption of practical measures during development of agreements for prevention of an arms race in the outer space. The committee approved without a vote the Russian draft resolution on Transparency and Confidence-Building Measures in Outer Space Activities. The committee also adopted the Russian draft resolution "Transparency and confidence-building measures in outer space activities" without a vote. The document states that the UN Secretary General must inquire about opinions and proposals of member states on practical implementation of transparency measures, contained in the 2013 report of Group of government experts on transparency and trust-building measures in space. |
