The state of emergency is illegal cos the expected war can only happen after the tenure of the incumbent, the president therefore has no right to declare such. When u hear illegal refineries, do u think it is actually a refinery with equipment and standard machine. Wat these guys do u destroy pipeline, steal crude oil, over heat the oil and extra PMS and probably kerosene, then throw away the remaining products. These refineries are not actually refineries, and the people don't buy the crude oil, they steal it, so it's illegal and they sud be arrested, I know someone that has lost his life during bunkering. It's not as easy as u think it is.

What they have is simple fractional distillation brains, give them the license, sell the crude to them, let the banks finance their equipnents, regulate them.
Don't people die doing good jobs? Help them take necessary precautions.
