He said, “No country equips its military overnight . Armed forces are built over the years because even if you spend $10bn today, you cannot equip the Air Force, the Navy and the Army. They refused to build their capacity, they instigated crisis and now they are telling you they can fight insecurity.

“They said the military is corrupt. When this insecurity started, we had nothing so to tackle it very quickly, we used vendors to get equipment. But now, we are doing government to government arrangement and so there is nothing like corruption anymore. Is that not the way to fight corruption? You must prevent people from touching public money.”

Jonathan said since his generation had failed Nigeria, it was important for the youths to vote for those who would invest in their future.

He said it was his dream for the next generation of Nigerians to fly to the moon.

He said, “Those of my age and above are finished; we are gone. That is why I am addressing those of you that are voting for the first time. We believe it is you that will take us to the moon. My generation has failed, we couldn’t take Nigeria to the moon.

“Look at what India is doing? I said for us to get to the moon, our first class graduates should be sent to the best 25 universities in the world for postgraduate studies.

“ So you must vote wisely. They will build prisons for you but I will build universities for you. I will build primary schools and secondary schools .”

He said the APC was not on a mission to fight corruption but to jail their enemies. He, therefore, urged Nigerians not to vote for the party.


Jonathan laughed at the reported endorsement of Buhari by the Movement for the Emancipation of the Niger Delta.

He said it was unfortunate that the group which was responsible for killing Nigerians on October 1, 2010 was the one identifying with the APC.

He also alleged that MEND jailed leader, Henry Okah, was paid to kill him in 2010.

Earlier, the Akwa Ibom State Governor, Godswill Akpabio, said the alleged missing money from the treasury was a propaganda tool created by the APC.

Akpabio said, “We (governors) were the ones that told Mr. President that we should share the 55bn. We said we could not be saving while our people are hungry. Will you be saving when your child is in the hospital?

“If your child dies, wouldn’t you be a fool? The money was shared by the three tiers of government so no money is missing.”

He did not say if the money was in naira or dollars.

INDUSTRIAL REVOLUTION
27. Under GEJ, Nigeria has three automobile
industries manufacturing vehicles already,
Innoson in Nnewi, Peaugeot in Kaduna and Nissan
in Lagos. kia and Toyota are already working on
their assembly Plants in Lagos while there is an
indication that about 30 car manufacturing
companies has signified interests.
28. Nigeria exports cement after becoming self-
sufficient of our local demand (this is a feat that
was not achieved for many decades).
AGRICULTURE
29. Rice production rose from 1.5Metric Ton from
2010 to 3.5Metric Tons in 2013
30. Nigeria became world leader in cassava
production.
31. Nigeria food import reduced by 500Million per
annum
32. 6Million farmers now assess fertilizers
through the e-wallet systems and this now helps
government to cut N50Billion annually from
corrupt middlemen.

33. GEJ government introduced the green wall
initiative to tackle desertification in the Northern
part of Nigeria by planting 6,720,000 trees so far
in 10 northern states.
34. UN Statistics shows that life expectancy in
Nigeria before GEJ government was 47yrs and the
statistics present figure shows it is 52% (If
government takes the blame of everything in a
nation then it should also takes commendation of

All Progressives Congress, APC, presidential
candidate, General Muhammadu Buhari (retd)
, has promised never to leave the defence of
Nigeria in the hands of hunters, children and
civilian JTF.
This was contained in his 18-pages manifesto
titled “Securing Nigeria’s Future” which is
available on his campaign website.
The former head of state pledged to urgently
address capacity building mechanisms of law
enforcement agents in terms of quantity and
quality, establish a well-trained, adequately
equipped and goals driven Serious Crime
Squad to combat insurgencies, kidnapping,
armed robbery, ethno religious and
communal clashes, nationwide.
He added that his administration will onsult
and amend the Constitution to enable States
and Local Governments to create city, Local
Government and State Policing systems,
based on the resources available at each
level, to address the peculiar needs of each
community.
General Muhammadu Buhari (rtd)
“We will therefore work with the National
Assembly to set and revise, when needed,
boundaries of operations, for Federal, State,
and Local Government policing units, through
new Criminal Justice legislation to replace the
Criminal Code, the Penal Code and the Police
Act.
We will push for more robust support in the
Security and Economic stability of the West-
African sub region and African Continent as a
whole. We will seek and maintain close and
frank relationship with ALL of West Africa;
Special relationship with South Africa and its
Sub-region, the rest of Africa; the UK, USA,
Canada,EU, Asia, and the Middle East,” he
said.
On the Economy, Buhari promises to
maintain sound micro and macro economic
policy environment, and run an efficient
government and preserve the independence
of the Central Bank; restore financial
confidence in the citizens and the world, by
putting in place a more robust monitoring,
supervising, and regulating of the financial
institutions.
“We will make our economy one of the
fastest growing emerging economies in the
world with a real GDP growth averaging at
least 10-12% annually,” the document
revealed.
He promises to tackle unemployment via
vocational training, entrepreneurial and skills
acquisition schemes for graduates along with
the creation of a Small Business Loan
Guarantee Scheme to create at least 5
million new jobs by 2019.
“A Small and Medium Enterprises
Development Commission will be created for
this purpose. We will also encourage State
Governments to focus on employment
creation, by matching every one job created
in the same state Integrate the informal
economy into the mainstream and prioritize
the full implementation of the National
Identification Scheme to generate the
relevant data; expand domestic demand and
undertake associated public works
programmes to achieve this goal; embark on
export and production diversification
including investment in infrastructure;
promote manufacturing and transformation,
through Agro Based industries; and expand
and promote sub regional trade through
ECOWAS and the AU; create an additional
middleclass of at least 4 million new home
owners by 2019 by enacting national
mortgage single digit interest rates for
purchase of owner occupier houses as well as
review the collateral qualification to make
funding for home ownership easier, with 15
to 30 year mortgage terms”.
The document added that the administration
of Buhari/Osibanjo will create a Social
Welfare Program of at least Five Thousand
Naira (N5000) that will cater for the 25
million poorest and most vulnera ble citizens
upon the demonstration of children’s
enrolment in school and evidence of
immunisation to help promote family
stability. There will also be provision of One
Meal a day for all Primary school pupils.
On Education, Buhari pledeges to implement
a performance based education system,
predicated on outcomes, skills, and
competences as against the current certificate
based qualification; fully review provisions of
the Universal Basic Education Act with
emphasis on gender equity in primary,
secondary school enrolment whilst improving
the quality and substance of our schools,
through outcome based education.
“Targeting up to 20% of our annual budget
for this critical sector whilst making
substantial investments in training quality
teachers at all levels of the educational
system; enhance teacher training and
improve the competence of teachers in the
light of the 21st; develop and promote
effective use of innovative teaching methods/
materials in our schools; establish at least six
new universities of Science and Technology
with satellite campuses in various states”.
The document noted that the administration
will generate, transmit and distribute
electricity on a 24/7 basis whilst
simultaneously ensuring the development of
sustainable/renewable energy, by 2019.
The presidential hopeful also vow to address
the infrastucture decay in the country, boost
agriculture, revive the oil and gas industry;
makes the health sector works among other
pledges.
In the preamble of the document Buhari
opined, “over fifty years of independence and
despite our vast wealth–abundant natural and
human resources, at home and abroad, we as
a nation continue to struggle with the most
basic needs (food, shelter, water, security
sanitation, and electricity, etc). As a nation,
we are paralyzed by wide spread poverty,
endemic institutionalised corruption; high
levels of unemployment; a near total
collapse of our educational system and
facilities, collapse and decaying health and
ineffective social services systems, chaotic
transportation and communications systems;
and other basic but essential infrastructure;
less than adequate institutions of government
at all levels, resulting to break down of law
and order, institutionalized insecurity to life
and property; and weak, fragile and unstable
economy, with non-functional financial
institutions, etc.
Nigerians of goodwill, are angered by failures
of corrupt and poor leadership. They are
frustrated by economic policies that did not
deliver on its promises. Nigerians are
therefore impatient and want
To regain their lost rights. Nigerians are worn
out by conflicts, all over the country.
Nigerians are now striving for a fresh start.
I, Muhammadu Buhari have now come to the
rescue. This is success by design. It will
overcome our failure by design matrix”.

Why can't this person be specific as to the inferiority or indequacy of the weapon systems provided viz the insurgents and its direct influence in the theatre or specific engagements.

It is not unusual for battlefield feedback to get through to the QM and adjustments can be made but these have to be specific. Are their AK's jamming in the dust, are the magazines inadequate. How many crates of 7.62 does each section carry. Transport, food, water, flak jackets. These are the things a typical soldier is concerned about. A typical soldier will not know the intricacies of command and control and he is not interested.

I feel the problems depicted occur in the offices not on the field. The ultimate impact may be felt there but I can wager that there are power struggles going on within mid to upper level command and control, that is responsible for this. The broad amount of information collated in this report is just beyond that of a typical serving soldier in the theatre and its lack of detail speaks of something more akin to politics rather than operational.
